• MOU between both communities– The foundation for the MOU was laid several

years earlier

• Established a 50/50 revenue and cost sharing agreement on the property

• Determined that provision of utilities would be based upon which entity could provided the needed service at the lowest cost

• Must figure out how to set values on facilities that are split by county lines

• Only facility that we know of that has a jointly issued Certificate of Occupancy

• Bills had to be paid associated with project– One set of bills received for costs incurred– Bills were paid by one entity– Expenses were reconciled quarterly by

financial staff

• In the second meeting, three of the primary topics of conversation were education, health care & the local labor market

• Question was asked hospitals about availability of labor

• Community team left the room.

• Community was told from 1st meeting that if the company or consulting teams read their name in the newspaper, we were eliminated

• Common among these types of projects• Increasingly difficult because we had to

bring two in each position to the table• We had to manage information flow

• At that same meeting referenced in the last section, 1 School Superintendent & 1 Asst. Superintendent were presenting to the company

• Question was asked about number of school buses travelling past the site each day

• Two administrators confessed they did not know which site the company was considering, but would find the answer if the company was willing to share the location with them

• A competing site had information about the project in the local newspaper within an hour of the company leaving on their final site visit

• Community College representative provided the project code name

• Lots of people made comments to the media about the project
