Let me begin my address by congratulating all the members of NBCC team for a wonderful performance this quarter. As you know, our profits for this quarter have increased by 31% and I want to put on record my deep appreciation for your sincere and dedicated service to our organisation. The year 2015 is moving towards its end as I pen this column, and it’s time to reflect upon what we have achieved as an organisation, till date. The second half of this year has witnessed numerous recognitions coming in from different bodies at the National level. While at one hand, we were felicitated for our efforts towards increasing green footprints in the country, on the other, we got recognition for being an exceptional project management consultant and using sustainable architectural practices in our projects. I would once again like to reiterate that based on our very strong performance this quarter, we need to stay focussed on our business plans to achieve the next milestone of becoming a Maharatna. We should emphasise on increasing our turnover by 25 – 30% every year from here on, multiplying our top-line and bottom-line consistently. However, this is possible, only when we become more aggressive in this competitive environment and constantly explore new avenues to generate business both at home and overseas where scopes and margins are more and growth is faster. Let us pledge to maintaining a sustained and faster growth for our organisation.

Shri M. Venkaiah Naidu, Union Minister for Urban Development, inaugurated IIT Roorkee-NBCC Research & Development Centre on Sustainable Civil Infrastructure at IIT Roorkee’s Greater Noida Extension Centre (GNEC). The function was also attended by Dr. Anoop Kumar Mittal, CMD, NBCC and Prof. Pradipta Banerjee, Director, IIT Roorkee, among others. Congratulating the initiative of NBCC & IIT Roorkee, the Minister stressed upon the need for Research & Development in today’s environment and said that the innovation through constant research can only bring in faster infrastructure development of the nation. On the occasion, the minister also assured both NBCC and IIT Roorkee of the government’s all possible support in the venture. He mentioned that the research and innovation shall provide the necessary impetus to the present government’s resolve to achieve the goal of Housing for All by 2022 and creating 100 smart cities as these ventures would require adoption of new construction techniques, improved building materials, upgraded skills for smoother and faster implementation.

In his welcome address, Dr. Anoop Kumar Mittal, briefly outlined the objectives behind setting up this ambitious project and stated that the centre would be extensively carrying out research, training, workshops and would look for constant innovation in construction technology and adoption of green/smart features in construction.

NBCC New Moti Bagh GPRA Complex office celebrated Harit Mahoutsav programme at the Complex recently which was inaugurated by Shri Madhusudhan Prasad, Secretary (Urban Development), Govt. of India. The 55th Annual General Meeting (AGM) of NBCC, a Schedule ‘A’ Navratna CPSE under the Ministry of Urban Development, Govt. of India, and a state owned construction giant, was held in New Delhi on September 16, 2015. Addressing the AGM, Dr. Anoop Kumar Mittal, CMD of NBCC, gave a detailed account of the company’s performance for the FY 2014-15, its operations in various segments of business and also future outlook.

Dr. Mittal stated that the company, during FY2014-15, registered 15% growth in its turnover from `4038 crores to `4633 crores. Its EBITA Margin increased from `371.53 crores to `433.09 crores and PAT from `257.45 crores to `278.28 crores. He also informed that NBCC’s outstanding order book stood at more than `25000 crores. Giving an outlook of NBCC’s future initiatives, Dr. Mittal said that NBCC’s future initiatives would include its major participation in the govt’s ambitious schemes such as housing for all by 2022, development of 100 smart

cities in the country and AMRUT. In this context, he mentioned about some concrete steps already taken by the company as a part of its preparation for the involvement in above activities, such as signing of several JV MoUs both at home and overseas with various renowned companies for technology sharing: (ii) setting up of independent and dedicated in-house department to specifically attend to smart city initiatives, (iii) establishing of Research & Development Centre in association with IIT Roorkee for technology upgradation and innovation in construction activities. Dr. Mittal also divulged the company’s future plans to (i) launch an e-Commerce enabled G-2-G Portal to assist government agencies in procurement and management of real estate properties (ii) roll out a housing scheme with various stakeholder-agencies of government towards providing houses to the poor without any financial burden on the government (iii) act as Lenders’ Engineers to carry out valuation and monitoring of loans for timely intervention by the Financial Institutions.

The country's construction sector is poised to grow at 7-8% each year over the next decade. The economic growth will pick up with the initiatives taken by the government to remove barriers to foreign investment and plans to build 100 smart cities for managing the high level of urbanization. States have been allotted with the number of cities that can be made smart. Cities those deserve funding will be controlled by an apex committee, while the state will chalk out other modalities by involving citizen groups through a consultative process. Several countries are willing to give technical support and have shown their interest with regard to joining smart cities projects through PPP. The Hon'ble Union Urban Development Minister has expressed involvement by them in a big way because smart cities require huge investment that will come from internal as well as external sources.

financial performanceI would like to share with you that the performance of your company has not been impacted by the industry's trend in the past partially due to its unique business operations which are spread in the areas of project management and consultancy, infrastructure and real estate, and also attributed to its internal strengths in delivering quality and timely completion of projects. NBCC has been able to put up yet once again an encouraging performance during the financial year 2014-15. In comparison to the previous year’s financial results, the total income increased by 14.84% from `4070.10 crore to `4674.14 crore and the profit after tax surged by 8.09% from `257.45 crore to `278.28 crore and the company has therefore recommended a dividend of 55% for the financial year 2014-15.

business initiativesNBCC, having an established brand name, significant experience, proven track record, industry knowledge and technical expertise, would look forward to capitalize on growth opportunities, participate in the construction and development of residential and commercial properties, provide low cost and affordable housing and green building solutions, provide sustainable and environmentally friendly solutions and provide urban water and sewage treatment for the planned smart cities. Here, I would also like to draw reference to the MoUs executed by your company with the Delhi Development Authority for Construction of ‘East Delhi Hub’ and ‘Sanjay Lake View’ projects on Transit Oriented Development (TOD) norms and Smart City concept in Delhi.

Apart from new business opportunities offered through establishment of smart cities and development on transit oriented norms, your company has taken several other initiatives both within and outside the country. These include execution of MoUs with Air India, NAWADCO, IITs at Roorkee & Kanpur, and CPWD. For the promotion of technical collaboration, execution of infrastructure projects and tap consultancy service market abroad, NBCC has signed MoUs with foreign entities viz Al Naba Services LLC; Sultanate of Oman; Construction Industry Development Board Holdings Sdn. Bhd., Malaysia, and Form Yapi Malzemeleri Insaat Samayi Ticaret Ltd, Turkey.

Redevelopment of General Pool Residential Accommodation (GPRA) successfully by NBCC on self-financing basis earlier at New Moti Bagh, New Delhi has paid dividends. While redevelopment of GPRA at East Kidwai Nagar, New Delhi on similar pattern is presently in progress, three more redevelopment works of old government colonies at Kasturba Nagar, Thyagraj Nagar and Netaji Nagar in the capital have already been allocated by the government. In addition, government is also considering to entrust redevelopment works of three other government colonies to your company. These redevelopment works have completely altered the way the government accommodation had been perceived in the past, besides it has been able to provide sustainable growth potential to the company.

Your company, the only government corporate body in the real estate sector having land bank of 132 acres at different locations in the country, will continue to focus on affordable housing and building aesthetically designed commercial properties encompassing green building compliant features. Development of

these land holdings in a phased manner will be a continuous source of growth and steady income ahead.

Further endeavours are being made by your company with the Ministry of Heavy Industries and concerned departments to associate in the process of conversion of idle/surplus land owned by sick and other CPSUs into gainful assets and source of revenue generation.

r&d and technology upgradationYour company has set up a centre of Innovation and R&D in July, 2014 as a well thought out plan to address certain demanding issues related to construction with reference to adoption of new technology, eco-friendly green building materials for sustainable, safe, faster, cost effective and quality construction.

MOU between NBCC and IIT, Roorkee has been executed to open a joint research and development centre for sustainable civil infrastructure at IIT, Roorkee.

Corporate Social responsibility (CSr) and SustainabilityBusiness strategy of your company is modelled to look beyond professional matrices and focus on other intangible assets like value addition in terms of improved efficiency, environmental, protection, community development, women empowerment etc. CSR is not just obeying the laws but much more beyond that. Your company has volunteered in the upliftment of the society and community development. Active involvement in many social programs to promote cleanliness, education, skill development, public utility schemes on socio economic growth is being encouraged. Your company has been conferred with a Swachh

Bharat Ratna Award-2015.

Construction ConclaveNBCC National Construction Conclave to congregate best minds in the construction industry for unique deliberations on the way to achieve sustainable infrastructure development was organised in which Late Dr. A P J Abdul Kalam, Former President of India, delivered a key note address on the occasion.

Charting the financial growth of NBCC this quarter

nbcc Q1 ProfIt uP by 31%National Buildings Construction Corporation Ltd. (NBCC), the state owned Navratna Enterprise, under the Ministry of Urban Development, Government of India, has registered a 31.50% growth in its net profit at `44.08 crore for the quarter ended June 2015, compared to `33.52 crore in the same quarter last year. The remarkable growth of the company has been pushed by its encouraging revenue growth increased by 36.69% to `1149.2 crore from `840.76 crore year-on-year, aided by growth across segments. The company’s project management consultancy business grew by 30.4% on yearly basis to `970.64 crore with EBIT up 24.40%

NBCC Limited has been nominated implementing agency for Construction of NIA Head Quarter office building at CGO Complex, New Delhi. The state of art building with green building features would be constructed at an estimated cost of `35.28 Crores. The building is G+8 RCC framed Structure with two basements for parking and services. The total built up area of the building including basement is 11000 sqm (approx.). The project is stipulated to be completed in 18 months time.

NBCC has constructed a well-designed self-sustainable green field Academic Complex spread over a sprawling 500 acres, for the Indian Institute of Technology at Bihta, Patna. The world-class, state-of-the-art Institute consists of iconic arch-shaped administrative buildings, three academic buildings, one Tutorial Complex, three Workshops with one students Activity centre having a built-up area of approximately 6 lakh sq feet. The campus has been completed in the shortest possible time and is the first new IIT to shift in the permanent campus. Some of the key features of the campus buildings are that they have been built as sustainable green buildings with internal green lung spaces.

Venkaiah Naidu Hon’ble Union Minister for Urban Development, Government of India and Dr. Anoop Kumar Mittal, CMD, NBCC, seen lighting the lamp to inaugurate the 1st Annual Edition of ‘NBCC National Construction Conclave’-2015 organised by the company on June 23, 2015 in New Delhi, while Directors of NBCC also look on. The Conclave, first of its kind in the country, was themed on “Housing for All by 2022 – Redensification/ Redevelopment’ and ‘Waste to Wealth– Waste Management’, and was participated by stakeholders, experts and professionals, to deliberate upon all the aspects of sustainable housing infrastructure in order to prepare a roadmap for the future. Speaking on the occasion, Dr. A.P.J. Kalam said, "Threat of climate change looms large on humanity. Modern small cities have to address the two-pronged challenges of better living standards with reduced emission and also becoming an economic hub. The 21st century city has to progressively move towards carbon neutrality."

The cost of the project is Rs.435 Crore. It is to be mentioned that NBCC has already executed Redevelopment Work of New Moti Bagh GPRA Complex, New Delhi and another one namely Rs.5000 Crore East Kidwai Nagar Redevelopment, New Delhi, is also going on at present.

In gracious presence of Prof. T.V. Kattimani, Hon’ble Vice Chancellor of Indira Gandhi National Tribal University (IGNTU), Shri N.P. SAMVAAD-II was held

under the chairmanship of CMD and in presence of Director (Projects),

Director (Finance) and Director (Commercial) on 16.05.2015 at SCOPE Complex, New Delhi from

1400 hrs to 2000 hrs.

The meeting started with the presentations on “centralised appointment of consultant”, “online

registration of consultants and contractors”, “online registration of grievances by consultants and contractors”

by ED (HRM) and “weeding out policy” by GM (Admin)followed by structured presentations on various issues

brought up by participants focusing on the growth of the corporation.

The following issues were discussed

Centralized appointment of consultantThe necessity of centralized appointment of consultants was discussed, as much attention is required on the quality and reputation of the consultants which is the most important factor for the building to come. A standard procedure/format shall streamline the process and reduce the time for appointment of consultant. After due deliberations, the consensus was arrived, that centralized appointment of consultants shall be started, for which ED (HRM) shall be the nodal officer at the moment. The detailed procedure/format shall be devised/finalised by ED (HRM), and it was clarified that RBG/SBG/Zones shall be responsible for providing the survey/soil testing/data. Centralized tender a word process shall also be soon started.

weeding out of old recordsIt was decided that GM (Admn) shall put up the weeding out policy for all sections in the ERP system and shall give weekly presentation on “weeding out policy” to all HODs of the head office, and to all RBG/SBG/ Zones through video conferencing.

Samvaad at zonal levelIt was desired by the management

that all RBGs, SBGs, Zones shall conduct Samvaad session twice, or at least once in a year in their

region with mid-level officers, as the same gives a feeling of elevation and

ownership to the employees.

It was discussed that online application for prequalification shall be a faster

alternative with all the data stored on online servers and gets automatically

updated. After due deliberations, it was decided that prequalification of

consultants and contractors shall be done online. Process/format for the same shall

be finalised/devised by ED (HRM).online registration of grievances by consultants and contractors

It was brought out that various associates have serious grievances which strictly need to be addressed. The point

that it will also enhance transparency and will certainly improve the image of the corporation, received the

consent of the participants. After due deliberation, it was decided that online grievance registration and disposal

system shall be implemented after detailed presentation on the mechanism for the same is done by ED (HRM) in

the next senior officers meeting.

The Appointment Committee of Cabinet (ACC) of the Government of India, has appointed Shri Rajendra Chaudhari, as the new Director (Commercial)

of National Buildings Construction Corporation Ltd. (NBCC), a Schedule 'A' Navratna CPSE under the Ministry of Urban Development, Govt. of

India w.e.f. June 10, 2015. Shri Chaudhari is a Civil Engineering Graduate and had so far been serving the Company in various capacities. Before

being appointed as Director (Commercial), he was Sr. Executive Director (Commercial) in NBCC. Shri Chaudhari also had stint with Western Coal

Fields, another CPSE, before joining NBCC in the year 2005.

administrative expenses (including consultancy and project management and implementation units). Thus urban planning in terms of preparation of city development plan, simplification of building bye laws, design of public transport and non- motorized transport (walking and cycling), and design of open space/park is an integral component of AMRUT Mission.

SMart CitY MiSSion Focus of Smart City mission will be to develop sustainable and inclusive development, and create compact and replicable models (MOUD, 2015 (a)). Smart solutions will include e-Governance and citizens services, waste management, water management, energy management and urban mobility. Typical features will be: promoting mixed land use in area based approach, inclusive housing, walkable localities, developing open spaces, promoting transit oriented development (TOD), giving citizen-friendly governance, and giving an identification of the city. Mission will cover 100 cities over five years.

Smart cities will be selected through a two-stage challenge or competition process. In first stage, states will shortlist potential cities and these will relation, record and reforms. After Stage 1 challenge, each potential smart city will be given `2 crore for preparation of the proposal. In second stage, each city with help of a consulting firm will prepare concept, vision, and Smart City Proposal (SCP) through citizens’ consultations. It will also include retrofitting, redevelopment and green field area proposals and a pan city proposal. There will also be a financing plan for implementing the proposals. It is needless to say that the SCP will converge all other programs such as AMRUT, Bharat Swachch Mission, etc. Criteria for Second Stage Challenge or Competition will be credibility of implementation, city vision and strategy, impact of proposal, cost effectiveness, innovation and scalability and process followed. In first year, each selected city will get `200 crore.

Twenty cities will be selected in first year and other cities will be assisted to improve their proposals for submission in next year. Implementation of area-based based projects will be carried out

by a Special Purpose Vehicle (SPV). The execution of projects will be through joint ventures, public private partnership (PPP), turnkey contracts, etc. suitably integrated with revenue streams. Therefore, urban planning in relation of planning mixed use compact city, area-based projects and pan city projects will be essential part of the Smart City Mission.

urban planning iSSuES problems of Urban land and planning: Problems of urban land and planning in India are well known. These are : urban land ceiling act, rent control act, complex process of change from agriculture to non- agriculture land, master plans with no relation to real estate markets, high stamp duty, large institutions like Railway and ports having large tracks of land, low property taxes, inadequate service land, low FSI and density, segregated land use. Moreover, no linkage of land use with public transport (Bertaud, Alain 2009). These lead to short supply of service urban land, slums, long travel distances and high land prices. Fortunately some of these issues were part of JNNURM reforms.

two recent Master plans: The Ahmedabad Master Plan 2021 is a good example in context of various problems of urban planning. It focuses on compact city, enhance accessibility, land use linked to transport, incentivizing affordable housing, conserve heritage and transit oriented developments (TODs). There is 50% increase in FSI through payment (for infrastructure). Increase in FSI on BRTS/Metro corridor from 1.8 to 3.6 to 4.0 on chargeable FSI and concession for affordable housing. Affordable housing zone with FSI 2.7 all around the city (76 sq. km with 15 lac additional units). Enabling provision for local and special area plans. Reforms in Development Control rules like ground coverage restriction removed, minimum floor height specified, height restriction removed, etc. Heritage building owners in old city could transfer development rights to other parts of city, etc. The Ahmedabad Municipal Corporation and Ahmedabad Urban Development Authority have communicated very well with press and citizens.

The Mumbai Draft Development Plan 2034 had many progressive ideas-variable and higher FSI, TOD, zonal FSI, local area plans, multiple use of open spaces, simplifications of building bye laws, opening up of 1287 ha. Land of Aarey Milk colony, etc. However, there was a communication problem with politicians, film persons and citizens and Chief Minister asked the Mumbai Municipal Corporation to revise it.

This is causing many health hazards to the urban population. Public health should be an important criterion for urban planning in India. Public health was fundamental feature for initiating urban planning. “Geographic analysis is a key planning tool shared by urban planning and public health. During the 19th and early 20th centuries, the synergies between urban planning and public health were evident in at least three areas: (i) creation of green space to promote physical activity, social integration, and better mental health; (ii) prevention of infectious diseases through community infrastructure, such as drinking water and sewage systems; and (iii) protection of persons from hazardous industrial exposures and injury risks through land-use and zoning ordinances (Kochtitzky, C.S. et.al. 2006). Overall goals for urban development in India should be, creation of sustainable, inclusive and smart urban centers. The Government has launched two urban missions: Atal Mission for Rejuvenation and Urban Transformation (AMRUT); and Smart City. Urban Planning is an

important component of the two urban missions.

Following the present introductory section, the second section of this paper describes Urban Trends and the Two Missions. The third section describes problems of Urban Planning, Master Plans, Public Health Linkage with Urban Planning, Area-based projects and Identity of City. Next section deals with Capacity Building. The last section identifies a Way Forward.

urban trEndSIndia’s urban population was 377.1 million in 2011and urban population to total population was 31%. There were about 8,000 urban centres and out of these as many as 53 were metropolitan cities with more than a million population and over 2700 very were small non-municipal or census towns. The percentage of urban poor is about 21 and total number of urban poor was 76.47 million in 2009-10. In India, there is a strong realization that its urban areas need to improve for the country to achieve fast and sustained economic development. Thus urban India has many challenges and it also offers many opportunities. Overall goals for urban development in India are, and should be, creation of sustainable, inclusive and smart urban centers. India has to improve urban infrastructure and governance to achieve our

economic development goals and provide jobs for the youths. The Government has proposed development of AMRUT and Smart Cities. Appropriate Urban Planning approach should be an integral part of India’s Urban Strategy.

aMrut MiSSion Trust areas of the AMRUT mission are to: water supply; sewerage facilities and septage management; storm water drains; public transport and non-motorized transport (walking and cycling); and green spaces and parks especially for children (MOUD, 2015). It covers about 500 cities that will include all cities with over one lakh population, all other capital cities, HRIDAY cities, 13 cities with main rivers and 10 cities from hill states and tourist destinations. State Governments and cities have to implement 11 reforms including e-Governance, constitution of municipal cadre, augmentation double entry accrual-based accounting system, appropriate city development plan, devolution of finances and functions, review of building bye laws, improvement in revenues, set up state-level financial intermediary, energy and water audits and Swatchh Bharat Mission. Moreover, cities will prepare Service Level Improvement Plan (SLIP) and get credit rating. States have to prepare Annual Action Plans that would include break of AMRUT funding, sector-wise coverage and break-up of total funding, and plan for achieving service level benchmarks. Urban Local Level (ULB) will prepare service level improvement plan, master plan of all projects, prioritized projects, funding pattern, and year-wise investments. In addition, there will be State Annual Action Plan to achieve service level benchmark, administrative and other expansion and reform implementation.

The total allocation for AMRUT is `50,000 crore over five years. It should be noted that there will be no project level appraisal at central level. Funds will be released in three instalments 20:40:40. There will be 10% incentive for completing the reforms. The Central Government grant will vary from 33 to 50 percent on type and size of cities. However, there will be full grant funding for capacity building, reform support and

NBCC SIGNS MOU WITH NICLDr. Anoop Kumar Mittal, CMD, National Buildings Construction Corporation Ltd.(NBCC) and Shri Rajesh Aggarwal, IAS, CMD, National Insurance Company Limited (NICL), posing with the MoU documents after signing, on June 12, 2015. related health risks, including those from water- based diseases (e.g., diarrhoea, cholera and typhoid), due to water scarcity and and contamination. Malaria is expected to expand from its currently endemic range in eastern and northeastern India to western and southern India, thereby placing a large incremental population at risk (Bhattacharya, S et al. (2006). Given that Indian cities have become major reservoirs of vector-borne diseases such as malaria and dengue fever, it can be expected that morbidity risks would increase. The National Association of Local Boards of Health, USA has issued guidelines Land Use Planning for Public Health. It says “Boards of health must become and remain involved in land use planning decisions in order to effectively fulfill their obligation to protect the public’s health” (ARHF 2006).

Area-Based projects: The Smart cities Mission will be implemented through ‘area based’ approach. Under retrofitting, deficiencies in an identified area will be addressed through necessary interventions as in the case of Local Area Plan for city center Ahmedabad. Redevelopment enables reconstruction of already built-up area that is not amenable for any interventions, to make it smart, as in the case of Bhendi Bazar of Mumbai and West Kidwai Nagar in New Delhi.

Given the Ahmedabad Master Plan, it is planned to develop City’s Central area. Master Plan increased plot level FSI to 5.4, mixed use zone, further simplified bye laws and enabling provision for Local Area Plan. As per Prof. Bimal Patel (2015), the plan should have: respect property rights; widely be considered to be ‘fair’ and ‘desirable’; be financially viable for developers and development authority; and be legally implementable. Proposals include: improving the street network and walkability; increasing land area in the public domain; simplifying byelaws and regulating development; ensuring harmonious development; raising resources for building infrastructure; Building smart infrastructure; Building pedestrian friendly streets; increasing green cover in the public domain; preparing a detailed statutory plan/regulations; visualizing incremental changes; and involving the public.

has land use linked to public transport, higher and variable FSI, marketable FSI, land reserved for affordable housing, and mixed land use. These should not be an isolated project based approach. Private sector can play an important role in affordable housing and needs to be encouraged. Moreover, human dimension with culture and heritage more important than built housing and infrastructure.

identity to City: Giving an identity to city is an important feature of Smart City mission. It should be based on main economic activity, such as local cuisine, health, education, arts and crafts, culture, sports goods, hosiery, dairy, etc. It was over forty years ago the book Life and Death of Great American cities brought out importance lively, well-used streets, and public spaces. Cities have always been unique indicators of civilization (Correa, Charles, 1985). Cities are not its built environment but streets and quality of life. The human dimension of cities in terms of culture and heritage is very important.

CapaCitY buildingIt is well acknowledged that lack of capacity both in quantitative and qualitative in urban sector at national, state, and local levels as well as private sector. This is one of the biggest challenges facing urban sector. There is a need to engage urban local bodies and external experts into producing knowledge in urban planning. Requirements would be different for different classes of cities. There is a need for creation of municipal cadre in sync with these functional domains. There is a need to identify formal educational qualifications which would include course curriculum etc., link them to recruitment and career progression, and identify institutions that are capable of providing such courses. An important issue would be to ensure geographical spread of such institutions and balancing of supply with demand.

The Government has identified NIUA as strategic partner for capacity building program under AMRUT and Smart City Missions. Schools of Planning and Architecture (SPA) have close linkages with Ministry of Urban Development. SPAs will support cities in preparing City Development Plan and Detailed Project Reports, plan, implement reforms and monitor progress of works and train municipal staff. Moreover, the student studio and thesis projects will be developed within framework of the urban programs. The Schools will help cities to augment their technical capacities as well augment capacities of future architects and planners to meet the growing demand for human resources in this sector.

waY forwardIndia needs sustainable, inclusive and smart cities. It suggests that drastic changes are needed in the urban planning approach. In proposed city plans, land use should be integrated with public transport, there should have higher, variable FSI, and marketable FSI. Moreover land should be reserved for affordable housing and provide for mixed land use. Area based re-densification, re-development and green projects should not an isolated projects based approach but part of city level plans. It concludes that human dimension with culture and heritage is more important than built environment.
