From The Executive Director Written by Lynn Tanner, CMCA

in a recent issue of the Reflections, a photo of the

sheriff’s Mini-station was high-lighted with information on the mini-station. This, in part, was men-tioned to me during a few conversa-tions i’ve recently had. There seems to be confusion amongst some residents regarding the mini-sta-tion and the role the Sheriff’s Department plays in Radisson Security patrol. In fact, that was one of the questions posed to me: Does Radisson have its own secu-rity? i want to take this opportunity to try to clarify some of the misin-formation that may be out there.

First, let me give you some his-torical information on these topics. Although the Radisson Community is covered by both the Onondaga County sheriff’s dept. and nYs Troopers, as the community contin-ued to grow, the Board of directors decided many years ago (approxi-mately 1998) that an additional security presence was important for the safety and security of the resi-dents and property. At that time, they reached out to the Sheriff’s Office and furnished them with terrain bicycles, and brought the Sheriff’s Bike Patrol into the community. deputies would ride their bikes through Radisson, being able to check on specific locations that patrol cars couldn’t access easily, and speak with residents, etc. A few years later, the sheriff’s Bike Patrol was no longer in existence.

The community continued to grow, and along with this growth,

was the increase of vandalism and other minor crimes. The Board of directors felt that having addition-al law enforcement patrols and an overall greater presence in the com-munity would help to deter some of the problems we were facing, much like other communities were. To that end, they utilized an empty storage area in the Aspen House, renovating it into a Sheriff’s Department Mini-Station. Like other communities that have pro-vided mini-stations to the sheriff’s dept., it was for the purpose of having deputies that were on-duty utilize this space to complete their reports, make phone calls and other tasks. The ultimate goal, of course, was to increase the police presence in the community. After a couple of years, the mini-station at that loca-tion was disbanded. The location was not ideal, the RCA was in desperate need of its storage space again, and changes within the sheriff’s Office no longer made this a feasible stop for deputies.

however, the Board and Executive director realized that the continued growth of the community continued to warrant having our own Radisson security patrols. Approximately twenty (20) years ago, the RCA contracted with the Sheriff’s Office to hire off-duty Deputies to patrol the Radisson Community, as our own Radisson Security detail. We have continued with this arrangement since then. This is an expense that is approved annually, as part of our Operating Budget. The deputies that patrol the commu-nity as part of the Radisson security

detail, may be in a marked, or unmarked, sheriff’s patrol

car. They work random days and shifts, to provide a fluid schedule of security within the community. When you see a sheriff’s car on your street, they may be patrolling as part of the sheriff’s department road patrol, or as part of the Radisson security patrol for the community.

When the Deputies are pro-viding security detail for the Association, they provide most of the same services they would when on-duty with the Sheriff’s Department. some of the services they provide as Radisson security detail are: issuing traffic tickets; responding to reports of fireworks; addressing any alleged illegal behavior in community parks and other com-mon areas; and responding to emer-gency calls within the community.

The RCA relocated its office from the Oberon Center to its present location on Amesbury drive in 2011. After discussing options for use of that empty office space, on behalf of the Board of directors, i negotiated with the Onondaga County sheriff’s department and Onondaga County Legislators to utilize the Oberon Community Center as a sheriff’s department Mini-station. We are entering the third year of our lease agreement with the County. Having a mini-station located within Radisson is a huge benefit to the community! With governmental cutbacks, deputies have a very large area to cover while they are on road patrol. during their road patrol duty, they are in need of a place to com-plete reports, meet witnesses, take breaks, etc and the Radisson Mini-station provides them this space.

Residents have inquired why they don’t see a Sheriff’s car reg-ularly parked at the Mini-Station. This is an un-manned station.

having a deputy assigned to “desk duty” daily at this location was never the intention of the space. it is sim-ply for their convenience, which we in turn benefit from. if an on-duty deputy is at the mini-station when a resident places an emergency call to 9-1-1, that deputy’s response time will be much quicker than if he/she were on the other side of Van Buren or Clay. The Radisson Community is very fortunate to have the dual law enforcement coverage of new York state Troopers, with their bar-racks located in Radisson Corporate Park on Route 31 and the Onondaga County sheriff’s.

Moving on to other topics, i’d like to thank the residents that completed our recent kayak storage survey. Results were shared with the Operations Committee and the RCA Board of directors and they determined there is enough interest for the addition of a kayak storage rack at the River Park. Radisson maintenance staff members recently installed an open kayak storage rack at the River Park. Residents that completed the sur-vey and indicated an interest in kayak storage are being given the opportunity to utilize this rack on a first-come, first-serve basis. if you did not complete the survey, but are interested in kayak storage, please email [email protected] and your name will be placed on a waiting list. We will reevaluate this need in future and look at additional storage areas as interest warrants.

Also new at the River Park is the installation of two charcoal grills for residents’ use, while pic-nicking at the shade shelter! A new bench has also been installed on the stationary dock to sit and

enjoy the view. With the wonderful summer weather we’ve been having, i expect these new items will be used quite a bit in the upcoming weeks!

Founder’s Day will be held at Kerri Hornaday Memorial Park on Saturday, August 6 (rain date of August 7). Children and family activities begin at 5:00pm, musical entertainment by Radisson resident, Letizia – and the Z Band – will begin at 6:30pm, immediately followed by fireworks (at dusk). There will be hot dogs, ice-cream, non-alcoholic beverages and Anheuser-Busch products for adults.

You may recall that we ran out of hotdogs earlier than usual last year, which was upsetting to some attendees. it’s very difficult with any event, particularly one this size, to estimate the amount needed. Last year, as in previous years, we had supplies to feed 1,000 people. in some years, we’ve had food left over. however last year, we ran out of food earlier than normal. Weather and other local events can greatly affect the number that attends Founder’s day. This year, we have increased the quantity of hotdogs ordered. however, availability at all of our booths will still be while supplies last. Residents are also welcome to bring their own picnic or neighbor-

hood block party to this event! Please note that we will be

blocking off part of Deep Glade Drive from Drakes Landing Road to Esprit Glade. This area will be open ONLY for handicapped parking and emergency vehicles. There will be no other exceptions. during this event, Kerri hornaday Park will be closed to all other pri-vate events.

The weather for our annual dodgeball Tournament didn’t start out well at all! We were literally “dodging” thunderstorms through the first hour of play. But after that, the sun came out and helped heat up an already heated competition! This is one of our most popular family events, which is organized and staffed mainly by our youth employees. There is a considerable amount of planning and organizing that goes into putting on an event like this and they do a wonderful job with it every year. This year, spe-cial thanks goes to Kate Downes, Kirby Socker and Danny Engels, along with all of the RCA staff members that worked so hard on making this such a wonderful community event!

The Recreation Committee added a new twist to the Luau event this year, by having the event catered and pre-selling

tickets. The weather that evening was perfect for an outdoor event! Residents enjoyed a delicious Luau-themed dinner while listening to island music. There were games and of course, some pool-side dancing. A special thanks to Jeanine downes, to the Recreation Committee, and to their spouses, for their help with putting on this event. To assist the Recreation Committee with planning next year’s Luau event, please email us with your feed-back about the event! Please send your comments to [email protected] and put “Luau” in the subject line.

On behalf of the Board of directors, i am working with Town of Lysander supervisor Joe saraceni on some infrastructure related issues. One of these issues is the fog-line striping of drakes Landing Road. A group of Radisson residents recent-ly presented the Town with a small petition of names in favor of having drakes Landing Road striped.  Typically, the Town of Lysander does not stripe town roads within

developments. While the Town offi-cials research this further, they have asked for other Radisson residents in favor of having tax dollars spent on this improvement, to please let them know. Rather than inundating the town offices with phone calls and/or emails, we have offered to query Radisson residents about the issue. Residents in favor of hav-ing Drakes Landing Road fog-line striped are asked to sign a Letter of Support, which we have made available on the Members Only side of our web-site, www.radissoncommunity.org. You may add your signature to this query until Friday, August 5. At that time, we will submit the document to supervisor saraceni and the Town of Lysander Board Members.

The 8th Annual dodgeball Tournament was Wednesday, July 13th at Kerri hornaday Park.

despite the weather delays in the beginning, the tournament was a huge success! dJ Cyrubiss kept everyone’s spirits up with some awe-some music. And CAM’s made sure there was hot, fresh pizza and drinks

available at the pizza truck. We made a couple changes to

the tournament play. This year, we divided the middle age group into two divisions. The new “Rookies” age group, kids 11-14, signed up the most teams! Also new, we played on an additional grass field, which helped move the tournament along more quickly than in past years.

The Peeps division finished up first with our first winners, the

“dodgebolts”! Following closely after that was a win from “315” of the Gym Class heroes division. The “united Bandits” took the title for the Rookie division. Last up on the court was the Masters division. This division was by far the smallest with only four

teams. After several tough matches, “Rad Pad” ended as the victors.

A big thank you to all the teams who participated and the Lifeguards and Rec Counselors who were essen-tial in making this night run smoothly! Thanks again to dJ Cyrubiss and CAM’s too! We look for-ward to seeing everyone at the 9th Annual dodgeball Tournament!

8th Annual Dodgeball Tournament

We had a won-derful evening at the Oberon Pool on saturday, July 16th for our annual Luau. This year’s

event was a pre-ticketed, catered event. We enjoyed a delicious buf-fet of tender pulled pork, stir fry noodles accented with fresh vegeta-bles, roasted sweet potatoes with bits of pineapple, tropical green salad, assorted fruit medley, and pina cola-da cupcakes. Thank you to seneca Knolls Big M for catering! Many residents danced under the stars to music provided by Jon Bullis of dJ-n-s Entertainment. John got the crowd moving and participat-ing in limbo and hula contests. The winner of the limbo con-test received a $15 gift certificate to Cam’s Pizza.

The winner of the hula hoop con-test received a $15 gift certificate to Potter’s Pub.

Maple Syrup in New York Breaks Record; Seniors Can Qualify for Fresh, Local Produce

News From Assemblyman Will Barclay

This year’s maple syrup pro-

duction season broke a 70-year-old state record. Maple producers record-ed collecting more than 700,000 gal-lons of maple syrup, which was an 18% increase over the harvest in 2015.

Warmer-than-normal temperatures extended the maple syrup season and the number of taps also increased. in fact, producers recorded the most taps since 1947. The usdA’s national Agricultural statistics services esti-mates that new York is responsible for 1/6th of the nation’s maple syrup output.

We’re fortunate in this area to have access to so much homegrown pro-duce—from maple syrup to onions, to fresh strawberries and sweet corn. This time of year there are many opportunities to take advantage of the

local harvests at local farmer’s markets. Fresh fruits and vegetables, meats, eggs, honey, and cheese can all be found nearby and in usually in abun-dance. Farmer’s markets also provide consumers with the opportunity to purchase homegrown produce straight from the farmer. Thankfully, consum-er demand for locally-grown produce has grown in recent years and the state has worked to make local produce more accessible to low-income resi-dents through the Farmer’s Market nutrition Program.

The senior Farmers’ Market nutrition Program is a great program that helps connect eligible seniors with locally-grown produce. Residents who are 60 and older may apply and receive coupons that can be redeemed for fresh produce at participating farmers’ markets. Each coupon booklet enables

residents to purchase $20 worth of fresh, locally-grown fruits and veg-etables from local farmers’ markets.

The program is funded by the federal government but is managed by local Offices for the Aging. This is the second year in a row state funds have been used in combination with federal dollars since the program’s inception in 2004. This year’s budget again allocated an additional $500,000 to the program, on top of the federal $1.5 million portion, which is provided by the u.s. department of Agriculture.

The Offices for the Aging distrib-ute the coupon booklets, and those who qualify have to pick them up in person. To find out more, Oswego County residents may call (315) 349-3484, Jefferson County residents may call (315) 785-3191 and Onondaga County residents may call (315) 435-

News From U.S. Rep. John KatkoWashington,

D.C. – This evening, U.S.

Representative John Katko (NY-24) applauded action taken by the u.s. house of Representatives to approve an extension of the Federal Aviation Administration (FAA) authorization, which provides need-ed stability to our nation’s aviation programs. The measure included three bipartisan measures authored

included in the bill are The PreCheck Expansion Act, The Checkpoint Optimization and Efficiency Act, and his SAFE GATES legislation. Together, these measures will pro-vide expedited screening to low risk travelers, reduce wait times at our nation’s airports, and focus on enhancing security at foreign airports with direct flights to the

united states.“in the current high threat envi-

ronment, it is critical that we take action to secure our aviation sector and work to prevent attacks like those in istanbul and Brussels,” said Representative Katko. “These three measures provide greater efficiency, enhanced safety, and a reformed TsA that is better pre-pared to protect our transportation infrastructure.”

The measure is now headed to the u.s. senate for approval by that body.

For property resales and/or refinance, effective January 1, 1999, the measurement of the finished area of the house must be confirmed. To allow adequate time for the staff to com-plete this requirement, the seller’s attorney must request the C of C 14 days prior to closing.

As of April 1, 2015 the fees are as follows:*A seventy ($70.00) dollar Certificate of Compliance (C of C) inspection and processing

fee is charged by the RCA to the requesting attorney or the owner of the property making such a request. Please insure that this fee is explained to the buyer and seller as well as the purpose of the inspection.

Forms to request a certificate may be obtained at www.radissoncommunity.org or by calling 315-635-7171.

Certificate of Compliance NoticeAs of October 1, 2005, the Radisson Community Association will levy an Amenities

Equalization Assessment (AEA) to the Purchaser of a Radisson Community, residential property. The purpose of the AEA shall be to expand and/or improve common areas and common amenities.

The AEA is calculated at .25% of the purchase price of the residential property. This will apply to new homes as well as existing homes and is payable at the time of clos-ing. Payments are to be made out to the Radisson Amenities Fund and be sent directly to our community office at 3128 Amesbury Drive, Baldwinsville, NY 13027.

Exemption from the fee is granted if either of the following applies: a Purchaser who has been the Owner of another Residential Lot which has served as said Purchaser’s principal residence for two consecutive years immediately preceding the purchase of the subject Residential Lot, provided said Purchaser sells the other Residential Lot within 90 days; or a Purchaser who has been a full time resident of an apartment within Radisson during the entirety of the two consecutive years immediately preced-ing the purchase of the subject Residential Lot.

Please feel free to contact the RCA Office at 635-7171 if you have any questions regarding the AEA.
