About Fusion21 Fusion21 is a social enterprise that promotes public procurement as a means to save money and create social outcomes. Working nationally, Fusion21 links spending programmes across numerous organisations, to the creation of training opportunities and sustainable jobs for local people. By using a small part of the savings generated through the procurement process, Fusion21 are able to fully fund our training and employment programmes ensuring that the model is not reliant on public funding and is wholly self sustaining. Since 2002 we have gained national recognition for our collaborative approach; delivering c£45m savings through the procurement process, creating over 1,000 sustainable jobs, and generating an estimated financial benefit in excess of £30m; through regular paid work and reductions in benefit claims. Job description – Operations Director

Role overview

Nurturing the identity of Fusion21 as a high performing business, underpinned by quality systems and compliance standards throughout all areas of activity (doing it right AND doing it well);

Supporting the CEO in implementing the 2012-16 business plan;

Leading the development and implementation of the Fusion21 “golden thread” of quality assurance and performance in the delivery of services to customers;

Our Board

Chris Murray – Chair

Took up post as Director of the Core Cities Group in 2006. Prior to this he has had a long association with economic development, regeneration, culture and public policy. A member of the Egan Task Force on Skills, during 2005 Chris was seconded to the Office of the Deputy Prime Minister to establish the Academy for Sustainable Communities, a national regeneration skills agency based in Leeds. In 2002 he was appointed as a Director of the Commission for Architecture and the Built Environment. Before this Chris worked in local government for 10 years.

Bob Taylor – Board member

Bob Taylor became Chief Executive of KHT in 2005 after joining the Trust in 2002. Bob has over 30 years of experience in housing related activities in both local government and housing associations. He has overseen some significant changes within the KHT Group in that time such as leading the changes that saw a positive inspection result in 2007 built on increasing the role of tenants in shaping services, setting up the hugely successful Knowsley Advantage model of providing extra support and opportunities to help change people's lives and achieving significant growth in the commercial arm of the Group through KHT Services.

Wayne Gales – Board member

Wayne joined SLH Group as Executive Director of Operations in November 2007. Wayne is responsible for all frontline customer facing services including customer services, tenancy and income management, responsive and planned maintenance, community safety, supporting people services, as well as regeneration and development activity. Wayne has over 20 years experience within the sector, starting his career in the Midlands a LA Building Surveyor, later moving to join Riverside as a Property Services Manager. Wayne is a Chartered Surveyor, an Associate of the Chartered Management Institute and graduate of John Moore's University

Mark Patchitt – Board member

Mark's current position with Riverside is Director of Regeneration, where he is leading on the development of 500 affordable homes each year. This includes leading The Riverside Partnership, the largest partnering team to access HCA funding outside of the South East. Mark was previously Director of Riverside Home Ownership, specialising in the marketing, sale and management of affordable home ownership initiatives. As well as managing over 2,700 leasehold homes, Mark was responsible for developing new business including the sale of aver 100 shared ownership homes a year.

Steve Moore – Board member

Steve's current role for Helena Partnerships includes management of the in-house contractor (Propertycare) workforce, asset management and growth and new opportunities, including the new build development programme. He also has responsibilities around the company's repairs and maintenance partnership, environmental sustainability and accommodation strategies. Steve has extensive experience across major investment projects in both social and private sector housing. He has worked on a variety of partnership initiatives and has considerable experience of approaches to resident involvement in investment initiatives. His housing experience encompasses housing strategy development and operational delivery.

Gerard Murden – Board member

Gerard has worked in the public and private sectors, in Europe for over 25 years, including Kellogg's, Proctor and Gamble, ICI and several North West Universities. Gerard has been a Civil Servant on two occasions and in Germany and France Gerard worked for a number of private sector construction and service industries. He has worked for Manchester City Council, Rochdale MBC, Dudley MBC, Birmingham City Council, London, and in Liverpool City Council creating many innovative service solutions. He has developed a consultancy (T.I.C.) which has delivered practical resolutions in a wide variety of cities, towns and into neighbourhoods, as far apart as Newcastle and Yekaterinburg, Russia. Presently MD for the Plus Dane Group, Gerard is exporting 25 years of learning through the wider work of the Group.

Our senior staff Dave Neilson - Chief Executive Dave has responsibility for overall strategic management and future direction of the organisation. From a building surveying background, Dave has over 20 years experience on the client-side with local authorities and housing associations. Dave also leads the research and development activities for Fusion21 which covers; product development, service improvement, new business and partnership development. In 2008, as a result of developing frameworks to support the digital switchover programme, Dave was invited to Chair the Government’s Registered Digital Installer Licensing Body. Dave also sits on Built Environment Sustainability Team at John Moore’s University and is involved in numerous projects aimed at supporting the development of social enterprise. Jan Agger - Director of Social Strategy Jan joined Fusion21 in February 2008 working initially as a Consultant to enhance the training and employment opportunities and became Head of Skills, Employment & Training in July 2009. Jan is responsible for driving the development and performance of Fusion21’s training and employment services. Helen Marsh - Director of Strategic Procurement Helen joined Fusion21 in 2006 when she moved from the NHS where she had been working in the strategic project team on the construction of two new hospitals. Prior to that Helen was a physiotherapist working both clinically as well as teaching on the MSc programme. Janis Simpson-Mahoney - Regional Director Northern Ireland Janis leads on Northern Ireland activity. In 2012 Fusion21 opened its office in Northern Ireland with a primary aim of supporting local communities through a range of projects focused in tackling worklessness, engaging with the unemployed and building relationships with local employers. More recently Fusion21 have been working with Northern Ireland housing organisations to look at ways to improve efficiency through procurement processes. Peter Francis - Head of Finance & Business Operations Peter is responsible for the leadership and management of our finance team and business operations team. His team look after all areas of financial performance and business operations supporting our current and future activities. Mark Chadwick - Head of Business Improvement Mark leads our business improvement programmes, and is responsible for internal transformation projects for Fusion21.

Principal terms and conditions (For information purposes only)

1. Position Operations Director 2. Salary and benefits

£75,000 per annum (gross). Plus car allowance. Plus a pension scheme, with 5.8% employers contribution for 6.1% employee contribution. Fusion21 also offers a Bupa family scheme to all senior managers.

3. Holiday entitlement

You will be entitled to 25 days annual leave per annum, plus 10 bank holidays. Your leave entitlement will increase by 2 days after 2 years of service and another 2 days after 5 years of service to a maximum of 29 days.

4. Working hours Normal hours of work are 35 hours per week based around the usual business

working week. However, due to the seniority of this post there is a requirement for flexibility in meeting the full responsibilities of the post and this will include occasional evening and weekend work.

5. Location Fusion21’s head office is in Liverpool, but we are a national organisation and operate

across the country. The postholder will need to be based in the Liverpool office with their teams, but given the seniority and nature of the role it is expected that the postholder will also be travelling across the UK to meet client needs. Consideration may be given to a relocation allowance.
