1 REASON WHY I REQUEST TO BE INCLUDED IN THE ROSTER OF EXPERTS To PNUD Representative Global Support Programme (GSP) Subject : Expert for Technical Review of National Greenhouse Gas (GHG) Inventories and National GHG Inventory Systems Dear Madam/Sir, With my PhD in Chemistry and my position of Professor of Atmospheric Chemistry, I have already served as Chair of the Consultative Group Expert (CGE) on Climate Change, Chair for the World Bank Carbon Finance Steering Committee, Member of ICSU Steering Committee for Africa responsible of Climpate Change and Sustainable Development, Director of Atmospheric Chemistry Laboratory, Senior Adviser of the Minister of Environment, and Responsible for Agenda 21 Implementation. As member of the CGE, I was coordinator of the group of experts in charge of analysing and conducting a detailed assessment of the national GHG inventories and national inventory system products contained in the NCs submitted by Parties not included in Annex I. I was responsible for checking for calculation errors when spreadsheets are provided, identifying areas for improvement or further work ; and producing timely review reports of a high quality, while conforming to overall COP decisions, UNFCCC and IPCC methodologies. As Chair of the Consultative Group of Expert (CGE), my main tasks were: (i) to facilitate the exchange of experiences, problems encountered, and lessons learnt from the preparation of national communications, giving particular attention to the identification and assessment of technical problems and constraints that have affected the preparation of initial national communica tions by non-Annex I Parties that have yet to complete them, and make recommendations for consideration by the subsidiary bodies, and (ii) to provide input to the draft improved guidelines for the preparation of national communications of non -Annex I Parties. I have been involved in climate change issues since 1992. Dear Madam/Sir,

With my PhD in Chemistry and my position of Professor of Atmospheric Chemistry, I have already served as Chair of the Consultative Group Expert (CGE) on Climate Change, Chair for the World Bank Carbon Finance Steering Committee, Member of ICSU Steering Committee for Africa responsible of Climpate Change and

Sustainable Development, Director of Atmospheric Chemistry Laboratory, Senior Adviser of the Minister of Environment, and Responsible for Agenda 21 Implementation. As member of the CGE, I was coordinator of the group of experts in charge of analysing and conducting a

detailed assessment of the national GHG inventories and national inventory system products contained in the NCs submitted by Parties not included in Annex I. I was responsible for checking for calculation errors when spreadsheets are provided, identifying areas for improvement or further work ; and producing timely

review reports of a high quality, while conforming to overall COP decisions, UNFCCC and IPCC methodologies. As Chair of the Consultative Group of Expert (CGE), my main tasks were: (i) to facil itate the exchange of

experiences, problems encountered, and lessons learnt from the preparation of national communications, giving particular attention to the identification and assessment of technical problems and constraints that have affected the preparation of initial national communica tions by non-Annex I Parties that have yet to complete them, and make recommendations for consideration by the subsidiary bodies, and (i i) to provide

input to the draft improved guidelines for the preparation of national communications of non -Annex I Parties.

I have been involved in climate change issues since 1992. From 1996 todate, I have :

Already participated as member of Technical TEAM Expert (TTE) in the technical analysis of BUR 1

of Tunisia, Indonesia and Mauritania. Participated in several reviews for Annex I National Communications: In Depth Review (IDR),

Centralized Review and Desk Review as Lead Reviewer.

Conducted several technical analysis and reviews on GHG inventories since 2003.

Been the first expert to provide an example of the type of questions that might be considered during the review of national GHG inventory (Managing the Greenhouse Gas Inventory process,

UNDP 2005). Been giving lectures and conducted several research activities on GHG inventories from 1994 to

2012 in the West Africa region (Benin, Côte d’Ivoire, Togo). Directed several PhD and Master works on GHG inventories.

I have more than Twenty (20) years experience in GHG inventories process that allow me to show a demonstrated comprehensive technical knowledge related to estimation and technical review of national GHG inventories, and strong analytical, reporting, and writing abilities.

The different responsibilities; both national, regional and international; improved my familiarity with the UN system and my experience in dealing with governments and international organizations, increased my managerial skills and my negotiating ability, my ability to provide strategic direction and to establish and

maintain effective working relations with people of different national and cultural backgrounds, sensitive to, respect and understanding of diverse points of view especially applied to decision-making and, quick to identify key issues in a complex situation.

EXPERIENCE IN CILMATE CHANGE

In the UNFCCC process, I have been involved in the negotiation for the Climate Change and its Kyoto Protocol since 1992 and I participated to various workshops on methodological issues, review of methodologies for GHG inventories, mitigation and V&A, IPCC review of Vol. 1, 2 & 3 of TAR and FAR, preparation of meeting reports.

1. GHG inventories

I have been assisting several countries in their GHG inventories process (Benin, Burundi, Congo, Central Africa Republic, Comoros, Djibouti, DR Congo, Gabon, Guinea, the Gambia, Liberia, Madagascar, Mauritania, Rwanda and Togo). I have conducted several training workshops during the CNI and Phase II processes as trainer of GHG national experts and I am also involved in the training of trainers as expert for agriculture sector for the regional project on improving GHG inventories in West Africa and Central Africa.

I have assisted Madagascar, Guinea, Rwanda, Djibouti, Comoros, Central Africa Republic and Mauritania in their GHG inventories process (training and follow-up activities) for their SCN.

I have participated in several reviews for Annex I National Communications: In Depth Review (IDR), Centralized Review and Desk Review as Lead Reviewer.

I was involved in the National Communications Support unit Handbook on “Managing the National GHG Inventory process”. I have also served as reviewer and lead reviewer for many UNEP, UNDP, UNFCCC, IPCC, GEF documents, guidelines, books, handbooks on Inventories, methodologies, technical and scientific assessments and reports (experts groups meetings, workshops, etc). 2. National Communications

I have been involved in several workshops and participated in trainings on national communications mainly the use of the UNFCCC, IPCC, UNEP guidelines for GHG inventories, mitigation studies and vulnerability and adaptation assessment. As Chair or member of the Consultative Group of Expert (CGE), my tasks include:

Exchange experience and information on the preparation of national communications, including the consideration of sub regional experience, referred to in paragraphs 2 and 4 above, on the basis of agendas to be decided by consultation among the participants at each level of meetings;

Consider, as appropriate, the needs for and availability of financial resources and technical support, and the identification of barriers to and gaps in this support;

Consider, as appropriate, information in national communications from non-Annex I Parties in accordance with the guidelines for the preparation of initial national communications by Parties not included in Annex I to the Convention contained in the annex to decision 10/CP.2;

Review existing activities and programmes to facilitate and support the preparation of national communications by non-Annex I Parties with a view to identifying gaps and making recommendations for better coordination of these activities and programmes in order to enhance the preparation of national communications;

Identify the difficulties encountered by non-Annex I Parties in using the guidelines contained in the annex to decision 10/CP.2 and in the use of the Intergovernmental Panel on Climate Change (IPCC) methodologies and other models, and make recommendations for improvement where appropriate;

Identify any analytical and methodological issues, including technical problems in the preparation and reporting of greenhouse gas inventories, and in particular with respect to the improvement of data collection, the development of local and regional emission factors and activity data, and the development of methodologies, where appropriate, with a view to enhancing the quality of future inventories;

Examine national communications submitted by non-Annex I Parties, in particular greenhouse gas inventories, with a view to arriving at recommendations on ways of overcoming difficulties in the use of the IPCC methodologies and the UNFCCC guidelines relating to inventories contained in the annex to decision 10/CP.2, and also recommendations on possible innovations, and produce reports thereon;

Encourage interaction among experts from all Parties. As Chair or member of the Consultative Group of Expert (CGE), I participate in the organization of regional and international workshops. The main objectives of the workshops are: (i) to facilitate the exchange of experiences, problems encountered, and lessons learnt from the preparation of nationa l communications, giving particular attention to the identification and assessment of technical problems and constraints that have affected the preparation of initial national communications by non-Annex I Parties that have yet to complete them, and make recommendations for consideration by the subsidiary bodies, and (ii) to provide input to the draft improved guidelines for the preparation of national communications of non-Annex I Parties. As Chair of the Consultative Group of Experts (CGE), I have been involved in providing technical and managerial support to Non-Annex I countries in mainly Africa, Asia and Pacific for the preparation of national communications and technology needs assessments under the UNFCCC.

These reports while offering countries the opportunity to document domestic efforts aimed at addressing climate change also enable them to share climate relevant information amongst different stakeholders including the Conference of the Parties, national policy makers, and the wider national audience as well as with multilateral and bilateral development partners. With the increasing recognition that climate change and development are intrinsically linked and that climate impacts resulting from climate variability and extreme weather conditions is a threat to all aspects of human development and achievement of the millennium development goals, the incumbent is actively assisting countries use these reports as a strategic tool in aligning legitimate national interests and priorities to the overall goals of the Convention. Specifically, I participated in the following activities:

Represent CGE meetings and participate in the meetings of the subsidiary bodies, COP and COP-MOP of the UNFCCC

Participate in training activities and workshops that support the preparation of national communications

Provide input to training materials developed for use with revised reporting guidelines for the preparation of national communications

Provide technical comments to officer assisting the implementation of UNEP’s activities.

Contribute to the preparation of climate change publications relating to UNEP, UNDP, GEF initiatives and providing input and guidance to other relevant publications.

Develops options for an effective collection, collation, management and presentation of information provided by bilateral and multilateral agencies and other governmental organisations and institutions on their consultations with developing countries in the formulation of programmes and action plans to support capacity building activities in these countries.

Undertakes other duties as assigned, including preparation of technical reports and documents and drafting of inputs to reports and documents when needed.

Co-ordinates the preparation of compilation and synthesis reports of all national communications of non-Annex I (developing country) Parties to UNFCCC for the consideration of the subsidiary bodies of the CoP to the Climate Convention.

3. Biennial Update Report

I have been involved in several workshops and conducted several capacity building workshops on BUR mainly the use of the UNFCCC/CGE guidelines. I have also the opportunity to participate to several ICA.

4. Intergovernmental Panel on Climate Change (IPCC)

I have been involved in the different IPCC programmes, Working Groups and Task Forces activities since 1992 and later as National IPCC Focal Point and as Coordinator for the G77 and China (Inventories Group).

As head of an academic and research institution, my activities in climate change aim to assess scientific, technical and socio-economic information relevant for the understanding of climate

change, its potential impacts and options for adaptation and mitigation and to provide scientific, technical and socio-economic advice to facilitate decision making and better implementation of the United Nations Framework Convention on Climate Change and the Kyoto Protocol. Therefore, our activities are based on the Assessment Reports, Special Reports, Technical Papers, Guidelines produced by the IPCC and adopted by the COPs. Specifically, we have been implementing the IPCC Guidelines for National GHG Inventories since 1995 and the Revised 1996 IPCC Guidelines for National GHG Inventories, Good Practice Guidance and Uncertainty Management in National GHG Inventories, IPCC Technical Guidelines for Assessing Climate Change Impacts and Adaptations, Indirect Cost and Benefits of GHG limitations, etc.

As former IPCC focal Point and as expert, I have participated to a number of IPCC Expert meetings and workshops on methodologies, stabilization and mitigation scenarios, abatement options, Environmental Technology Assessment and reviewed several IPCC reports of the different working groups (WGI, WGII and WGIII). I participate in IPCC technical discussions NGGIP, Good Practice Guidance in LULUCF, etc. Furthermore:

I provided Technical assistance to many countries in their process of national communication mainly in training for capacity building on GHG inventories based primarily on the 1996 Revised IPCC guidelines, the GPG 2000, the GPG LULUCF 2003 and the 2006 IPCC guidelines

I was author and contributor for Volume I and Volume 3 of the 2006 IPCC guidelines.
