As you are aware, I attended the public meeting at Buchanan and St Ambrose High School this evening and I've attached a short read out of this. It was a highly emotive meeting attending by a large number of the local community and media (both press and TV). The Local Authority and the Health Board tried to allay concerns about the environmental factors associated with the site that the schools has been built on, unsuccessfully. There was a call for the Scottish Government to undertake an independent enquiry which may gain some traction.
Given the media interest there may well be some pick up and we will provide lines if required. I understand that Mr Neil and Mr MacGregor are keen to meet you soon and Mr MacGregor in particular suggested you may wish to call him tomorrow, but I gave no commitment on this.

Note of Public Meeting Buchanan and St Ambrose High School Thursday 6 June - 19:30 to 21 :00
Format and Introductions The meeting was originally going to be held in one part of the school, but due to the large turnout it had to move into a larger assembly hall. It was difficult to confirm numbers but there were I believe around 300-400 people.
The meeting was introduced by Fulton McGregor MSP, and attended by Alex Neil MSP, and a number of elected officials, MPs, trade union representatives and the media (both print and TV). It was chaired by [REDACTED -s.38(1 )(b)] who is an educational officer within North Lanarkshire Council. There was a top panel comprising of the local headteacher, David Cromie representing health as the local Director of Public Health, Gerry McGlauchlan the director for education within the LA and Andrew McPherson the environment and health lead within the LA (which includes environmental health protection).
It was explained from the outset that the purpose of the evening was to provide reassurance to the community given the number of reports and misinformation surrounding the perceived health impact of the school.
Environmental health Mr McPherson was invited to present and he outlined the history of the site and the work that was undertaken prior to construction to make the land safe highlighting that although the school is built on a former landfill site there has been sports fields on the site for 20 years prior to construction commencing. He stressed that the land was not contaminated, although there were issues addressed through remediation in relation to lead, methane gas and other issues. He highlighted that the standard in which the site was made safe was the highest possible (residential) rather than commercial which has a lower standard.
He also talked at length about the blue water, explaining the reasons for this (corrosion of the internal copper pipes) and explained that all of the internal plumbing has been replaced using plastic pipes and the water was completely safe.
Public Health Assessment David Cromie then presented to the audience detailing the conclusions of the public health assessment that was undertaken. This fell into the following 5 categories:
• Contaminated lead;• Cancer;• Blue water - impact of copper;• Arsenic; &• Combination of all of the above
He concluded that none of these presented a public health risk. He was careful not to divulge information which would put patient confidentiality at risk, but in relation to bladder cancer highlighted that the latency time (between exposure and symptoms)
is a minimum of 10 years and given the school was built in 2012 the link cannot be the school. All of this was met was a high level of cynicism and anger.
Communications It was explained that there is now a website at www.northlanarkshire.gov.uk/buchananstambrose where material is hosted as a means to address concern over a lack of information. Despite this was a strong feeling in the audience of mistrust and frustration that communication was ineffective. This was refuted by LA officers.
Open Q&A The discussions and general mood of the meeting was highly emotive with countless examples given of unexplained illnesses of children by parents and grandparents. It would appear that the majority of those attending were not persuaded by the evidence presented to them that all possible environment factors had been explored and there was no reason to believe the school (or the site the school is built on) isn't a factor in the ill health of staff and pupils.
On the specifics of unusually high levels of illness by pupils, the LA officer highlighted that the school has an attendance level of over 90% which is higher than many schools in the local area, but again this was disputed by those in attendance.
Alex Neil made an strong plea to NHS Lanarkshire and North Lanarkshire council to not simply inform the community what wasn't causing the ill health, but rather seek to identify what was. This was followed up by Hugh Gaffney MP, calling on the Scottish Government to step in and create an independent enquiry which received a huge amount of support from those in attendance.
Mr McGregor made it clear that there was a Scottish Government person present and I took the opportunity to introduce myself to him and Mr Neil following the meeting as I didn't manage to do that before the meeting started. I said I would brief the Minister for Public Health, Sport and Wellbeing and they indicated they would welcome an early meeting with him to discuss this.
As I left the meeting two representatives of the parent council introduced themselves to me one of which was the chair and they were at pains to stress that in their view those attending were not the majority and they had found the explanations by NHS Lanarkshire and Lanarkshire council reassuring.

Thank you for sharing information last week - my colleagues and I cannot find any record of SG having an role in funding either through PPP or Schools for the Future - are you able to confirm your understanding of this?
Also from the press I see there has been further mention of pupils being removed and teachers refusing to teach in the school. Can you keep us up to speed with what is happening on the ground and let us know if there is anything we can do to help. Given the press interest and the interest from local MSPs I would expect this to be raised in parliament and us being clear on your public messages will clearly be helpful.

A brief update.
We have been in contact with the Chief Executives of North Lanarkshire Council and NHS Lanarkshire. [REDACTED· s.30(b)(i)]
In terms of next steps, there is a meeting between the Council, NHS and school staff at 1530 tomorrow. We agreed that it would be useful to be able to say something more publicly by that point.
A further call is being set up for tomorrow morning. In advance of that, education and health officials are working jointly on a draft remit for the review, drawing on feedback from the DFM and Cabinet Secretary for Health. This will be circulated to Ministers in advance of the call, with a view to being discussed and agreed with the Council and NHS Board during the course of tomorrow. I hope this update is helpful meantime.

Following our discussion at Cabinet I think it is clear that an independent expert review of the case will look to cover a number of issues related to the detoxification of the land, the construction and maintenance of the school premises and compliance with statutory obligations and regulations in that regard, both at the time of construction and since and any discussions or conditions attached to planning approval.
In addition, there is clearly a requirement to consider issues of public health for pupils and staff, related to the above. In that respect I have asked the CMO and my officials to consider what expertise we might offer to assist the review and hope to offer names to you very shortly.
I will also ensure we engage appropriately with the Health Board at a time you consider most useful.

Public Meeting 7. A public meeting was held at the schools on Thursday 6 June. Officials from
North Lanarkshire Council and NHS Lanarkshire sought to reassure the localcommunity that there was no evidence to support a linkage between any of thehealth conditions reported and the schools or the site the schools have been builton. The majority attending the public meeting were not convinced, and we believethere has been a breakdown in trust between the local community and the localauthority and health board. At this meeting there were calls for a ScottishGovernment led Independent enquiry.
8. While the public meeting may not have reassured a majority of attendees, it isimportant to note that the majority of the schools' community will not haveattended the meeting. And at this point it cannot be claimed that there is aconsensus of opinion that action instigated at a national level would be helpful.
Education workforce issues
9. North Lanarkshire education and public health officials will be meeting withteachers and the wider workforce at the schools on 11 June to seek to providefurther reassurance. However as reported in the press we understand thatNASUWT in advance of this meeting, balloted 11 members at Buchanan HighSchool for strike action from 20 June to end of term (7 days) and the responsewas an overwhelming acceptance of the recommendation. They have notifiedthe employer (the Council) that strike action will commence on 20 June to 28June - last day of term.
1 O. NASUWT has not yet made an announcement about its member from St Ambrose High School .. However, it is likely that some teachers from St Ambrose High School may also take strike action.
11. The Director for Education In North Lanarkshire has noted that around 150 pupilswere reported as not being at school on Friday but given the time of year this isnot unusual and is only a marginal increase for the figure for the same day in thelast academic year. There has been regular communication in writing with allparents in particular on the blue water issue and the headteacher has beeninvolved in all communication with the school community.

Thanks for the helpful call this morning which I agreed to follow up. I have copied in Paul Cackette who will be taking forward the Review with Dr Margaret Hannah. Paul and Margaret are in the process of discussing how they want to work and their immediate priorities but I know they will be keen to be in touch with the key stakeholders involved in the schools and you have kindly agreed to facilitate that. There is obviously time pressure here given that the school term finishes on 281h
June.
I do not wish to pre-empt how the Review wishes to operate but am just ensuring that contact is made before next week.
