TheVISITATIONREPORT(DraftCandDaswell,NovemberandDecember2017,respectively)alsoidentified1non-
compliance(i.e.MajorDeficiency)identifiedforStandard3.6:
• ExternalPracticalTraining(EPT)aretrainingactivitiesorganisedoutsidetheEstablishment,thestudentbeing
underthedirectsupervisionofanon-academicperson(e.g.apractitioner).EPTcannotreplacethecore
intramuraltrainingnortheextramuraltrainingundertheclosesupervisionofacademicstaff(e.g.ambulatory
clinics,herdsvisits,practicaltraininginFSQ)(Standard3.6.)
ECOVEfinaldecision(May30th,2018)ratifythestatusestablishmentinthefinaldecisionto“CONDITIONED
ACREDITATED”,highlightingthemajordeficiencyforStandard3.5:
• Non-compliancewithStandard3.5becauseofinsufficientacquisitionofsomeofthecoreDay-One
Competences,duetoinsufficientclinicalrotationunderthesupervisionofacademicstaff.
Sincethen,FVETUMhasbeenfullycommittedtothecorrectionofalldeficienciespointedoutbytheEAEVEexpertsto
befullycompliantwithEAEVEstandards.OncetheEstablishmentreceivedthefinalvisitationreport,thedocumentwas
disseminatedtoallthemembersoftheFVETUM.ItwasalsopresentedtotheQualityAssuranceCommittee(QAC)to
proposeanactionplanthatwasapprovedbytheFacultyBoardinJunethe11th.TheQualityAssurancesystemstarted
toworkontheEAEVEFinalReportinordertoanalyseandaddresstheMajorDeficiency,andalsotheMinorDeficiencies
(Recommendations)andsuggestionsforimprovement.Forthatpurpose,theQACandtheWorkingGroupopeneda
periodofreflection;allthestakeholdersoftheFVETUMwereinvolvedinthisfruitfulprocess.Thedifferentproposals
aimedatcorrectingtheMajorandminordeficiencieswerediscussedandapproved,atafirstlevel,byQAC,andfinally,
theFacultyBoardratifiedimprovement.

Among thesemeasures, a significant increase of hands-on clinical training hours has been introduced in the core
curriculumwithinashortperiodoftime.Thiswouldnothavebeenpossiblewithouttheeffortsofthestaffandstudents
oftheEstablishment.TheFVETUMalsoacknowledgesthecounsellingandhelpfuladviceoftheEAEVEtosolveallthe
questionsandqueries,especiallythoseregardingtheincreaseofhoursofhands-onclinicaltraining.
Finally,wewouldliketopointoutthatsincetheEAEVEvisitation,theFVETUMalsoreceivedthevisitationoftheNational
QualityAgency(ANECA,ENQAmember)onMach2018toaudittheInternalQualityAssuranceSystem(socalledSGIC
or SAIC of FVETUM). A renewal of the AUDIT certificate has been obtained in July 2018
(http://www.um.es/web/veterinaria/contenido/calidad/sistema-de-garantia-de-calidad).

MAJORDEFICIENCY.Non-compliancewithStandard3.5becauseofinsufficientacquisitionofsomeofthecoreDay-OneCompetences,duetoinsufficientclinicalrotationunderthesupervisionofacademicstaff.
Factualinformation
Thecausesofnon-compliancewiththestandardandthepotentialmarginforimprovementwerethoroughlyanalyzed
bytheFacultyBoardinseveralsessionsduringacademicyear2017-18.
Afterconsideringallthecommentsincludedinthefinalreport(draftD),itwasagreedthattheMajorDeficiencywas
associatedtodeficitsinthePRACTICUM,andespeciallyinsomerotationsinvolvingClinicalPracticalTraining.Special
emphasiswastakentoreviewtheextramuralrotationof4weeksexpendedbyeachstudentinaselectedplacement.
ThiswasidentifiedbytheevaluationcommitteeasEPT,despitebeingslightlysupervisedbyoneacademictutor(written
reports),aswellasbythepractitioner(evaluationbyrubric).Additionally,thepossibilityofincreasingthetotalnumber
ofhoursofcompulsoryclinicaltrainingintheintramuralrotations(VeterinaryTeachingHospital,VTH)wasconsidered
apriority.
Ontheotherhand,increasingthenumberofacademicstaffinvolvedinthesupervisionoftherotationswasanurgent
need.SincethepowertohireacademicsisontheUniversityGovernment,animmediateofficialrequestwassubmitted.
Due to bureaucratic and legal issues, it normally takes quite long (months) to get the approval of new academic
contracts,howeverastheneedwasjustifiedandtheRectorteamveryreceptivefullsupportfromtheUniversityhas
beenobtained(AnnexI).
In the following lines the actions takenwith regards to the increase of clinical rotations and improvements in the
academicsupervisionareexplainedindetail.
Clinicalrotation.
Table IdisplaysthetotalnumberofhoursofClinicalPracticalTraining intheFVETUMcurriculumintheyearofthe
visitation(2017-18)andalsowhatisbeingimplementedduringthepresentacademicyear(2018-19).
Clinicaltrainingrunsfromthe4thtothe10thsemester,withspecialemphasisinthePRACTICUM(clinicalrotations).In
theyearofthevisitation(2017-18)itaccountedforatotalof733hours,owingtothePRACTICUM246intramuralhours,
18extramuralhoursand160hoursofEPT.Inadditiontothose160compulsoryhours,studentsofthe5thyearcould
takeupto750electivehours/yearofEPT(maximum910hours).Those160hoursembeddedinthePRACTICUMwere
quitecontroversialduringthevisitationbecausewhilecompulsory(takenbyallthestudents)andslightlysupervised,
theydidnotcomplywiththedirectsupervisionofacademicstaff.

In the present academic year (2018-19), significant changes in the PRACTICUM have been introduced, altogether
accountingforanincreaseof178hours(14intramural+164extramural)ofClinicalPracticalTraining.Changesmainly
consistedini)actionsoverthe160hourswhichwereconsideredasEPTbytheESVETCommittee,andii) increasing
somehoursof intramuraltrainingintheVTH(directactionsontheMajordeficiency).Neworlongerrotationswere
createdinthoseareasofclinicaltrainingidentifiedbytheCommitteeasMinorDeficienciesorareasofimprovement.

AllsuggestionsarelistedandbrieflyexplainedtheactionstakentillJuly2018andthosetobecarriedoutorunderwayafterthisdate(ECOVEmeeting).SomeofthemareverycloseandtheeffectdependsonthesameactiontakenandsomearealsolinkedtotheMajordeficiencysolutionsalreadytaken.ItisnotexhaustivetomakethisdocumentconciseandclearforACREDITATION.Suggestions Actionstobecarriedoutorunderway
1. UM and FVETUM should consider to delegatefull instructional power to the Dean withrespecttofinances(incl.budget),infrastructure,HR and curriculum. This would ensure fulltransversalcompliancethroughouttheFVETUM(and other Faculties) and place the ultimateresponsibility for finances (incl. budget),infrastructure, HR and curriculum with onepersoni.e.theDean.
The former andnewRector havebeen informedabout this suggestionbut thenationalandUniversitylegislationandrulesprovidelimitedcapacitytotheDean,althoughagoodrelationshipandcoordinationwiththeDepartmentsandRectorOfficearealignedforthesamegoals.WeareworkingonthenewStrategicPlanwithaMasterPlanofinfrastructuresandresources(humanandequipment)thatwillbeagreedbyallactorsandwillhelpinfuturedevelopmentoftheFVETUM.
2. FVETUMshouldreviewtheHR-structureintheVTHwithrespecttothecurrentdifferentiationbetween academic work, clinical work andtechnicalworkrespectivelyperformedbystaffmembers employedby theUMorby theVTHFoundation.
DifferentmeetingshavebeenheldwiththeDean’sTeamandDirectionTeamofthe VTH to study the possibilities of integration of VTH staff to improve thesupervision of students by academic staff. Asmention in Table III (page 6) theUniversityhasmadeabigefforttohirepart-timeassociatedprofessors.
3. FVETUMshouldconsidertoreducethenumberofcommitteesandtoestablishaclearstructurewith respect to governing bodies atDepartmental and Faculty level. Especiallycommitteeswitha transversal functionshouldbeprioritised.
The different Committees have been renovated and activated those withtransversalfunctions.OtherCommitteesarealsounderreviewforamoreefficientperformance.AnewUniversityStatutesarewaitingtobeapprovedandthatwillaffecttotheFacultyRegulationandCommitteeswillberedefined.
4. The University of Murcia is stronglyrecommended to delegate full instructionalpowertotheDeanwithrespecttofinances(incl.budget) at the FVETUM (sub-standard 2.5. inpartialcompliance).
AsmentioninSuggestion#1theDeanactivitiesarelistedintheregulationsandlimited in some senses. The steps followed may help to empower the Deanposition.
5. Thereisanopportunitytoincreaseservicefeesas the economic crisis is over to allow morefundstoreplacerequiredagingequipmentandraisethesalariesofnon-UMstaffmembers.
ServicesfeesareunderreviewandwaitingforthenewPatronagemeetingoftheVTHFoundationwiththenewRectorfornewproposal.ExpectedtoincreasetheSpanishRent.
6. Astrong,transparentandwellplannedstrategyfor the FVETUM financial situation should beconstructedandimplemented.
The Strategic Plan of theVTH is under reviewby theVTHBoard to implementactionstostrengththeeconomicsituationoftheVTH.Patronageneedstoreviewtheeconomicaidforstudentpracticaltrainingeveryacademicyear,anditisbasedonthenewrequestsfortheacademicyear2018-19,anddependentonthebudgetoftheUniversity.Itwillberequestedasignificantincrease.
7. TheCurriculumCommitteeshouldberevitalizedto increase QA and horizontal and verticalcoordinationbetweendifferentsubjects inthecurriculum.
The Curriculum Committee has been very active these months to review thehorizontalandverticalcoordinationbetweendifferentsubjectsinthecurriculum.Also, some coordination between preclinical subjects (anatomy, histology andphysiology)haveputinplaceandtheoutcomesareunderevaluation.Extendthemodel carryout in preclinical subjects to clinical ones. Also, some seminars areplannedtoawareacademicstaffofothercurriculamodels.
8. OwnershipandcontrolofthecurriculumshouldmovefromdepartmentalleveltoFacultylevel.
TheownershipandcontrolofthecurriculumhasbeenalwaysundercontroloftheFacultyBoardpreviousapprovaloftheCurriculumCommittee.Duringthismonths:2actionshavebeencarriedout:themappingofthecompetencesbysubjectstoidentifyoverlaporgaps,andthesurveytothestudentsforanewcurriculumtoincreasetheVeterinaryDegreefrom300to330ECTSatnationallevel.TheInternalQualityAssuranceCommitteesupportedbytheAcademicCommitteewillevaluatetheoutcomesofthemappingandthe330ECTStoproposetotheFacultyBoardthemodificationsornotofthecurriculum.Thisactionmayleadtoaminorchangeinthecurriculumoranewone.
9. Disciplinesshouldworkwithlearningoutcomesto buildmore cohesiveness and to streamlinethemtoapedagogicallyhighlevel.
All subjects have been addressed to identify their theoretical and practicaloutcomes the to share with colleagues in different ex-profess meetings of theCoordinationWorking Group of the FVETUM. This review of competences andoutcomes isreflected inthe2018-19academicguidesandalso intheRotationsportfolio.SeeStandard3,page21).
10. More communication between the veterinarypathology unit and VTH and teaching staff offorensicmedicine in toxicologyunit shouldbeinstigatedtoincreasethenumberofdiagnosticnecropsies.
There is nowrittenprotocol for this cooperationand it is carriedoutde facto.ThereissomeformalreviewofthepossibilitiesofaserviceopentotheVeterinaryClinicsthatisunderstudy.Thepossibilityofopeninganewservicetoreinforcethecollaborationbetweenthementionedunitswiththeparticipationofstudents.

11. Students should be involved in all aspects ofpatientcareandtreatmentincludingtakingcasehistories, communicating directly with clientsandwritingmedicalrecords.
The reviewed Portfolio and Rubrics include these professional skills that thestudentshavetoachieve.Somesimulationenvironmentisunderstudytogetthestudentsexposedtodifferentprofessionalsituations.(SeeStandard5,page23).
12. StudentsshouldhaveincreasedtimeintheVTH. ThenightshiftattheintensivecareunithasbeenreinforcedtoallowthestudentsonrotationsandinternshipstoincreasetheirtimeattheVTH.ThisisanimportantissuethatneedtobeaddressedwiththeAcademicCommitteeoftheVTHforthenextacademicyearincreasingthenumberofhoursattheVTH.
13. There should be consideration of theconsistencyofplacementsandformalteaching,andassessmenttrainingshouldbegiventoallthose teaching students as well as thoseteaching within EPT placements to ensureassessments are consistent in all placementswherevertheyoccur.
WiththenewEPTPortfolioacademicandnon-academicareincontactandboth,aswellasthestudents,havebeentrainedbytheVice-Deanwiththecompetencesin Rotations coordination. This is a pilot program thatwill be analysed for theacademicyear2018-19.AftertheimplementationoftheEPTPortfolio-Rubrics,itwill be analysed and considered all suggestions for improvement in 2018-19academic year. All new part time associated professor will have to follow amandatorycourseattheCentreforTrainingandProfessionalDevelopment(CTPD).SeeAnnexIII.
14. Consideration of how clinics can be promotedmoreintheMurciapublictoincreasecaseloadshouldbemadesothatthestudentexperienceandnumberofcasesseenremainsadequate.
Actions are oriented to close collaboration with the Veterinarian clinics as areferenceestablishment.Someformalandinformalmeetingshavebeencarriedout with the association representative to identify their needs and potentialserviceofthepublicclinics.MoUareunderstudyforaclosercooperationwiththelocalpractitionersandfromothernearbyareas.Expectedtobesignedbeforethenextacademicyear.

Clarificationonthe2018-19indicatorsDescriptionofhowandbywhothenumberandvarietyofanimalsandmaterialofanimaloriginforpre-clinicalandclinicaltraining,andtheclinicalservicesprovidedbytheEstablishmentaredecided,communicatedtostaff,studentsandstakeholders,implemented,assessedandrevised.
TheteachersresponsibleforeachpreclinicalandclinicalsubjectoftheDegreedesignateachingprogrammeonthebasisof thesyllabuscontents.Theapproximatenumberandvarietyofanimalsandanimalmaterials tobeusedforoptimal training is defined. This programming is done five to six months before the academic year starts. TheprogrammingisraisedfordiscussionandapprovaltodifferentgoverningbodiessuchastheDepartmentCouncil,theVTHBoardandtheFacultyCouncil.TheseschedulesaremadepublicontheFVETUMwebsite.Alltheinformationisevaluatedannuallyby theCommittee forAssessmentand Improvementof theCurriculum,which is responsible forpreparingareportthatissubmittedfortheapprovaloftheFacultyCouncil.AlltheFacultycollectives(academicstaff,supportstaffandstudents)arerepresentedinthegoverningbodies.
