Early Help – everybody’s business
In 2007 Liverpool introduced the CAF and Team Around the Child to provide
opportunities to bring together individual assessments giving an overview of family
strengths, risks, relationships and needs
In 2013 CAF became EHAT which provided a more robust, integrated, whole family
framework to bring adult and children’s services together creating resourceful and
resilient families
The EHAT Framework and Team Around the Family framework can provide a good
basis for taking a whole family approach to the identification, assessment and
support of children and young people impact and young carers
Adult’s and Children’s Family Assessment and EHAT Pathway
If you think a child is at risk of harm follow LSCB procedures
Adults Assessment
Child’s potential need identified
Adult Services consults with parent and advises that an EHAT could be beneficial.
GET consent and agreement to share information
EARLY HELP HUBEHAT Officer will register Pre-EHAT/EHAT and follow existing EHAT/YC Assessment process

Identifying young carers through our Adult Social Care Customer

Adult Carers Assessment
• Online via the Carers Oxfordshire Portal
• Approx. 70% completed on line
• Approx. 30% online with support from workers
• Administered via the Councils Customer Service Centre – Specialist Carers Support Team
Recording Children as part of the Adult Carers Assessment
• During the development of the form for the Care Act, the Young Carers Team took the opportunity to ensure that children of adult carers were recorded and offered support.
• SO ….
• We needed get the details of the children recorded on the form – name and date of birth
• Explain to families how this information would be used and shared via the form
• Put a process pathway in place to share information from the Customer Services Team to the Young Carers Team
• Provide training to the customer services team as
they are adult focused members of staff.
