Project Issues

Status of Project Risks:

• Target areas of the Programme especially

in Balochistan have a scattered population. The communities are located in far flung areas like Chaghi and Killa Abdullah.

• The security situation in the target districts in unstable especially in case of Balochistan where the security conditions are quite fragile due to various reasons.

• Over the past two years, RAHA has faced main natural and manmade disasters. Flood 2010 and 2011 have shifted a focus of RAHA Programme from development to relief work for some time and returned back to its routine activities later however, the delivery of the programme has certainly affected.

• As the programme is operating in remote areas and has demonstrated considerable success on ground, there is a political interference at all levels starting from the Heads of Agencies to the provincial level staff.

Open Project Issues: • As the programme has demonstrated success

at the grass roots, Political & religious pressures have increased at the programme level.

• Low literacy rate especially in the female in both Khyber Pakhtunkhwa and Balochistan decreased the pace of work at the community level and the awareness raising and capacity building requires much longer time.

• Due to fragile security situations in some parts of KP and mostly in Balochistan, vehicle jam & shutter down strikes affect the daily programme implementation level activities. Staff faces it difficult to reach to the offices and move down to the communities.

• Security Risks in KP and Balochistan due to fragile security situation may hamper the implementation of the programme as desired.

Outcome 1: Greater social cohesion and empowerment through community development Output 1.1: Communities empowered to promote social cohesion and harmony Deliverable Description: 1.1.1 Community mobilization dialogues for development and social harmony 1.1.2 Set up COs/VOs and functionalize them 1.1.3 Community based resource constraints analysis documented and planned The participatory approach is playing a vital role to enable a positive environment where the gender equity has been ensured in qualitative manner. The empowerment of women and their acceptance in the male dominated society is improving. Through effective social mobilization and several visits and dialogues 42 Community Organizations (21 Male and 21 Female) have been formed during this quarter. The Community Organizations formed are taking active part in the community development interventions. In the CO formation process all the community stakeholders are also participating actively. 88 dialogues (41 Male and 47 Female) have been conducted during the reporting period. For identification and prioritization of their physical infrastructure schemes, community resource constraints analysis process has been conducted through PRA Tools by actively involving the community stakeholders and CO members. During this quarter 42 projects (21 Male and 21 Female) were prioritized by the Community Organizations.

In order to build the capacities of the communities at the grass roots, CMSTs and LMSTs have been planned. For the said trainings, following participants have been nominated. 2. Effective social mobilization playing vital role in success and sustainability The community is being made aware and sensitized through comprehensive social mobilization and Capacity building through participatory social mobilization approaches. These activities have motivated and enhanced self-reliance of local Community Organizations to mobilize their own available resources for their development. The RAHA Programme Social Mobilization Teams are focusing to sensitize the communities for their development in a sustainable way. This process will bring a significant change in the lives of people. 1. Stakeholder participation & ownership is essential Participation of stakeholders and their ownership is very important. The involvement of community at various stages of the project activities and intervention is very essential. Participation of stakeholders in project implementation at all stages particularly before and during the project. This ensures sustainability and quality results. This leads to quality achievement of programme objectives. This also enables community organizations to develop greater social cohesion and empowerment. This facilitates reduction in potential risks during the implementation process. Output 2: Improvement of livelihood and local economies

Community assets and livelihood opportunities are the sustainable pillar for enhancing socio-economic condition of targeted communities. Strengthening of employment exchange/information centre for post training support to the RAHA skilled workforce is one of the activities for which the programme has held coordination meetings with Technical Education and Vocational Training Agency (TEVTA), Labor, Manpower and Industries Department Government of Khyber Pakhtunkhwa. A concept paper has been developed and sent to the Director General, Technical Education Department for necessary action. Follow up meeting and discussions are under going for strengthening the Employment Exchange Centers which will not only provide advisory services to the trainees but link up the potential employers with the skilled trainees. Further consultations and correspondence are in progress between RAHA Programme and TEVTA, Manpower & Industries Department for establishment of Employment Information Centre (EIC).

Linkages with Women Business Development Centre (WBDC) have been established to promote the RAHA trained females for entrepreneurship and business development activities. In this regard a display outlet has been secured in WBDC Peshawar for the products display by females who are interested to start their own business and to be part of the WBDC promotional campaign. This will also have a good impact on the overall visibility of RAHA programme among the business forums and the donors’ community. Deliverable Description: Participative need identification and prioritization for rehabilitating/constructing major physical infrastructure

For identification of needs for rehabilitating/constructing major physical infrastructure in the targeted union councils, request for proposal were initiated. Deliverable Description: Construct community based schemes (irrigation channels, karezes, flood protections, pavements and Drainage. RAHA has adopted a bottom-up participatory approach by involving communities at the grass roots level. Social and technical feasibility for 16 planned Community Physical Infrastructure schemes have been conducted through PRA tools and documented. First instalment for these schemes will be released during the early next quarter.

3. Community Organization Structure helping communities to cope with issues

The physical infrastructure is contributing positively in community development process and imparting positive, impacting on socio-economic conditions in the targeted areas. Communities are properly utilizing their resources; they are enhancing their capacities, reducing dependency, increasing self-reliance and sense of ownership. This activity is enabling the communities towards bringing positive changes in their lives. Programme is helping communities to cope with their issues and challenges in a proper way.

Other Activities:

• Orientation Meetings

An orientation workshop was held on 07 July 2011 in Khyber Pakhtunkhwa chaired by Ms. Sadia Sarwar, the National Project Director. Assistant Country Director, CPRU-UNDP, Programme Officer, RAHA Islamabad team, PMU team, regional and field staff participated in the workshop. The purpose of the orientation was to share the findings of the review mission and EC guidelines with the staff and also to share lessons learnt for better implementation in the coming years.

Another orientation meeting on the same lines was held on 13th

July, 2011 in Balochistan chaired by Mr. Zahid Saleem, National Project Director. Efforts of team were highly appreciated and government’s support applauded.

Mr. Berend De-Groot, Head of Operations, Delegation of the European Union chaired an orientation meeting with RAHA KP staff on 26th

July, 2011 at Islamabad. Mr. Toshihiro Tanaka, Country Director also attended the meeting. Mr. Shiraz Ali Shah initiated the discussion followed by the introduction of the participants. Mr. Toshihiro Tanaka, Country Director UNDP in his opening remarks appreciated efforts of team and acknowledged government’s support. He congratulated them on achieving the targets for the year 2010 despite all the challenges including influx of IDPs in KP and the floods. He hoped that in the coming years the Programme will continue working with same passion and enthusiasm with the support of government to improve the lives of the poor in the targeted districts. Later, Mr. Berend De-Groot applauded the efforts of field team for achieving the targets for year 2010 and briefed the participants about the forthcoming European Union funding for the Programme up to 2011-2014.

Another staff orientation meeting by the European Union was held in Balochistan on 8 August, 2011 in Balochistan for RAHA Balochistan staff. Mr. Berend, Head of Operations, and Mr. Arshad Rashid, Programme Advisor EU participated in the event at Quetta. Mr. Shiraz Ali Shah, Programme Officer UNDP and Ms. Tabassum Noor Jamal, Field Officer UNHCR also participated.

• Provincial Task Force meetings

The Provincial Task Force (PTF) meeting was held on 30 July 2011 in Peshawar, chaired by Secretary P&D Department. The purpose of the meeting was to share the EU Contribution Agreement with stakeholders, distribution of funds amongst the target UCs and the Annual Work Plan 2011-12. Shah, Programme Officer UNDP, representatives from the participating UN Agencies, Government provincial and district line departments along with the RAHA team participated in the event.

Provincial Task Force meeting in Quetta was also held on 8 August, 2011 in Quetta, Balochistan. Mr. Berend De-Groot, Head of Operations, Delegation of the European Union, Mr. Arshad Rashid, Programme Advisor EU, Mr. Shiraz Ali Shah, Programme Officer UNDP, representatives from the participating UN Agencies, Government provincial and district line departments along with the RAHA team participated in the event. The purpose of the meeting was to share the distribution of available budget at the UC level and endorse the Annual Work Plan RAHA Balochistan for 2011-12.

• RAHA Working Group Meeting

RAHA Working Group meeting was held at UNHCR on 5 August, 2011 attended by Mr. Mangesha Kabede, Country Representative, UNHCR, and the participating UN Agencies. Discussions were made on the plans for additional funding of RAHA for the period of 2012-2015. It was agreed that each UN agency would come up with a proposal for the additional activities which could not be catered for and were still valid. A consolidated proposal will be presented in the Stakeholder’s Conference to be held subsequently.

• Recruitments and Staffing

Recruitments have been completed for the 22 positions in Balochistan and 29 positions in Khyber Pakhtunkhwa. These positions are mostly based at the provincial and regional level in Balochistan and Khyber Pakhtunkhwa.
