Introduction: Justification for BC to host an international LNG Conference The Government of British Columbia aims to become a global leader in secure and sustainable LNG exports. The
2011 Be Jobs Plan identified LNG as a key sector for BC and committed to one LNG plant in operation by 2015
and three by 2020. The Natural Gas Strategy, LNG Strategy and its One-Year Update released in February 2013,
detailed BC's continued commitment to LNG exports and outlined the critical priorities that will guide the
development of this prosperous industry.
The international trade of LNG is expected to steadily increase, and the context surrounding LNG has been
changing dramatically in recent years. Therefore, it is important to further enhance understanding and
cooperation between LNG producers and consumers in the world . As such, the LNG Task Force organized and
executed the inaugural BC hosted international LNG conference in order to contribute to the sharing of global
LNG market perspectives as well as increase collaboration with respect to the LNG industry in Be.
The two-day conference reinforced BC's vision for LNG, promoting Be's LNG projects and helping global
producers and consumers gain more insights into new investment opportunities in Be's LNG industry. The
conference highlighted First Nations' and community leaders' perspectives on potential impacts on communities
touched by the LNG industry, as well as the sophisticated regulatory and environmental requirements that
industry will have to meet in order to do business in Be. The conference also hosted learning institutes and
international labour development agencies to discuss strategies to meet the need for skilled labour in northern
BC, ensuring that the timely construction and on-going operations of the LNG industry in Be has a maximal
benefits for BC residents. Finally, the conference discussed domestic use of LNG in the transportation industry.
Australia and the U.S. have shown their aggressive positions on LNG. Both countries have several international
conferences regarding natural gas and LNG development planned for late-2012 and early-2013. For example,
the 20d Australia Gas 2012 Conference, sponsored by the Australian Government was held in Sydney, Australia
October 31" to November 20d, 2012. The 17'" International Conference and Exhibition on Liquefied Natural Gas
(LNG 17), organized by the LNG industry and the International Gas Union will take place in Houston, Texas, U.S.
in April 2013. It is expected to be the biggest global gas event in 2013.
The BC hosted International LNG Conference marked a milestone in Canadian LNG history and provided an
excellent opportunity for the country to showcase its abundant natural gas resources and commitment to
development. The conference was held February 25th and 26th, 2013 at the Vancouver Convention Centre in
Vancouver, Be.

4. The Pace Group The Pace Group was selected as our conference organizing vendor because they were the only pre-qualified
contractor that the Major Initiatives Office at the Ministry of Jobs, Tourism and Skills Training had listed.
• See Appendix 3 for the original Pace contract, which was based on the initial size and scope of the conference.
• See Appendix 4 for Contract Amendment 111, which ensured the Province was responsible for any deficit or
surplus incurred by the conference.
• See Appendix 5 for Contract Amendment 1/2, which extends the original contract with the Pace Group from
March 31", 2013, to December 31",2013, and increases the maximum allowable contract amount from $420K
to $585K.
5. Program The conference program was created in collaboration between the Ministry's LNG Task Force and the Pace
Group. The subject matter and appropriate speakers were identified by the Task Force, and both groups worked
out the appropriate scheduling of the day.
