    As per the Ministry of Environment and Forests Government of India, New Delhi vide its Notification No. S.O. 1533 dated September 14, 2006 and subsequent amendments thereon, Public hearing was fixed for M/s. Esdee Paints Ltd. for setting up of integrated paints industry for manufacturing of various paint products (Phase I), 2,673 a'ncl--Acrylic Co-polymer Resin (Phase II), 130 TPM at Blok No. 174/p & 175/p, Village VasnaChacharvadi, Taluka-Sanand, District-Ahmedabad which is covered under category B of the Schedule 5(h).

    A copy of the draft Environment Impact Assessment report and the Summary of Environment Impact Assessment Report were sent to the following authorities to make available the Draft EIA Report for inspection to the public during normal office hours, till the Public Hearing is over.

    An advertisement in English was published in "Indian Express" and in Gujarati in "Divya Bhaskar" dated 25/08/2017.

    A statement showing issues raised bv the participants and responses by the representative of the applicant during the Public Hearing

    As per the Ministry of Environment and Forests Government of India, New Delhi vide its Notification No. S.D. 1533 dated September 14, 2006 and subsequent amendment thereon, Public hearing was fixed for MIs. Esdee Paints Ltd. for setting up of integrated paints industry for manufacturing of various paint products (Phase I), 2,673 TPM and Acrylic Co-polymer Resin (Phase II), 130 TPM at Blok No. 174/p & 175/p, Village Vasna-Chacharvadi, Taluka-Sanand, District-Ahmedabad which is covered under category B of the Schedule 5(h).

    Shri S.M. Saiyad, Additional District Magistrate, Ahmedabad as representative of District Magistrate and District Collector Ahmedabad supervised and presided over the entire public hearing proceedings.

    Shri K.R. Upadhyay, Regional officer, GPCB, Ahmedabad (Rural); welcomed all participants present in the Public Hearing. He outlined the various provisions of the Notification and briefed the procedural details for conducting this Public Hearing including various actions taken by GPCB for wide publicity of this Public Hearing and the advertisement published earlier in the local daily newspapers. He announced that as per the provision of Notification, only locally affected persons will be allowed to re-present in the Public Hearing while others having plausible stake holders may give their representation in writing which would be included in the public hearing proceedings.

    Regional Offier, GPCB, Ahmedabad (Rural) informed that two written representation were received from (1) Sh. Mahesh Pandya, Parayavarn Mitra (2) Sh. Jitendrakumar Babalbhai Patel & (3) Sh. Prafulbhai, Het Dhara NGO which would be included in the proceedings as Annexure C1 to C3 respectively along with the reply of project proponent as Annexure D1 to D3 respectively.

    He then opened the Public Hearing after due permission from Additional District Magistrate. He invited the project proponent to give their introduction and to make the presentation of their proposed project in vernacular language.

    Then after, representative of the project proponent gave detailed presentation in Gujarati language covering salient features of the project, technical details of proposed project, Environmental Management System, its impact on

    environment along with proposed mitigation measures and social responsi bilities.

    After the presentation by the project proponent, Regional Officer, GPCB, Ahmedabad (Rural) with the due permission from the Additional District Magistrate opened the forum for representations/ suggestions from the locally affected people.

    There will be no effluent generation from manufacturing activities. Effluent from cooling blowdown of 1.5 KLD will be generated which will be completely reused for domes~ic flushing. Hence, there will not be any discharge of wastewater outside plant premise.

    We have explored several social activities mainly in the 'field of education and skill development, health, water and sanitation, infrastructure development etc.

    Also, we will explore possibilities to construct rain water harvesting structures in nearby villages by consulting with village heads and local authorities.

    Total 20 people will get employment in our proposed project. Preference will be given to local people from nearby villages. They will be selected based on their education level and skill sets.

    Also, we have earmarked 60 Lacs for carrying out various CSR activities which will be utilized for social development in near future.

    Regional officer, GPCB, informed about giving any complaints to GPCB. Your complaints will be taken into consideration and it necessary legal actions will be taken after inspection.

Also, there will be no generation of wastewater from manufacturing process. Wastewater generated from cooling blowdown will be reused in domestic flushing.     Representative of project propol]ent informed that it is ensured that there will be no pollution to the surrounding environment from proposed project. There are other units of this company functional at Moraiya for which no public complaints have been received till date and they are well aware and cautious about envi ron m ent.

    ~ We will install adequate structures for rain water harvesting and ground water \

    recharge as per CGWA guidelines.

    8. Since last two years, how much wastewater has been sent to Sanand Eco

    Projects Ltd. Provide information about the same.

    ~ Phase I of the plant is commissioned in May 2017 and there is no generation of

    effluent from manufacturing process. Unit maintains zero liquid discharge.

    10. How will you dispose contaminated chemical resulted from chemical spillage

    or leakage from storage tank.

    ~ Ours is a fully automated plant, hence there are minimal changes of spillage I

    leakage of raw materials during manufacturing process. However, in case of any

    spillage I leakage spilled material will be scrapped off from the floor or wiped off with

    cotton mop. Spilled material and contaminated cotton waste generated will be

    collected and disposed off by co-processing at cement industries or at CHWIF site

    for incineration. For details refer section 2.10.3, Chapter 2 of draft EIA report.

    ~ For storage of hazardous chemicals, dyke wall will be provided surrounding the

    storage tank with acid/alkali resistant brick lining work and spillage sump with

    recirculation pump to recover the spilled mass and to protect the run off area. In

    case of spillage of raw material or pipeline leakage, the material will be stored in

    drums at ambient temperature and will be recycled in next batch. There will be

    provision of two empty tanks of 20 KL to emergency transfer of spilled hazardous

    chemicals. For details, refer section 5.3 of Chapter 5, and section 6.5 & 6.6, Chapter

    ~ Our project is commissioned in July 2017. GPCB officials have visited the site once but have not collected samples of air I water I soild waste so far. Details of the same can be procured from GPCB officials.

    ~ Environmental Audit is not applicable to our unit.

    6. EIA report indicates that the water requirement will be fulfilled by bore well. Has Project proponent take necessary permission from local village panchayat for digging the bore well? Please submit necessary document.

    ~ As per classification of CGWA, Sanand taluka falls under safe zone. However, unit will apply for necessary permission from CGWA for extraction of ground water.

    ~ Cost-benefit analysis has not been carried out for proposed project, since SEIAA did not suggest this point during scoping of the project while awarding Terms of Reference (ToRs).

    ~ Details of environmental monitoring plan are given in Section 5.6, Chapter 5 of draft EIA report.

    ~ Monitoring and Sampling of ambient air, water soil and noise were conducted from 5

    locations within 5 kms radial distance from project site. Details of the same are

    incorporated in Section 3.4, Chapter 3 of draft EIA report.

    4. Give details of NABET certificate of consultant.

    ~ Consultant has filed a case against NABET in the High Court of Gujarat. Details of

    the same are enclosed in Annexure 5 of draft EIA report.

    5. What is the concentration of TOS in collected water samples. Give details.

    ~ TDS ranges between 852 mg/L to 1,050 mg/L in collected ground water samples

    and 672 mg/L to 798 mg/L for collected surface water samples. For details on the
