One year has come and gone since he las Ordinary Summi held in Luanda,Angola, in Augus 2011, during which we were honoured o Chair our augusbody, he Souhern Arican Developmen Communiy (SADC). During haperiod, we were humbled by he unequalled cooperaion ha we receivedrom yourselves and oher Member Sae represenaives wihin oher SADC
policy srucures wih which we collaboraed. You will recall, Your Excellencies,ha a he very ouse o our ascendancy o he SADC Chair, we idenifiedinrasrucure developmen as no only a prioriy, bu as an area which wewere going o champion. Towards a common futureTe Souhern Arican Developmen Communiy (SADC) Inrasrucure Vision2027 was conceived a he 2007 Lusaka Summi in Lusaka, Zambia, wih heobjecive o esablishing a sraegic ramework o guide he developmen oseamless, cos-effecive rans-boundary inrasrucure. Te SADC InrasrucureVision 2027 is anchored on six pillars consising o energy, ranspor, inormaionand communicaion echnologies (IC), meeorology, rans-boundary waerresources and ourism (rans-ronier conservaion areas), which consiue heSADC Regional Inrasrucure Developmen Programme. Te six inrasrucurepillars are esablished on a solid oundaion o harmonised policies andregulaions, capped by a join pool o human resource capaciy developmenand a concered effor o engender public awareness and commimeno hese goals. Te compeiiveness o he SADC will, o a larger exen,depend on join acion and join pooling o available resources o achievehe comprehensive developmen o inrasrucure as envisioned by he SADCInrasrucure Vision 2027.
Te Regional Inrasrucure Developmen Maser Plan (RIDMP) Sudy revealedha he region currenly aces a number o challenges wih regard o heprovision o adequae regional inrasrucure. Te compelling indicaorshighlighed by he Sudy insil a sense o urgency or he region o expediehe implemenaion o sraegies o bridge he idenified gaps and eliminaebolenecks o unlock he regional poenial o SADC.
Te sudy prognosis is ha he curren populaion o he SADC region, which isa approximaely 272 million, will grow a he rae o abou 1.7% per annum oreach approximaely 350 million by 2027. Te siuaional analysis also revealed
ha he region is no coping wih curren inrasrucure requiremens. Tis,hereore, requires an innovaive approach in order o respond posiively o hegreaer challenges o a more complicaed uure, especially when compoundedby rising compeiion brough abou by increasing globalisaion.

Te region has made significan srides in he esablishmen o regionalinrasrucure in he elecriciy sub-secor, as evidenced by he inerconneciono nine o SADC Member Saes o he regional power pool, he SouhernArican Power Pool (SAPP). Te inerconnecion o hese Member Saes hasopimised power sysem producion and rade. Wha is now clearly urgen inhe Regional Energy Secor Programme is he connecion o he remaining hreemainland Member Saes, Angola, Malawi and anzania, o he SAPP.
Te RIDMP has revealed ha, nowihsanding he curren inerconneciviyachievemens, he SADC region sill aces a number o challenges wih regard oenergy delivery, access and price. Te Sudy ’s ineresing indicaors reveal ha:
• Some of the SADC countries have less than 5% rural access to electricity;
• Comparatively, the SADC region lags behind its sister Regional EconomicCommuniies (RECs) in respec o overall access o elecriciy. 24% o SADCresidens have access o elecriciy compared o 36% in he Easern AricaPower Pool (EAPP) and 44% in Wesern Arica Power Pool (WAPP);
• e SADC region has been facing an electricity decit since 2007 and theexpectations are that the identied gap will be met by 2014. However,indicaions are ha he implemenaion o projecs can lag behind heirplanned daes due o a lack o unding;
• Low taris, poor project preparation, no o-takers that can sign PowerPurchase Agreemens (PPAs) under single buyer models and a lack o requiredpolicy/regulaory rameworks are hampering invesmen and financing;
• To date, coal has been the backbone of power generation in the region(conribuing 75%), ye is considered an unclean uel under he globalwarming debae;
• e petroleum and gas sub-sector is plagued by volatile prices. Althoughhe region is endowed wih peroleum and gas resources, a lo o i is noavailable due o oreign commimens or inadequae inrasrucure; and
• Large, estimated renewable energy (RE) potential needs infrastructure forgrid connecion, manuacuring and qualiy esing, and alhough he pricesare coming down, RE needs innovaive financing.
Te Energy Secor Plan (ESP) is designed o address our key sraegic objecives,namely ensuring energy securiy, improving access o modern energy services,apping he abundan energy resources and achieving financial invesmenand environmenal susainabiliy. Collecively, hese acors conribue o heSADC energy goal o achieving adequae, reliable, lowes cos, environmenallysusainable energy services or economic growh and povery eradicaion.
Idenified ‘hard’ inrasrucure projecs include he planned elecriciygeneraion and ransmission projecs; refineries, sorage aciliies and pipelinesor he peroleum and gas; and ranspor aciliies or coal disribuion andexpors. Mos o he regional energy projecs are already included in heelecriciy plan. In addiion o he defici in ‘hard’ inrasrucure, here are alsoshortalls in he ‘sof’ inrasrucure such as a lack o coordinaed planning,
harmonised requisie policy and regulaory rameworks, insiuional suppor,capaciy, financing and invesmen.
Te Sudy idenified 73 power generaion projecs o increase generaion romhe curren 56 000 MW and surpass he projeced demand o 96 000 MW by2027. Tree major inerconnecing projecs would aciliae he inerconneciono Angola, Malawi and anzania o he SAPP. Te esimaed invesmen cos o allplanned elecriciy generaion projecs is US$62 billion or he shor erm (2012– 2017), US$39 billion or he medium erm (2017 – 2022) and US$72 billionor he long erm (2022 – 2027), oalling US$173 billion. Prioriised generaionprojecs wih capaciy greaer han 1000 MW were esimaed in his sudy ocos beween US$65 billion and US$104 billion, while hose prioriised wih acapaciy o less han 1000 MW were esimaed o cos beween US$7 billionand US$18 billion. Te oal cos o he prioriised projecs would rangebeween US$42 billion and US$122 billion. In addiion, he esimaed cos orprioriy iner-connecor and ransmission projecs is US$3 billion.

Furhermore, growh in he secor’s differenmarke segmens is being influenced by he consumer’s search or “auhenicexperiences”.
Tis shif has, in many ways, benefied he Arican coninen, mainly because
o is diverse culural and geographical naure. ouris arrivals in he Aricanconinen increased rom 46 million in 2009 o 49.8 million in 2010. Tehighes growh was experienced in he Sub-Saharan region, which regisered14% growh during he same period. oal ouris arrivals in he SADC regiongrew rom 20.5 million in 2009 o 21.5 million in 2010 (REOSA, 2011 AnnualRepor).
Te SADC region has deployed a number o sraegies in response o heserequiremens so as o ensure ha i reains and susains his conemporarymarke. One o he sraegies is he developmen o rans-Fronier ConservaionAreas (FCAs) o ensure he ease o movemen o ouriss across he SADCregion, wilderness proecion, employmen creaion and income generaion inrural areas, which ranslaes ino an improved qualiy o lie or he ciizens ohis region.
Te RIDMP indicaes ha he number o ouriss coming o he SADCregion could riple by 2027, hence here is an urgen need o have physicalinrasrucure in he FCAs o capure and increase he marke share.
Te ourism Chaper idenified an Inrasrucure Developmen Acion Plan,comprising five prioriy projecs, among ohers, or implemenaion wihinhe regional rans-ronier Conservaion Areas. Te esimaed coss or heseprojecs is US$1.1 billion.

Surface TransportTe highlighs o he ranspor diagnosic analysis indicae ha here is awidening gap in he provision o inrasrucure in he surace ranspor sub-secor across he region. While roads have improved in mos counries, railwaylines have seen minimal improvemen. Te repors highligh he sraegyadoped by he region in response o hese challenges and in recogniion oan urgen need o inensiy regional ranspor programmes, which enhancemulimodal ranspor linkages and improve inerconneciviy. In his regard, heregion adoped a Spaial Corridor Developmen Sraegy in 2008, which hasyielded he flagship programme, he Norh-Souh Corridor Projec.
Te SADC corridor approach o regional developmen is based on boh well-mainained, operaed inrasrucure and he provision o seamless ranspor
services. Te realisaion o rade projecions will require increased capaciyand perormance o he ranspor and logisics secor o serve boh inra-regional and overseas rade. Te Programme or Inrasrucure Developmenor Arica (PIDA), which is a coninenal sraegic ramework or inrasrucuredevelopmen, orecass indicaors or he SADC region as ollows:
• Transit trac for landlocked SADC countries1 will increase rom 13 milliononnes in 2009 o 50 million onnes by 2030 and 148 million by 2040, aan average annual growh rae o 8.2%. Mos regional pors handle only 30-50% ransi raffic, meaning ha acual por volumes will be ar higher;
• Total port trac in Southern Africa will jump from 92 million tonnes in 2009o 500 million onnes by 2027;
• Current projects for additional container terminals at Dar-es-Salaam willonly provide adequae conainer capaciy unil 2020; planning or urherexpansion and/or a new por should commence;
• OR Tambo International Airport in Johannesburg will have demand for2 million passengers per year by 2030 and 3 million by 2040; and
• Lusaka International Airport currently operates at 70% capacity, butwill reach 124% o capaciy by 2020. Aeropor de Kinshasa (DemocraicRepublic o he Congo (DRC)) is currenly operaing a 70% o capaciy andwill reach 133% o capaciy by 2020. Te siuaion is similar a many oherSADC regional airpors.
Tese findings have been largely subsaniaed by he RIDMP.
Produciviy in every secor is affeced by he qualiy and perormance o heroad sysem. While here is currenly considerable capaciy on mos o henework, he projecions or 2027 sugges he need or widening, consruciono bypasses or major ciies, passing lanes in hilly regions and more efficienborder poss. Missing links have o be paved in areas where he nework is sillgravel or earh. A major issue across he region is mainenance unding, andmany o he proposed projecs are he rehabiliaion o runk roads affeced byoverloading and a lack o adequae regular mainenance. Te enorcemen oharmonised load limis and relaed regulaory sandards is a major componeno many projecs or he preservaion o he asse and saey improvemens.

Te RIDMP idenifies key ranspor projecs orroads, railways, inland waerways, land borders, airand seapors , a a cos o 100 US$ billion over hefifeen (15) plan period.
Te SADC regional railways, which are exensive and coniguous, operaed ona common gauge (Cape), should be operaing as seamless, relaively as cross-border services, bu are insead operaed as a collecion o naional sysems.Common echnical, operaing and saey sandards need o be esablished andenorced in order or railways o operae across borders under he oversigho a regional regulaor. Te ormulaion o a mulilaeral regional businessagreemen beween railways needs o be negoiaed o aciliae migraion

Te SADC railways generally operae well below heir original design capaciy,ye hey canno increase heir volumes because o poor rack condiion, lack olocomoive and wagon availabiliy and low operaing capial. Te Secor Plansuggess projecs o revialise he exising railways, build missing links (especiallyhose serving he mining secor) and rehabiliae he Sena line o Beira andMalawi, he Lobio line in Angola and o he SNCC sysem in he DRC.

commensurae capaciy, criical o he realisaion o regional objecives in hissub-secor. More privae secor paricipaion should be considered or erminaloperaions, as is he case a Dar-es-Salaam and Beira. Enhancing mariimesaey and securiy is a major por goal which impacs on he cos o mariimeransporaion.

Te SADC region suffers rom meeorology inrasrucure deficiency. Tis lacko appropriae inrasrucure poses a serious hrea o he region’s planningprocesses in he conex o changing climae paerns.
As indicaed earlier, souhern Arica is home o abou 272 million peoplewhose muli-secoral socio-economic aciviies, such as power generaion,waer resource managemen and agriculure, among ohers, are o a greaer
or lesser exen impaced by climae variaions. Te improvemen o oupu,hereore, demands accurae and imely weaher orecass and seasonal climaepredicions. Miigaion measures are required o aver disasers relaed omeeorological and hydrological exremes, which are increasing in he SADCregion and indeed across Arica. Tis requires early warning sysems.
Saisics show ha:
• In 1993 about 15 large-scale disasters occurred. Since 2000 disasters haveflucuaed beween 60 and 100 a year;
• From 1980 to 2007 over 90% of all disasters related to natural hazards;71% o he casualies and 78% o economic losses were caused by weaher,climae and waer-relaed hazards; and
• Climate-induced fatalities have been reduced, but economic losses areincreasing.
I is becoming more apparen ha meeorological services are criical o hesocio-economic developmen and securiy o he region’s ciizens, he proeciono lie and propery and he susained proecion o he environmen.
