Today’s Briefing…

Purpose:AD is restructuring to better align and balance the workload, place employees on more updated, appropriate position descriptions and consolidate like work. The restructuring will impact the Corporate Data, Compliance, Internal Management and Customer Service Domains impacting a total of 286 BU employees.

There will be some changes to first and second level managers and four employees will be reassigned from NBU to BU positions.

Corporate Data Background/Changes:

A total of 119 employees will be impacted within the domain to enable similar functions to be aligned properly and give adequate support to major projects. Eighteen (18) employees will have PDs changed to accurately reflect the work they are currently doing, with no change in work currently being performed. The specifics are outlined below:

Master Files Division:

The Master Files organization maintains and modernizes enterprise information systems for individual and business account processing, including maintaining the integrity of all taxpayer accounts and issuing all required refunds, notices and reports. Customer Account Data Engine (CADE) Development & Integration office will be moved to the Master Files Division with twenty-eight (28) employees realigning intact.

Data Strategy & Implementation Division: The Data Strategy & Implementation Division works with all stakeholders within MITS and in partnership with the Business

Units to develop an Enterprise strategy to manage all data assets within IRS. One section in Master Files Division which includes forty-seven (47) employees and one section in Research & Analytics Division which includes twenty-eight (28) employees will realign to Data Strategy Implementation Division.

Research & Analytics Division:The Research & Analytics Division maintains integrated information applications systems for information return documents, automated tax administration systems, and master file data operations of tax administration systems for the processing, analyzing, and reporting of data. Forty-seven (47) employees are being realigned to Data Strategy Implementation Division.

PD Changes:Of the eighteen PD changes, three of the employees will also be realigned from Master Files Division to Data Strategy & Implementation Division as noted above. Fifteen of the employees with PD changes will remain in their current office (see attached list).

Compliance Background/Changes:

Changes include 105 employees who are being realigned to report to a new first or second-line Manager (four of which include PD changes from NBU to BU). They will be realigned to follow their work. Other changes are collapsing one section and consolidating workload.

Enforcement Division:The MVS Branch is being restructured.  They will be responsible two major initiatives - ExFIRS and RRP. 

F&PC Division: The Ogden Office (Development & Maintenance Section) supports F&PC Division related systems and the thirteen (13) employees have been realigned from Enforcement Division to F&PC. Seven employees will be realigned from the Collection Services Branch to the Appeals Services Branch to staff the Appeals Project Management Sections. The ICS Workstation Development and Support Section will be collapsed and the eleven (11) employees are being realigned to the ICS User Support & Testing Section and ICS Workstation Application Section and Appeals Services Branch.

Reporting Compliance Division (RCD): RCD is responsible for implementing a new legislative initiative - Information Reporting and Document

Matching (IRDM). This new legislative initiative will expand the agencies compliance activities and requires the creation of two new sections in Reporting Compliance, Compliance Development Branch. In addition, a Project Management Office is being created in Reporting Compliance Division to manage this initiative. Five (5) sections (57 employees) are being realigned intact with current 1st level managers to other Branches within the RC Division to balance workload, level set and move like-kind projects to benefit from economies of scale. Work duties and assignments will not change. Nineteen (19) employees are being realigned to various offices to leverage workload and support projects and maximize employee skillsets. Their duties will not change.

Internal Management Background/Changes

Forty-six (46) employees will be realigned within the Internal Management Domain to group like work together and follow their work to other offices. The only change is the employees will report to a new first-line and/or second-line manager.

The Modernization Office will be disbanded and a new Financial Systems and Budget Branch established in its place with two new sections.  Seven (7) employees will be realigned from other branches into this new branch. Four (4) employees will be realigned from Modernization; one (1) to the new branch and three (3) to other existing branches.

Seventeen (17) employees in the Custodial Accounting Systems Branch will be realigned; five (5) within the branch and twelve (12) to other branches.

The Web Integration, Collaboration & Development Branch will be renamed Planning, Analysis & Performance Branch and ten (10) employees will realign; four (4) within the branch, and six (6) to other branches.

Internal Management Background/Changes (cont.)

Nine (9) employees will be realigned intact from the Management Information Systems (MIS) Support Branch, Taxpayer Advocate Section to the Audit Branch, which will be renamed the Audit and Advocacy Branch.

Three (3) employees will be realigned in the Human Resources Systems Branch; one (1) within the branch, and two (2) to the Custodial Accounting Systems Branch.

The Travel, Accounting, Asset & Publishing (TAAPS) Branch will be renamed the Employee Services and Assistance Branch and two (2) employees will realign to other branches.

One (1) employee from the Audit Branch will be realigned to the Planning, Analysis & Performance Management Branch.

Customer Service What Will Change:

Due to collapsing several Accounts Management System (AMS) offices, the Requirements Management & Architecture Office and the three AMS Branches now report directly to the CS Domain Director. The e-Services Branch will also undergo realignments to improve efficiency and span of control. Sixteen (16) employees will be realigned as follows:

Four (4) employees within the AMS Programming Branch (new title: International & Field Applications Branch) are being realigned due to re-appropriation of project work.

One (1) employee from the Program & Project Operations Office & one (1) employee from the AMS Program Control & Management Office are being realigned to the Release Management & Architecture Office.

Customer Service What Will Change (cont.)

Two (2) employees from the Customer Communications Branch will be realigned to the Program Management Office as their duties support the entire branch

Two (2) employees from AMS Integration Branch, Support & Delivery Section will be realigned to follow their work; one (1) within the branch to the Tools Development Section, and one (1) to the AMS Development Branch, Inventory & Workflow Section.

The e-Services Branch will be renamed to the Tax Professional e-services Branch and expand the in-house software development from the current use of contractors. Two (2) employees will be realigned from the Customer Communications Branch because their skills & expertise are needed on this new e-Services Re-engineering project.

Four (4) employees within the e-Services Acquisition Project Office will be realigned from the e-Services Section to the Program Management Office and follow their work to provide oversight support.
