    OVERVIEW OF NATION BUILDING, RECENT CIVILINFRASTRUCTURE PROJECTS IN PAKISTAN

    ABSTRACT: This paper describes the nations building civil engineering projects undertakenin Pakistan. These projects are collaboratively done by Military Engineering Services(MES) and Frontier Works Organization (FWO). The projects cover various sectors of thecivil infrastructure. The role of MES and FWO in the design, construction, and maintenance

    of civil facilities is briefly described.

    1. INTRODUCTION

    Military Engineering Services (MES) of Pakistan is somewhat similar to the U.S. ArmyCorps of Engineers (USACE) of USA. The Military Engineering Services of Pakistanserves the Armed Forces and the Nation by providing vital engineering services andcapabilities, as a public service, across the full spectrum of operations in support of nationalinterests.

    MES of Pakistan is made up of civilians and military members. The military and civilianengineers and other specialists work together as leaders in engineering and environmental

    matters.

    The diverse workforce of engineers, contractors, hydrologists, natural resource managersand other professionals meet the demands of changing times and requirements as a vitalpart of Pakistan armed forces.

    The mission is to provide quality, responsive engineering services to the nation including: Designing and managing the construction of military facilities for the Armed forces

    of Pakistan (Military Construction) Providing design and construction management support for other Defense and federal

    agencies. Planning, designing, building, and operating limited water resources and other civil

    works projects (Navigation, Flood Control, Environmental Protection, DisasterResponse, etc.)

    MESs involvement in works "of a civil nature" goes back almost to the origins of Pakistan.Over the years, as the nation's needs have changed, so have the MESs Civil Works missions.

    Those missions today fall in four broad areas: engineering and technical services to the

    Army, DoD and other Federal agencies, response to natural and manmade disasters, waterinfrastructure, environmental management and restoration.

    MES is part of ministry of defense of government of Pakistan and is headquartered inIslamabad. The engineers, designers, contractors, and administrators of MES have in thepast and remain prepared andready to meet any national security, emergency, and other national requirements.

    MES works in collaboration with FWO for various civil infrastructure projects that aredeemed to be in the category of building the nations civil infrastructure capacity. Thispaper describes the nations building civil engineering projects undertaken in Pakistan. Theprojects cover various sectors of the civil infrastructure.

    2. FRONTIER WORKS ORGANIZATION

    Frontier Works Organization (FWO) has over 40 years of excellence in service to the nationwith tremendous contribution to the nation building. FWO is continuously contributingtowards a prosperous and progressive Pakistan. The mission is to bring national developmentthrough modern network of roads and highways across the country. FWO known for beingthe trendsetter has entered in first Build Operate Transfer (BOT)project of its kind inPakistan. BOT project of Lahore-Sheikhupura-Faisalabad dual carriageway has finallybecome a reality.

    FWO has also diversified its activities from roads and highways to laying of Railroads,

    tunneling, construction/repair of Dams, barrages and highly technical projects in the fieldof telecommunication, which includes laying of underground optic fibre cable projects ofPTCL and NTC. FWO has completed its first international road project of Torkham-Jalalabad in Afghanistan. It was a challenging task assigned by the Government of Pakistanto FWO.

    FWO being a dynamic organization cannot rest on its achievements and laurels. Successin any field is only due to combined efforts and dedication of all members of the organizationand FWO has been lucky in this respect as it has been blessed with the most committedforce, at all levels of its leadership.

    Presently FWO is executing Lakpass Tunnel Projet (as BOT Project), Dera Ismail Khan

    Mughalkot Road (N-50) Project, Development of Infrastructure services for Sector G-13Islamabad, Telecom Projects of Wateen, Lyari Expressway project, DHA Karachi, Lahoreand projects of Railway. Recently, FWO completed Nuttal-Sibi Road (N-65) project, whichwas inaugurated by President of Pakistan.

    3. CAPABILITIES

    MES and FWO combined have diversified capabilities that include:

    Survey, soil investigation for roads, airfields, dams, bridges, tunnels and mining etc. Technical planning including preparation/vetting of designs. Preparation/conclusion of contracts. Planning/procurement of stores, equipment and plant. Coordination/supervision of works. Quality control and monitoring of projects. Financial management of projects including budgeting and costing. Repair of equipment/plant. Logistic support to all units in the form of bulk supplies of rations, Petrol, Oil and

    Lubrications, construction materials, stores. Medical support to all units including evacuation of causalities by helicopter and

    provision of facilities for major surgery and treatment of serious medical / dentalcases

    These capabilities are frequently relied upon as both MES and FWO are called upon forthe mega projects for the nation.

    4. ROLE IN NATION BUILDING TASKS CIVIL PROJECTS

    Some of the civil projects since 2006, undertaken by FWO in collaboration with MES arebriefly described below.

    4.1 Torkham-Jalalabad Road Project

    FWO is working on the construction of additional Carriageway of Torkham-Jalalabad RoadProject (Figure 4.1). Torkham-Jalalabad Road Project is a main artery giving access toseaport, Arabian Sea. With the growth in traffic volume, construction of additionalcarriageway along the recently completed Torkham-Jalalabad Road was needed. Earthbreaking ceremony was carried out on 13 Sep 2006 and the work commenced on 24 Jan2007. Total length of the project is 73 kilometers. Progress achieved as of September 2007

    is 6.25%.

    4.2 Telcom Project - Fiber Optic Connectivity between Shinkiari-Dassu

    This project has been awarded to FWO by NTC in Oct 2004 with an estimated cost of Rs.80.522 Million. Civil works including cable laying and installation of technical equipmenthas been completed.

    4.3 Telecom Projects

    Wateen Long Haul Optic Fiber Cable Project was awarded to FWO and this project in thearea of Multan, Lodhran, Bahawalpur, Rahim Yar Khan, Sargodha, Mianwali, Bhakkar,Multan, Okara,

    Faisalabad, Shikarpur, DG Khan, Jacobabad, Sibbi to Quetta in Nov 2005. Work on theproject is in full swing and as of September 2007, 95% of the project is complete.

    Another Optic fibre connectivity project covers the areas including Kharian, Jhelum,Islamabad-Taxila-Haripur, Abbottabad, Nowshera, Mardan, Peshawar, Kohat, Bannu, DIKhan and Bhakkar. The project was awarded to FWO in Nov 2005 at a cost of Rs. 295.678Million. 750.6 KM of excavation and cable has been laid. This project has been entrustedto FWO by DW&CE (PAF). The extension work on the project started in Jun 2006. Theprogress as of September 2007, 59% of the project is complete.

    4.4 Dualization of Railway Track from Khanewal to Raiwind

    FWO completed dualization of Railway Track from Lodhran to Khanewal via Multan wellbefore time. The project was inaugurated on 21 Nov 2006. Government has decided toenhance the project from Khanewal to Raiwind having length of 246 KM.

    President of Pakistan performed the groundbreaking ceremony of Khanewal-Raiwinddualization. FWO was awarded this project by Pakistan Railway with an estimated costof Rs. 616.946 Million. The work on the project is in full swing and as of September 2007,is 29% of the project is complete.

    4.5 Water Supply Scheme Jacobabad

    Water Supply Scheme of Jacobabad (Figure 4.2) was awarded to FWO in June 2005. Thework of part one has been completed. Work on part two, three and six are in progress andwill be completed well before time.

    4.6 Construction of Lakpass Tunnel on BOT basis

    Construction of Lakpass Tunnel was awarded to FWO in Jun 2006, with an estimated costof Rs. 708.655 Million. This project will be constructed on BOT basis. As of September2007, 26% of the project is complete.

    4.7 Development & Rehabilitation of Road from Mai Kolachi to Sub Marine Chowk

    This project was awarded to FWO in open bidding by KPT in Dec 2004. Project is partof Tameer-e-Karachi program. It includes construction of underpass, construction, and

    widening of road & construction of three culverts. Work on underpass started on 14 Mar2005. The project area is commercial and busy spot of the city. Keeping in view theconvenience of people FWO opened this underpass well before time.

    4.8 Lyari Expressway Project, Karachi

    Two lanes Lyari Expressway along both the banks of Lyari River is under construction.The project was inaugurated by President of Pakistan. It will minimize the traveling time;traffic will cross the city in about 20 minutes. As of September 2007, 47% of the projectis complete.

    4.9 Improvement and Upgradation of Shahrah-e-Darul Uloom

    (Korangi-8000) Project

    It is an important road project having length of 11.753 KM. Most of the revenue generatingindustries are located on this road. The work on the project is being executed at smoothpace.

    4.10 Widening and Improvemet of 120' Wide Beach Avenue, DHA Karachi

    FWO was awarded this project by DHA Karachi in May 2005. The work on the projectis almost complete.

    4.11 Wateen Long Haul Optic Fibre Cable Project

    FWO was awarded the project in Nov 2005 by Wateen in the area of Karachi, Jamshoro,Larkana, Thatta, Hyderabad, Nawabshah, Sukkur and Rahim Yar Khan. Total cable layedis 1236.8 kilometers.

    4.12 Extension of RBOD Project from Sehwan to Sea

    RBOD is a mega drainage project of River Indus. It will save 4.23 Million acres of landfrom water logging and salinity. Initially it was designed for 2271 cusecs discharge but thesame has now been revised to 3525 cusecs. Width of the drain has been increased from 31ft to 60 ft. FWO was awarded this project in Jun 2006. The work on the project is in full

    swing and will be completed within stipulated time.

    4.13 Construction of Gwadar-Pleri-Jiwani Section of Makran CoastalHighway Project

    FWO was awarded this project by NHA in Apr 2006 with an estimated cost of Rs. 2.48Billion. Total length of this road is 68.73 kilometers. Work on the project is in full swingand as of September 2007, 18% of the project is complete.

    4.14 Construction of Bridge at 100' Wide Dual Carriageway from Korangi toKhe-Ittehad DHA Karachi

    Construction of bridge has been awarded to FWO by DHA in Sep 2006. Total Cost ofBridge is Rs. 44.592 Million and the length of bridge is 42 meters.

    4.15 Construction/Rehabilitation of Walton Cantonment Board Roads Lahore

    FWO was awarded this project in May 2006. The project includes construction of serviceroad along Walton Road, construction of Khurshid Alam Road and Ahmed Bukhsh Road,construction/ widening & provision of drain, footpath along with main road of NishatColony. As of September 2007, 37% of the project is complete.

    4.16 Infrastructure development works of Block K, L & M (Package-III) Phase-VI,DHA Lahore

    FWO was entrusted the project of development works in block K, L and M by DHA Lahorein Nov 2005, with an estimated cost of Rs. 1.73 Billion. As of September 2007, 17% ofthe project is complete.

    4.17 Development of Small Industrial Estate-III Gujranwala

    This project is sponsored by TMA Gujranwala. Total cost of the project is Rs. 84.145million. Work on the project is in full swing. As of September 2007, 97% of the projectis complete.

    4.18 Dualization of Existing G.T Road Gujranwala

    City Government Gujranwala is the sponsor of this project. FWO started the work on thisproject in Aug 2001. As of September 2007, 98% of the project is complete.

    4.19 Construction of Aviation Hanger at Lahore

    E-in-C Branch GHQ awarded this project to FWO in Jan 2006. Work on the project is infull swing and as of September 2007, 87% of the project is complete.

    4.20 Wateen Long Haul Optic Fibre Cable Project

    FWO was awarded the project in Nov 2005 with an estimated cost of Rs 242.113 Million.The area is 158.5 KM. It starts from Gujranwala, Thokar Niaz Baig, Raiwind, Kasur toGanda Singh.

    4.21 Construction of City Saddar Road (Jinnah Road) Rawalpindi

    FWO was awarded this project in Dec 2006. This project includes construction / Rehabilitationof City Saddar Road, Ganj Mandi Road and Holy Family Road including New Katarian &surrounding roads. Work on the project is in full swing. As of September 2007, 35% ofthe project is complete.

    4.22 Dualization of Nazim-ud-Din Road F-6, F-7 and F-8 Islamabad

    CDA awarded this project to FWO in Dec 2005. Work on the project is in full swing. Asof September 2007, 85% of the project is complete.

    4.23 Fiber Optic Connectivity between Islamabad - Murree

    FWO was awarded the project by PTCL in Oct 2004. Work includes supply, laying, jointing,termination, testing and commissioning of 12 optical fibre. The task was challengingbecause of terrain condition and security environments of this area. However, work on theproject is in full swing and as of sepetember 2007, 90% of the project is complete.

    4.24 Dualization of Lehtrar Road from Khanna Bridge to Taramari Chowk

    FWO was entrusted this project by CDA at an estimated cost of Rs. 180 Million. Work onthis project is progressing well. As of September 2007, 40% of the project is complete.

    4.25 Construction of 2nd Carriageway Khyban-e-Iqbal F-10 Islamabad

    This project was awarded to FWO in Jan 2006 with an estimated cost of Rs. 43.534 Million.Work on the project is in full swing. As of September 2007, 96% of the project is complete.

    4.26 Fiber Optic Connectivity between Peshawar-Landikotal

    This project was entrusted to FWO in Nov 2004 by PTCL. Total cost of the project is Rs.

    13.084 Million. The project has been completed and ready for handing over to the sponsor.

    5. PROJECTS UNDER ACQUISITION

    The projects under acquisition include:

    Construction of Surab-Basima-Nag-Panjgur-Hoshab Road Project. Construction of Kurram Tangi Dam Re-Carpeting of Existing/Old Runway at PAF Base Qadri (Skardu) Rehabilitation of Additional Carriageway Torkham-Jalalabad Construction of Infrastructure Works Phase-VII Block-Q, R, S&T DHA Lahore Construction of Kachhi Canal

    Water Supply Scheme Sukkur Water Supply Scheme Nawabshah Golden Palms Residential Estate Gwadar (IBEX Engrs Pvt Ltd) Construction of Halak & Mangi Dams Rail based Mass Transit System for Karachi on BOT Basis

    6. NEXT DECADE

    FWO has come up a long way since 1966. Based on the experience gained in various fieldsof civil engineering, FWO has established its competency in handling large projects. It hasa large fleet of machinery, plant and equipment to undertake a variety of projects. Itsorganization in execution /supervision of work, its quick response to accept challenges andthe speed of execution and lastly no compromise on quality/specifications are outstandingfeatures. With its capabilities, it is best suited to undertake projects involving large scaleearth moving, stone quarrying, asphalt concreting, RCC works and controlled blasting etc,specially in projects like:-

    Tunneling Earthen Dams

    Airfield Pavements

    Construction of Bridges

    Construction of Roads

    Marine Structure

    FWO has also brought about some of the following important changes in its organizationto make it more vibrant and cost effective.

    Establishment of a separate directorate namely "Planning and Design Directorate",

    which has

    inherent capability of designing major projects.

    Enhancement of facilities for material testing

    Establishment of an independent branch to ensure quality control

    Building of in in-house capability to carry out survey and investigation of projects,

    on its own.

    Improving the financial management of projects. This has resulted in economy incompletion cost of the project.

    7. SUMMARY AND CLOSING COMMENTS

    The paper presented an overview of some of the recent civil sectors projects in Pakistanundertaken by MES and FWO of Pakistan. These projects range from road building,tunneling to laying of fiber optic cables.

    Both MES and FWO are relied upon to undertake mega projects of national significanceand with the capabilities developed, it seems that both are suited to undertake projectsinvolving large scale earth moving, stone quarrying, asphalt concreting, RCC works,controlled blasting, tunneling, earthen dams, airfield pavements, construction of bridges,construction of roads and marine structures.
