Mineral Springs Hospital in Banff Townsite, Banff National Park, is a single storey structure with a crawl space basement throughout, a mechanical mezzanine and mechanical interstitial spaces throughout, originally constructed in1986-1987. The Chapel was extended outward one year after opening (ie., 1988). A addition to the Emergency Room and Ambulance Bay was completed in 1999. The total gross floor area of the hospital, including mechanical floors (but excluding catwalks in interstitial spaces), is approximately 6,801 m2. For discussion purposes, the administrative and core area of the hospital is rectangular in shape and oriented with long axis running north-south. The Emergency Room and ambulance bay extends east off the southeast quadrant of the building. A Long Term Care (LTC) wing extends south off the southwest corner of the core building and contains 25 LTC beds and 1 room for overnight guest accommodation. Another wing housing Acute Care and Palliative Care services extends west off the southwest quadrant of the building. In total the Mineral Springs Hospital currently has a reported capacity of approximately 65 beds. A review of medical, laboratory, analytical and diagnostic equipment is beyond the scope of our evaluation and has notbeen included herein.
General Summary:
Structural Summary:Structural drawings were not available for review during the evaluation survey. Standard foundations likely consist of continuous reinforced concrete spread footings and internal pad footings. There is a crawl space basement with reinforced slab on grade concrete throughout (excepting the ambulance bay and a sunken boiler room). The building superstructure consists of steel frame construction with interior and perimeter steel columns supporting steelbeams and a conventionally reinforced suspended concrete slab. The roof structure contains sloping steel beams supporting corrugated metal decking (q-deck) and flat roof areas of similar construction. The building structure is in good overall condition.
Envelope Summary:The building envelope consists primarily of a faced sealed assembly with acrylic stucco exterior Insulation and Finish System (E.I.F.S.) cladding on concrete block back-up walls, with natural stone accents on some elevations. The main entrance has exterior and interior horizontally sliding, single glazed tinted doors in prefinished aluminum frames and automatic motion sensor operators. Secondary entrance/exit doors are single and double swing-type metal and glass doors with tinted single pane glass inprefinished aluminum frames and are equipped with automatic door closers and interior panic hardware. Utility doors are insulated metal in pressed steel frames and equipped with automatic door closers and interior panic hardware. The exterior windows are original fixed insulated glazing units (IGUs) with tinted glass in prefinished aluminum frames to match the exterior entrance doors. Patient / resident lounges and the Chapel have solarium glazing with sloping tinted IGUs in prefinished aluminum frames matching the exterior standard windows. Flat roof sections consist of conventional asphalt and gravel built-up roofing (BUR) and sloped roofing consists of cement tile/shingles. The EIFS cladding is generally in marginal condition with damage from burrowing birds and insects and opening cracking. Repairs are required and consideration should be given to replacing the EIFS assembly with a more durableassembly.

Residents, patients and staff report complaints of discomfort from condensing moisture and icing on the interior surface of windows during winter months. Replacement is recommended. The building envelope is generally in marginal condition overall.
Interior Summary:
Mechanical Summary:Plumbing piping and fixtures throughout the Mineral Spring Hospital are mostly original. Domestic distribution piping is copper/some cast iron and waste water piping (storm and sanitary) is a mixture of black metal, copper and ABS (plastic). Heating for the building is supplied by 4 original natural-gas fired Cleaver Unilux heating hot water boilers, each rated for 4,000 max MBH. Two high-pressure electric steam boilers (120 KW each) are utilized for sterilization purposes. One Unilux low pressure steam boiler is provided for humidification system. Domestic hot water is produces by three exchanger at 3 different temperatures. Each system utilizes a dedicated hot water storage tank and is heated by the existing boiler systems by tank emersion heat exchangers. Air conditioning system consists of Trane 150 ton chiller and a small Berg chiller. Ventilation or heating, cooling and ventilation is provided by a total of 7 air handling units. Approximately 120 variable air volume (VAV) boxes are distributed throughout the building. Building automation and controls consists of original Johnson Controls pneumatics and newer (approx. 2000) digital controls. Fire protection is provided by a wet-pipe sprinkler system throughout with an outside standpipe connection near the main entrance. Portable ABC-type fire extinguishers are distributed throughout the facility and there is a dedicated kitchen hood wet chemical system in the full service kitchen. The medical vacuum system and self-contained coolers for bio-hazard waste and the morgue are outside the scope ofthe survey. The mechanical systems are in good overall condition.
Electrical Summary:Electrical distribution to the site is via two utility owned oil-cooled pad-mounted transformers located outside the building. Main electrical switchboard is manufactured by Federal Pioneer and rated for 800 Amps, 347/600 Volts, 3-phase 4-wire service. The building is equipped with branch circuit panel boards throughout and the distribution wiring is copper. Approximately 80% of interior fluorescent fixtures were replaced with energy saving T-8 fixtures during 1996 renovation. Approximately 1/3 of interior fluorescent lighting in common areas and all interior lighting in O.R. and E.R. is on emergency power from the back-up power generator and original battery pack emergency lighting is provided in some mechanical rooms. Exit signage is provided by original incandescent fixtures. Replacement with energy efficientLED fixtures is recommended. The fire alarm control panel and intrusion detection/alarms are original. Replacement and upgrades to the systems is recommended. The building is further secured by keypad and HID magnetic card reader access controls, and video surveillance with 1camera located at the main entrance. Emergency power for medical and diagnostic equipment and primary heating and ventilation systems is provided by anoriginal 250 kw/312.5 kva diesel powered generator (Leroy Somer) located in the generator room on the main floor. The electrical systems are generally in good overall condition.

Roofing over the communications and electrical mezzanines has loose laid and ballasted single-ply EPDM roofing with scrim cloth separation between round ballast and EPDM membrane. Removal of debris from the roof is recommended (<$1,000).
Aluminum gutters with downspouts discharging to grade near the building footprint along the eaves of the sloped roof areas around the building. Random downspouts were missing and should be replaced (<$1,000).
Pyramid and barrel-type skylights are located over main corridor areas and have tinted insulated glazing units in prefinished aluminum frames. No leaks are reported and although exterior surfaces have oxidized and discoloured, the skylights are considered to be inacceptable condition.

Original (2004) Simplex 1000 multi-zone fire alarm control panel with remote annunciator panel. Monitored devices include: manual pull stations, 6 in. bells, rate of heat rise detectors, smoke alarms, in-duct smoke alarms, sprinkler flow and pressure alarms and door hold open devices on fire doors. The last annual fire inspection of the fire alarm system has been completed on December 9, 2009 by Banff Fire & Safety.
