Thelast12monthsfromMay2015toApril2016wasextremelychallengingforthepropertymarketinSelangor.CoolingmeasuressuchasstringentlendingconditionscoupledwithcontinuedweaksentimentduetotheimpactfromtheimpositionofGSTandtheweakenedRinggitcontributedtoagreatlysubduedandsoftpropertymarket.WewitnesssubstantialcutbacksonnewlaunchesbyDevelopersandslowsaleswererecordedbymanyDevelopers.However,whiletransactionactivitiesforresidentialpropertyinSelangorrecordedadecline,itstillleadsinmarketactivitywhencomparedtotheotherstates,whichrecordedalacklustreyear.InarecentpropertysurveyconductedbyREHDA,morethanhalfoftherespondentsarereportedtobepessimisticonthepropertymarketoutlookforthe1sthalfof2016.Wewouldthereforeexpectthissoftpropertymarkettocontinueintoyear2016.

Besides thesemarket conditions, our industry also faced additional challenges in new regulations and policiesimposedbyboththeStateandthelocalauthorities.REHDASelangorhascontinuouslymaderepresentationsandworkedcloselywiththerelevantauthoritiestoresolvetheseissues. OneofthemajorengagementswasthemanymeetingswiththeSelangorTownandCountryPlanningDepartment(JPBD)Selangor,ingivingcommentsandfeedbacktotheManualGuidelineandSelangorStatePlanningStandardsdraft,(3rdEdition)whichisyettobepublished.Amongourmajorwish-listandcommentssubmittedareasbelow:-

SetbackonZerolotunits-toreduceminimumrequirementfrom20’to15’ Maximumdensity-REHDA’sproposalhasalwaysbeentoswitchplanningcontrolfromdensity-basedtoplot ratiobasis. Visitor’sCarPark-the20%visitor’scarparkrequirementshouldbebaseontotalnumberofapartmentsinstead oftotalnumberofcarparks. Groundfloorunits-Tolifttheprohibitionongroundfloorunitsforapartments Perimeterplanting-10’perimeterplantingtobeincludedintothe40’frontsetback. 2acreminimumsiteforhighrise-Toconsiderandallowforsmallersiterequirementforurbanandsemi-urban development Toreviewandreducetherequirementof2hectareopenspaceper1000residents

Fromthesubmissionmadeabove,JPBDSelangorhasthusfar,agreedonthefollowing:-

Therewillbenomorerestrictiononminimumsizeforhighrisecommercialorresidentialdevelopment The10’perimeterplantingwillnowbepartofthebuildingsetback. The2hectareopenspacerequirementper1000residentsisnowreducedto5sqmetreperperson

This came as positive news to the association after our continuous engagementwith the department.Wewillcontinuetopursueourothersuggestionsandproposalswiththem.

TheassociationhadalsowrotetotheSelangorChiefMinisterhighlightingourconcernsoncertainonerousproposedguidelinesonHill-SiteDevelopment(version2014edition2)byJPBDSelangor.Theonerousguidelineswouldhaveahugeimpactonthedevelopmentpotentialonhill-sideareasandwehaverequestedforajointdiscussionJPBDSelangor,togetherwithotherprofessionalbodiessuchastheInstitutionofEngineers,Malaysia.

TheimpositionoftheprovisionofRumahSelangor-kuunderthenewStateHousingPolicyhasalreadybeenenforcedbutasfeedbackfromitseffectivenessislimitedduetothelack-lustrepropertymarketoverthelastoneyear.Tohelpstimulatethesoftpropertymarket,wehaveagainappealtotheStatetoreviewthepolicyofnotallowingforeignpurchasesforlandedindividualtitledpropertiesandalsotoreducethethresholdlimitfromRM2.0miltoRM1.0mil.

Anotherissue,whichcameasasurprisetotheindustrywasthefreezeontheapprovalforallapplicationsofserviceapartment/SOHO/SOVOforaperiodof6months.Whilewemadetounderstandthatitwasdonetoallowthenewguidelinestobefinalized,REHDASelangorwrotetoLembagaPerumahanDanHartanahSelangor(LPHS)toraiseourconcernsitwouldreducesupplyandcausefurtherhardshiptotheDevelopersinthissoftmarketenvironment.Werequestthatthefreezebeliftedaftertheperiodof6monthsendinginJune2016. RejectiononwaterapprovalshadbeenanongoingissueinSelangorforquiteawhileandREHDAhadonmanyoccasionshighlightedthepredicamentsfacedbyour fellowmembers,buttonoavail.REHDA’ssurvey lastyear,revealedthatabout80%ofourmembersinSelangorandKLfaceddifficultiesingettingwaterapprovalfortheirprojects. SYABAShadwithhold approval/applications for newdevelopments giving reasonsof impendingwatershortageinSelangor,KualaLumpurandPutrajaya.WearenowgladthatboththeFederalandStategovernmentstookapositivestepforwardbycomingtoanunderstandingtoresolvethedispute.WiththeformationofPengurusanAirSelangorSdnBhd,welookforwardtoseeanendonthislong-pendingissue. Movingforward,REHDASelangorwillcontinuouslyengagetherelevantstateandlocalauthorities,otheragenciesandutilitycompaniesonvariousissuesaffectingourindustry.

Finally,Iwouldliketotakethisopportunitytothankmyfellowcommitteemembersfortheirtime,dedicationandcommitmentinchampioningandrepresentingthemembersinterestinthemanymeetingswiththeauthoritiesandalsointhesmoothrunningoftheassociation.

MAPEX Klang Valley REHDAMalaysia,REHDASelangorBranchandREHDAWilayahPersekutuan (KL) Branch jointly organized itssecondMAPEXfortheyear2015from31July-2August2015with thetheme“TowardsGreenandAffordableHomes” at Sunway Pyramid Convention Centre. YangBerhormatDato’Mah Siew Keong,Minister in PrimeMinisterDepartment,officiatedtheopeningceremonyon 31 July 2015. Total of 43 Developers, 2 financialinstitutionsand3GovernmentAgenciesparticipatedinthe3daysexpo. The finalMAPEX Klang Valley for the year 2015washeldfrom30October–1November2015atMidValleyExhibitionCentre. 78Developers offeringmore than25,000unitsofproperties,5financial institutionsandGovernmentAgenciesalsosupportedtheexposition.On30October2015,theopeningceremonywasofficiatedby Minister in the Prime Minister’s Department, YBSenatorDato’SriAbdulWahidbinOmar.

The first series of MAPEX Klang Valley for the year2016washeldfrom15-17April2016withthetheme“Home Ownership through Smart Financing” at MidValleyExhibitionCentre.

The expo also lined up with exciting activities andattractive prizes including property talks by industryexperts,blooddonationcampaign,andprizesforluckyvisitors as well as interesting activities for visitors ofMAPEX.

The above was a follow up visit from last year andthe objective of the visit was to explore investmentopportunities in Brisbane and Melbourne on AgedCare&SeniorLiving.About20participantstookpartinthevisitfrom31stAugustto5thSeptember2015,which was hosted by the Queensland and VictorianGovernmentrespectively.

Study Trip to Milan World Expo 2015

A study trip toMilan, Italy which included the visitto MilanWorld’s Exposition was held from 15 – 25September,2015.Atotalof15delegatesparticipatedinthevisit.

The theme chosen for the 2015Milan Exposition is“Feeding the Planet, Energy for Life”. This embracestechnology, innovation, culture, traditions andcreativity in the light of new global scenarios andemerging issues. The exposition involved morethan 140 participating countries and internationalorganisations. Each of the Pavilion halls exhibited auniquearchitecturalanddesign.

REHDA Open House

REHDA Open House 2016 jointly hosted by REHDAMalaysia, REHDA Selangor Branch, REHDA WilayahPersekutuan KL Branch and REHDA Youth was heldon21January2016atWismaREHDA.Approximately203guestsattendedtheeventincludinggovernmentofficials,representativesfromfraternalorganizations,membersofthepressanddevelopers.

Dialogue & Hi-Tea with TNB Selangor

REHDA Selangor organised the above event on 18August 2015 atWisma REHDA. The objective of thesession was to obtain the latest updates from TNB,to seek clarification and advice on issues faced bymembersandatthesametimetobuildrapportwithTNBofficials.Y’BhgDatukIRMohdAzimBinDato’HajiYusof,GeneralManagerofTNBSelangorheadedtheteamconsistingof19areamanagers/representativesand approximately 70 members of REHDA Selangorattendedthedialoguesession.

Briefing Session on the Application for New Water Supply (NAPS)

SYABAS organized the above briefing on 13 January2016 to brief stakeholders on the improvements of

application for new water supply effective on 1stJanuary2016.

Thefollowingimprovementswerepresented: Establishmentofanautoregistrationprocessfor newwatersupplyapplication(AutoNAPS)for developers(forbulkapplication)fornew developments. Introductionofnewformsofwatersupplysystem.

During the meeting, SYABAS assured that therequirements imposedondeveloperswhichcontainstheinformationoflotowneri.e.lotno,houseno,email,phone no, etc. shall be treated in strict confidence.SYABAS further clarified that any appeal raised bydevelopers,whichwerependingforapproval,willbeconsideredonacase-by-casebasis.

Public Consultation Session on SWAT II programme

Suruhanjaya Perkhidmatan Air Negara (SPAN)organized a public consultation on SewerageWorksApproval Transformation (SWAT) II programme on 2February2016.

The focus of SWAT project is to establish a betterregulatory framework and improve the sewerageinfrastructureinordertoprotectpublichealth,waterresourcesandenvironment.TheSWATPhaseIprojectwhich was implemented on 1 April 2014 receivedoverwhelming response where more than 50%applicationswasmadethroughtheSWATmechanism.Assuch,SPANproposedtoimplementtheSWATPhaseII project involving medium and high-risk sewerageinfrastructure.

REHDASelangormettheDeputyDirectoroftheTownandCountryPlanningDepartment(JPBD)Selangoron28October 2015 to followupon issues raised earlylast year. Some of the issues, which are consideredresolved,areasfollows:-

2 hectares per 1000 personREHDASelangorexpresseditsviewsastherequirementforopenspaceforhigh-risedevelopment(2hectaresofopenspace/1000population)isviewedasexcessive.JPBD Selangor acknowledged that the requirementwasnotpracticalandiscurrentlyreviewingit.

REPORTS oF SUB-COMMITTEES Ratio of 5 persons per householdThedepartmenthasagreedtoreducethehouseholdsize to 4.0 consistent with the association’srepresentation using the latest Population Censusstatistics showing smaller and reduced persons perhouseholdnationwide.

Drafting of the Selangor State Planning GuidelineManual and Standards Third Edition JPBDSelangorgrantedREHDASelangortoreviewthe3rd Editionof the Selangor State PlanningGuidelineManualwhich is still in thedraftingstageandyet tobepublished.Theassociationreviewedthedraftandsubmitteditscommentsandwascalledtoafollowupmeetingtodiscussfurtheronthesubmissionmade. Meeting on Gated & Guarded Community Scheme In view of the various models of Deed of MutualCovenant(DMC)preparedfortheGatedandGuarded(G&G) schemes on non-strata housing in Selangor,REHDASelangorwasoftheviewthatastandardisedDMC should be proposed to the relevant authorityfor the benefit of all parties. Currently, there arethreedifferentguidelinessetbyLembagaPerumahanDanHartanah Selangor (LPHS), JabatanPerancanganBandardanDesa(JPBD)andlocalcouncilsandthereis inconsistency on these guidelines. As such, theassociationhasappointeda legaladvisortostudyallthe different types of DMC and guidelines availableandtocomeupwithacommonguideline.ThiswillbesubmittedtotherelevantauthorityforconsiderationtobeusedasastandardDMC.

New Guideline for Slope Development

REHDASelangorwrotetotheChiefMinisterofSelangorinaletterdated11May2015,highlightingitsconcernsontheproposedguidelinesforHill-Sitedevelopment(version 2014, 2nd edition). Below are the concernsraisedthroughtheletter:-

1:0.5PlotRatioRestrictionforSites300m–1000m (AboveSeaLevel)

1:2PlotRatioand3-storeyBuildingRestrictionfor ClassIIILandbelow150m(AboveSeaLevel)

BufferZoneRequirementsBesideSlopes

Selangor State Structure Plan 2035 – Second submission The revised Draft Structure Plan 2035 was out forviewing and objection for the second time. REHDASelangor appointed a Planning Consultant for thesecond time to review the revised draft and submitobjectionstoimproveandenhancethedraftingofthestructureplan,whichwassubmittedtoJPBDSelangoron30September2015.Thestructureplanisstillinitsdraftingstageandtheassociationwasalsoinvitedtoattend a hearing session to present their views andobjections.

Focus Group discussion on‘Public Transportation Master Plan Selangor’ REHDA Selangor attended a half-day focus groupdiscussion on ‘Public Transportation Master PlanSelangor’.TheSelangorStateGovernmentappointedconsultantstocarryoutthestudyontheoverallpublictransportation system in Selangor and to come upwith proposals and suggestions with refined publictransport master plan. The papers presented arejustaninterimproposalandtheforumwascalledtoengagerelevantpartiesandstakeholdersforfeedbackandinput.

Sub-Committee Meetings Thecommitteemetandcameupwithapaperonopenspaceproposingto JPBDSelangor tostandardizetherequirements with local authorities and other stateagenciesinSelangor.Thepaperonopenspacehasbeensubmitted to JPBD Selangor and pending for furtherdiscussion.ThecommitteealsoappointedaPlanningConsultanttosimulateatownshipplanbycomplyingwith all planning guidelines and other requirementsby JPBD Selangor, LPHS and others agencies to giveanactual scenarioof thepercentageof landused inatownshipdevelopmentandhowcertainconditionsandrequirementsimposedovertheyearshasfurtherreducedthenetusableland.Theplanwouldbeusedto justify REHDA’s stand during meetings and otherengagementswiththerelevantstateagencies.

Petaling Jaya Zone Committee Meeting ThePetalingJayaZoneCommitteemeetingwasheldon 24 June 2015 and 29 January 2016 respectivelyat Wisma REHDA. Amongst the issues discussedincluding: VisitorCarParkRequirementforStrataResidential Non-TODPlotRatioGuidelines MBPJdecisiononTODPlotRatioat1:4 LandscapingMatters Discussiononissuesandupdatesrelatedtothe developmentofPJarea.

Landscaping Matters MBPJ had imposed some conditions on landscapingmatters which were difficult to be complied bydeveloper. MBPJ is in themidstofpreparingaSafeCityMasterPlan, which is a direct response to safety issueshighlighted during the workshop to formulateSustainable Development Plan of Petaling Jaya City(SustainablePJ2030).The issues includedsafetyandsecurity concerns in public and recreational areasaswell as concernsover crime. Thereare fourmainsecuritycomponentsthathavebeen identified.Theyareenvironmentalsafety,safetyinfrastructure,digitalsecurityandsafetymanagementandenforcement.

Public Dialogue on Selangor Public Transport Masterplan by MBPJMBPJ organised a Selangor Public TransportMasterplan (SPTM) dialogue session on 28 January2016. Theproposals andfindingswerepresented totheresidentsofPetalingJayatogaugetheircommentsand feedback. The comprehensive master plan istargeting a 60:40 ratio of public transport ridershiptoprivatevehiclesusageby2035.Atotalof12majorprojectswereproposedtoformtheframeworkofthemaster plan. The comments raised by the residentsincludingthefollowing:

1. PRINCIPAL OBJECTIVE

TheprincipalobjectiveoftheAssociationistopromote,assistandsafeguardallmattersofinterestofmembercompanies.

2. SIGNIFICANT ACCOUNTING POLICIES

(a) Basis of Accounting

ThefinancialstatementsoftheAssociationhavebeenpreparedunderthehistoricalcostconventionandcomplywith PrivateEntityReportingStandardsinMalaysia.

(b) Property, Plant and Equipment and Depreciation

Property,plantandequipmentarestatedatcostlessaccumulateddepreciationandaccumulatedimpairmentloss,ifany, andaredepreciatedonthestraightlinemethodtowriteoffthecostoftheproperty,plantandequipmentovertheir estimatedusefullives.

Theprincipalannualratesusedforthispurposeare:-

Furnitureandfittings 10% Officeequipment 10% Computer–software 10% Websitedevelopment 10% Renovation 331/3%

Fullydepreciatedproperty,plantandequipmentareretainedinthefinancialstatementsuntiltheyarenolongerinuse andnofurtherchargeforthedepreciationismadeinrespectoftheseproperty,plantandequipment.

Thegainorlossarisingfromthedisposalorretirementofanasset,determinedasthedifferencebetweenthenetdisposal proceeds,ifany,andthecarryingamountoftheitem,arerecognisedinincomestatement.

(c) Other Investments

Otherinvestmentsarestatedatcostlessimpairmentlosses,ifany.

Ondisposalofaninvestment,thedifferencebetweenthenetdisposalproceedsanditscarryingamountischargedor creditedtoincomeandexpenditurestatement.

(d) Income Recognition

i) Incomefromannualsubscriptionsandentrancefeefrommembersarerecogniseduponacknowledgedreceipt bytheheadofficeandagreedpercentageofthesefeesdistributedtothebranchesbytheheadoffice.

ii) Incomefromseminars,exhibitionsandotheractivitiesisrecognisedonreceiptbasis.

iii) Interestfromfixeddepositsisrecognisedontheaccrualbasis. iv) Dividendincomeisrecognisedwhentheshareholder’srightstoreceivepaymentisestablished.

(e) Impairment of Assets

Thecarryingamountsofassets,exceptforfinancialassets,arereviewedateachbalancesheetdatetodeterminewhether there is any indicationof impairment. If such an indicationexists, the asset’s recoverable amount is estimated. The recoverableamountisthehigherofnetsellingpriceandthevalueinuse,whichismeasuredbyreferencetodiscounted future cashflows.An impairment loss is recognisedwhenever the carryingamountof an itemof assetsexceeds its recoverableamount.Animpairmentlossisrecognisedasanexpenseintheincomeandexpenditurestatement.

Anysubsequentincreaseinrecoverableamountduetoareversalofimpairmentlossisrestrictedtothecarryingamount thatwouldhavebeendetermined(netofaccumulateddepreciationforproperty,plantandequipment)hadnoimpairment lossbeen recognised inpreviousyears.The reversalof impairment loss is recognisedas revenue in the incomeand expenditurestatement.

(f) Employee Benefits

(i) ShortTermEmployeeBenefits

Wages,salaries,bonusesandsocialsecuritycontributionsarerecognisedasanexpenseintheyearinwhichthe associatedservicesarerenderedbyemployeesoftheAssociation.Shorttermaccumulatingcompensatedabsences suchaspaidannualleavearerecognisedwhenservicesarerenderedbyemployeesthatincreasetheirentitlement to futurecompensatedabsences. Short termnon-accumulatingcompensatedabsences suchas sick leaveare recognisedwhentheabsencesoccur. (ii) DefinedContributionPlans

ContributionstoEmployeesProvidentFundisrecognisedasanexpenseintheincomeandexpenditurestatement asincurred.

(g) Cash and Cash Equivalents

Cashandcashequivalentscomprisescashinhand,bankbalancesandshortterm,highlyliquidinvestmentsthat arereadilyconvertibletoknownamountofcashandwhicharesubjecttoaninsignificantriskofchangesinvalue.

(h) Receivables

Receivablesarestatedatcostlessallowancefordoubtfuldebts,ifany,whichistheanticipatedrealisablevalues.

Knownbaddebtsarewrittenoffandspecificallowance ismadeforthosedebtsconsideredtobedoubtfulof collection.

(i) Payables

Payablesarestatedatcostwhichisthefairvalueofconsiderationtobepaidinthefutureforgoodsandservices received.
