    INTRODUCTION

    Welcome to the 2013 Australian Country Junior Basketball Camp and Cup, being the 27 thyear of the program. The history and the traditions are relived as are the sharedexperiences. Sportsmanship, good will and healthy gamesmanship are all part of that

    program experience and memory.

    Steeped in tradition is the philosophy that this program continues to be about development.That is, development for the referees, the referee coaches and the administrators.Collectively and individually we never stop learning.

    As referees and referee coaches, you have been selected to represent your State / Territory/ Country to participate in this very exciting and very challenging program. Although youmay have your own personal experiences, I am confident that each and every one of you willbenefit from the collective experiences of your colleagues as well.

    The referee coaches for this program are vastly experienced and have volunteered to impart

    and share their knowledge and experiences with you. I encourage you to harness thisknowledge and adapt these experiences to enhance your own game. After all, the role ofthe coaches is to enhance your own skills so make sure you take advantage of thisopportunity.

    The Camp and Cup provide an excellent opportunity for the youth referees of Australia andNew Zealand to expand their knowledge of basketball, from a dedicated group of educatorswho have all donated their time to assist the referees to enjoy our great sport.

    History has shown that the program has continually evolved and strived to and remainprogressive. Significant planning and preparation will ensure that this program will meet, ifnot exceed, your developmental expectations.

    Like many past players, officials and administrators, you will be part of the history that makesthis camp and cup the outstanding program that it is today. You should be very proud of thisachievement.

    It must always be remembered that we share a common goal. We must all work as oneteam; an unbiased team working towards fairness and sportsmanship. Our goal is toadequately and professionally service the needs of the p layers and the staff of this yearsprogram. I am confident we will meet this challenge easily.

    This booklet has been prepared to assist you and to maximise the developmentopportunities at this event. Please remember that it is not just about what we do and how webehave on the court but also about what we do and how we behave off the court as well.

    Friendships will be formed and the relationships forged will last a lifetime. Enjoy theexperience and I look forward to the opportunity of working with each and every one of youat the XXVII Australian Country Junior Basketball Camp and Cup.

    GUIDELINES TO ASSIST YOU

    This booklet has been prepared as a set of guidelines to assist you during the week.

    This handout will cover not everything and when issues arise, you should seek assistance

    from either of the Managers, Albert Joseph or John Martin.

    Insurance:

    The Australian Country Junior Basketball Cup will take all necessary care, but accepts no

    responsibility for damage or loss of property left at the venues which we occupy at any time.

    We recommend that referees take good care of their personal belongings and do not carry

    any more money than is required.

    Damage:

    The Directors of the Australian Country Junior Basketball Cup are financially responsible for

    any damage sustained to property during its functions. Any referee found responsible for

    causing damaging to any venue and or facility shall be dealt with in accordance with the

    Behaviour Policy. Responsible means shall be taken to recoup any expenses incurred to

    repair damage.

    Social Night:

    1. Referees are not permitted to attend the players disco.

    2. All Referees and Referee Coaches will attend the Bowling Night.

    3. Referees aged 18 and over may attend the official cup dinner at their own cost.

    Occupational Health & Safety Tip:

    The following tips are designed to help every official prevent injury and ensure their longevity

    in a Cup environment.

    Food As tasty as junk food may be, it is often low in the type of nutritional value essential

    for you to efficiently referee three or four games a day. Late heavy meals should be avoided

    the night before, as this will affect the quality of your sleep. A pasta meal followed by some

    fresh fruit 3-4 hours before you hit the sack will provide a suitable store of energy for your

    commitments the next day. Breakfast should consist of some cereal, fruit and/or yoghurt and

    possibly toast no less than two hours before your scheduled game in the morning.

    Hydration (Fluid Intake) Your performance and staying power depend not only how you

    eat and sleep but also on how you maintain your fluid levels during the course of the

    tournament. Your body is like a car and needs water to keep your body at an acceptable

    temperature so that you do not overheat (eg. heat stroke) and break down. Water

    contributes to the perspiration that coats your body and provides a cooling-effect for your

    body.

    Avoid drinking soft drinks before or during your game, as this will only draw the blood from

    your muscles to your stomach to digest the sugar from the soft drink. This can lead to

    cramps in the later stages of your game. Drink water before and during your game as it

    contains all the nutrients necessary to keep your muscles and mind working at a peak level.

    As a rule-of-thumb, you should consume 1-litre of water in the half-hour leading up to

    scheduled game starting time, 1-litre in the first half and then 1-litre in the second half. By

    the time you reach the end of your game, you should be starting to feel like you need to visit

    the bathroom.

    At the end of the game you should consume approximately 500mls of water and an isotonic

    drink to restore the fluid and enzyme levels in your body. This contributes to your comfort

    level (ie. reducing aches and pains) at the end of your game.

    Warm-up and Warm-down In refereeing, we also need to prepare our muscles for the

    physical exertion they must undertake for the next 1 - 2 Hours. A good warm-up will last for

    up to 20 minutes and prepare your muscles and heart for the jogging and sprinting you will

    face during the game. Your warm-up may be performed during your pre-game discussion

    with your partner and can help establish your teamwork.

    It is not only important that you warm-up before the game but also warm-down after the

    game to allow your heart and muscles to wind down from the exertion. This warm-down

    helps reduce the aches and pains after the game from the lactic-acid build-up. Warming-up

    and warming-down will help keep your body and joints in a healthy state for a long refereeing

    career.

    General Comfort During the Cup, your referee's uniforms can become wet and

    uncomfortable from the hot stale atmosphere and exercise inside a stadium. Stay fresh by

    bringing shower gear and casual gear to change into after a refreshing shower remembering

    that you need to look the part on and off the court. Extras of everything (uniform and casual

    gear) may mean a large bag to carry to and from the stadium but that is a minor

    inconvenience at the start and finish of the day to endure compared to your general comfortover an 8-10 hour day.

    MANAGEMENT PRINCIPLES

    FOR REFEREE COACHES

    The management of referees is within Groups and totally away from State/Countrymanagement. There is no State/Country management at the Cup in the same manner thatthere is no State/Country management of referees at Basketball Australias National JuniorChampionships.

    During the Cup, night coaching sessions by State/Country personnel for a sameState/Country referee is not permitted. Feedback coaching sessions for all members of aGroup led by Cup Referee Educators/Coaches will be conducted as required.

    The above principles are incorporated in the Referee Management rules in theStates/Country application form for educators to attend the Cup. I strongly seek your help inthese matters.

    AT THE CAMP AND THE CUP

    Please ensure that you assist in the application and enforcement of rules/boundaries onarrival, eg no leaving stadium etc. If parents are with referees, ensure they dont takethe referee from our care without our knowledge or permission.

    Ensure the referees have checked in with their Referee Group Manager and have beenissued with their paper work.

    Allocation of rooms for referees and staff for the camp and cup has been pre-determined.Make sure referees check into their accommodation via the Referee Group Manager.

    Every referee must have his or her own guzzler at all times! When referees enter alecture room or a Sport Stadium they MUST have their guzzlers with them at all times.Referees under 18 years of age and first time attendees will be required to let theirReferee Group Manager know how many guzzlers of water they have drunk each day.

    Camp meal times have been pre-set. Please consult your Camp Itinerary sheet for mealtimes.

    Breakfast is catered at the Motel during the Camp and the Cup. Please work closely with the Assistant to the Referee Commissioner to ensure that all

    referees depart and return to base at the correct times. Please use an Attendance Sheetto ensure that nobody gets left behind.

    Be sure of departure times from camp and stadiums. The Referees Staff are not permitted to use inappropriate language or behaviour.. At the

    events the consumption of alcohol, taking of drugs or smoking is strictly forbidden.Referee Staff can consume alcohol or smoke using the Basketball Australia NationalChampionship guidelines. (Basically not in the view of referees and not at any basketballstadium).

    The Referees Staff have a Duty of Care for the referees safety. Dress standards should be appropriate to the occasion. Be fair and equal to all referees. The Referee Commissioner and the Managers will be responsible for the referees in

    relation to their activity involving their duties in the field of play. Handle parent complaints/comments with diplomacy. All Camp and Cup Referees Staff shall stay in the same Motel as the referee's.

    All female officials shall stay in one area of the motel; this area is out of bounds for malereferees and vice versa.

    Once at the venue the Managers will be responsible for behaviour of members (if youhave any problems with any referees please see the Referee Commissioner).

    Arrange duties for referees in accommodation. Check that things are kept tidy andorganised. Dont be a slave to the referees.

    Referees Uniforms - check on need for washing. If washing take care where it is hung.

    You may need to mark clothing so it can be easily identified. (Generate a roster forwashing up). Use a marking texta to mark everything that is to be washed with other people's clothes. Injured/sick referees must not referee. Consult with Albert Joseph and make necessary

    arrangements. Use your judgement and avoid promoting panic. Obtain any medication from referees under 18 years of age and ensure proper use. Referees who need to arrange a late evening meal can do so with the permission of their

    Group Manager. Check referees have their correct uniform. Obtain a copy of the roster, making sure you are aware of times and location of each

    referee. Encourage good eating habits and keep an eye on those referees eating lots of junk food.

    REFEREES CODE OF BEHAVIOUR

    ACJBC CAMP AND CUP 2013

    1. I will conduct myself in a professional manner and be responsible for my actions at alltimes both on and off the court, during the period of the camp and tournament.2. I will represent my family, State and Country, in the highest possible manner.3. I will accept all the responsibilities associated with attending the ACJBC.4. I will attend all organised functions when required.5. I will be mentally and physically prepared for the entire tournament.6. I will accept my role as a communicator and role model for fair play.7. I will be totally impartial and avoiding situations which may lead to a conflict of interest.8. I will not make arrangements to travel along with other referees except with the

    permission of the Assistant to the Referee Commissioner.9. I will not leave the grounds of either the Stadium or the Motel without the knowledge

    and permission of an appropriate Referee's Manager.

    10. I will observe all curfews and guidelines.11. I will abide by the Motel rules for the use of the swimming pool and accept directionfrom the Managers for the use of the pool.

    12. My Parent(s) must be encouraged only to interact with me at the stadiums, andrespect the role and decisions of the Referees Group Manager and Coaches.

    13. I understand the consumption of alcohol, taking of drugs or smoking is strictlyforbidden. Referees 18 years of age or older can consume alcohol or smoke tobaccousing the Basketball Australia National Championships guidelines. (Basically awayfrom the Camp, the Motel, official transport and the Stadiums).

    14. If my performance on the court is proven to be directly affected by my use of alcoholor drugs, I accept that I will be removed immediately from the event.

    15. I will use my best endeavours to ensure that all constructive feedback and coaching

    suggestions are respected and are shown due consideration.16. I accept my role as a member of the 'official team' maintaining complete neutrality on

    and off the court, embracing team work, cooperation and assistance to all fellowofficials including the Score Table personnel, etc.

    17. I agree to accept any reasonable disciplinary action if my actions are proven to havebeen in breach of this code of behaviour.

    18. I understand that if I breach team rules I am liable to suspension and could be senthome at my own expense.

    19. I hereby agree to indemnify and keep indemnified the ACJBC and all of its servantsor agents, including the Referee Staff, in respect of any loss, claim, action or damageI may suffer as a result of my actions or the actions of others relating to myparticipation in the tournament.

    DUTIES AND RESPONSIBILTIES

    TECHNICAL DIRECTOR / COMPLIANCE OFFICER / MANAGER EDUCATION

    Mr JOHN MARTIN

    Duties:

    1) Liaise with the Technical Commissioner and Managers.2) Liaise and co-operate with the Male and Female Managers regarding any gender

    issues associated with the on court drills.3) Ensure the safety and well being of the referees by taking due care of them in such

    ways as encouraging fluid intake, conducting warm up drills, stretching and warmdown drills.

    4) Lead the referees through a series of on and off court educational drills designed tostandardise and improve performance at the Cup.

    5) Pre train on court a suitable number of Referee Educators so they can assist youwith the conduct of the on court drills.

    REFEREE COMMISSIONER

    Mr ALBERT JOSEPH

    Duties:

    1) Reports directly to the Cup Directors via Mr John Martin.2) Manages all referees and staff during the Camp and Cup.

    3) Manages the design of the Camp schedule and educational content.4) Manages the technical and referees appointment policies for the Cup.5) Manages the Cup referees and referee coaches appointments and feedback

    process.6) Manage any reported non compliance or harassment issue in conjunction with the

    Compliance Officer, Mr John Martin.

    Duties:

    1) Report to the Referee Commissioner.2) Liaise regularly with the Manager Referee Coaches.3) Assist the Technical Commissioner with associated duties.4) Organise safe, legal and timely transport movements of the referees and staff by

    organising appropriate Bus Timetables.5) Manage any injuries to Referees or Staff6) Manage the meals for Referees and Staff.7) Take and maintain the minutes of any meetings attended by the Referee

    Commissioner.8) Collate all Referee Assessment Forms and prepare Final Assessments.

    9) To immediately refer any reported non compliance or harassment matter to theReferee Commissioner or the Compliance Officer, Mr John Martin.

    MANAGER REFEREE COACHES

    Duties:

    1) Report to and work closely with the Referee Commissioner.2) Provide practical education to enhance the development of Referee Coaches.3) Prepare and present educational programs aimed at enhancing the skill level of

    Referee Coaches.4) Convene meetings at the end of each day with the Group Referee Coaches to

    discuss referee performances and future appointments.5) Collect and collate Referee Assessment Forms from Referee Coaches at the end of

    each day.6) To immediately refer any reported non compliance or harassment matter to the

    Referee Commissioner or the Compliance Officer, Mr John Martin.

    REFEREE COACHES

    Duties:

    1) Liaise with and report to the Manager Referee Coaches in your respective groups.2) Attend all educational sessions during the Camp.3) During each appointed game act in the role of a Basketball Australia Game

    Commissioner.4) As this is a development program, provide timely coaching to referees prior to, during

    and after the game as required. No formal post game interviews are required.5) Prepare a hand written Referee Evaluation Report Form for all referees of appointed

    games. These reports are to be handed to the Group Manager at the end of eachday.

    6) Attend all meetings as directed by the Group Manager.7) Participate in the discussion surrounding the future appointments of Referees during

    the Cup.8) To immediately refer any reported non compliance or harassment matter to the

    Referee Commissioner or the Compliance Officer, Mr John Martin.
