    IntroductionAttheinvitationoftheButteCountyPublicHealthDepartment,theUniversityofCaliforniaatBerkeley’sSafeTransportationResearchandEducationCenter(SafeTREC)andCaliforniaWalks(CalWalks)facilitatedacommunity-drivenpedestrianandbicyclesafetyaction-planningworkshopintheunincorporatedcommunityofPalermotoimprovepedestriansafety,bicyclesafety,walkability,andbikeabilityacrossthetown.Priortotheworkshop,CalWalksstaffconductedanin-personsitevisitonWednesday,May24,2017,toadapttheCommunityPedestrianandBicycleSafetyTrainingprogramcurriculumtomeetthelocalcommunities’needsandtoprovidecontext-sensitiveexamplestrategiesforthecommunity’sexistingconditions.CalWalksfacilitatedtheworkshoponJune28,2017,whichconsistedof:1)anoverviewofmultidisciplinaryapproachestoimprovepedestrianandbicyclesafety;2)walkabilityandbikeabilityassessmentsalongthreekeyroutes;and3)smallgroupaction-planningdiscussionstofacilitatethedevelopmentofcommunity-prioritizedrecommendationstoinformPalermo’sactivetransportationefforts.Thisreportsummarizestheworkshopproceedings,aswellasideasidentifiedduringtheprocessandrecommendationsforpedestrianandbicyclesafetyprojects,policies,andprograms.

    BackgroundCommunityPedestrianandBicycleSafetyTrainingProgramTheCommunityPedestrianandBicycleSafetyTraining(CPBST)programisajointprojectofUCBerkeleySafeTRECandCalWalks.FundingforthisprogramisprovidedbyagrantfromtheCaliforniaOfficeofTrafficSafety(OTS)throughtheNationalHighwayTrafficSafetyAdministration(NHTSA).ThepurposeoftheCPBSTprogramistotrainlocalneighborhoodresidentsandsafetyadvocatesonhowtoimprovepedestrianandbicyclesafetyandtostrengthentheircollaborationwithlocalofficialsandagencystafftomakecommunitiessaferandmorepleasanttowalkandbike.Foreachtraining,theprogramconvenesamulti-sector,multi-disciplinarylocalplanningcommitteetotailorandrefinethetraining’scurriculumandfocustomeetthecommunity’sneeds.Additionally,CalWalksstaffconductpre-trainingsitevisitstocollecton-the-groundobservationsofexistingwalkingandbikingconditionstoinformthetraining’sscopeandfocus.Thehalf-daytrainingisdesignedtoprovideparticipantswithbothpedestrianandbicyclesafetybestpracticesandarangeofprovenstrategies(the6E’s:Empowerment&Equity,Evaluation,Engineering,

    Enforcement,Education,andEncouragement)toaddressandimprovepedestrianandbicyclesafetyconditionsandconcerns.Participantsarethenguidedonawalkabilityandbikeabilityassessmentofnearbystreetsbeforesettingpedestrianandbicyclesafetyprioritiesandactionablenextstepsfortheircommunity.ForasummaryofoutcomesfrompastCPBSTworkshops,pleasevisit:www.californiawalks.org/projects/cpbstandhttps://safetrec.berkeley.edu/programs/cpbst

    SelectedPedestrian&BicycleSafetyConditionsinPalermoHighSpeedsandNarrowStreetsAsanolderruralcommunity,allofPalermo’sroadsaretwolaneroadways,withirrigationditchesandprivatepropertyservingasboundariesoneithersidewithlittletonoroadwayshoulder.PalermoRoadandLincolnBoulevard,inparticular,arethemosttraveledroadways,withPalermoRoadconnectingtoCA-70andLincolnBoulevardandUpperPalermoRoadconnectingtothetownofOrovilleinthenorth.ThepostedspeedlimitalongPalermoRoadis35milesperhour(MPH)and25MPHintheschoolzone.ThepostedspeedlimitonLincolnBoulevardis40mph,yetdriversappeartotravelatmuchhigherspeeds.WiththeexceptionofashortstretchofPalermoRoadadjacenttotheschoolthathasawalkandbikepath,alloftheseroadslackpedestrianandbicyclefacilities.StudentsfromPalermoMiddleSchoolaswellasoutlyingelementary,middle,andhighschoolsregularlyusetheseroadwaystogettoschoolortheirbusstoponfootorbybicycle.

    travellingfasterthanthepostedspeedlimit.

    DrainageandFloodingMostareasthroughtownwheretheinstallationofshouldersorsidewalksmightbesuitablemustcontendwithopendrainageditchesandcanals.Thesecanalswere,atthetimeofourworkshop,filledwithvegetationandhadoverflowedduringheavingrainsofthe2016-2017winter—floodingroadwaysandbusinessesinthelowerpartsofPalermoRoadandaffectingtransportationthroughoutthecommunity.

    OpendrainagecanalinanunpavedshoulderinPalermo.

    LackofPedestrianInfrastructureThereisasubstantiallackofpedestrianinfrastructurethroughoutPalermo,withthemajorityofthecommunitylackingsidewalks.MarkedcrosswalksarepresentonlyattheintersectionofLincolnBoulevardandPalermoRoad,aswellassevenmarkedcrosswalksspreadaroundPalermoMiddleSchool.ThelackofpedestrianandbicyclefacilitiesiscompoundedbythenarrowroadsandhighspeedsexperiencedonthemajorroadwayslikeLincolnBoulevardandPalermoRoad.Pedestrian-scalelightingwasalsomissingthroughoutPalermo,whichmaycontributetounsafewalkingconditionsatnight.

    StudentswalkingafterschoolalonganunpavedshouldernearPalermoMiddleSchool.

    CodeEnforcement&MaintenanceIssuesThereisovergrownvegetationthroughoutthecommunity.Inmanycases,thevegetationextendsonto

    theroadwayandontomedians,forcingpedestrianstotravelintheroadwayonbusyroadssuchas

    LincolnBoulevard.Additionally,therewereseveralparcelsofprivatepropertythroughoutthe

    communitythatfeaturedriskstopedestriansandbicyclists,includingdeadanddyingtreesatriskof

    fallingontheroadway,overgrownpropertiesthatposefirerisks,andabandonedmachineryalong

    shoulders.MotoristsparkingonthewalkingandbikingpathalongPalermoRoadhasdiscouragedthe

    useofandlimitedaccesstothePalermoRoadbicycle/pedestrianpath.Palermoresidentsalso

    experienceissueswithstray,aggressivedogsthatintimidateandchasepedestriansandbicyclists.

    Pedestrian&BicycleCollisionHistoryBetween2011-2015,1therewere5pedestriancollisions,including3severeinjuries,and2complaint-of-paincollisionsand1bicyclecollisionwheretherewasavisibleinjury.Basedonouranalysisofthecollisiondata,collisionsareconcentratedalongPalermoRoadandBaldwinAvenue.Whilecollisionsseemlow,ruralareasinCalifornia,asawhole,havehigherratesofinjurycollisions.Inanefforttoaddressinjurycollisionsthroughoutthestate,thisprojectreachesouttoruralareas. InPalermo,60%ofpedestriancollisionscanbeattributedtodriverviolation,while40%ofpedestriancollisionscanbeattributedtopedestrianviolation.Driverviolationslargelyincludedfailuretoyieldtopedestrianright-of-wayinacrosswalk2andunsafespeeds,whilepedestrianviolationswereprimarilyfailureofthepedestriantoyieldtovehicleuponroadwayoutsideofacrosswalk.3Forbicyclecollisions,100%areattributedtoimproperturning,eitherbyabicyclistoradriver.4AfulldiscussionofthepedestrianandbicyclistcollisiondatapreparedbyUCBerkeleySafeTRECcanbefoundAppendixA.

    June28,2017WorkshopTheButteCountyPublicHealthDepartmentrequestedaworkshopto1)provideCountyagencystaff,communityorganizations,andresidentswithatoolkitforpromotingpedestrianandbicyclesafetytoinformfutureactivetransportationprojects;2)strengthenworkingrelationshipsbetweentheButteCountyPublicHealthDepartmentandotherstakeholderstoensurethebestoutcomesfortheresidentsofPalermo;and3)developconsensusregardingpedestrianandbicyclesafetypriorityandactionablenextsteps.

    1Pleasenote2014and2015dataisprovisional.2PedestrianRight-of-WayViolationsaredefinedasinstanceswhereadriverfailstoyieldtoapedestrianinamarkedorunmarkedcrosswalkwhenthepedestrianhastherightofway(e.g.,whenthepedestrianhasa“Walk”signalatasignalizedintersection).3Pedestrianshavetheright-of-wayinmarkedandunmarkedcrossings,anddriversarelegallyrequiredtoyieldtopedestriansintheseinstances.However,whenpedestrianscrossoutsideofmarkedorunmarkedcrossings,pedestriansmustyieldtheright-of-waytodrivers.Thisisnotthesameastheterm“jaywalking,”whichreferstocrossingoutsideofamarkedorunmarkedcrossingbetweentwosignalizedintersections.Apedestrianislegallyabletocrossoutsideofamarkedorunmarkedcrossingbetweentwointersectionswhereoneornoneoftheintersectionsissignalizedbutonlyifthepedestrianyieldstheright-of-waytooncomingdrivers.4TheCaliforniaVehicleCode21200(a)specifiesthatapersonridingabicycle“hasalltherightsandissubjecttoalltheprovisionsapplicabletothedriverofavehicle...”Accordingly,someprimarycollisionfactorsareambiguousastowhetherthedriverorbicyclistcommittedtheviolationwithoutexaminingindividualtrafficincidentreports.

    Participantslearningthe6E’sapproachtopedestrianandbicyclesafety.

    Theworkshopwashostedfrom9:00amto1:30pmatthePalermoMiddleSchoolCafeteria.Lunchwasprovidedtohelpmaximizeresidentparticipation.Eighteen(18)individualsattendedtheworkshop,includingrepresentativesfromCityofOrovillePlanningDivision,PalermoUnifiedSchoolDistrict,ButteCountyOfficeofEducation,ButteCountyPublicWorks,ButteCountySheriff'sOffice,CaliforniaHighwayPatrol,UniversityofCaliforniaCooperativeExtensionCalFresh,PalermoCommunityCouncil,andotherresidents.

    ReflectionsfromWalkability&BikeabilityAssessmentWorkshopparticipantsconductedwalkabilityandbikeabilityassessmentsalongthreeroutes:

    • Route1traveledeastonPalermoRoad,southonUpperPalermoRoad,westonWilliamsAvenue,andnorthonMelvinaAvenuebacktoPalermoMiddleSchool.ThisroutefocusedontheconditionsofthecurrentpedestrianandbikepathonPalermoRoadandPalermoParkonWilliamsAvenue,betweenMelvinaAvenueandIrwinAvenue.

    • Route2traveledwestonPalermoRoad,northonLincolnBoulevard,eastonBaldwinAvenue,andsouthonHewittAvenuebacktoPalermoMiddleSchool.ThesecondroutelookedcloselyatconditionsalongBaldwinAvenue,whichisamajorpickupanddropoffzoneforstudentstakingtheschoolbusorwalkinghome.

    • Route3travellednorthandsouthonAutreyLane,betweenMonteVistaAvenueandLasPlumasAvenue,withaspecificpurposeofgatheringdataforButteCountyPublicWorkstoapplyforCaltrans’ActiveTransportationProgramCycle4in2018.

    Participantswereaskedto1)observeinfrastructureconditionsandthebehaviorofallroadusers;2)applystrategieslearnedfromthe6E’spresentationthatcouldhelpovercomeinfrastructureconcernsandunsafedriver,pedestrian,andbicyclistbehavior;and3)identifypositivecommunityassetsandstrategieswhichcanbebuiltupon.Followingthewalkabilityandbikeabilityassessment,theparticipantssharedthefollowingreflections:

    ● HighSpeeds:ThepostedspeedlimitonPalermoRoadis35mphand25mphnearPalermoMiddleSchool;however,participantscommentedthattheyperceiveddriverstravelingmuchfasterthanthepostedspeedlimit.Participantsalsonotedalackofvisiblespeedlimitsignage.

    • LackofControlledorEnhancedCrosswalks:Withtheexceptionofa4-waymarkedcrossingat

    PalermoRoadandLincolnBoulevard,andstandardcrosswalksaccompaniedbyfluorescentpedestriancrossingsignsnearPalermoMiddleSchool,mostofthecrosswalksinPalermoareunmarkedandunsignalized.Duringthewalkingassessment,participantsnotedthatthemarkedcrossingsatthe4-waystoponPalermoRoadandLincolnBoulevardandneartheschoolwerefaded,makingitdifficultforvehicleswhowerealreadytravellingatelevatedspeedstosee.TherailroadcrossingmarkingsonPalermoRoad,betweenRailroadAvenueandOccidentalAvenue,werealsofaded.

    ● LackofPedestrian-ScaleLighting:Participantsnotedthattherewasminimalpedestrian-scale

    lighting,makingitfeelunsafetowalkatnightthroughoutRoute1and2.Residentsmentionedthatmostpeoplestayindoorsafterthesunsetsbecausetheydonotalwaysfeelsafeenoughtowalkintheirneighborhoods.

    ● BicycleandPedestrianPath&Wayfinding:CalWalksstaffnotedthattherewasnowayfindingordirectionalsignageatthestartofthebicycle/pedestrianpathonPalermoRoadandLincolnBoulevard.Signageforthebicycle/pedestrianpathonPalermoRoadbegannearPalermoMiddleSchoolandstoppedshortlythereafter.Thebicycle/pedestrianpathrunsdirectlyadjacenttothevehiclelanes,withtheexceptionoftheareanearPalermoMiddleSchoolwhereabufferwasinstalledtoseparatethepedestriansandbicyclistsusingthepathandthevehiclesdrivingalongPalermoRoad.Participantsobservedtrashcansandparkedcarsonthebicycle/pedestrianrouteonPalermoRoad,forcingpeopletowalkintothestreetinthoseareas.Residentsmentionedthatsomehomeownersconsentedtoasurrenderingofpartoftheir

    propertytobuildthebicycle/pedestrianrouteonPalermoRoadandthus,feeltheyhavearighttouseitasparking.

    Vehicleparkedinthepedestrian/bicyclepathonPalermoRoad.

    ● LackofSidewalks:DuetoalackofsidewalksthroughoutPalermo,residentswalkandbikeinthegutteroronpavedshoulders,wheretheyexist.StudentsatPalermoMiddleSchooltravelfromschooltoPalermoParkwithnopedestrianinfrastructurealongtheway.OnPalermoRoad,participantsobservedlow-hangingandoftendeadvegetation,whichobstructedthewalkingpath.Residentsexpressedfearsoftreesfallingoverintothewalkway.Lastly,participantsalsomentionedstray,aggressivedogsasanissuethatpreventedpeoplefromwalkingandbikingsafelyinPalermo.

    ● NarrowRoadConditions:Thecommunityresidentsexpressedconcernswithexistingroadsnotbeingwideenough.Inregardstolanewidth,ButteCountyPublicWorksexplainedthatalotofroadsinPalermostartedasfarmboundarylines,whichmeanstheCountywouldhavetobuylandtoexpandtheroads,addsidewalks,and/oraddbicyclelanes.Additionally,thewidthofsomeroadcannotbeexpandedornarrowedbecauseitwouldmakedrivingagriculturalequipmentandtrailersdifficult.SchoolbusesuseBaldwinAvenueinthemorningandafternoonforarrivalanddismissal,causingbackupsonBaldwinAvenue.DuringbaseballgamesandothercommunityeventsatPalermoParkandatthePalermoMiddleSchoolField,residentsparkacrossfromMelvinaAvenueandinfrontoftheliquorstore,blockingthevisibilityofpedestrianstryingtocrossatthemarkedcrosswalkonMelvinaAvenueandPalermoRoad.Ingress/egressfromtheschoolparkinglotalsocontributestotrafficsafetyissuesandcompoundschallengesforpedestrianscrossingonPalermoRoad.Additionally,thehighschoolbusstopandthepublictransitbusstoparelocatedatPalermoRoadandLincolnBoulevard,whichcausesbackupsfordriversandunsafeconditionsforpedestriansandbicyclists.

    WilliamsAvenueisanarrowroadoftenusedbypedestrianstowalkto

    PalermoParkonWilliamsAvenue,betweenMelvinaAvenueandIrwinAvenue.

    ● CommunityEngagement&Education:Participantsareconcernedthatsomeresidentswillbe

    resistanttoinfrastructureimprovementsinPalermobecauseofaperceivedthreatoftransientsandcrime.Residentswerealsoconcernedaboutunsafebicyclistbehavior,includingridingwhileintoxicated.ThecommunityalsohighlightedthelackofcommunityandsummerprogramsatPalermoParktokeepstudentsengagedwhilenotinschool.

    ● Flooding:AcreekonBaldwinAvenuenearLincolnBoulevardispronetofrequentfloodinginthewinter,whichcausesvehiclereroutingandforceskidstowalkontheshoulderoftheroad.Residentswereconcernedwiththelackofimprovementstobettermanagestormwaterdrainage,irrigationrunoff,andfloodingalongUpperPalermoRoad.

    CommunityResidentRecommendations Followingthewalkabilityandbikeabilityassessment,CalWalksfacilitatedsmall-groupactionplanningdiscussions.Workshopparticipantsdiscussedtwosetsofquestions:thefirstfocusedonprioritizingstrategiesfornon-infrastructureprojects,whilethesecondfocusedonpotentialinfrastructureimprovements.Workshopparticipantsprovidedthefollowingrecommendationsforoverallpedestrianandbicyclistsafetyimprovements:

    Workshopparticipantsprovidedthefollowingrecommendationsforoverallpedestrianandbicyclistsafetyimprovements:InfrastructurePriorities&Recommendations

    ● ImproveSidewalkConditions&AddressSidewalkGaps:Therewasgeneralconsensusamongparticipantsontheneedtoensurethatsidewalksandroadshouldersarelevelandfreefromobstructionslikevegetation,trashcans,andvehicles.Toincreasevisibilityandsafety,betterpedestrian-scalelightingisneededthroughoutallPalermoroads.Participantsalsorequestedadditionalsidewalksinareaswherethereishigherpedestriantraffic,suchastheroadsleadinguptoPalermoParkandthebaseballfieldadjacenttoPalermoMiddleSchool.

    ● CrossingEnhancements:Participantsidentifiedtheneedforhigh-visibilitycrosswalksandtheadditionofrectangularrapidflashingbeacons(RRFB),especiallynearPalermoMiddleSchoolwherethereisahighernumberofpeoplewalking.Toimprovecrossingconditions,participantsalsorequestedtherestripingoffadedcrosswalkmarkingsnearthecommercialareaonPalermoRoadandLincolnBoulevardandinstallinghigh-visibilitycrosswalksatthefourcornersnearPalermoPark.

    ● ImprovedSignage:Participantswereinterestedininstallingadditionalspeedlimitandbicycle/pedestrianpathsignagealongPalermoRoad.TheywerealsointerestedininstallingwayfindingsignagedirectingpathuserstothePalermoParkandothercommercialareasinthecommunity.

    ● PublicSpace:Participantswouldliketoimplementinfrastructurethatwouldpromotepublicgatheringspaces,suchasbenches,mini-parkareas,outsideseatingnearbusinesses,plazas,courtyards,andtemporary/pop-upinstallations.Theywerealsointerestedinrepurposingemptylotswherenegativeactivityanddumpingoccursintocommunitygardens,farmersmarket,andotherartprogramsforthecommunity.

    ● TrafficCalmingMeasures:Participantsexpressedadesireforspeedbumps,possiblyaraisedcrosswalk,infrontofPalermoMiddleSchoolonPalermoRoadtoreducevehiclespeeds.TheywerealsointerestedininstallingafixedormobilespeedfeedbacksignonLincolnBoulevardtodeterhighspeedsneartransitstopsandmarkthesectionofLincolnBoulevardnearBaldwinAvenueasaschoolzone.

    ● Drainage:Residentswouldliketoseebetterfloodingdrainagethroughoutthetown.Lackofdrainagefacilitiesatintersectioncausesfloodingofroadsandbusinesses,leavingstudentstowalkintheroadduringtherainyseason.AlongBaldwinAvenue,nearPalermoMiddleSchool,anolddrainageditchhadbeencoveredandturnedintoasidewalkandapickup/dropoffareaforbuses.ThisimprovementwasnotseenanywhereelseinPalermo;however,itcouldserveasanexampleofhowtore-plandrainageditchesthroughoutthetown.

    Non-InfrastructurePriorities&RecommendationsParticipantsalsoidentifiedthefollowingenforcement,education,andencouragementprogramsthatcouldbeimplementedtoimprovepedestrianandbicyclesafetyinPalermo:

    ● CommunityEngagement:Residentswouldliketostartwalkingclubstopromotehealthierlivingandcommunityinvolvementinactivetransportationadvocacy.Residentswouldliketoseeeducationalcampaignstargetedtowardsvehicular,bicyclist,andpedestriansafetybehavior.Participantsidentifiedaneedforfamilyandchildren’sprogramsatPalermoParktoencouragewalkingandbiking.Participantswereinterestedinimplementingwalkingschoolbuses,bikerodeos,andotheryouth-ledprojects.Finally,residentshighlightedtheneedforgreaterparentinvolvementthroughtheuseoftargetedoutreachatback-to-schoolnightsandnewsletters.

    CaliforniaWalks/SafeTRECRecommendationsCaliforniaWalksandSafeTRECalsosubmitthefollowingrecommendationsforconsiderationbytheButteCountyPublicHealthDepartmentanditspartners:

    ● HighSpeeds&WideRoads:Trafficcalmingmeasures,includingtheadditionofseparatedcurbextensions,speedfeedbacksigns,andaddressingmissingshouldersandsidewalks,mayimprovetheconditionsalongPalermo’sroadways.CaliforniaWalksandUCBerkeleySafeTRECsupportthemeasuresspelledoutinthecommunityrecommendationssections.WealsorecommendthataspeedstudybeconductedalongPalermoRoad,andLincolnBoulevardnearthemiddleschooltocollectaccuratespeeddatathatcanbeusedtosupportimprovements.

    ● CollaboratewithAgencyandCommunityPartnerstoEstablishandFundaSafeRoutestoSchoolCoordinatorPositionforButteCounty:ButteCountyDepartmentsofPublicWorksandPublicHealthhavemadegreatstridesinimprovingthesafetyofyouthtravelingtoandfromschoolthroughbothinfrastructureandnon-infrastructureimprovements.AnumberofschoolsacrossunincorporatedButteCountywouldbenefitfromapaidSafeRoutestoSchoolCoordinator.Duringtheworkshop,CalWalksstafflearnedthatmanyschoolsintheCountyareinruralareaswherestudentswouldmostlikelybedrivenorbussed.WhilethoseschoolscanalsobenefitfromSafeRoutestoSchools(SRTS)programs,theSafeRoutestoSchoolCoordinatorwouldfocusprimarilyonthoseschoolsacrosstheCountywherethestudentpopulationlivescloseenoughtowalkorbike,suchasinPalermoandSouthOroville.BecausetheButteCountyPublicHealthDepartmenthastakentheleadincoordinatingSRTS

    ○ Recruitandtrainvolunteerstoimplementeducationandencouragementactivitiesatindividualschools;

    ○ Coordinatedistrictorcounty-wideactivitiessuchasspecialWalkandBiketoSchoolDayevents;

    ○ Identifyandprioritizesafetyconcernsthroughwalkassessmentsandcommunityoutreach;

    ○ Workwithengineersandplannersonchangestothephysicalinfrastructurearoundschools;

    ● Applyforandleverageactivetransportationfunding,includingATPCycle4in2018andCMAQFunding:TheButteCountyDepartmentofPublicWorksimplementedthefirstphaseofSafeRoutestoSchoolinfrastructureimprovementsinSouthOrovillewithfundingfromATPCycle2.Currently,theButteCountyDepartmentsofPublicWorksandPublicHealthhaveappliedforATPCycle3AugmentationtoleverageCongestionMitigationandAirQuality(CMAQ)fundingforthesameareainordertobeginthenextphaseofthemulti-phaseinfrastructureimprovementsandnon-infrastructureSRTSelementsaroundthefour-schoolclusterinSouthOrovillealongMonteVistaAvenue,AutreyLane,andViaCanella,fromLincolnBoulevardtoLowerWyandotteAvenue.Witheachapplication,theCountybuildsuponitsstrengthsandsuccesses,andgrowsitsinventoryofSRTSprojectsandprogramming.This,inturn,hasbeguntoestablishastrongfoundationforourfirstrecommendation:tocreateandsustainapaidSRTSCoordinatorpositionintheCounty.Byleveragingdifferentfundingsources,theCountyisbetterpositionedtoimplementamulti-phasedprojectliketheoneinSouthOroville,andthissuccesscanserveasabestpracticeforlonger-termprojectvisioningandplanning,funding,andimplementationincommunitieslikePalermo.

    ● CollaboratewithButteCountyDepartmentofPublicWorkstohostpop-upandcommunityengagement/encouragementevents::Staffrecognizedthatparticipantsshowedinterestinhostingand/orparticipatingin“pop-up”infrastructureprojects(alsoreferredtoastemporaryor“tacticalurbanism”).Pop-updemonstrationsareagreatwayforthecommunityagencyrepresentativestoimaginewhataroadwaycanlooklikewithpedestrianandbicycleimprovements.ResidentscouldpartnerwiththeButteCountyDepartmentofPublicWorkstocreatetemporaryartbetweenbarsofhighvisibilitycrosswalksandintegratethestop,lookandwavecampaignnearschoolzones.
