Traffic Control Alternatives
1. Single Lane Closures $500K
– 14.5’ – 19’ horizontal clearance, likely nighttime
2. Temporary Crossover w/ Concrete Barrier $1.8M
– 18’ horizontal clearance, 24-hour restriction
– Exposure while placing barrier (12.5 miles)
3. Temporary Crossover w/ Plastic Drums $700K

US97: Bend – Spring Creek Hill VSL (K19260)
Scope - design of weather responsive Variable Speed
Limit system on US97 from Lava Butte (MP 143) to Spring
Creek Hill (MP 244). Project is not funded for construction.
ORS366.215 Impacts – cantilever mounted Variable
Message Signs and Variable Speed Signs will encroach
over the roadway. Current design calls for 18’-0” vertical
clearance.

I-84: Hood River EB & US97 @ Biggs Jct SB VMS (K20860)
Scope – Design and installation of two Variable Message
Signs (VMSs); one on I-84 Hood River Eastbound (MP63.04)
and one on US97 @ Biggs Junction Southbound (MP TBD).
ORS366.215 Impacts – cantilever mounted VMSs will
encroach over the roadway. The current design is
proposing 18’-0” to 19’-0” vertical clearance.

City of Sisters TSP Update
GOAL: Improve highway operations on the east side of the city and
improve the highway alternate route (Barclay and Locust) for all
users, including freight.
PLANNING GOAL TO IMPLEMENTATION:
1. Identify Funding (not there yet)
2. Intersection Traffic Control Study (Alternatives Analysis)
3. Stakeholder Outreach & Design
4. Construction

City of Madras TSP Update
SOUTH MADRAS CONCEPT AREA:
Three lane highway (US97) without signals or roundabouts. In the
future, lands to the east and west of the highway will compete with
high demand on the highway.
STEPS TO IMPLEMENTATION:
1. Identify Funding (not there yet)
2. Intersection Traffic Control Study (Alternatives Analysis)
3. Stakeholder Outreach & Design
4. Construction

NEAR TERM IMPROVEMENT ALTERNATIVES FOR CONSIDERATION
Intersection Improvements at primary connections to US97
(Fairgrounds Road and Hall Road)
• ROUNDABOUT – highway volumes likely require multilane
– Mobility benefits (v/c, delay)
– Safety benefits (reduced crashes)
– Aesthetic Benefits
27
City of Madras TSP Update
• JUG-HANDLE
– Restrict left and right turn movements at an intersection
– Two phase (more efficient) signalized intersection
– Turn movements served by “jug-handles”

City of Madras TSP Update
• MEDIAN U-TURN
» Restrict left-turns at main intersection
» Two phase (more efficient) signalized intersection
» Provide U-Turn downstream of intersection

Information Guide
City of Madras TSP Update
• Restricted Crossing Median U-Turn
– Restrict minor street through volumes
» Served by turning right and then using the downstream u-turn
– Allow major street left-turns
