§ Background on OSR Preparedness Assessment
§ Approach Used for the Manual and RETOS™
§ Use and features of RETOS™ V 2.0 § Final remarks
The Manual and the Tool (RETOS™) The ARPEL Oil Spill Response Planning and Readiness Assessment Manual and the Tool (RETOS™) were developed to assist governments and companies in assessing their level of oil spill response planning and readiness management in rela(on to commonly agreed pre-‐established criteria considering interna(onal Best Management Prac(ces.
Na(onal and Interna(onal Standards
§ MARPOL/OPRC § IMO Guidelines § Industry guidelines (IPIECA, ARPEL, API) § ISO 9000 y 14000 § 2008 IOSC Guideline § Laws and regula(ons
The guidelines and prac-ces referenced in the ARPEL Manual and RETOS are suggested; NOT
mandatory
Approach Used for RETOS™ § Scope: oil spills § Applicable to different spill scenarios:
o spill sources (i.e., tankers, pipelines, pla2orms)
o receiving environments (i.e., land, inland waterways, offshore, etc.)
§ Criteria (i.e., management requirements) specific for seven different oil spill response programs
§ Three assessment levels -‐ Increasingly comprehensive criteria
RETOS Applica(on to Oil Spill Response Programs
§ Government or Industry 1. Facility – Terminal, plant 2. Facility/Asset Opera2on -‐ Pipelines,
vessels, fleet § Government
3. Port/City/Local 4. Area -‐ Region, Province, State 5. Na2onal (& MulE-‐NaEonal)
§ Industry 6. Country or Business Line (e.g.,
ProducEon) 7. Corporate
ARPEL Manual and RETOS™ The Manual provides the background for OSR management assessment and explains the terms used, the approach to the assessment process, and the concept for gap analysis and global improvement.
The Tool (RETOS™) is an Excel™ applica(on intended as a checklist-‐type approach for a specific program and level of evalua-on.
Features in 2014 Upgraded Version § Interna(onal government/industry effort
o CriEcal criteria for Level A – Ensuring basic management o InsEtuEon-‐specific criteria – Flexibility o Global Performance Analysis -‐ Sub-‐scores per assessment category and simple display of results by category
o Auto-‐generaEon of a Global Improvement Program / ImplementaEon Plan -‐ PrioriEes for improvement / synergies
§ Manual includes >150 references (with web links) to external guidance documents
§ English and Spanish versions, currently

1 B9: General area at risk is identified based on spill sources.
There has not been a proper risk assessment. Suggest this is made and see the need to adapt the OSR program
ET Modeling; Sensitivity maps 3Q2015 IOSC Sub-element 4.3
2C6: Incident command is assigned to one or two specific individuals (by name or position) with backups identified.
Need to identify backup personnel. MM Management 2Q2015 IOSC Element 10, Sub-element 10.3
E3: Equipment is properly stored, in good working condition and being properly maintained and inspected.
Recommend boom be placed under shelter- will suffer UV damage if left as is.
OSR Warehouse space 2Q2015
Signed agreements for local (within reasonable distance) OSR assistance are in place.
Agreements are verbal only. Recommend more formalized approach.
MM Contracting 3Q2015 IOSC Sub-element 23.4
Species at risk are listed. Consider cross-reference to Area Plan. ET Documentation only 2Q2015
A Waste Management Plan is outlined.Standard waste plan is used; suggest Plan be reviewed and revised for OSR emergencies.
HSE Mgr Documentation; Contracting 4Q2015 IOSC Element 18
Regular training courses are provided on OSCP to response team personnel.
An initial class was provided to persnnel at site at the time of plan rollout. New personnel have not received training on the Plan. Provide for newer personnel.
HSE Mgr Classroom and field; Contracting 3Q2015 IOSC Element 9 and
Element 27
Audits of plans and facilities are conducted annually.
This audit was first; recommend audit or review be completed annually.
HSE Mgr Management; Contracting 4Q2015
Management documented improvement and milestones for next year. In progress. Need to finalize. HSE Mgr Management 3Q2015

Final Remarks § As of today, RETOS is being, or has been, used in 20+ countries for 50+ OSR programs, including REMPEITC-‐Caribbean and COCATRAM (Central America)
§ Gaps assessments typically have shown on average that 60-‐70% of Level A criteria were complete for programs assessed
§ Expecta(ons of use by IMO/IPIECA Global Ini(a(ve programs in WACAF, Black and Caspian Seas, and South East Asia
Final Remarks § ARPEL member companies have agreed to use RETOS™ as a benchmarking tool in pipelines systems (1st) and the approximately 100 mari(me terminals (2nd) in La(n American countries
