Wood floors aresubject to dry rot,while vinyl some-times can give offinvisible but toxicgases.
DEAR MR.MYERS: We justfound out that wehave some wood-rot damage to ourliving-room floor.Before we call ourinsurance repre-sentative, wewanted to ask you:Will the repair billbe covered by ourhomeowners poli-cy?
ANSWER:Probably not.
Wood rot, likedamage caused byinsect infestation,typically isn’t cov-ered by a basichomeowners policy.That’s because insur-ance is designed toreimburse an ownerfor a loss that’s sud-den and accidental.Rot takes a longtime to develop, sothe policyholderusually has to footthe entire repairbill.
There are somerare exceptions thatyou should consider.For example, if therot can be directlylinked to a pipe thatburst a few yearsback and flooded thewood floor, youmight be reim-bursed for the workneeded to make therepairs.
You might havean even betterchance of gettingrepaid for the job ifyou have a separateflood-insurance poli-cy and the dry rotresulted from a
storm’s rising watersthat had engulfedyour house.
Even if you don’thave a flood policy, itcertainly wouldn’thurt to call yourinsurance agent orcompany representa-tive to ask if there’ssome way to bereimbursed for theneeded repairs. Theworst you could betold is “no.”

MYERS: We havebeen looking fornew flooring forour kitchen andbathrooms. Bothmy husband and Ilike the way thatvinyl is so easy tocare for andinstall, but werecently saw a TVreport that saidvinyl can alsomake homeown-ers sick becausethe tiles can giveoff toxic gases. Isthis true?
ANSWER: Yes.The gases, known as
volatile organic com-pounds or simplyVOCs, include avariety of chemicalsthat government andprivate studies havelinked to several dif-ferent illnesses.Those health prob-lems can range fromheadaches and sorethroats to constantnausea and evenlong-term liver orkidney damage.
Other commonhousehold materialsthat can emit VOCgases include certaintypes of paint, paintstrippers, other sol-vents, moth balls,aerosol sprays andeven dry-cleanedclothing.
You specificallyasked about vinylflooring. If youdecide on vinyl,insist on a productthat carries the“FloorScore” seal.FloorScore is a vol-untary testing pro-gram that manufac-turers can request inwhich a neutral
party -- the respect-ed ScientificCertificationSystems -- checksout the materialused to make theflooring to ensurethat it meets healthyindoor air-qualitystandards.
Still, I’d look forflooring made ofsomething otherthan vinyl if, say, myfamily and I spentan inordinateamount of time cook-ing or eating in thekitchen or if we hada baby or smallchild who likes toplay or crawl on thefloor.

MYERS: My hus-band and I areboth 67, and theonly income weget each monthcomes from ourtiny SocialSecurity checks.We were turneddown for a refi-nance loanbecause our
income is so low,but we were ableto get a small,$5,000 personalloan to makesome much-need-ed repairs to ourhome. We madethe first severalpayments, butthen had to stopafter we ran intosome unexpectedexpenses. Weasked the lenderto renegotiateterms of the loan,but it refused,and now it’s
threatening togarnish ourSocial Securitychecks. Can it dothis?
ANSWER: No,although that’s acommon threatmade by unscrupu-lous lenders andcollection agencies.
Federal law pro-hibits lenders whoissue personalloans or other typesof private creditfrom garnishingSocial Security pay-ments to cover a
debt that turnssour. Such checkscan generally onlybe accessed torepay delinquentstate or federaldebts, such asunpaid incometaxes, studentloans or mortgagesbacked by statehome loan agenciesor federal programslike the FHA.
Unpaid childsupport or alimonyalso can be deduct-ed from SocialSecurity checks.

Summer isapproaching andyou know whatthat means _ lotsand lots of photos.Now that phoneshave evolved toinclude camerafunctions, I m like-ly to take photos ofeverything from asummer vacationto a tasty treat at afavorite restau-rant.
Trouble is, I dont really enjoy myphotos when theyare just sitting inmy phone (or in mycomputer), so Idecided to create asimple mini scrap-book to hold ahandful of myfavorites. Turnsout it s as easy asthe purchase of asheet of wrappingpaper, a piece offoam from the craftstore and a coupleof bottles of acrylicpaint.
Construction of a
mini book is sim-ple. Cut the wrap-ping paper into an8 {-by-25 {-inchstrip and accordionfold it in 4 \-inchincrements. Foldup the bottom 2inches to result inpockets that are
the perfect place tohold 4-by-6-inchphotos.
Decorate thefront cover withembellishments tomatch the theme ofthe photos that willsit inside. You cancustomize the cover
with a handmadestamp by simplycutting foam intothe desired shape,sticking it to awood block or plas-tic stamp mountand applying paint.You ll be surprisedat the amount of
detail you canachieve by shadingthe paint directlyon the foam, thenstamping it. Forextra texture, Istamped my pearonto a recycledpage from an oldbook. Trim around
the stamped image,fasten it to thecover and add atitle for a pear-fect-ly good mini scrap-book that can becompleted in min-utes.
Although it ishandy to use my
phone to take thepictures, it is won-derfully old-fash-ioned to select ahalf dozen of themto print and save ina little book thatwill probably out-live my phone andmaybe even myself.
