In the spring of 2010 Red Springs was accepted in the third cohort of STEP communities by the NC Rural Center. This program is a grass

roots initiative to assist economically depressed towns by educating citizens and developing long term strategies to support local

economic development and a spirit of entrepreneurism.

So we got to work!!

Since the Kickoff event the STEP Leadership Committee has met monthly and sometimes several times a month.

All Red Springs area citizens have been invited to participate in the first year planning phase of this program.

The STEP Committee analyzed the economic situation of Red Springs and we developed FOUR STRATEGIES

as guiding principles to help move our community back to being a thriving and inviting town.

Create a center for creative computing, education, and the arts that will be a jumping off point for many kinds of community activities. This would stimulate interest in our business district and would help by bringing new people downtown to see and enjoy the arts and take informal education classes. It would be a space for people to interact and foster new kinds of community relationships. It would revitalize the downtown area by creating exciting experiences for residents and visitors alike.

Budget from STEP funds: $65,000$3500. Tables, seating etc.$1500. Internet, projector, screen, stage$15,000. Programming: After school programs, arts & musical performances$30,000. Project Director: $30,000 $15,000. Maintenance, utilities

Additional in kind contributions:$25,000 - 30,000. Robeson Community College will supply approximately 20 computers to hold its classes in the center and they will to be used by members of our community for after school programs$30,000. Project Director will contribute i.e. 1/2 in kind salary

Create a center for creative computing, education, and the arts that will be a jumping off point for many kinds of community activities. Projected Additional funds: Jumbo Arts International, Inc. will open a student-based Design Studio for creating logos and business promotional materials for local businesses and beyond. Fees and grants will support the studio, staff and interns. This will be run by the creative computing center director.

A virtual business incubator is under consideration with Robeson Community College to generate funds. It will be an online marketplace for virtual businesses who need technical assistance and training.

It offers citizens an opportunity to become personally and professionally acquainted with town as well as county structure and life, which can benefit their present and future leadership.

Budget from STEP funds: $10,000

Honoraria for leaders, books supplied, copying costs, meeting room costs, if any, stipend for Red Springs Ready Facilitator, plaques for graduates, graduation dinner for class members and leadership team.
