School Responsibility Each school attending must send appropriate members of staff to ensure that the participants can be safely supervised. It is a requirement that schools have the following information for each team member with them on the day;

Medical information

Emergency contact information including consent of parents/guardians for the young person to attend the event

Photo and video consent. If there are any objections regarding the taking of photographs please ensure we are aware of this as soon as possible to allow provision for this to be put in place. Participants not allowed to be photographed will be given a yellow sticker to wear during the event.

Participants must be supervised at all times on the event day (including trips to the toilet). Parking Information & Directions Please use the postcode HD1 4BP for sat nav. All Parking information can be found here: http://www.huddersfieldleisure.co.uk/how-to-find-us on the Leisure centres website. Please note, all car parks incur a charge. There is a bus and car drop off (on Merton Street) right outside the centres main entrance if you need to use this. There are a number of parking bays including disabled in the main car park, we will have some car park spaces reserved for you to use for the day. Registration Point Please make your way to the main sports all and visit our registration point to let us know you have arrived and collect your day’s schedule. Each participant will be given a district coloured t-shirt when they arrive. We encourage all participants to wear their t-shirts if possible - all t-shirt sizes are approximate. Here, you should remind us about any special requirements or information about participants which you feel we should be aware of. Please also hand in photo opt out forms and collect stickers for those not wanting to be photographed at this point. NB it is the team manager’s responsibility to ensure the appropriate action is taken to ensure participants are not photographed. Changing and Toilets The centre is fully accessible with a number of changing and toilet areas on the same floor as the sports hall. N.B. Changing areas will not be secure. Personal possessions left in these areas are at participants own risk, we would advise that you keep personal belongings with you in the main hall or use lockers provided by the centre. All facilities will remain open to the public, please supervise children and young adults around the centre at all times. Weather Considerations In extreme travel conditions or unforeseeable circumstances and the event may need to be cancelled, we will contact the district coordinators for your areas who will filter relevant information to you and your

schools. Please ensure that you are in contact with your district lead prior to the event. Lunch Lunch will not be provided on the day for Team Managers or participants. We encourage all participants to bring a drink (in a container they can refill) and a packed lunch. There is a café and vending machines available onsite where you can purchase hot and cold food/drinks. RESPONSIBILITIES

To ensure that inspections and assessments are carried out before each event The event manager and assistant will undertake the risk assessment. This will be in consultation with the officials running the specific sport.

Ensure that action is taken to safeguard children, officials and work colleagues All Panathlon personnel will be instructed before the event takes place under guidance of the event manager or assistant event manager.

Pass on health and safety information to appropriate people Act upon information received, by logging incidents

Controlling risks on event days as conditions change Should any problems be identified - the event managers in consultation with officials and teachers would decide upon a safe outcome. This will involve either changing equipment, moving the event or in extreme cases the sport will be cancelled and no points will be awarded

What’s available? Type: Mobile - overhead tracking. Make and model.

If they are battery operated are they fully charged up ready for use?

Are slings available? If so, what sizes and design are available and how many? NB. It isn't always appropriate to transfer slings between people if they haven't been appropriate laundered in-between (risk of cross infection, especially if used for toileting).

Are the slings currently used in the schools compable with the hoists at the venue (if is not what are you going to do? Are children going to be padded up rather than toileted during the day? Do they need to bring their own hoist and slings?

Are the hoists LOLER inspected - load test required by law every 6 months for equipment that lifts people.

How many participants require assistance with toileting? Are there going to be adequate staff:particpant ratio's? Do venue staff know how to use them?

Are changing couches available. Do they have cotsides?

The Event Manager will announce the end of the event.

If there have been any incidents between competing schools during the day - ensure that the schools are dismissed separately at the end of the event.

All litter is cleared. The centre must be left in the condition in which it was found.

BOCCIA Competition: A Panathlon team consists of three players, from a squad of up to six players. A

match is either two or three ends, depending on the competition timetable. Cumulative scoring, adding up all the scores from the ends over a match, decides the winner.

Rules & Game Play:

● Teams nominate a team captain before the match starts. ● Toss a coin with the captains to decide which colour balls each team has: Red or Blue. ● Red ball team sits in boxes 1,3 & 5. Blue ball team sits in boxes 2,4 & 6. ● All players have 2 coloured balls each. Team members cannot propel a ball on another

player’s behalf. ● Teams can use their own ball sets. ● All players propel the ball from a seated position. ● All players propel the ball from within their throwing box. Both the players feet and the chair

feet or chair wheels need to be inside the throwing box without touching box lines. ● There are no limitations on how to propel a ball, for example: a roll, push, kick, throw, ramp. ● Red team starts the match by propelling the jack ball. The red team captain may choose

which box (1, 3 or 5) to deliver the jack ball. A player can only propel the jack once in a given match. For the second end the blue team delivers the Jack. For the third end, in a 3 end tie, the jack is placed on the cross and a coin toss decides which team delivers first.

● The jack must be propelled beyond the “V-line” and within the court. The “V-line” is only for the jack ball on the serve, and can be ignored thereafter.

● If the jack is not propelled past the “V-line” or is out the court, the jack is given to the other team. This alternates until the jack is thrown in.

● After the jack has been delivered, the same player then propels their red/blue ball as close to the jack as possible. If the player fails to deliver their ball onto the court, their team must continue until they deliver a ball into court. There must be a ball to beat.

● The opposing team captain then nominates a box to deliver their first ball, aiming to get their ball closer to the jack than the opposition. If they fail, they continue until they have either succeeded, or have delivered all their 6 balls.

● If the red and blue balls are equidistant from the jack– the team that has gone last, goes again, then it alternates team until one team gets closer.

● During the game, if the jack is pushed outside the court, it is placed on the Cross. ● A ball touching the court line is out. (NB: A ball overhanding the court line, but not touching

is in.) ● The end is complete when all 12 red/blue balls have been propelled or discarded. ● The referee will decide which colour ball(s) are closest to the jack. All balls closer to the jack

than the opponents score one point each. ● Leaders scoring process: Score the end. Present the score to players. Remove the balls. ● The minimum score of one end is 1 - 0, the maximum score is 6 - 0. ● If two or more balls are equally as close to the jack, they all score a point if they are the

closest balls to the jack. ● Scoring examples

● 2 red balls are closest to the jack. This score will be 2-0 to reds. ● 3 balls touching the jack - 2 red & 1 blue. The score will be 2-1 to reds. ● 1 red ball is closest to the jack, the 2 next closest balls are equidistant 1 red ball

and 1 blue ball. The score is 1-0 to reds. ● Substitutions can be made between ends. Players swapping seats between ends is not

allowed.

● Over a match the score is cumulative. ● In the event of a tie after 3 ends. The jack is placed on the Cross. Team captain elect one

player from their team to propel one ball from their existing box. Toss a coin to decide which team will go first. The nearest ball to the jack wins the match. The Tie break point is not added to the team tally of points.

● After all the matches have been played – the placings will be determined as follows: Number of match victories, then: aggregate points scored, then: head-to-head, then: aggregate points conceded.

Notes to Ramp Assistants: ● The assistant must be within the throwing box facing away from the court ● The player instructs the assistant (verbal or non-verbal) to move the position of the ramp

and ball on the ramp. The player must make all ramp positioning decisions. ● The assistant can only assist. They cannot ‘aim’ for the player. ● The front of the ramp must be within the throwing box, behind the throwing box front line. ● The player must have control of the ball before it is released and can hold it with any part of

their body - hands, fists, elbows. The assistant can help to guide the limb into position if necessary, but the player must have the last contact with the ball.

● Ramp needs to be re-set at the beginning of each end only. Note: Boccia ramp rules are different to New Age Kurling ramp rules.

TABLE CRICKET

Competition: Table Cricket involves 6 players per team. Both teams have a turn at batting and

bowling. By the end of the game, every player will have faced 6 balls as a batter, and, bowled 6 balls as a bowler. The team with the highest batting score wins. BATTING

● The winner of the Coin toss elects to bat or bowl first. ● If one team has less than 6 players, one or more players can go twice. A team must have a

minimum of 3 players. This concession must not be used for a tactical advantage. We uphold the Spirit of Cricket.

● The batting team starts with 200 runs. ● The batter scores runs by hitting the ball against the sides of the table, avoiding the fielders. ● Batting technique is encouraged - stroking the ball with the bat rather than ballistic hitting. ● The table is split into 3 scoring zones (see diagram below): 2 runs, 4 runs, 6 runs. ● No runs are scored when

o The ball hits the white areas of the fielder piece. o The ball doesn’t hit any side of the table. It stops in the middle of the table.

● The batter is “out” and scores minus five runs when: o “Bowled” - The batter misses the ball and the ball drops off the end of the table within

the batters crease. o “LBW” - The ball hits the batter’s body, whether their stomach or their arm/hand. This

also includes if the batter picks the ball up with their hand. o “Caught” - The ball hits the red zone of a fielder piece

o “Caught and Bowled” - The ball hits the bowling launcher. o “Caught by the Wicketkeeper” - The batter hits the ball and it drops off the batter’s

end of the table. o The batter hits the ball off the table – whether on the full or after bouncing.

BOWLING

● The bowling is legal when: o The ball is gently pushed off the launcher towards the batter o Fielders are stationary as the ball is bowled ie. no active fielders.

● The ball is bowled again if (at the discretion of the umpires): o If the ball falls off the sides of the launcher when pushed. o The batter hits the ball the wrong side of the bat; ie. the triangle side. o The ball hits the join in the middle of the table & as a result, lifts off the table. o One of the bowling team fielders stops the ball with their hands, unless the umpires

can accurately predict where the ball was going to hit the table sides. o The batter hits the ball outside the crease.

● 4 runs are given to the batter if the bowler bowls a “no-ball” or “wide” delivery. No extra delivery is given, except for a delivery bowled in the last over of each innings.

o “Wide” - the ball drops off the table outside the crease side lines (20 cm’s from side). o “No-ball” – the ball hits the sides of the table before reaching the batter.

FIELDING

● Fielders may be moved by the bowling team between each ball. ● 3 fielder on one side, 4 fielders on the other side. 2 fixed fielders either side of the bowler.

● In a game ending with a Tie, separate the teams by: least wickets lost, then: most 6’s scored, then most 4’s scored, then: most 2’s scored.

● In a 4 team competition, predetermined semi-finals are followed by a 3rd/4th place match then a 1st/2nd place match.

● In a 3 or 5 team competition: After all the matches have been played, placings will be determined as follows: Number of match victories, then: runs scored, then: runs conceded, then: least wickets lost, then: most 6’s scored, then most 4’s scored, then: most 2’s scored.

Notes for Umpires

● Communicate the current team score & the individual scores at the end of each over. ● In the second innings, communicate runs needed to win to both teams. ● The game finishes when all the balls have been bowled, not when a team passes the other

team’s score, as there are -5 scores the outcome of the match can still change. ● Use cricket umpiring signals for - “Out”, “4”, “6”, “Wide” ● Encourage the fielding team to appeal NB. Table Cricket rules we do not include: Batter Standing/Sitting rules, Swing Ball usage, Moving Fielders in active play, Moving Ramp in active play, Hitting only behind the crease, Bat holding technique like vertical bat rules.

POLYBAT

Competition: Each match consists of 3 sets and involves 3 players from each team, playing

singles. The official will request the names of the 3 players from both teams before the start of the 1st set. The teams will rank their 3 chosen players in ability, and involve their highest ranked player in the 1st set, second most able player in the 2nd set, and the least able player in the 3rd & last set. No player is allowed to play more than 1 set per fixture. If a player plays more than 1 set per fixture, these sets will not count towards their teams score for medal placings.

Rules & Game Play:

● A coin toss to decide who will serve first for the first set. ● First to 7 points wins a set, or, if the score is 6-6 then by two clear points. ● Ambulant players need to play from a seated position if competing against a seated player. ● Every rally is scored, not just on a player’s serve. ● Each player has 2 serves (except in a tie break where they each have 1). The serve then

switches to the other player after 2 serves. Serve is hit from behind the service line. ● Serves must hit the sides of the table before their opponent’s service line (see image). ● If a serve does not hit the side of the table or hits the side before the opponents service line,

it is deemed a fault and a second serve is allowed. If the second service again is a fault then a point is scored against the server.

● After the serve the rally continues to the conclusion of the point. Shots do not have to hit the side walls

● The ball needs to maintain contact with the surface of the table. ● A point is scored when:

o A player hits the ball past their opponent, off the end of the table. o The opponent lifts the ball off the table. The ball either lifts over the sides of the table

or over the opposite end of the table without bouncing. o The opponent bounces the ball down the table. Note: If the ball hits a join in the table

and jumps up to give an unfair advantage or disadvantage to the player, the point will be replayed. This is at the umpire’s discretion.

o The ball hits the opponent’s body. The bat is the only contact surface allowed to hit the ball. This includes player stopping the ball with their other hand (non-bat hand).

o The opponent traps or stops the ball. ● Players can hit the ball more than once before returning it to their opponent ie. a block, then

a hit - providing the ball does not stop

● If the ball gets stuck in the middle of the table, the umpire can gently move the ball on to the opposing player.

● Alternate the team who serves first for the next set. ● A match between 2 teams will include all 3 sets being played.

● After all the matches have been played –Placings will be determined as follows: Number of match victories, then: number of games won, head-to-head, then: aggregate points scored, then: aggregate points conceded.

● NB. The medium sized airflow ball is used in competition, approx 7 cm in diameter.

NEW AGE KURLING

Competition: A Panathlon team consists of two, three or four players. A match contains three or

four ends, time dependent. Adding the scores from all the ends within a match, decides the winner.

Rules & Game Play: ● A coin toss to decide which colour stone, red or blue, each team will use throughout the

match. ● There are 4 stones thrown per team. A team of 2 or 3 people will involve some players

throwing 2 stones. ● The red team pushes the first stone of the first match, after which the colours alternate until

all eight stones have been pushed. Stones are pushed from any position behind the 3m throwing line.

● Stones can be delivered in a variety of techniques, pushed with any part of the body: hands, feet or using the ramp or pusher.

● Players can push the stones in any position, seated, sitting, standing. ● The stones must be pushed along the surface of the floor, not thrown. ● A foul throw is recorded if any part of the body is touching the ground in front or beyond the

sides of the throwing line. The foul stone is removed from play and is not played again. A warning may be given to the player the first time this happens.

● Retake the throw if the stone rolls onto to its side or falls upside down. ● Only stones on the round target area will score. If there are no stones on the round target

area at the end of the game, the score is 0 - 0. ● Stones closer to the centre of the target than the opponent’s stones score one point each.

For example, if four reds are on the target and closer to the centre than all the blue stones, the reds score 4-0. The highest possible score for one end is 4 points.

● If there are 2 equidistant stones closest to centre of the target, both stones are scored (1-1). ● Leaders scoring process: Score the end. Present the score to players. Remove the balls. ● Substitutions can be made between ends within a match. ● The blue team starts the second end. The winner of the coin toss will decide who goes first

in the 3rd end. ● Over a match the scores are cumulative. For example first end scores 1-0 reds. The

second end scores 2-0 blues. The current score is 1-2 to the blues going into the third and final end.

● In the event of a tie after three ends, one player from each team throws one stone each. Coin toss to decide throwing order. The first stone’s position will be marked & removed from play. The stone closest to the target centre wins the match.

● After all the matches have been played – the placings will be determined as follows: Number of match victories, then: aggregate points scored, then: head-to-head, then: aggregate points conceded.

● Notes to Ramp Assistants: A player can receive assistance to aid with the ramp. The end of the ramp can be beyond the throwing line, as long as the player is behind the throwing line. The assistant does not need to be behind the throwing line when the stone is released. The assistant must look at the player and not in the direction of the target. The player needs to “position” to ramp, whether verbally or using non-verbal communication.

ATHLETICS - Field

Competition: A Panathlon team may enter one or two athletes per event. One player can take

part in a maximum of 2 field athletics disciplines subject to the event criteria. There are 5 field athletics events during the competition. All 4 results from the 4 events are aggregated to calculate their placing. The events are:

Powerchair & Self-Propelled Wheelchair Slalom ● The Powerchair Slalom and the Self-Propelled Wheelchair Slalom are scored & medalled

as separate events, then combined to give one score towards Field Athletics. ● Competitors are timed around a marked out course (7 metre x 7 metre grid) ● The middle section of the course needs to be reversed through. ● A penalty of + 3 seconds is given for every post knocked over or moved. ● Depending on time available on the competition day, each athlete may have a practice trial

and two timed trials. ● Once all the competitors have raced in their category, the best time recorded for each team

determines the event placing. If teams are tied, the next fastest time counts.

Precision Bean Bag ● Each athlete throws 6 bean bags from a seated position. ● Points scored are determined by the place the bean bag first contacts the target area and

not where the bean bag eventually comes to rest. ● All bean bags must land in separate scoring zone to score. Multiple bags in the same zone

will score only once. ● If a bean bag cuts a line, the lower of the two scores counts. ● If a bean bag comes to rest outside the grid, no score is given. A bag that is over the

outside line is judged as out, no score is given. ● Depending on time available, each player has two trials (turns). Both players best scores

are added together to determine the team placing. If there is a tie, both players lowest scores are added together.

● NB. The target contains 15 scoring boxes. The maximum score is 56.

Standing Long Jump

● The jump technique is a 2 footed jump. ● The measurement is taken from the shortest distance to the jump line on landing. ● Depending on time available, each athlete can have between 2 to 6 trials. ● The furthest jump counts towards the medal placing. In a tie, go to the next best jump.

Javelin ● Foam javelins are thrown from a stationary position seated or standing using an overarm

technique. ● Depending on time available, each athlete has two trials

● The furthest throw for each team decides the final placing. If there is a tie, one additional throw is taken

ATHLETICS - Track Competition: Teams can enter one to four athletes per race. A team’s best 4 results from the 6

events are aggregated to calculate their overall total. If 2 or more teams have the same overall total, then the team with the greater number of 1st places, then 2nd places, and so on, will determine the result. The event manager reserves the right to vary the type of race and reduce the number of laps per race.

Rules ● Each relay race is 4 laps*

● A lap is approx 30 metres:15 metres to the cone, 15 metres back. ● Each relay race needs a minimum of 1 athlete and up to a maximum of 4 athletes.

Fun Runs If your team does not have the correct athletes for a race, you may still be able to take part in the race on a “fun-run” basis – speak to the event manager on the day. The “fun-run” team will not score points.

OVERALL SCORE

Teams receive points for their placings in each of the 6 Sports: Boccia, Table Cricket, Polybat, Kurling, Field Athletics & (Races) Track Athletics. In a four team competition points awarded are: 10 points for 1st place, 8 points for 2nd place, 6 points for 3rd place & 4 points for 4th place, to give a maximum of 60 points. If teams are tied on the same amount of points, countback will be used to separate the teams in this order: The team with the (most amount) highest number of 1st Places (10 point scores), then 2nd Places (8 point scores), then 3rd Places (6 point scores), then 4th Places (4 point scores). If all these are equal then head-to-head total victories across the 4 mains sports will count: Boccia, Table Cricket, Polybat, Kurling. If this is equal then, the relative placing of the last Athletics Race, will determine the winner.
