Conference Background

G20 summit was first launched in 2008 when financial crisis plagued the world and then was designated as the major forum for international economic cooperation. To better mobilize resources, make G20 summit more representative and inclusive, a series of key supporting activities, e.g. Business 20 (B20), Labor 20 (L20), Youth 20 (Y20), Women 20 (W20) and Think-tank 20 (T20) will be held by the host country to lay an extensive social basis for G20 cooperation. In September 2016, G20 summit is to be held in Hangzhou, Zhejiang Province, the PRC, with the theme of “Constructing Innovative, Invigorated, Interconnected and Inclusive World Economy”, aiming at reaching valuable and forceful consensus in four major fields advocated by China, e.g. innovating growth pattern, perfecting global economic and financial governance, advancing international trade and investment, boosting inclusive and interconnected development. This is the first time for China to chair “top-level design of global governance”.

As one of the key supporting conferences of G20 summit, T20 is a major platform for global think-tank representatives to contribute their wisdom and thoughts to G20, so it is attracting great attention for its impact on the decision-making and implementation of G20 summit policies throughout years.

Being the chair country for G20 summit in 2016, Chinese summit will serve as a bridge to boost and catalyze development, during which, T20 will make its contributions by organizing global think-tanks and senior experts and scholars to offer feasible suggestions, thus providing intellectual support to global governance systems and governance capability. This T20 conference is expected to offer effective prescriptions and Chinese wisdom to world economy so as to find a new path for world economic growth. Therefore, T20 and G20 are complementary with each other in that they have identical theme and targets.

“T20 China Kickoff Meeting” was held on December 14th, 2015 in Beijing, which was the first public G20 supporting activity, signifying the kickoff of G20 “Chinese time”. It is arranged that 9 conferences of T20 (2016) are going to be held in China, America,Peru, Germany and Switzerland, brainstorming on global governance, trade and investment, economic growth, inclusive development and multilateral development banks.

Approved by the preparatory committee of G20 summit of Ministry of Foreign Affairs, 2016 T20 Conference on Innovation, New Economy and Structural Reform will be held from June 17th through 19th, 2016 in Anji County, Zhejiang Province, where the key thought, namely, “green mountains and clear waters are mountains of gold and silver” by Xi Jinping, General Secretary of the Communist Party of China was initiated. The Conference will be organized by Zhejiang University, together with Institute of World Economics and Politics, Chinese Academy of Social Sciences, Shanghai Institutes for International Studies and Chongyang Institute for Financial

Studies at Renmin University of China authorized by Ministry of Foreign Affairs. Besides, it will be hosted by China Academy of West Region Development, School of Economics, College of Education, Center for Research of Private Economy at Zhejiang University and be co-sponsored by The People’s Government of Anji County.

The Conference, with the theme of “Innovation, New Economy and Structural Reform”, consists of keynote speeches and three forums, namely, “‘The Belt and Road’ Initiative and Structural Reform”, “Innovation Driven and New Economic Development”, “Economic Transformation and Upgrading and Talents of Innovation and Entrepreneurship”. It tries to gather great minds to explore the intrinsic relations between innovation, new economy and structural reform and the solutions to contemporary world economic issues with Chinese experience. Therefore, the government officials of G20 member countries and developing countries, experts and scholars, think-tank representatives in and outside China, the representatives of international organizations and some entrepreneurs are present to offer their suggestions to key economic challenges and to promoting global economy, and to provide more strategic options and policies to G20 and intellectual support for optimizing global governance systems and capability.

Initiative”and Structural Reform“The Belt and Road Initiative” is an abbreviation of “The Silk Road Economic Belt and the 21st Century Maritime Silk Road”. “The Belt and Road Initiative” drive is not only beneficial to Chinese development and structural reform, but significant to boosting world economic development and prosperity as well as constructing just and rational new international political and economic order. The Forum is expected to explore new trends, tendencies and patterns, the mechanism for the coordinated advanced of regional economy, the inclusive and interconnected development so

as to realize cooperation and mutual-win of different countries. The following issues will be addressed in the Forum. 1. How to perfect the structure of global economic and financial governance institutions while promoting “The Belt and Road Initiative” construction; 2. How to construct effective regional cooperative frameworks and mechanism based on “the Belt and Road Initiative” to achieve the mutual-win for both developed and developing countries; How to build international economic cooperative corridor to step up regional economic integration and upgrade overall regional economy; 3. How to innovate growth modes, develop new growth impetus for world economy and construct new economic growth framework based on “the Belt and Road Initiative”? Besides, it is expected that holistic, more sustainable and new growth frameworks are proposed to cater to innovative methods of different countries for global development.

14:00-18:20 Parallel Session : Innovation Driven andⅡNew Economic DevelopmentWorld economic pattern has undergone tremendous changes with the economic adjustment and transformation in developed and developing countries as well as the surging of new technologies and new industries since the financial crisis in 2008. In the government report in 2016, Premier Li Keqiang stated the concept of “new economy” for the first time, which means cultivating new engines to step up Chinese economic transformation. The Forum is targeted at the following issues. 1. What are the major economic problems in the global community, in particular, in developing countries? Can the development of new economy address these problems effectively? 2. How to correctly comprehend the connotations of new economy, the global tendencies of new economy and policy support of different countries? 3. University in March 2015. His major research is focused on computer science and

Mr Stanley MutumbaSimataa, Deputy Minister of Information and Communication Technology of the Republic of Namibia, has been unanimously elected President of the 38th session of the General Conference of UNESCO.As Deputy Minister, he is the originator of several progressive initiatives moving the nation a step closer to promoting knowledge for development and meeting the tenets of access of information for all.Mr. Simataa also served as Executive Director of the National Council for Higher Education (NCHE) from 2007 to 2010. He once served as Deputy Permanent Secretary in the Ministry of Education,

and Director in the Speaker's Office of the National Assembly.In addition, Mr. Simataa worked for numerous commissions, notably he was Chairman for both the Namibia National Forum on Education for All and the Namibia Sports Commission, as well as, Member of the Multi-Disciplinary Research Centre of the University of Namibia and Deputy Chairman of the Namibia Library and Information Council.MrSimataa carried out his undergraduate degrees in Australia and South Africa, and completed two Masters from Universities in the Republic of Tanzania and the United Kingdom of Great Britain and Northern Ireland. CHEN Dongxiao, Research Fellow, doctoral supervisor, is currently President of SIIS since July 2013. Prior to this position, Prof. CHEN was Vice President in charge of academic research and international exchanges of SIIS. Before that, he also held the positions of Deputy Director of Department of Academic Research and International Exchanges, Director of the Department of International Organizations and International Law, Director of the

Department of American Studies. CHEN Dongxiao got his Ph. D in laws from Fudan University and had been teaching at the Department of International Politics of Fudan University until 1993. Dr. CHEN specializes in the studies of China foreign policy, Sino-U.S. relations and UN collective security. He has led and supervised numerous task forces on research projects entrusted by China National Foundation of Social Sciences Studies, Ministry of Foreign Affairs, Ministry of Finance, Taiwan Affairs Office of State Council and so on. Dr. CHEN is awarded as “Leading Scholar of Shanghai” in 2012. SHI Jinchuan, visiting professor to University of Chicago, Columbia University and London School of Economics, member among the first and second Faculty of Economics of Ministry of Education, is now Senior professor of liberal arts, Director of Liberal Arts Academic Advisory Committee at Zhejiang University, and Deputy Director of Government Advisory Committee of Zhejiang Province. WANG Jian, having a BA in psychology and a doctoral degree in engineering from Hangzhou University, began to chair Technical Commission of Alibaba Group from May 2015.

WANG Jian became the Chief Architect of Alibaba Group from September 2008 and President of Aliyun from September 2009 to September 2013. From August 2012 to May 2015, WANG Jian was CTO of Alibaba Group. He used to be professor and Head of Department of Psychology at Zhejiang University, former Executive Vice President of Microsoft Research in 1999 and then joined Alibaba Group.

ZHANG Li, Director, Research Fellow and Doctoral Supervisor of the National Center for Development of Education, Ministry of Education, Part-time Professor for Peking University, Beijing Normal University, etc. Meanwhile, he serves as the leader of the Team for Education Strategic Subjects of National Educational Science Planning, Executive Vice Director of China Education Development Strategy Research Association, expert consultant for Beijing Municipal People’s Government. He has been involved in the drafting and investigations of

many key documents and education policies of the CPC Central Committee, the State Council, the State Education Commission and the Ministry of Education, and has conducted in-depth research in public education policy analyses and research methods. Katherine Elizabeth Kirk is a writer who is currently researching her third book on the highly successful UK technology cluster known as ‘the Cambridge Phenomenon’. The first, co-authored with entrepreneur Charles Cotton and titled The Cambridge Phenomenon: 50 Years of Innovation and Enterprise, described the history of the technology cluster, focusing on how it developed after the establishment of Cambridge Consultants in 1960. The second, The Cambridge Phenomenon: Global Impact,

detailed the multiple ways that Cambridge companies and technologies have come to be used around the world, every day. Her new book, by looking into the academic, organisational, political and social structures that underpin the Cambridge Phenomenon, will attempt to answer the question, ‘what are the essential ingredients for a successful technology cluster?’.Kate has written and edited numerous business books with faculty at some of the top business schools in the world, and has worked for the International Rice Research Institute, the WHO Western Pacific Regional Office and Asian Development Bank in Manila. She has a BSc in biochemistry, a BA in English Literature, and an MSc in Public Relations. Kate is a Trustee of the Arthur Rank Hospice Charity in Cambridge, and also of Cicely Saunders International, an organisation that promotes research and education aimed at improving palliative care.

CHEN Zongnian, is currently President of CETHIK, Director of No. 52 Research Institute of China Electronics Technology Group Corporation and President , Ph. D and senior engineer of Hangzhou Hikvision Digital Technology Co., Ltd. He has been renowned as one of most honorable

presidents of 2012 Chinese listed companies, one of the top economic figures of 2012, Meritorious Entrepreneur of Zhejiang Province 2013 and one of the top ten excellent entrepreneurs of industrial enterprises of Hangzhou in 2013.

CHEN Zongnian, with professional background in both technology and management, is equipped with profound theoretic foundation and rich practical experience. He published over ten papers on technological innovation and material flow networking in the periodicals of impact. In addition, as an expert entrepreneur, he has been invited to economic conferences, conferences of emerging industrial planning of Zhejiang Province and delivered keynote speeches.

Since his serving as President of CETHIK and HIKvision, the revenues and gross profit maintained a growth rate of over 40% annually. In 2015, the revenues of CETHIK reached over RMB 27 billion yuan; HIKvision has become the leading product and service provider in global video surveillance and security, ranking first among HIS global video surveillance enterprises for four consecutive years.

HaraldNitsch is Professor for Real Estate Management at the Cooperative State University Baden-Württemberg (DHBW), Mannheim, Germany. He graduated from his studies at Albert-Ludwigs University Freiburgin Mathematics (baccalaureus degree) and Economics (diploma degree).He received his doctor degree from the Faculty of Economics ofAlbertLudwigs University Freiburg in 1994 and his habilitation in economics in 2003.After teaching as Privatdozent at Albert Ludwigs University Freiburg,

HaraldNitsch became professor at DHBW Mannheim in 2008,and since 2009 he is also the head of the Real Estate Management Department, managing the study program. His area of research is in the application of quantitative methods in real estate market analysis, at linking real estate appraisal to economic theory, and the relationship between real estate economics and monetary theory. He particularly works on the development of hedonic price models for rents and prices, in the application of Tobin’s q concept on real estate investment, and on the impact of migration processes on real estate markets. HaraldNitsch is member of VereinfuerSocialpolitik and his publications include co-authoring of the German edition of Alpha Chiang’s Fundamental Methods of Mathematical Economics, as well as journal articles on Chinese, and Korean real estate markets. He graduated from Law School of National Taiwan University and has 22 years of practical business experience in the risk management and sales management of consumer finance and small and micro-finance of the banks in Taiwan and the mainland of China. He once served in Citibank, ING Bank and American International Group. Currently, with his rich experience and wisdom, he has created an industry-leading safe and sound risk control system in Quark Finance.

SilviaLombardi is researcher in Business Statistics at the Italian National Institute of Statistics (ISTAT) where she is works at the Business Statistics Directorate. She has worked in the 2011 Business Census and more recently at the identification of Italian industrial districts. She is currently involved in the theme of Labor Market Areas development and illustration of their use in official statistics with regard to industrial districts. She is conducting research on the

topics of structural changes in industrial districts since the 2000s, firm-level competitive behaviors and industrial policies. Since the experience in the Economic Census division, she has been conducting research on Chinese migrant entrepreneurship in Italy, with particular attention to the territorial level, as well as ethnic entrepreneurship more in general. Research activity involves also statistical analysis of economic units, survey methodologies and techniques.

She holds a Master degree in Applied Econometrics at the Higher School of Economics and Finance (SSEF - Italy) gained in 2013. She was contract researcher at the University of Florence, where she was awarded a Phd in Economics and Management of Enterprises and Local Systems in 2008. She conducted research fieldwork in the Yangtze River Delta (China) on industrial clusters and was research grant at the Hong Kong Polytechnic University.

Professor YAO Xianguo, is currently Senior Professor of liberal arts, Secretary of the CPC Committee of China Academy of West Region Development (CAWD), Zhejiang University. After getting his master’s degree in Department of Economics in Fudan University in 1982, he became a teacher in Zhejiang University, went for further studies in

Munich University of Applied Sciences and University of Munich from 1985 to 1987. His research interests cover labor and social security, human capital investment, public administration and public policy, theories of economic transformation and economic reforms. Besides, he chaired over 70 projects, including 9 projects in Key Projects of National Natural Sciences Fund, major Project of Philosophy and Social Sciences Research of Ministry of Education, National Social Sciences Fund and National Soft Sciences Fund. He has published 10 monographs as well as 180 papers in Economic Research, China Industrial Economics, Management World, World Economy, etc. and got many provincial and ministerial awards. He was an Expert with Special Allowance of the State Council from 1992, selected into First-tier “151 Talent Project” of Zhejiang Province in 1997 and appraised as the young and middle-aged technological personnel with distinguished contributions of Zhejiang Province.

He used to be Deputy Dean and Dean of Department of Economics, Executive Vice President of College of Business Management, Executive Vice President of College of Foreign Economy and Trade, Executive Vice President of School of Economics and Dean of School of Public Affairs, Zhejiang University.

Proficient in English and Germany, Professor YAO used to be Director and Research Fellow of Australian Research Center of Chinese Provinces and Cities as well as chair professor of Universitat Witten, City University of Hong Kong and University of Modena and Reggio Emilia, Italy. Qiushi Academy, the predecessor of Zhejiang University founded in 1897, was

As of January 2016, there are a total of more than 47,339 full-time students enrolled at Zhejiang University, including 14,289 master candidates, 9,153 Ph. D candidates, and 23,897 undergraduates. Shanghai Institutes for International Studies, established in 1960, is under the governance of Shanghai Municipal People’s Government. The Institute, a new-type think tank with Chinese characteristics, has invited 82 former government officials, bankers and distinguished scholars from over 10 countries as senior research fellows to have cooperative ties with about 30 think tanks

4、Center for Research of Private Economy, Zhejiang University (CRPE)

The Center, under the support of Ministry of Education, is the first Center of its kind among Chinese institutions of higher learning established in 2002. In 2004, the CRPE became the key research base for humanities and social sciences of the Ministry of Education (the only one in the studies on private economy) and the innovative base for “Studies on Chinese Private Economy” national philosophy and social studies (Category I).

Province, covers a total area of 1,886 km2 and a population of 460,000. Established in
