THE MALI NSS Composition

The Mali NSS is a decentralised, but non-integrated system, made up of independent units. The central nucleus of the system is the National Statistical Institute (INSTAT).

INSTAT is a personalised body with a technical independence and autonomous management.

The Mali NSS includes 11 statistical services created within the ministries (Scientific Steering Committees) and certain public and parapublic bodies. These services collect, process and distribute sectorial statistics concerning their sector.

It also includes specialised central BCEAO, DNTCP, DNPD, DNP directorates.

This is complemented by centres which collect, analyse and distribute statistics in their areas of activity.

THE MALI NSS

Missions collect, centralise, process and distribute the

statistics necessary for: the preparation and conduct of the State’s

economic and social policies; the information and decision by public and

private companies and civil society, produce a large part of current

macroeconomic statistics, perform large household and company

surveys, perform general censuses, ensure technical coordination of the national

statistical system,

NATIONAL STRATEGY FOR THE DEVELOPMENT OF STATISTICS (NSDS)

Statistics Master Plan

Mali adopted its first NSDS in January 2006. This strategy was accompanied by a 2006-2010 action plan, extended in 2012.

Its implementation allowed significant institutional, organisational and production progress.

A second strategy, together with a 2015-2019 action plan, is in the process of being adopted by the government.

ORGANISATION AND ASSOCIATION PARTNERS OF THE NSS

Since 1986 there has been a national association working for promoting statistics and improvement in professional statistician working conditions, called “Malian Statistical Association", abbreviated as AMSTAT. This organisation is non-governmental.   

Following the example of West African countries, Mali is a member of several international, regional and sub-regional organisations. The NNS regularly conducts statistical activities with ECOWAS, WAEMU and AFRISTAT. It also participates in multinational programmes like the International Comparison Programme. Mali joined the SGDD on 25 September 2001.

COORDINATION OF TECHNICAL AND FINANCIAL PARTNERS (TFP)

The TFPs have put in place a Statistical Group whose general mission is to support the organisation of their aid in the area of statistics and to follow implementation of the National Strategy for the Development of Statistics. It is specifically responsible for, among other things: serving as the TFP forum for information and

sharing of statistical knowledge, experiences and interventions;  

being the main dialogue partner with the coordinating body of the national statistical system on behalf of all the TFPs; 

strengthening current and strategic communication between the National Statistical Institute, the relevant ministry and the TFPs; 

holding monthly meetings with the main NSS structures.

Modalities and Areas of AFRISTAT’s Involvement in Mali

Strategic Annual Work Programme Following the example of other country

members, AFRISTAT provides its technical support to the Mali NSS through activities scheduled in its work programme.

These interventions mainly deal with harmonisation of activity and product nomenclature, methods of preparing economic accounts and concepts of the informal sector and employment, methods of preparing agricultural statistics, short-term monitoring, preparation of the national strategy for development of statistics, as well as improvement in distribution of statistical information.

Modalities and Areas of AFRISTAT’s Involvement in Mali

TFP Group StatisticsAFRISTAT contributes regularly to the dialogue

between the NSS and TFPs through the TFP Statistical Group, of which it is a member.

Direct CollaborationAFRISTAT brings its technical support to the

NSS when they contact it directly. Thus it is involved in all statistical activities lead by the national statistical system, especially the activities or preparing the statistical development, coordination, normalisation and survey design strategy.

Modalities and Areas of AFRISTAT’s Intervention in Mali

Institutional and Organisational Support AFRISTAT interventions have allowed the NSS

to see real progress in various areas.Implementation of publicationsQuarterly short-term bulletin: this bulletin is

published no later than 45 days after the end of the quarter covered;  

Monthly consumer price bulletin: this bulletin is published no later than 10 days after the end of the quarter covered;  

Bi-annual work market monitoring bulletin: this bulletin is published no later than 45 days after the end of the semester covered;

Improving preparation of economical accounts

AFRISTAT support has allowed availability of economic accounts prepared according to SNA93 from 2000 to 2010. The 2011 and 2012 accounts will be prepared before the end of 2014 and Mali may soon change to from economic accounts partially using NSA93 to economic accounts completely prepared according to SNA93.

Compliance with international norms, concepts and standards

All surveys performed in the last 10 years have benefitted from AFRISTAT expertise concerning the concept, methodology and norms. In particular, we can cite the employment survey performed every two years and the continuous availability of modular surveys implemented by INSTAT with the support of Swedish cooperation to respond to requests for information in the fight against poverty policies.

NSDS Compliance with International Recommendations

AFRISTAT interventions have allowed international recommendations to be taken in the strategy of developing statistics through the steps of preparing and annual review, especially the participative approach and monitoring of the Paris21 model.

In addition AFRISTAT has trained NSS agents in statistical data quality.
