On March 22, 2020, the State of Nevada Executive Department issued Declaration of
Emergency Directive 006, which suspends the requirement contained in Nevada Revised
Statute 241.023(1)(b) that there be a physical location designated for meetings of public bodies
where the public can attend and participate. Pursuant to Directive 006, the Regional
Transportation Commission of Southern Nevada will not provide a physical location for the
public to attend the meeting of the Regional Project Coordination Committee.
The meeting of the Regional Project Coordination Committee will be available to livestream at
the following link https://www.rtcsnv.com/about/meetings-agendas/regional-project-
coordination-committee/.
Additionally, the Regional Transportation Commission of Southern Nevada encourages citizen
participation at its public meetings and will be accepting public comment via email. Public comment
relating to the Regional Project Coordination Committee may be submitted via email to

During the initial Citizens Participation, any citizen in the audience may address the Committee on an item featured on the

3. RECEIVE A REPORT FROM THE LAS VEGAS CONVENTION AND VISITORS
AUTHORITY REGARDING UPCOMING LAS VEGAS EVENTS
Comments:
Following a detailed PowerPoint presentation [attached], Mr. Patrick Coyne, Senior Director of
Convention Services for the Las Vegas Convention and Visitors Authority (LVCVA), addressed
Resort Corridor projects, conventions, events, and other activities taking place or planned in the Las
Vegas Valley (Valley).
Destination Reinvestment and Reinvention
Major Sporting Events
Mr. Coyne first talked about past and upcoming major sporting events happening in the Valley. These
activities would involve the Vegas Golden Knights, the Las Vegas Aces basketball team, NASCAR
races, Las Vegas Aviators baseball team, Vegas Rollers team tennis, and the Las Vegas Raiders
football team.

The LVCVA Senior Director of Convention Services followed by playing a brief video about ongoing
and upcoming developments related to Resort Corridor projects.

New Resorts and Hotel
Mr. Coyne noted that some new resorts and a hotel would be opening in the next few years. These
include the Circa Resort & Casino, Resorts World Las Vegas, and The Drew. He informed meeting
attendees that approximately 10,000 new rooms should be available in the Resort Corridor and
environs by 2022.
New Meeting Space (Planned or In Progress)
The LVCVA Senior Director went on to describe several meeting space projects that included the
expansion of the MGM Grand Conference Center, Wynn Las Vegas, Las Vegas Convention Center,
Caesars Forum, and the Expo at the World Market Center. He informed attendees that the convention
industry generates approximately $12 billion in revenue and is significant element of the State of
Nevada economy.
New Venues
Next, Mr. Coyne talked about new venues being developed in the Resort Corridor and surrounding
area. He talked about the development of the AREA 15 entertainment and retail complex, the MSG
Sphere at The Venetian Resort and the expansion of the Neon Museum expansion.
Las Vegas Promotional Video
The LVCVA Senior Director of Convention Services displayed a promotional video that highlighted
the Valley’s convention spaces, entertainment, restaurants, residential offerings, and sights.
Las Vegas Convention Center People Mover
Overview
Mr. Coyne informed meeting attendees that the LVCVA had partnered with The Boring Company for
the design and construction of a people mover for the Las Vegas Convention Center (LVCC). He
noted that Mr. Elon Musk owned and operated the company. The people mover will operate in an
underground tunnel with stations below- and above-ground and Tesla vehicles will provide the
transport. The tunnel is approximately 0.9 miles and the total LVCC campus is approximately 1.5
miles. The initial plan is to move individuals around campus in cars driven by people and autonomous
vehicles will eventually ferry people. The work on the LVCC People Mover has commenced and is
ongoing.
Potential Destination Expansion
In approximately six months to a year, the people mover route may expand to the Resort Corridor,
Allegiant Stadium, McCarran International Airport, the Fremont Street Experience, and possibly even
Los Angeles. Mr. Coyne noted that each casino would have its own station.
LVCC People Mover Video
The LVCVA Senior Director played another video that visually outlined the construction process of
the LVCC People Mover and provided an animation of the planned operation.
Upcoming Events February 2020-March 2021
Following a detailed handout [attached], Mr. Coyne pointed out some major events that would be
taking place in 2020 and 2021. He cited examples such as the Mountain West Basketball Tournament;
West Coast Conference; PAC-12 (Pacific Athletic Conference) Men’s Basketball Tournament; the
National Football League (NFL) Draft; the Electric Daisy Carnival; the Life is Beautiful music
festival; NASCAR races; the Specialty Equipment Market Association (SEMA); National Finals
Rodeo; and the Consumer Electronic Show (CES).

Questions and Answers
Mr. Jacob Snow, Resort Corridor Mobility Association (RCMA), asked if the LVCVA funded Las
Vegas Events, an event managements company that provides a list of certain activities in the Valley.
Mr. Coyne answered in the affirmative.
Mr. Snow went on to ask if LVCVA had a comprehensive list of events in Southern Nevada. He
explained that such information would be helpful to the RCMA as the members planned their
activities. Mr. Coyne responded that the LVCVA is not privy to all events, but he could supply
information to Regional Transportation Commission of Southern Nevada (RTC) staff members and
this could be disseminated to the Regional Project Coordination Committee as appropriate.
Next, Mr. Snow asked about the completion timeline for the LVCC expansion. Mr. Coyne indicated
the work should be finished in December 2020. Once the expansion is completed, the first phase of the
LVCC renovation project will start in June 2020. The aim is to complete all phases by September
2024.
Mr. Snow went on to ask about the LVCC People Mover. He understood that shuttles would be
utilized at some point. Mr. Coyne elaborated, saying that Tesla Model 3 cars would be a means of
transport and a shuttle vehicle on a Tesla frame is being designed for possible use in the LVCC
campus tunnel. The LVCVA Senior Director said the system is being designed for flexibility such that
vehicles would be deployed depending upon the demand. He set forth scenarios, saying that if a few
people needed to go to disparate locations, a car might be utilized, and if several persons needed to go
to one station, the shuttle transport might come into play. Mr. Coyne shared that vehicles would be
added or removed as needed to address the mobility needs at a given time.
Mr. Snow continued, inquiring about the cost of the LVCC People Mover. Mr. Coyne stated the
LVCVA had purchased the system for $60 million. He went on to say that The Boring Company
would own this system and any expanded system. Persons could ride on the LVCC People Mover at
no cost. He understood The Boring Company would impose a fee for use of the system on any
expanded route outside of the LVCC campus.
Mr. Shawn Arnold, NV Energy, asked how many vehicles would be in use. Mr. Coyne was not
certain. He added that the LVCVA wanted to move at least 4,400 people per hour and hoped the
system could ferry 10,000 individuals per hour.
Chair Scott Jarvis, City of Henderson, asked the top speed of the people mover vehicles. Mr. Coyne
estimated the cars would operate at approximate 37 miles per hour, but noted the vehicles could move
faster.
Mr. Walt Vodrazka, Freeway and Arterial System of Transportation, asked if the LVCVA had
estimates on the number of people who may come to the Las Vegas area for March Madness activities
and whether it would be beneficial to have an opening March Madness game in the Las Vegas area.
Mr. Coyne stated he would have to check on the first matter and report back to Mr. Vodrazka.
Regarding the second item, the LVCVA Senior Director shared that the LVCVA had been actively
pursuing such a sporting event.
Next, Mr. Joe Damiani, RTC Manager of Engineering, asked if a PAC-12 football game would be
held in Southern Nevada. Mr. Coyne was not sure and noted that Las Vegas Bowl was being
restructured and this could have some impacts on PAC-12 football.

Mr. Snow asked if the LVCVA could detail the various events sponsored by the major hotels in the
area in the aforementioned events list. Mr. Coyne explained the LVCVA had limited knowledge of
such activities since the hotels sometimes do not provide complete information due to the competitive
events market.

Mr. Joe Damiani, Manager of Engineering for the Regional Transportation Commission of Southern
Nevada (RTC), stated that agency staff did not have any updates regarding RTC-funded planned
projects.
Mr. Damiani went on to remind Committee members that the RTC was developing the agency’s
Capital Improvement Program (CIP). RTC staff members are planning to submit the CIP for review
and adoption to the RTC Board of Commissioners (Board) at the Board’s June 2020 meeting. Once
the CIP is approved, agency personnel will update the Regional Project Coordination Committee
(RPCC) GIS Project Map to reflect planned projects scheduled for the next three years.

COMMITTEE MEETINGS AND DIRECT STAFF ACCORDINGLY (FOR POSSIBLE
ACTION)
Comments:
Mr. Joe Damiani, Manager of Engineering with the Regional Transportation Commission of Southern
Nevada (RTC), recounted that agency personnel would continue to present this agenda item so the
Committee could consider a possible change in meeting frequency. He explained it may be more
productive to hold Regional Project Coordination Committee meetings on a quarterly basis in the near
future. He concluded his statement, relating that RTC staff recommended holding the item.

Mr. Jacob Snow, Resort Corridor Mobility Association, made a motion to hold the item until the next
Regional Project Coordination Committee meeting.

SPECIFICATIONS AND DRAWINGS
Comments:
Mr. Joe Damiani, Manager of Engineering with the Regional Transportation Commission of Southern
Nevada (RTC), pointed out the item’s backup details the status of the revisions to the Uniform
Standard Drawings and Uniform Standard Specifications. He explained as follows: revision process
may start in the Operations Subcommittee, proposed modifications are submitted for industry review,
and then the draft changes are presented for review and approval by the Specifications Subcommittee,
the Executive Advisory Committee, and, ultimately, to the Regional Transportation Commission of
Southern Nevada Board of Commissioners. He informed meeting attendees they had multiple
opportunities to comment in the public meetings and/or during industry review.
Ms. Julia Uravich, RTC Senior Project Engineer, shared that she posted updates on proposed revisions
and approved revisions to the RTC website. Interested parties could review information on the
agency’s website.
