Civil Registration Month Celebration

The Philippine Statistics Authority Re-gion 02 celebrated the Civil Registration Month last February 2019 with the theme “Inclusive and Responsive CRVS: Work-ing Smarter through Innovation”. The theme emphasized the continuous improve-ment of the Civil Registration and Vital Sta-tistics of the country. The annual observance of this activity is by virtue of Presidential Proclamation No. 682 “Declaring the Month of February of every year as Civil Registra-tion Month” through out the country. This is also in adherence to the Civil Registration and Vital Statistics Decade Proclamation in 2015 as a pledge of support to the United Nations Economic and Social Commission for Asia and the Pacific of “getting everyone in the picture” in Asia and the Pacific Region and a sound CRVS that will facilitate proper planning, policy for-mulation, rights of the people in support of good governance and economic and social development of the country.

During this activity, the public was re-minded of its duty to register vital events and instill public awareness of the importance of civil registry documents.

To impart public awareness on the celebration of Civil Registration month, PSA-Regional Office dis-played tarpaulin at the office façade on February 1, 2019 with the theme “Inclusive and Responsive CRVS: Working Smarter through Innova-tion”.



MOTORCADE AND C/MCR CONFERENCE

To formally open the celebration, a motor-cade was held in PSA-Isabela on February 1, 2019 with the Isabela Civil Registrars Associa-tion (ICRA). Cutting of ribbon on the opening of the Civil Registration Photo Exhibit ensued by a motorcade around the City of Ilagan, Isa-bela. Likewise, the Isabela Civil Registrars As-sociation’s had their monthly meeting and a lecture on updates on Civil Registration Laws particularly Republic Act (RA) 9255. Sir Ryan Amad of PSA-Central Office was the resource person. Participants were selected PSA em-ployees and the Municipal Civil Registrars of the municipalities of Isabela. Regional Director Marilyn T. Estrada also present and delivered her message which focused on the theme .

On February 6, 2019, PSA Cagayan Provincial Office had the opening of the Civil Registration Month in Cagayan in partnership with PACR-Cagayan. A motorcade around Tuguegarao City followed by the PACR monthly meeting and symposi-um at the Division Office, Department of Education, Tuguegarao City. Re-gional Director Marilyn T. Estrada talked on the importance of Civil Reg-istration and the line-up activities for the month-long celebration. The partic-ipants were School Heads from the different schools of Tuguegarao City.



MASS CIVIL WEDDING

During Civil Registration Month, Mass Civil Wedding is one of the highlights of the celebration. This is organized by the Local Govern-ment Units through the initiative of the City/Municipal Civil Registrars.

Mass Civil Wedding is a pub-

lic service of the LGUs to their con-stituents for free and generally offici-ated by the Honorable Mayor of the municipality. This year, Mass Civil Weddings were attended by the Re-gional Director and other PSA staff as guest speaker. The Regional Di-rector delivered her message, talked about the importance of marriage, civil registration and the theme of the Civil Registration Month.

RADIO GUESTINGS

The office was invited to guest on the regular program “Dura lex Sed lex” of Bombo Radio, Tuguegarao City on two (2) Sundays, February 17 and 24, 2019 at 2:00 to 3:30 P.M. hosted by Bombo Marvin Cangcang.

As part of the Information and Edu-cation Campaign, the importance of Civil Registration and the different activities for this year’s celebration were tackled on air.

On the spot callers and texters were entertained regarding their queries and problems pertaining to their Civil Registra-tion issues and concerns.

Frequently asked questions were about the correction of clerical and typographical er-rors in first name, month and date of birth and sex and other issues. Such issues were handled by Chief Administrative Of-ficer Milagros C. Adduru and Registration Officer IV Rose Q. Pacay.

CAPACITY BUILDING, TRAININGS AND UPDATES

PSA Regional Office re-echoed the train-ing on Medical Terminology last February 20-21, 2019 at PSA-RSSO2 Conference Room. Participants were the Registration Officers and DVSS encoders of the five (5) PSA-Provincial Offices.

The training on Medical Terminology was echoed last February 20-21, 2019 to the Reg-istration Officers and DVSS encoders of the five (5) PSA-Provincial Offices. This was held at PSA-RSSO2 Conference Room, Tuguega-rao City.



The objectives of this training were to ana-lyze components of medical terms, common rules for proper medical term formation and spelling, explain terms and abbreviations and define common causes of deaths. The training also aimed to provide technical assistance on the quality of data in terms of coding for causes of death. Trained coders to understand, analyze and interpret medical ter-minologies and assign the appropriate ICD codes for difficult cases where IRIS cannot pro-vide code for underlying causes of death. Ma. Corazon H. Guzman, Statistical Special-ist II served as trainor and discussed topics on building a medical vocabulary, basic term com-ponents, cardiovascular system, respiratory system, nervous system, urinary system, gas-trointestinal system, female reproductive sys-tem and lymph system and endocrine system.

Every year, clergies and leaders of differ-ent religious sects apply and/or renew their Certif-icate of Authority to Solemnize Marriage (CRASM) with the CRG Article 3 of the Family Code of the Philippines. The office through the invitation of the CORAMDEO Christian Church conducted the training on Certificate of Registra-tion of Authority to Solemnize Marriage (CRASM) last February 26, 2019 at CORAMDEO Christian Church, Tuguegarao City and Life in Christ Fam-ily Church Full Gospel in Gattaran last February 27, 2019 The training included the discussion on the required documents, procedures and updates in the processing of requirements, the duties and responsibilities of Solemnizing Officers and the proper filling out of application form. An open fo-rum was also facilitated to address queries and questions. The resource persons were Rose Q. Pacay, Registration Officer IV and Corazon H. Guzman, Statistical Specialist II.



Lecture on Civil Registration Updates and Business Rules

Philippine Statistics Authority RSSO 2 conducted lectures on Civil Registration Up-dates and Business Rules last February 28, 2019 at Regional Office as one of the culmi-nating activities of the Civil Registration Month celebration. This is to inform the per-sonnel and staff of the Regional office includ-ing the Associates the updates and the busi-ness rules on the processing and issuances of Civil Registry documents and the require-ments needed in conformity with Data Privacy Act and PD 603.

INFORMATION AND EDUCATION CAMPAIGN (IEC)

In adherence to the program of the gov-ernment under Presidential Decree No. 1106 declaring the years 2015-2024 as Civil Regis-tration and Vital Statistics Decade with the theme “Get every Pinoy and Pinay in the Pic-ture”. PSA-RSSO2 distributed flyers for infor-mation during the celebration of Civil Regis-tration Month in the Regional Office to the cli-ents who were requesting civil registry docu-ments. Eighty eight (88) clients were able to receive flyers. The Officer of the Day or PACD in-charge also advised clients pertain-ing to Civil Registration and on how to get through with their problems or queries.



During the 14th Quarterly Business Meeting of the RSC on February 8, 2019, as part of the information dis-semination campaign on Civil Regis-tration, the Civil Registration and Ad-ministrative Support Division (CRASD) was given a slot in the pro-gram to discuss Civil Registration in-cluding the activities for the Civil Reg-istration Month celebration. Flyers on Civil Registration Laws were also dis-tributed to the participant members from the different Regional Line Agen-cies (RLAs) held at Crown Pavilion Hotel, Tuguegarao City. A total of thir-ty five (35) participants received fly-ers.

After flag raising on February 11 and February 18, 2019, PSA Regional Office conducted infor-mation dissemination to PSA cli-ents on the celebration of Civil Registration Month. Information Of-ficer Angelita D. Buenaventura and Statistical Specialist Ma. Corazon H. Guzman discussed the im-portance of civil registry documents to the life of every person and their duty to register vital events.



MOBILE REGISTRATION

The PSA RSSO 02 is regularly invited by the City Government of Tuguegarao to join in the conduct of Barangay People’s Day in of the barangays of Tuguegarao City. The office was represented by Ma. Corazon H. Guzman, the alternate Outlet Supervisor of the CRS Outlet.

During this activity, the public were re-minded of their duty to register vital events such as birth, marriage, death and other acts and events concerning status of a person and instill public awareness and importance of civil registry documents. Further emphasized that civil registry documents are important refer-ences for employment and transacting busi-ness with the government such as securing passport, taking licensure examinations, claim-ing benefits among others.

CIVIL REGISTRATION AND STATISTICAL QUIZ BEE

Every Civil Registration Month, the Local Gov-ernment Unit of San Mateo through the initiative of Municipal Civil Registrar (MCR) Charles A. Mendoza conducted Civil Registration and Statis-tical Quiz. This year it was conducted on February 22, 2019 at the Municipal Conference Hall, San Mateo, Isabela The contest is open to high school and college students. One of the purpose of this activity is to give scholarship to the winners both high school and college students sponsored by LGU San Mateo. For high school level winners, the first prize is college education and for college stu-dents, scholarship for the remaining years in col-lege. Certificates and cash prices were also given to all participants.



Supervising Statistical Specialist Mary Jane C. Cabauatan, Statistical Specialist II Ma. Corazon H. Guzman, along with Statistical Specialist II Marivic Garcia and Statistical Special-ist II Thelma Castillo of PSA-Isabela administered the Civil Registration and Statistical Quiz.

CHARITABLE ACTIVITY

Philippine Statistics Authority RSSO2 conducted a feeding program on Febru-ary 28, 2019 at Libag Elementary School, Tuguegarao City as part of our culminating activity for this year’s Civil Registration Month.

Our identified beneficiaries were the Children who are less nourished and chil-

dren with special care at Libag Elementary School, Libag, Tuguegarao City through the principal Ms. Deotede D. Guiquing. The school principal expressed her thank to the PSA and she said, they are looking forward for more charitable activities in their school.

This is one of the commitments of the office to give service to marginalized in-

stitution especially the less fortunate ones. PSA Staff prepared a simple feeding pro-gram for the children.
