Eastern NY Region - Minutes of February 17, 2018 REGIONAL PURPOSE The purpose of a Regional Service Committee is defined as a body made up of Members from member areas (Simply Spiritual, Metro, Western Queens, Queens, Suffolk & Nassau areas). The region was formed simply to pool and develop local service resources that can be used both by groups & area’s in better fulfilling their primary responsibilities and purpose.

Meeting was held at the Church of The Resurrection at 85-09 118 St., Kew Gardens, NY. at 12:30pm. Meeting was opened with a moment of silence followed by the serenity prayer. Minutes were read. The next ENYRSC meeting will be held on March 24, 2018 at 12:00 Noon.

ON THE FOURTH SATURDAY, MARCH 24TH AT 12NOON

• Note: if an individual group places a direct literature order, they will be charged a 15% mark up.

• Region has a calendar of events on its website. Groups/Areas should review the calendar when planning events to consider other scheduled event dates etc. to avoid/minimize duplication of dates/events.

QUORUM Quorum was not met*. No voting, motions or other business that needs quorum can be conducted. Just bill paying, reports presented and discussion was done do to quorum was not met.

QUORUM WAS NOT MET AT THE JANUARY 2018 ENYR BUSINESS MEETING NOR AT THIS MONTH’S FEBRUARY ENYR BUSINESS MEETING.

THE REGIONAL BODY AT THIS MONTH’S ENYR BUSINESS MEETING PROACTIVELY ADDRESSED THE SITUATION AT HAND, THE LACK OF QUORUM TO CONDUCT BUSINESS.

PRIOR TO SUFFOLK AREA JOINING THE ENYR, THIS EXACT SITUATION WAS ADDRESSED IN THE DECEMBER 2016 ENYR BUSINESS MEETING BY THAT REGIONAL BODY. A MOTION WAS MADE TO LOWER THE QUORUM AMOUNT TO CONDUCT BUSINESS, FROM 3RCM’s TO 2RCM’s OUT OF THE FIVE AREAS.

WHEN SUFFOLK AREA JOINED THE ENYR IN AUGUST OF 2017. A MOTION WAS MADE TO CHANGE QUORUM AMOUNT TO 3RCM’s OUT OF SIX AREAS TO CONDUCT BUSINESS BEING THAT ANOTHER AREA JOINED THIS REGION.

THE PROACTIVE ACTION THAT THE REGIONAL BODY TOOK WAS MAKING A MOTION TO REDUCE THE QUORUM AMOUNT TO 2 RCM’s OR RCM ALT’s OR AN AREA REPRESENTATIVE FROM 3RCM’s OR RCM ALT’s OR AN AREA REPRESENTATIVE TO CONDUCT BUSINESS.

THE MOTION WAS 2ND BY THE RD. THE REGIONAL BODY VOTED. THE MOTION PASSED. 5 YES 1 NO 0 ABSTAINED.

THE ENYR would like to thank the WQACNA for allowing the ENYR to hold the annual ENYR Board of Directors Meeting, which will be held at the Western Queens Convention on March 3rd 2018 at 1:30pm – 3:00pm in The Cypress Room. Wallace J. was elected in as ENYR Meeting Coordinator / Web Servant.

• ENYR Public Relations Chairperson Sonia B was absent so election could not be held. • Nassau Area RCM brought a motion about ENYR donate all fund above the prudent

reserve. The motion was tabled for more clarification on the frequency of donation.

New Business

Due to Jeff M’s the Regional Delegate Alternate. Jeff M’s work schedule and travel is not allowing him to make commitment to this demanding RD Alt position. Jeff M. is removing himself from the RD Alt position. Jeff, thank you for your service.

Tommy G. from Suffolk Area nominated himself for the Open RD ALT position and was appointed by the ENYR Chairperson Acting RD ALT. Vote due back at the May’s ENYR Business Meeting. Nomination for RD ALT is closed. See resume for Tommy G. on ENYR Website.

Brenda B. from Queens Area nominated herself for the Open Secretary position and was appointed by the ENYR Chairperson Acting Secretary. Vote due back at the May’s ENYR Business Meeting. Nomination for Secretary is closed. See resume for Brenda B. on ENYR Website.

The case of soft covered NA Basic Texts that were donated by the East Coast Convention Committee of NA. Were distributed, ½ case given to Omar and the other ½ case was given to Brenda to be distributed in jails.

The ENYR Chairperson was directed to start emailing the Regional Body five days in advance of the Regional Monthly Business Meeting as a reminder.

Being that the Insurance Liaison is now open. The ENYR Chairperson is now Acting as the Insurance Liaison.

As the Area Vice Chair, I have filled the positions of vacant subcommittees Chair Positions as Area Lit sales, Area Convention Treasurer, RCM and 2017 Suffolk Area Online Chair/Webmaster. I have also attended MARLCNA as the SASNA alt. RCM. What resources do you believe you can bring to the position to which you were nominated? 30 years of NA service and have a working knowledge and experience of the GTLS, 12 steps, 12 traditions, 12 concepts of NA Service, Roberts Rules of Order, Area and subcommittee Policy’s, Microsoft Office, and other software/media programs. I have an understanding of the WSC and Conference Agenda Report. I’m retired so I have the time (a great resource) and have a willingness to serve. What life experiences (i.e. school, work, volunteer, etc.) have you had that you believe will help you serve in the position to which you are nominated? I was an Operations Chief Train Dispatcher for 10 years and retired as a Supervisor of Train Movement for a Major Transportation Agency after working there for 28 Years, which required me to maintain many qualifications and possess a working knowledge of many work rules and procedures. I’ve been married for 25 years and have four adult children which has been a valuable and rewarding life/learning experience.

RCM Report March 2018

I attended the ENYR meeting on February 17th, 2018 at the Church of the Resurrection. The next ENYR meeting will be held on March 24th, 2018. March’s meeting is pushed back a week due to a church function.

Chair Report: ENYR desperately needs a secretary.

Quorum was initially not met as RCM’s present were Suffolk and Western Queens. Simply Spiritual RCM notified the body a few months ago that she would be out for 3 months due to a major surgery. Queens RCM sent an email the week after regional meeting apologizing for not being at region as of recently. She too has had some serious health issues going on.

After some discussion the treasurer made a procedural motion to reduce the quorum count to conduct business back down to 2 as this would have been the second consecutive month that quorum would not be met and business not conducted. The motion passed 5 yes, 1 no, 0 abs.

Brenda was voted in as ENYR H&I Chair. 2 yes, 0 no, 0 abs. Wallace was voted in as Website/Meeting List Chair. 2 yes, 0 no. 0 abs.

Brenda was also nominated for ENYR Secretary. Goes back to the groups for 90 days to be voted on at regional meeting in May which means we will vote on it at May’s area meeting.

The RD Alt. Jeff was not at the meeting and there was discussion about removing him from the position because as per ENYR policy that would be his 3rd regional meeting not in attendance. He eventually came late and ended up stepping down from the position. Tommy G. was nominated to the position of RD Alt. This also goes back to the groups for 90 days, to be voted on at May’s area and regional meeting.

As per ENYR policy, Anthony the chair person appointed both Brenda and Tommy to be acting Secretary and RD Alt. until the votes come back in May. Brenda because the position desperately needs to be filled, and Tommy because the WSC is in late April/early May and the vote will take place after the WSC and we need the RD Alt. to attend the WSC. Both are willing to serve and fulfill the responsibilities of the position until the votes officially come back.
