2019 Community and Litter Grant Eligible Costs

Equipment

purchase of equipment purchase or rental of equipment, tools and supplies for litter cleanupssafety and awareness signage

Other (Goods & Services)

disposal fees for litter and tire amnesty collection projectsproduce, print and distribute advertising and awareness materialspurchase litter clean-up awareness items such as t-shirts, etc.purchase tools and supplies necessary to implement the projectsite improvements directly related to projectssponsorships

Personal Services Contract

contracts covering the costs necessary for services of public or private contractorssuch costs shall not include salaries or benefits of existing or “in-house” employees

2019 Community and Litter Grant Ineligible Costs

Grant funds will be used to supplement, but not replace, existing funds. Non-reimbursable costs with grant funds include, but are not limited to:

costs excluded by ORC 3736 or not identified under “Eligible Costs”employees’ salaries, benefits or administrative costsfinancial services and grant writing feesfood or entertainment expenses, including procurement of coolers, grills, etc.fuel for transportation or equipmentland acquisitionmaterials not generally found in the municipal solid waste streampayment to individuals, crews or organizations to pick up litterprojects conducted on private propertyrecycling of hazardous wastewebsite development and maintenance

Tire Amnesty

Requires 25% match (up from 10%)

Requires a minimum fee of $0.50 per tire

Copy of a resolution or ordinance provided with application

Can be combined with other grant requests

A Community and Litter Grant application can have multiple grant requests:

Requested total amount equals $100,000 or less

Does NOT include C&DD and deconstruction, curbside, MRF, or organics recycling

KAB Certification and KAB renewal cannot be requested together

C&DD and Deconstruction Recycling

$200,000

Systems and individual equipment to collect and process C&DD material at the point of generation or disposal. Funding is also available for efforts related to the deconstructing of materials for re-use markets.

Curbside Recycling $200,000Equipment related to the implementation of a new community curbside recycling service or an expansion of an existing program.

Material Recovery Facility Recycling (MRF)

$200,000The establishment of a new or expansion of an existing MRF.

Organics Recycling $200,000

Facilities capable of handling or seeking to handle food waste or other compostable material and proposing to install an “in-vessel” or similar processing system. The project may include ancillary equipment supporting an “in-vessel” composting unit.

Drop-off Recycling $100,000Purchase of equipment for start-up or the expansion of drop-off recycling collection programs.

Glass Recycling $100,000Collection and processing of mixed or color separated glass. Also any manufacturing of a finished product that uses glass as a base material.

Special Venue Recycling $50,000Recycling collection program targeted at sporting venues and entertainment facilities.

Litter Clean-up Events $40,000

Equipment, materials and supplies for an on-going litter collection effort. Also contractual costs associated with the actual collection and disposal costs of material from public land.

Tire Amnesty Collection $40,000Amnesty collection of scrap tires. Applicant is required to charge a $0.50 minimum fee as part of this grant.

Outreach & Education Training

$25,000Creating new or updating current recycling & litter prevention education and training materials.

Surveillance Cameras $25,000 Surveillance cameras for litter law enforcement efforts.

Sponsorships (Statewide Conferences)

$3,000Sponsor statewide recycling & litter prevention conferences that promote environmental efforts and technologies.

KAB Certification Fee $4,000 Certification fee for Keep America/Ohio Beautiful.

KAB Annual Renewal Fee $550 Renewal fee for Keep America/Ohio Beautiful.

2019 Market Development Grant

Eligibility: Private sector businesses who are located and registered to conduct business in Ohio

Businesses applying for this grant must secure a public sponsor to serve as the cooperating enterprise, which includes an agency of the state (i.e. municipality, county, township, village, state college or university and solid waste management district or authority)

One hundred percent cash match


The Market Development Grant program operates on a reimbursement basis for the businesses and non-profit organizations

$200,000C&DD operations seeking equipment to pre-process material received at their site of operations.

Glass Recycling $200,000Collection and processing of mixed or color separated glass. Also any manufacturing of a finished product that uses glass as a base material.

Manufacturing & Processing $200,000Manufacturing or processing facilities seeking to expand their capabilities to process base material or manufacture a finished product.

Material Recovery Facility (MRF) Recycling - Private

$200,000A private sector owned and operated material recovery facility seeking funds to expand operational capacity.

Organics Recycling $200,000Facilities capable of handling or seeking to handle food waste and proposing to install an “in-vessel” or similar processing system.

Scrap Tire Civil Engineering or Construction

Projects involving use of scrap tire material in drainage systems and backfill applications in construction sites. Construction of trails, walkways, ramps utilizing scrap tire material or use of pavers made of scrap tire material.

Paving (GTR or RAS)$300,000

Projects involving the use of ground tire rubber (GTR) or recycled asphalt shingles (RAS) or the combination of both in new paving initiatives.

Evaluation of eligible applications is based on the following parameters:

Availability of Ohio EPA grant fundsConsistency with the strategic goals of the local and state solid waste management plansFinancial need of the applicantNo outstanding financial or compliance issues with applicant

Additional assistance available with 2019 grant cycle Positive regional or statewide economic and environmental impactPotential for evolution into a permanent service or program without future Agency fundingQualifies as an eligible project
