Objective of the Directive
The pursuit of this objective must lead to the definition of an optimal level of technical harmonisation (TSI) and make it possible to:(a) facilitate , improve and develop international rail transport services within the European Union and with third countries; EC DIR countries;(b) contribute to the progressive creation of the internal market in equipment and services for the construction, renewal, upgrading and operation of the rail system within the Community;(c) contribute to the interoperability of the rail system within the Community.

Register of Infrastructure
1. Each Member State shall ensure that a register of infrastructure is
published and updated on the basis of the revision cycle referred to in
paragraph 2. This register shall indicate the main features of each
subsystem or part subsystem involved (e.g. the basic parameters) and
their correlation with the features laid down under the applicable TSIs.
To that end, each TSI shall indicate precisely what information must be To that end, each TSI shall indicate precisely what information must be

2. The Agency shall prepare draft specifications on this register regarding
its presentation and format, its revision cycle and instructions for use,
taking into account an appropriate transition period for infrastructures
placed in service before the entry into force of this Directive. The
Commission shall adopt the specifications in accordance with the
regulatory procedure referred to in Article 29(3).

�Features laid down under applicable TSIs have been currently selected
for the TEN only – technical scope is not consistent with geographical
scope. The non-TEN lines might require additional information or other
values for items.
�Items are set out in HS and CR TSIs for subsystems (INF, ENE, CCS, OPE),
in combined TSIs (PRM, SRT) and also in HS RST and CR WAG TSI. All
those specifications indicate data for RINF.

�RINF will enable and expedite the assessment of technical compatibility
for Rolling Stock designated and put into service for a specific area of
infrastructure and the technical compatibility between the other
subsystems
�Use of registers will facilitate this compatibility assessment for the
capability of a vehicle to run on a specific line, which is outside of the
EC verification procedure for planning purposes
