1 Introduction

1.1 Background

Ace Nominees Pty Ltd (Ace Nominees) has proposed to construct Red Hill Auditorium (the Auditorium) on Lot 2 Toodyay Road, Red Hill (the site). The outdoor auditorium is designed to accommodate up to 5,000 patrons (Figure 1). This design includes an acoustically treated stage, car park, access road (and emergency egress) and 50 kL water tank. The auditorium will hold up to 100 events over the warmer months (approximately 5 months per year). Up to 20 events per year would be amplified. The site layout is illustrated in Figure 2. It is proposed to clear 4.26 hectares of the 10.03 ha lot and 0.86 ha will be revegetated with native species, post construction. The project design places the infrastructure at the southern end of the lot, to avoid priority species and a significant vegetation unit in the northern half of the site.

This project was granted state environmental approval by the Western Australian Minister for Environment on 30 December 2004 with conditions described in Ministerial Statement Number 673.

1.2 Purpose

This Light Overspill Management System (LOMS) has been prepared to satisfy Proponent Environmental Management Commitment Number 6 in Ministerial Statement 673 (Appendix A). This LOMS aims to address the following:

Design of lights and their location and positioning, including directing lighting onto the stage.

Limitations to the duration of illumination before and after events, including rehearsals.

Retention and/or increasing of vegetation barriers surrounding the venue.

The LOMS aims to minimise the potential environmental impacts of light overspill without risking operational safety of personnel involved with the operation of the Auditorium.

1.3 Potential Impacts

The potential light overspill impacts from the proposed auditorium include:

Light may be visible due to the project from the Swan Coastal Plain at a significant distance.

Light may be visible from Toodyay Road and John Forrest National Park.

Loss of amenity for nearby residents and users of the John Forrest National Park.

Movement of fauna away from disturbance and light.

1.4 Legislation

All lighting on site will be installed in compliance with the Health (Public Building) Regulations 1992.

2 Surrounding Land Uses

There are minimal sensitive receptors adjacent to the proposed development. To the east is a clay quarry managed by Midland Brick Company Pty Ltd and the Red Hill Regional Landfill Site, operated by the East Metropolitan Regional Council. The site is bound on the north by Toodyay Road and beyond this there is a hard rock quarry and processing plant. These areas are unlikely to be affected by light overspill from the development as they are already developed and hence well lit.

Directly south of the site is the most light-sensitive receptor, the John Forrest National Park. The northern end of the park is only lightly used with the main activity area 4.5 km away from the proposed development.

The nearest residential dwellings are over two kilometres to the east and west from the site. The surrounding land uses are demonstrated in Figure 3.

3 Management Strategies

3.1 Lighting

3.1.1 Location and general arrangement of lighting

The primary source of light at the proposed development will be on the stage during night concerts. All light will be directed onto the stage and self contained. The design of the stage will include three walls and a roof to minimise light spill. As the stage is facing east much of the light spill will be directed in that direction away from potential light sensitive premises such as John Forrest National Park. No overhead lighting will be installed in the auditorium. Location of lighting is illustrated in Figure 4.

Low level lighting will be installed in the car park and along the access road to minimise any safety risks. Low level lighting will have a low visual impact when viewed from outside the property.

The following light overspill management strategies will be in place for the proposed development:

Solar lights will also be used from the car park to the seating area to show the perimeter of the path.

All car lights will be encouraged to use low beam while on the site.

All lighting will be arranged and installed so that it does not create a fire hazard.

All lighting control areas will not be accessible to patrons.

The external areas of a public building will be illuminated with a minimum illuminance of 1 lux at ground level in compliance with the Health (Public Building) Regulations 1992.

Where 2 or more lights are required for general lighting of public areas, luminaries shall be connected over at least 2 circuits so that general lighting is maintained in case of failure in one of the circuits.

3.1.2 Duration of lighting

Lights will be put on progressively just prior to sunset so that the light change in the area is gradual. Full lighting will only be put on for night events (primarily three to four hours) plus several hours prior to the event for preparation purposes. Where possible, full packing up of events will be undertaken during daylight hours to minimise any potential light overspill.

Rehearsals will be undertaken preferentially during daylight hours however some rehearsals may be undertaken during darkness. In these cases lighting will be minimised as much as possible.

3.1.3 Emergency and Safety Lighting

Emergency lighting such as flood lights will be installed where required. These lights will only be used in the event of an emergency and will be installed to mitigate any safety risk. Emergency and safety lights will be installed and maintained in accordance with AS/NZS 2293.

Safety lighting will be installed and maintained in the following areas in accordance with the Health (Public Building) Regulations 1992:

Floors that are ramped at a steeper inclination than 1 in 12.

Main aisles between seating areas.

Any public building or any area of a public building open to the public when normal lighting is dimmed or extinguished.

The circuits of the safety lighting system and the emergency lighting system shall be so aligned that in any case of failure in the safety lighting system the emergency lighting system in the area of the failure is automatically energized.

3.2 Buffers

There will be a setback or buffer of approximately 20 metres between the proposed development and John Forrest National Park. This will help minimise any potential light overspill. While part of this buffer will be cleared during construction it will be rehabilitated using province local species post construction.

The site infrastructure closest to the National Park is the car park where only low level lighting will be present. The primary source of light (the stage) will be set much further back from the boundary and directed away from John Forrest National Park to further minimise potential light spill. Access to the scenic drive within the national park is restricted after 4pm and the main visitor area is located in the southern portion of the park.

As the front half of the lot will remain vegetated this will shield excess light from Toodyay Road and other adjacent land users.

4 Monitoring and Maintenance

All electrical lighting systems and emergency lighting systems will be maintained, inspected and tested in conformity with Australian Standard AS 3790.

Monitoring of the lighting will be undertaken daily while the premise is operational to recognise and rectify any issues. A register will be maintained onsite to report any broken lights or lighting issues. A regular maintenance schedule will occur to ensure all light and light fixtures are inspected on a regular basis. This schedule will include repairing and upgrading any lighting fixtures when required.

5 Plan Implementation

The success of this LOMS requires leadership to continuously promote best practice environmental management and to make the people and resources available to achieve the plan’s objectives. Management will ensure the continuing suitability, adequacy and effectiveness of the LOMS by reviewing it at regular intervals throughout the project.

5.1 Roles and Responsibilities

The site manager for Ace Nominees Pty Ltd will be responsible for ensuring the implementation, maintenance and operations are conducted in accordance with this LOMS.

5.2 Training and Inductions

The site manager for Ace Nominees will be responsible for ensuring that training will cover the key components of this LOMS and that the venue manager is made are aware of their obligations with respect to reporting lighting issues. Records of training undertaken will be kept on site, detailing the type and purpose of the training.

5.3 Auditing

Periodic audits for compliance with this plan will be conducted to ensure compliance with all applicable legislation, plans and procedures. This management system will be reviewed annually and changes will be implemented if improvements can be made. This will be the responsibility of the site manager.

5.4 Complaints

To manage with any community complaints received regarding the Auditorium a complaints register will be developed and all complaints will be investigated and actioned as appropriate (Appendix B). The outcomes of the investigations will determine if the complaint is substantiated or otherwise. Ace Nominees will liaise with the complainant to inform of the outcomes of the investigation and where appropriate, any proposed modifications to operations.

6 Limitations

This report is produced strictly in accordance with the scope of services set out in the contract or otherwise agreed in accordance with the contract. 360 Environmental makes no representations or warranties in relation to the nature and quality of soil and water other than the visual observation and analytical data in this report.
