IntroductionAttheinvitationoftheElDoradoCountyHealthandHumanServicesAgencyPublicHealthDivision,theUniversityofCaliforniaatBerkeley’sSafeTransportationResearchandEducationCenter(SafeTREC)andCaliforniaWalks(CalWalks)facilitatedacommunity-drivenpedestrianandbicyclesafetyaction-planningworkshopinMissouriFlatareaofElDoradoCountytoimprovepedestriansafety,bicyclesafety,walkability,andbikeabilityinthearea.TheMissouriFlatareaislocatedintheunincorporatedCountywestoftheCityofPlacervilleandhaslongbeendesignatedasacentralhubofcommercialactivityintheCounty.

Priortotheworkshop,CalWalksstaffconductedanin-personsitevisitonFriday,May12,2017,toadapttheCommunityPedestrianandBicycleSafetyTrainingprogramcurriculumtomeetthelocalcommunities’needsandtoprovidecontext-sensitiveexamplestrategiesforthecommunity’sexistingconditions.CalWalksfacilitatedtheworkshoponJune23,2017,whichconsistedof:1)anoverviewofmultidisciplinaryapproachestoimprovepedestrianandbicyclesafety;2)threewalkabilityandbikeabilityassessmentsalongthreekeyroutes;and3)smallgroupaction-planningdiscussionstofacilitatethedevelopmentofcommunity-prioritizedrecommendationstoinformElDoradoCounty’sactivetransportationeffortsfortheMissouriFlatarea.Thisreportsummarizestheworkshop

proceedings,aswellasideasidentifiedduringtheprocessandrecommendationsforpedestrianandbicyclesafetyprojects,policies,andprograms.
BackgroundCommunityPedestrianandBicycleSafetyTrainingProgramTheCommunityPedestrianandBicycleSafetyTraining(CPBST)programisajointprojectofUCBerkeleySafeTRECandCalWalks.FundingforthisprogramisprovidedbyagrantfromtheCaliforniaOfficeofTrafficSafety(OTS)throughtheNationalHighwayTrafficSafetyAdministration(NHTSA).ThepurposeoftheCPBSTprogramistotrainlocalneighborhoodresidentsandsafetyadvocatesonhowtoimprovepedestrianandbicyclesafetyandtostrengthentheircollaborationwithlocalofficialsandagencystafftomakecommunitiessaferandmorepleasanttowalkandbike.Foreachtraining,theprogramconvenesamulti-sector,multi-disciplinarylocalplanningcommitteetotailorandrefinethetraining’scurriculumandfocustomeetthecommunity’sneeds.Additionally,CalWalksstaffconductpre-trainingsitevisitstocollecton-the-groundobservationsofexistingwalkingandbikingconditionstoinformthetraining’sscopeandfocus.Thehalf-daytrainingisdesignedtoprovideparticipantswithbothpedestrianandbicyclesafetybestpracticesandarangeofprovenstrategies(the6E’s:Empowerment&Equity,Evaluation,Engineering,Enforcement,Education,andEncouragement)toaddressandimprovepedestrianandbicyclesafetyconditionsandconcerns.Participantsarethenguidedonawalkabilityandbikeabilityassessmentofnearbystreetsbeforesettingpedestrianandbicyclesafetyprioritiesandactionablenextstepsfortheircommunity.ForasummaryofoutcomesfrompastCPBSTworkshops,pleasevisit:www.californiawalks.org/projects/cpbstandhttps://safetrec.berkeley.edu/programs/cpbst
SelectedPedestrian&BicycleSafetyConditionsintheMissouriFlatAreaHighSpeedsonMissouriFlatRoadTheprincipalstreetintheareaisMissouriFlatRoad,whichhaspostedspeedlimitsof45MPH.MissouriFlatRoadisaverywidestreet(about100feetfromcurbtocurb),andthewidthofthestreetandtravellanesaredocumentedtoencouragedriverstotravelathigherspeeds.Researchhasdemonstratedthatwidestreetsandwidetravellanesareassociatedwithhighervehiclespeeds,whichaffectthesafetyofpeoplewalkingandbicycling.1HighspeedsalongMissouriFlatRoadareexacerbatedbytheUS50interchange,wheredriversareeitheracceleratingtohighwayspeedsorcontinuingtotravelathighwayspeedsonceoffthehighway.Thehighspeedsandwidedesigncreateanuncomfortableenvironmentforpedestrianswhowalkalongandcrossthestreettoaccessthebusinesses,transit,andhousinglocatedalongandadjacenttoMissouriFlatRoad.

HighspeedsonMissouriFlatRoad.
ChallengingTerrainThemountainousterrainofElDoradoCounty,ingeneral,andtheMissouriFlatcorridorinparticular,constrainmoststreetwidths.Generally,thestreetsaremoresimilartoForniRoadandGoldenCenterDrivethanMissouriFlatRoad.Thesestreetsaretypically30-40feetwideandrarelyhaveshouldersorsidewalksduetotheseroadsbeingboundedoneithersidebydropoffs.Manystreetsarewindingaswell.Despitetheseconditions,manydriversstilltravelathighspeedsincloseproximitytopeoplewalkingandbikingontheshoulderorontheroadway.
Manystreetsinthecommunityarenarrowerandconstrainedbythegeographyandterrain.

GapsinPedestrianandBicycleNetworkIntheMissouriFlatarea,keydestinationsexistinareasthatlackconnectivitytoexistingpedestrianandbicycleinfrastructure.Inparticular,sidewalksandbikelanesdonotexistfromthecommercialdevelopmentsonMissouriFlatRoadtoconnecttoHerbertC.GreenMiddleSchoolandtheGoldCountryRetirementCenter.Thesegapscreatesafetychallengestoboththeseniorresidentsandstudentswhowalkandbikeintheareaandwhoareforcedtowalkandbikeinthestreetitself.
Thediscontinuoussidewalknetworkandinconsistentpresenceofcurbrampsforcepedestrians,particularlythoseusingwheelchairsorassistivedevices,towalkorrollinthestreet. ChallengingCrossingConditionsAcrossSlipTurnLanesDuringCalWalks’sitevisit,weobservednumerousslipturnlanes(orfree,uncontrolledrightturnlanes)thatcreatedifficultcrossingconditionsforpedestrians.Theselaneshaveverywideturningradii,whichenabledriverstomaketurnsatveryhighspeeds.Someoftheseslipturnlanesevenlackedcrosswalkmarkingstocommunicateclearlytodriverstoslowdownandstopforpeoplecrossing.
Numerousslipturnlanesinthecommunitycreatedifficultcrossingconditionsforpedestrians(somebetterthanothers).

Pedestrian&BicycleCollisionHistoryBetween2006-2015,2therewere221pedestriancollisions–including98fatalitiesand123severeinjuries–and271bicyclecollisions–including121fatalitiesand164severeinjuries–inElDoradoCounty,withcollisionsconcentratedinSouthLakeTahoe,thePlacervillearea,andUS50nearElDoradoHills.LookingatdataforElDoradoCountyasawholemaybemisleadingbecausetheconditionsoftheWestSlopecommunities(ofwhichMissouriFlatsisone)arequitedifferentfromthoseoftheTahoeBasincommunities.TheWestSlopecommunitiesfacesafetyconcernssimilartomanyotherruralareasthathaveseenregionalcommercialgrowth,whiletheTahoeBasincommunities;concernscenterontheirlargeinfluxesoftouristsandseasonalvisitors.ZeroinginontheMissouriFlatcorridoritself,weseethatbetween2006-2015,therewere4pedestriancollisionsonMissouriFlatRoad–betweenGreenValleyRoadandPleasantValleyRoad–including1fatalityand2severeinjuriesand8bicyclecollisionsincluding1severeinjury.However,fortheentireCounty,pedestrianandbicyclecollisionsappeartobeonadownwardtrajectoryoverthelast10yearperiodforwhichwehavedata.

June23,2017WorkshopElDoradoCountyHealthandHumanServicesAgencyPublicHealthDivisionrequestedaworkshopto1)provideCountystaff,communityorganizations,andresidentswithatoolkitforpromotingpedestrianandbicyclesafetytoinformfutureactivetransportationprojects;2)strengthenworkingrelationshipsbetweentheCountyHealthandHumanServicesAgencyPublicHealthDivision,CountyTransportationCommission,CountyDepartmentofTransportation,thePlacervilleMobilitySupportGroup,andotherstakeholderstoensurethebestoutcomesfortheresidentsoftheMissouriFlatarea;and3)developconsensusregardingpedestrianandbicyclesafetypriorityandactionablenextsteps.
Participantslearninganddiscussingthe6E’sapproachtopedestrianandbicyclesafety.

Theworkshopwashostedfrom11:00amto3:30pm,andlunchwasprovidedtomaximizecommunityparticipation.Twenty(20)individualsattendedtheworkshop,includingrepresentativesfrom:
● HerbertC.GreenMiddleSchool;● ElDoradoCountyDepartmentofTransportation;● ElDoradoCountyCommissiononAging;● ElDoradoCountyTransportationCommission;● ElDoradoCountyHealthandHumanServicesAgencyPublicHealthDivision● ElDoradoCommunityAdvisoryCommittee;● ActiveLivingLeadership;● WALKSacramento;● PlacervilleMobilitySupportGroup;● CaliforniaHighwayPatrol;and● Localresidentsandcommunityleaderswhoserveonnumerouslocalcommunityboardsand
commissions.
ReflectionsfromWalkability&BikeabilityAssessmentWorkshopparticipantsconductedwalkabilityandbikeabilityassessmentsalong3routes:
● Route1traveledalongGoldenCenterDriveandMissouriFlatRoadandexaminedwalkingandbikingconditionsalongthesetworoads,aswellasconnectionstotheElDoradoTrail.
● Route2onebehindGoldenCenterDrivefocusedonexaminingthemiddleschoolfieldandconnectionstotheGoldCountryRetirementCenter.
● Route3traveledtotheMissouriFlatRoadandUS50interchangetoexaminewalking,bikingandcrossingconditionsinthearea.
Participantswereaskedto1)observeinfrastructureconditionsandthebehaviorofallroadusers;2)applystrategieslearnedfromthe6E’spresentationthatcouldhelpovercomeinfrastructureconcernsandunsafedriver,pedestrian,andbicyclistbehavior;and3)identifypositivecommunityassetsandstrategieswhichcanbebuiltupon.Followingthewalkabilityandbikeabilityassessment,theparticipantssharedthefollowingreflections:
● DiscontinuousSidewalksNetwork:AlongForniRoad,GoldenCenterDrive,andotherstreetsadjacenttoMissouriFlatRoad,therearenumeroussidewalkgapsthatforcedworkshopparticipantstowalkontheshoulderoftheroad.OnForniRoad,participantsnotedthatdriversweretravelingdangerouslyfast,furtherendangeringindividualstravelingontheshoulder.Widecurbradiithroughouttheareaalsoencouragedriverstomaketurnsathighspeeds.
● HighSpeeds&DifficultCrossingsonMissouriFlatRoad:ParticipantsunderscoredhighspeedsasthelargestbarrierforpeoplewalkingalongMissouriFlatRoad.Hightrafficvolumesandnoisepollutionfromtrafficalsoaffectedthewalkingexperienceinthearea.Additionally,participantsnotedthatatthemarkedsignalizedcrossingsatGoldenCenterDrive,ForniRoad,andUS50,thepedestriansignalphasedidnotappeartoprovidesufficienttimeforpedestrianstocrosstheroad,particularlyforolderadults,children,andpeoplewithdisabilities.Participantsalsocommentedonthelongdistancesbetweensignalizedintersections,whicharetheonlyareaswherecrossingsareprovided.Duetotheselongdistancesbetweencrossings,manypedestrianschoosetocrossoutsideoftheprovidedcrossingsinunsafeconditions.

● Visibility&CrossingChallengesatUS50Interchange:Thehighspeedsofdriversenteringand
exitingattheMissouriFlatRoad/US50Interchangecreatechallengingconditionsforpeoplewalkingintheareaandparticularlyforthoseattemptingtocrosstheon-/off-ramps.Participantsnotedthelackofcrosswalkmarkingsattheon-andoff-rampsandthattheredidnotappeartobeenoughtimeprovidedtocrosstheon-andoff-ramps.Intheinterchangearea,allcrossingsacrossMissouriFlatRoadareprohibited.WithcommercialareasalreadyoneithersideofUS50andwithmorecommercialdevelopmentplannedforthearea,participantsidentifiedpedestrianaccessandsafetyintheinterchangeareaascriticallyimportant.ParticipantsdidnotethatapushbuttonattheSafewayatthebottomoftheinterchangeonthenorthsidehasnowbeenmademoreaccessible.Theywouldliketoseemoreoftheseimprovementsintheinterchangearea.

CommunityResidentRecommendations Followingthewalkabilityandbikeabilityassessment,CalWalksfacilitatedsmall-groupactionplanningdiscussions.Workshopparticipantsdiscussedaseriesofquestionsdevelopedinconjunctionwithlocalpartners,including:
● ThefirstsetofquestionsfocusedonidentifyingeducationandencouragementprogramsthatwouldbemosteffectiveforthecommunityandonidentifyingstrategiestobestcollaboratewithlocalofficialsandagencystafftomakeElDoradoCountysaferandmorepleasanttowalkandbike.
● ThesecondsetofquestionsfocusedonidentifyingcompletestreetsimprovementsparticipantswouldyouliketoseeintheMissouriFlatarea,identifyingstrategiesforimprovingconnectionstotransit,anddiscussinghowtheCountyshouldprioritizewhichprojectstopursue.
Participantsengagedinsmallgroupactionplanningdiscussions.

● IntegratingWalk&BikeSafetyinGeneralPlanUpdate:ParticipantsidentifiedleveragingtheCountyGeneralPlanupdateprocessandHealthyCommunitieselementtostrengthenactionableaspectsforwalkabilityandbikeabilityinElDoradoCounty.Thisprocessprovidesanopportunitytofostercollaborationbetweenagenciesandencourageactivecommunityparticipationatmeetings.Participantsconsideritcriticaltoensurecommunityfeedbackandideasaredocumentedandtracked.
● DevelopaCommunityPublicOutreachandEducation&EncouragementCampaign:ParticipantsidentifiedthedevelopmentofacommunitysafetyeducationcampaignabouttheimportanceofwalkingandbikingforMissouriFlatasaprioritynextstep.Participantsdiscussedpartneringwithlawenforcementagenciestoeducatedriversabouttrafficsafety,particularlyatForniRoadandMissouriFlatRoadwhenschoolgoesbackintosession.Participantsidentifiedthekeymessagesforthecampaigntobecommunicatingtheeffectspeedhasonsafety,aswellaspromotinghealthier,moreactivecommunities.Participantsidentifiedorganizingactivitiesasastrategytocommunicateanddisseminatethecampaign’smaterials,includingthroughannualWalk/BiketoSchoolDays,atfarmersmarkets,andatElDoradoTrailtrailhead.ParticipantsalsoidentifiedpartneringwithElDoradoTransitasanotherstrategytobroadcastthecampaign.Lastly,participantsidentifieddrivers,seniors,andchildrenasthethreeprimaryaudiencesoftheeducationandencouragementcampaign.
● IntergenerationalEncouragementProgramsforSafety:Participantsstronglysupportedadoptinganintergenerationalapproachtoeducation,encouragement,andengagementprograms.OneinitialprojectthatparticipantsidentifiedwasformiddleschoolyouthtoworkwithGoldenCountryRetirementCenterseniorstoconductcommunity-ledwalkauditsandtodocumenttheirfindingswithPhotoVoiceorVideoVoicecomponent.ThewalkauditfindingscouldbepresentedtotheBoardofSupervisorstoeducatetheSupervisorsaboutresidents’safetyconcerns.Anotherpotentialprojectideaistolaunchawalkingschoolbusprogramwithseniorshelpingtoleadthewalkinggroups.Additionally,followingeducatingandengagingresidentsofGoldCountryRetirement,possiblythroughaseniorcentereducationalwalkingprogram,walkingschoolbusesforstudentsledbyseniorsmightbeestablished.
● CreatingaSenseofCommunityIdentity:ParticipantsnotedthatoneofthebarrierstocreatingchangeintheareawasthelackofasenseofcommunityidentityintheMissouriFlatarea.ParticipantsnotedthepossibilityofexpandingtheexistingDiamondSpringscommunityidentitytotheMissouriFlatarea,ratherthancreateanewidentityfortheregion.Participantsidentifiedtheuseofbrandedwayfindingsignageandmapsandworkingwithlocalbusinessestohelpinformthebrandingasnextstepsforthisaction.

• ExpandAdvisoryCommittees’DiscussionstoIntegrateActiveCommunitiesIssues:Participantsidentifiedtheneedforexistingadvisorycommittees,boards,andcommissionstobemoreholisticbyintegratingissuesrelatedtoactivelivingandpedestrianandbicyclesafety.Additionally,participantsidentifiedthecreationofanCompleteStreetsAdvisoryCommitteeas

partoftheBoardofSupervisorsasapriority,aswellasayouth-drivencoalitionmodeledaftertheCommissiononAgingorthePlacervilleMobilitySupportGroup.
Infrastructure&ConnectivityPriorities
● DevelopaSafeCirculation/SafeRoutestoSchoolPlanforHerbertC.GreenMiddleSchool:ParticipantsidentifiedtheneedforacomprehensiveSafeCirculation/SafeRoutestoSchoolPlanforHerbertC.GreenMiddleSchool.Participantsnotedthattheplanshouldincluderobustlocaloutreachandcommunityengagementtodetermineinfrastructureprioritiesandtogatherdatatoinformfutureimprovements.Participantsidentifiednumerousissuesthattheplanshouldaddressincluding:evaluationofaremotedropoffareafortheschool;exploringthecreationofatrackconnectingtotheprivateroadandmakingthetracka“jointuse”facilitythatisopentothepublic;andaddressingingress/egressatForniRoadandGoldenCenter.

● Complete&AccessiblePedestrianFacilitiesNetwork:Participantsstronglysupportedefforts
toimplementacompleteandaccessiblepedestrianfacilitiesnetwork,includingsidewalks,enhancedcrossings,curbramps,andotheraccessibilityimprovements.ParticipantsidentifiedcompletingsidewalkgapsalongMissouriFlatRoadtoincreaseaccesstothecommercialdevelopmentsalongMissouriFlatRoadandtotheElDoradoTrailasapriority.AsecondarypriorityistoaddressthesidewalkgapsfromGoldenCenterDrivetothemiddleschool’sentrance,whichcouldpossiblybeaccomplishedthroughleveragingincomingcommercialdevelopmentimpactfees.Inadditiontosidewalkgaps,participantswouldliketoseeexistingcrossingsupgradedtohigh-visibilitymarkingsandforrectangularrapidflashingbeaconstobeinstalledinthecrossingsclosesttothemiddleschoolandretirementcenter.ParticipantsalsoidentifiedtheneedforpedestriansignaltimingonMissouriFlatRoadtobeevaluatedandre-timedtoaccommodatechildren,seniors,andpeoplewithdisabilities.Lastly,participantssupportedtheuseofcurb

extensionsandtemporarycurbextensionstoslowdriversturningontooroffMissouriFlatRoad.
● UpgradeBicycleFacilitiesonMissouriFlatRoad:ParticipantssaidthatthebikelaneonMissouriFlatRoadwasnotadequateforthespeedandtrafficvolumesofthestreetascurrentlymarked.ParticipantssupportedwideningshouldersonMissouriFlatRoadormarkingnewbufferedbikelanestoensureacontinuousbicyclefacility.
● ImproveCrossingConditionsatMissouriFlatRoad/US50Interchange:Participantsemphasizedthatthecurrentdesignoftheon-andoff-rampsontoUS50encouragesdriverstotravelathighspeeds,creatingunsafeconditionsforpedestrianswhohavetocrossmultipleon-andoff-ramps.Participantssupportedbothshort-termimprovements(suchascrosswalkmarkingsandsignage),aswellaslonger-termimprovements(suchasredesignoftheinterchange).

CaliforniaWalks/SafeTRECRecommendationsCaliforniaWalksandSafeTRECalsosubmitthefollowingrecommendationsforconsiderationbyElDoradoCountyagencies:
● ImproveCrossingConditionsatMissouriFlatRoad/US50Interchange:CalWalksandSafeTRECstronglysupportsparticipantspriorityforimprovingthecrossingconditionsattheinterchange.WerecommendtheCountyworkwithCaltranstoimplementimmediatenear-termimprovementsincludingpedestriancrossingwarningsignage,installinghigh-visibilitycrosswalkmarkingsaton-andoff-ramps,andincreasingpedestriansignaltiming.Inthemedium-term,werecommendtheCountyworkwithCaltranstoimplementaraisedcrosswalkatsomeoralloftheon-andoff-rampsatthisinterchange.Caltranshasimplementedsuchatreatmentinotherareasofthestate,andaraisedcrosswalkcangreatlyincreasethevisibilityofpedestriansattemptingtocrossandaddresssomeofthespeedingissuesraisedbyresidents.WealsorecommendthatthisraisedcrosswalkconceptbeexploredintheongoingdevelopmentofMissouriFlatAreaMasterCirculationandFinancingPlanPhaseII,whichwillbeconsideringchangestotheinterchangeinanticipationoftheapprovedcommercialdevelopment.

● ImplementGatewayTreatmentsasaTrafficCalmingMeasure:Gatewayscanbeusedasa
visualcuetodriversthattheyareenteringadifferentenvironmentthatwillrequirethemtodrivemoreslowlyandcanvaryfromsimplemonumentsignstomoreelaboratestreetspanningarches.Buildingoffparticipants’commentsregardingthelackofasenseofplaceintheMissouriFlatarea,werecommendtheCountyconsiderimplementinggatewaysasastrategytoconveyasenseofneighborhoodidentityandsenseofplace.Thesegatewaytreatmentscouldbedevelopedaspartofabroaderlocalbusinessengagementstrategywithexistingandnewbusinesses.Thesecouldpotentiallybepartiallyfundedthroughincomingcommercialdevelopments.Thegatewaytreatmentscouldalsobetiedintoparticipants’proposedwayfindingsignageandcouldservetotietogethertheareaunderacohesive,thematicbrand.
