ThisapplicationproposestheestablishmentofaRegionalCentreofExpertiseinEducationforSustainableDevelopment(ESD)forBordeaux,France.ThescopeofRCEBordeauxextendsbeyonditssub-urbanlimitsto include thesurroundingscitiesandconstitutinganurbancommunitycalled"BordeauxMétropole"adiversegeographicalregionextendingoneithersideoftheGaronneriver.Thisarea,inscribedinasquareofa50kmssize,consistedofurbanizedareas,andontheperiphery,agriculturalareas(mainlyvines)andpine forests. This area includes also most of the university campuses of the Aquitaine region, aninternationalairportwithindustrialzonesandaportfortradeandtourism.

Ø ReasonsforgeographicalScope

Aquitaine is one of the largest region in France with 3.500.000 inhabitants. Its economy is based onprimarysectoractivities (agriculture, forestryandaquaculture), secondarysectorand industry (aviationandspaceindustry;agri-foodindustry;woodsector).Bordeaux Métropole has some 800.000 inhabitants, mainly city residents, and is made of 28municipalitiesthecentreofwhichisconstitutedbythecityofBordeaux.

Bordeaux isametropolis,withwell-established rail,busand tramnetworkswithinandbeyond thecitylimits.BordeauxcityandBordeauxMétropoleandsuburbshavealargeurbanlandarea,covering579,27km2acrossthe28administrativemunicipalities.BordeauxMétropoleislocatedonthetwobanksoftheriverGaronnethatgivesaveryspecialcharmduetotheclassicalarchitectureofthe17thcenturybuildingsThe urban, sub-urban and rural areas of Bordeaux Métropole are characterised by a good qualityenvironment, ranked 79 among 4000 French cities attributed to relatively low levels of air and waterpollution.The population of Bordeaux Métropole is 1.100.000 inhabitants or so with a density of 1294inhabitants/km2onaverage,higher inthemaincityofBordeauxanddecreasingprogressively fromthecentretowardstheperipherywherearelocatedsomesemi-ruralareas.

BordeauxislocatedclosetotheEuropeanAtlanticcoast,intheSouthwestofFranceandintheNorthoftheAquitaineregion.Itisaround500km(310miles)southwestofParis.Thecityisbuiltonabendoftheriver Garonne, and is divided into two parts: the right bank to the east and left bank in the west. InBordeaux,theGaronneRiverisaccessibletooceanliners.Bordeaux'sclimateisusuallyclassifiedasanoceanicone,however,thesummerstendtobewarmerandrainyandthewintersmilderthanmostareasofsimilarclassification.Bordeauxwas founded in300BCEbyaCeltic tribeandwasnamedBurdigala. Later, thecity fellunderRomanrulearound60BC, its importance lying inthecommerceoftinand leadtowardsRome.Later itbecame capital of Roman Aquitaine, flourishing especially during the 3rd century. During centuries,Bordeauxwas occupied by several invaders (Merovingian in the 6th century, Arabs in the 8th century,Carolingianinthe8thcentury,etc.)andprogressivelydeclined.From the 12th to the 15th century, Bordeaux regained importance following themarriage of DuchessEléonoreofAquitainewith the French-speakingCountHenri PlantagenetwhobecameKingHenry II ofEngland.AquitainebecameanindependentstateunderEdward,theBlackPrince(1362–1372).In1453,itwasannexedbyFrance.The 18th centurywas the golden age of Bordeaux.Many downtownbuildings (about 5,000), includingthose on the quays, are from this period. Baron Haussmann a long-time prefect of Bordeaux, usedBordeaux's18th-centurylarge-scalerebuildingasamodelwhenhewasaskedbyEmperorNapoleonIIItotransformastillquasi-medievalParisintoa"modern"capital.Bordeaux is theworld'smajorwine industry capital. It is home to theworld'smainwine fair,Vinexpo,whilethewineeconomyinthemetroareatakesin14.5billioneuroseachyear.Bordeauxwinehasbeenproduced in the region since the 8th century. The historic part of the city is on the UNESCO WorldHeritageas"anoutstandingurbanandarchitecturalensemble"ofthe18thcentury.

Besidesthevineindustry,BordeauxMétropolehasdevelopedseveralstrongindustrialstructures linkedto research programmes developed at the University. The "Megajoule laser" will be one of the mostpowerfullasersintheworld,allowingfundamentalresearchandthedevelopmentofthelaserandplasmatechnologies.Thisproject,carriedbytheFrenchMinistryofDefence, involvesaninvestmentof2billioneuros. The "Roadof the lasers", amajor project of regional planning, promotes regional investment inopticalandlaserrelatedindustriesleadingtotheBordeauxareahavingthemostimportantconcentrationofopticalandlaserexpertiseinEurope.20,000peopleworkfortheaeronauticindustryinBordeaux.ThecityhassomeofthebiggestaeronauticscompaniesincludingDassault,EADS,Sogerma,Snecma,Thales,SNPE,andothersequallyimportant.TheDassault Falconprivate jets are built there aswell as themilitary aircraft Rafale andMirage 2000, theAirbusA380cockpitandtheboostersfortheArianerocket.AccesstotheportfromtheAtlanticisviatheGirondeestuary.Almost9milliontonsofgoodsarriveandleaveeachyearaswallasnumeroustouristsbroughtbycruiseships.Tourism isamajor industry inAquitainewith5,8millionswhohavevisitedBordeaux in2014, thewinetourismwithplentyof"chateaux"openingtheirwinecellarsandagreatnumberofsandybeachesalongthecoastduring250kms.AttheJanuary2011census,therewere242.000inhabitantsinthecityproperofBordeaux.BordeauxistheninthcityofFranceasregardsthepopulation.ThemajorityofthepopulationisFrench,buttherearesizablegroupsofpeoplefromItalyandSpain.Thebuilt-upareahasgrownformorethanacenturybeyondthemunicipalbordersofBordeauxduetourban sprawl, so that by the January 2011 census there were 1,140,668 people living in the overallmetropolitanareaofBordeaux,onlyafifthofwhomlivedinthecityproper.•TheBordeauxAcademicworldThe Bordeaux University was created by the archbishop Pey Berland in 1441. Nowadays, Bordeauxaccommodates approximately 70,000 students on one of the largest campuses of Europe (235ha)constituting the Community of Higher Institutions of Aquitaine (Comue) with the University of Pau(locatedintheSouthoftheAquitaineRegion).TheUniversityofBordeauxcomprisesfourmainHigherEducationinstitutions:

- The University of Bordeaux that integrates three main components previously separate:Bordeaux 1 University (Maths, Physical sciences and Technologies); Bordeaux 2 University -Segalen (Medicineand Life sciences);Bordeaux4University -Montesquieu (Law,EconomyandManagement);-TheMontaigneBordeauxUniversity(Arts,Humanities,Languages,History);-TheBordeauxInstituteofTechnology(BordeauxINP),forengineers;-TheInstituteforPoliticalSciencesofBordeaux.

Furthermore,Bordeaux campusandother locations inBordeauxMétropole areahostnumerouspublicandprivateschoolsofferingundergraduateandpostgraduateprogrammes:Engineeringschools,Businessandmanagementschools,andmanyothers

Ø MajorsustainabledevelopmentchallengesoftheRCERegionAll the major sustainable development challenges related to SD illustrate the Region's ambitions of aresponsibleapproachwhich irrigates thewholeof thepolicyand functioningformakingthis territoryasustainableandsolidaryRegion.

TheRegionmoreparticularlyregardsthefollowingissues:-thefightagainstclimatechange;-thepreservationofbiodiversity,environmentandresources;-anessentialsocialcohesionandsolidaritybetweenterritoriesandgenerations;-asocialfulfilmentofindividuals;-adevelopmentdynamicinaccordancewithsustainableproductionandconsumption;-apragmaticandconsensusbasedapproachwithatruepartnershipbetweenallactors;-acontinuousimprovementstrategybasedonapermanentassessmentofactivitiescarriedout.

Throughthesemainissues,andthroughmanyotherrelatedones,theRCEBordeauxseekstocontributingdeeplytothe SD policy of the Region and to all its security, economic and development policies related to climate,energy, mobility, biodiversity, country planning, training, economic development, culture, agriculture,innovation,etc.•Climatechangeandconsequences

Academic members participating in the RCE Bordeaux Aquitaine project were actively involved in theresearch programme untitled "Challenge Climate Aquitaine" that resulted in a scientific publicationconsideringtheconsequencesofclimatechanginginthesouth-westernpartofFrance.ProfessorHervéLeTreut, member of IPCC, led this study. This publication maps the situation of a region particularlyconcernedwithclimatechange.

Fromthis report,and frommanyothersalso,all actorsbecameaware that sustainabledevelopment ismuch more than just a programme, or even a trend that will simply go away: it is a necessary andundeniablegrowingawarenessreinforcedbythefactthattheeffectsofclimatechangearealreadyadailyreality forall ofus,particularly for thepoorestandmost vulnerable. This statementwas the sourceofmanyinitiativesinvolvingenterprises,localauthoritiesandcitizensindifferentfields:biodiversity,water-saving economy, protection of natural resources, waste treatment and recycling, sustainable mobility,sustainabletourism,energyefficiencyandchangeofbehaviour.

•Socialcohesionandsolidarity

Socialcohesionandsolidaritybetweenterritoriesandgenerationsaretakenintoaccount,now more than ever before,sincetheyareequallyessentialfortheimplementationofsustainabilityattheveryheartofourregion.Toachievethis,theregionpaysparticularattentiontothedevelopmentofservicescrucialtoaperson'squalityoflife.Tothisend,itworksactivelytoalleviatedifficultiesofsomeofitsterritoriesandtofightagainstsocialandspatialdisparities(infrastructures,transportation,socialsupportandhousing,health,internetaccess,etc.).• Action for employment at regional and local levels

Moreover, in the face of the growing uncertainty of the labourmarket, the Region has reinforced itsactionson initial and continuous training. It helpsunemployed toget a job, includingdisabledworkersand the youth in great difficulties. With a focus on the sustainable economic development, theseinitiativesaimparticularlythealignmentofforecastingskillsandqualificationneedsoflocalandregionallabourmarketsandthetrainingprovisionforjobseekers.Policytosupportsustainablemobilityforallhasalso been strengthened with alternative measures for business trip: development of telecentre,teleworkingandthirdplaces.

•Cultureforall

Toensureeffectivenon-discriminatoryaccess toculture, theRegionhasvoluntarily committed itself todeveloping a cultural economy for the many. Numerous institutions offer various cultural events:scientificevents(CapSciences,andtheNaturalMuseumHistory,theBotanicalgarden),severalMuseums(Museum of Aquitaine and Museum for modern art CREAC), Music and theatre (Bordeaux AquitaineTheatre,BordeauxAuditorium).•Neweconomicmodels

In addition, the development of sustainable production and consumption patterns are strongly andactively supported for creating and supporting new economic models: circular economy, social andsolidarityeconomy,organicfarmingandshortdistributioncircuits;simultaneously,thereisastrongpolicyin support of innovation and research, particularly concerning green growth. For instance, RECITA(Network for circular economy and innovation in the Aquitaine territories) is focusing on circulareconomy, creative recycling, reuse of electric and electronic equipment, wood up cycling, pooledmanagementofstormwater,etc.•Wholeinstitutionalapproach

FunctioningofthedifferentactorsoftheBordeauxAquitaineRCEmustbeexemplarywhichimpliestoputintopracticeawhole institutionalapproachpolicyatevery stageof their functioningandatevery levelof theircomponents.Thiswhole institutionalapproachgloballyrefers,aparttheUnitedNationsGlobalActionProgramme,to ISO2600 for instance, and this includes social and economic purchasing policies.Moreover, it is necessary toreinforceareal,transparentandpermanentconsultationwithfullpublicthroughtheexistinginstancesandtodevelopawareness-raisingmeasuresamongthepopulation.Several initiatives have been developed for several years now by local governments and by HigherEducationinstitutions:thecityofBordeauxandtheGirondeDepartmenthavesetupdedicatedAgenda21 whereas Higher Education institutions have implemented the Green campus programme incooperation with the minister of Education, the minister of environment, the French Agency forenvironment and energy (ADEME) and the network of French students for sustainable development(REFEDD).

RCERCE VV ISIONISION ANDAND OOBJECTIVESBJECTIVES

Ø ClearandspecificRCEvision RCEBordeaux seeks tocontribute toanecessarychangingofbehaviourofall actorsand individualsbyaddressing the main and essential key environmental, economic, societal and cultural challenges bydeveloping various and concrete initiatives through education, training and research for SD. Thesesinitiativeswillapplyatlocalandregionallevels,whileconsideringthenationalandinternationallevels.

The Bordeaux RCE vision is not only dedicated to initial formal educations but has to be seen as acomponentofthemuchbroaderapproachofaneducationforall(EFA)processcombinedwithlivelonglearning(LLL)initiativesforsustainableeducation–fromouryoungesttoouroldest-inordertocreateaneducational continuum affording everybody the elements to take appropriate decisions in theireveryday'slife,beitpublicorprivate.

Long-termasshort-termobjectivescanbesummarisedinafewwords:todevelopaglobalanddeterminedpolicy aiming at improving everyone'sway of life in the city of Bordeaux and in its surrounding areas toapproachamoresustainablewayoflife,withaspecificfocusonbiodiversity,transportation,energysavingandsocialeconomy.

RCE Bordeaux Aquitaine and its partners therein engaged, - associations/NGO, local authorities, nationalbodies,specializedinstitutionsandenterprises,individuals-haveallalreadyworkinthevarioussectorsofsustainabledevelopment.Thechosenobjectiveswill try to reinforce theirpreviousactions throughan in-depthcooperationthatoptimizesknow-howandresourcesofeachRCE'smember.

Ø RCEBordeauxAquitainelong-termobjectives(3to5years)

Project1:UpgradeESDdigitaleducationalresourcesforteachers/trainersandlearners

Leadingpartner:UVED

Academic actors and their partners have participated in several teaching programmes since thelaunching of the 2005-2014 UN decade on ESD, including in particular the UNESCO chair on ESDhostedbyBordeauxINP,thedigitalUniversityonenvironmentandsustainabledevelopment–UVEDorvariousspecialists from localgovernments (BordeauxMétropole,AquitaineRegion),Associations(GraineAquitaine,CapSciences,UNCPIE)orseveralprivateenterprisescommittedinSD(AirFrance,Veolia,Suez).

UpgradingeducationalresourcesandtoolstoaffordteachersandtrainersbetterandmoreadequatedevicestoimproveeducationqualityanddeliveryforESDisanimportantchallengeforeverybody.The approachaims at bringing an adequate answer for amoremoderneducation, at developingwith School and University case studies and role-playing to afford teachers and trainers concreteexamplesofpracticingsustainabledevelopmentineverydaylife.

Project 1 is partly based on theMOOC untitled "Education and training for ESD" and launched in2016.ThisMOOCaimsatbothteachers/trainersandlearners,regardlessoftheirstatus,andprovidesageneraloverviewofvariousaspectsandcontentsofESD.About10,000peoplefollowedthisMOOCandabout4,500-whosuccessfullycompletethecourse(eLearningsessions,forums,quizzes)wereawardedacertificate. In2017, this firstMOOCwillbecompletedwithasecondmorespecialized

MOOCsinceaddressingonlyteachersandtrainerswithaviewtostrengtheningtheircompetencesandskillsforESD.Allregisteredusersofthis6-weekonlinetrainingcoursewillreceiveacertificateifsuccessful.

AsidethesetwoMOOCsfocusingonESD,thereareotherMOOCsavailableonsubjectsrelatedtosustainabledevelopment:biodiversity,circulareconomy,climatechange,renewableenergy,wastetreatment.AllthesedigitalresourcesareopenresourcesthatcanbefoundonUVED'swebsiteandonthedifferentwebsitesofRCE'smembers.

ThetwoMOOCsonESDarerescheduledeveryyearandtheircontentisregularlyupdated.TheseMOOCswill contribute establish a community of users on ESD and SD, both teachers/trainers and learners. Abroadsurveywillbelaunchedin2019inordertolearnfromtheimplementationofthesetwoMOOCsandareportdisseminatedamongallstakeholders.Project2:CertificateonSD,DUISO26000andcontinuingvocationaltraining

Leadingpartner:UNESCOchairandBordeauxINP

All stakeholders are facing fast-changing realities and remain unsure about how to respond to theexpectations of our societies. This project seeks to better meet the needs and expectations ofenterprises and local governments in the different fields of environment and sustainabledevelopmentinordertoensureanadequateanswertotheseexpectations.

Thecreationofthemultidisciplinaryundergraduatecertificateonsustainabledevelopmentin2012atBordeaux University enabled training for over 200 people, mainly students involved in an initialeducation process. This certificate includes 30 hours of interdisciplinary courses and a report on aconcretesubjectonSD.

However,consideringtheneedforanopeningtowardsalargeraudienceasobviousandurgent,itwas planned to initiatives: 1) to open the certificate to people from the business and localgovernmentcommunitiesthroughcontinuingvocationaltraining;2)tolaunchtheUniversitydiplomaonCorporateSocialResponsibility(CSR)inreferenceISO26000toimproveabetterknowledgeandastrongercommitmentofalltheseactorsonsustainabledevelopment.Thisdiplomaisobtainedafterafive-daytrainingsession.

ThemodeofthesetwoinitiativeswillproceedinpresenceteachingwiththehelpofdigitalresourcesaccessiblethroughtheUVESD'swebsiteforpeoplerequiringcomplementaryknowledge.

ThesetwoinitiativeswillstartonSeptember2016andvariousexpertswillevaluatetheglobalresults in2019inordertoprovideforanyrelevantadjustments.Project3:PublicawarenessonSCP

Leadingpartners:DarwinecosystemandGraineAquitaine

Thisprojectismeanttoincreasepublicawarenessofkeysustainabilityissuesthroughthelaunchingofbothlocalandglobalcampaignsaimingatconsumers(familyunits,associations,hotelsandresorts,etc.) toaffordthemspecific informationregardingsustainableproductionandconsumption inbothprivate and public activities. In the same time, the process aiming at encouraging the creation offorums for consultation bringing together producers and consumers in order to break barriersbetweenthesetwocomponents/actorsofoursocietycouldpartlyreconcilepointsofviewthatoftenappearasdivergent.ThisprojectwillbealsodevelopedinreferencewiththeUnitedNationsten-year

The Bordeaux Botanical Garden and the "Université démocrate" have planned to organize in 2020 ademonstrationandarallyout,widelyopentothepublic,withrepresentativesofallstakeholdersandallgenerations,inordertodemonstratethecloseinterdependencybetweenManandnature–supportedbyexamplesandevidences–inordertorecreatethisbasiclinkbetweenManandNatureandpropagateandgeneralizethesebehaviours.Project5:Thejuniorsofsustainabledevelopmentinsecondaryschools

The "Juniorsof sustainabledevelopment" (JOSD) is aneducational settingwhichput youngergenerations at the centre of the action and concerns schoolchildren in nursery and primaryschools. JOSD, developed by schoolteachers and Bordeaux Métropole, provides educationaltools, awareness actions or projects to be acquired in school, accompanying measures forwholeinstitutionalapproachesonSDandtrainingsessionsforteachersonSD.Focusing on SD fundamental notions – sustainable and sober growth, protection ofenvironment(biodiversity,naturalresourcesandecosystems),climatechanging,socialcohesionand human flourishing – JOSD favours the implementation of projects and creating variousconditions linked to sustainable development: pedagogical gardens, intergenerational links,impactofoverproduction.

Numerous trade fairs and shows occur each year in our region. All these local, national andinternational sporting,cultural,economicandmusicaleventsprovideuswith theopportunitytoorganizededicatedsideeventspresentingandsharingwhatsustainabledevelopmentisandwhatarethemostpromisingpathstoadoptitbyfollowingparticipatoryprinciples.Bordeauxisoneofthemostimportantregionsintheworldfortheproductionofwinebutthisproductionisoftencombinedwithanintensiveuseofpesticidesthatarebothharmfulfurmanand nature. The BordeauxWine Fair (Vinexpo)withwine producers and exhibitors is a goodopportunity toorganize a sideevent stressingamore sustainable strategyor theagriculturalapproachesthroughalimiteduseofchemicals.

TheBordeauxCCI, theCitéMondialeduVinandtheChamberofAgriculturewillprovidehelp in theorganisationofasideeventduringthenextVinexpoinJune2017.All theseprojects, intended todevelop and/or reinforce education and training activities aimed atdifferentaudiences–initialandcontinuouslearners–andunderdifferentformatsandapproaches- classroom, blended courses, eLearning, lectures – may include the development of digitaleducationalresourcesfreeofchargeatdisposalofteachers,trainers,oranyotherusersregardlessoftheirstatus,usingadedicatedandintegratedplatformdevelopedbyRCEBordeauxAquitaineincooperationwithRCE'sothermembers.

Ø StrategiestoachievevisionsandobjectivesThe need of the creation of RCE Bordeaux Aquitaine came about from various discussions andinterrogations that occurred with persons responsible from several RCE members of the UNECEsteeringcommitteeofESDinGenevaand,morerecently,duringtheRCEconference inOkayamainNovember2014.During theOkayama conference I realized thatonly a fewRCEexisted in France and in the Frenchspeaking countries compared to the situation in the other parts of the world. This situation wasclearly an obstacle to the development of the implementation of sustainable development in oursociety as RCE are aimed to build bridges and enhanced cooperation between the various actorsworkinginthenumerousfieldsofsustainabledevelopmentandeducation,trainingandresearchforsustainabledevelopment.Asaprofessorinchargeofthefrancophonechaironeducation,trainingandresearchinsustainabledevelopmentwhichwelcomes 35 Higher Education institutions from 22 countries, Imet often theopportunity to have exchangeswith thosewho are responsible of theseHEI. Thesepresidents andrectors, mainly from developing countries, are looking for ways to develop concrete and efficientpartnership and cooperation between the academic world and the other stakeholders in order toaffordadequateanswerstooursocieties'expectations.Threeweeks ago, the Bordeaux UNESCO chair organized an international conference that broughttogetheracademicrepresentativefrom22countries,anddifferentprivateandpublicdecisionmakersbelonging to enterprises, local government, francophone bodies, associations and NGO, studentsrepresentatives.Duringthisconference,oneworkshopwasdedicatedtoRCEandtothewayinwhichRCEcouldbringexpectedanswersandsolutionstothe implementationofsustainabledevelopment

throughESD.Theworkshophasledtheplenaryassemblyoftheconferencetotheconclusionthatitwasnecessaryandurgent to call for the creationof severalRCE indifferentpartsof the Francophoneworld. If agreedbyUNU, these RCE would be created in several major universities representing the different geographicregionsofAfrica,Maghreb,MiddleEast, IndianOcean,Asia,andCentralAmerica.Allparticipantsinthisconference,citedabove,gavetheirunanimousconsent.

Immediatelyafter theconference, I setupamulti-stakeholder task force toproduce recommendationsfor the creation of the Bordeaux RCE and to seek the commitment of the various partners thatwouldcontribute to the creation and the functioning of the RCE. Through the engagement of these differentstakeholders, I took the decision to ask the creation of RCE Bordeaux Aquitaine and to submit theapplicationforthiscreationtoUNU/InstituteforAdvancesStudies.

ThiscommitmentresultedfromtherecognitionbyallstakeholdersthatBordeauxandthatAquitaineregionhasbeendevelopingactiveinitiativesonESDformanyyearsasaresultofastrongandperennialpartnershipamongallrelevantactors(presentedbelow)andthat itwastimetomanifestthiscommitment.-AtUniversity'slevel:

AsidefromthefactthattheUNESCOchaironESDisimplementedinBordeauxsince2010andwasrenewedin2015followingagoodreviewofitsresults,theprocessisstrengthenedbytheexistenceofstructureslinkingtogetheracademicinstitutions,scientificandresearchinstitutes,industryandadministrativeauthoritiesatalllevels.Furthermore,thesignatoryofthisapplicationispresidentoftheFrenchdigitaluniversityonenvironmentandsustainabledevelopment.

-Atlocalauthority'slevel:

The BordeauxMétropole and the Aquitaine Region governments, and all the various entities oftheir constituent parts (municipalities, associations and other linked bodies) are deeply involvedbothintheirownstrategiesandincomplementarystrategiesaimingatdevelopinginitiativesinthedifferentfieldsofeducation,trainingandresearchonSD.Thesestrategiesbothconcernindividuals,socio-economicalbodies,schoolanduniversity.Their competences are complementary and are translated in concrete terms into funding forproduction of digital resources on sustainable development, organization of internationalconferences and events, agenda 21 and public awareness on a wide range of subjects likebiodiversityandclimatechange,agreementswithdevelopingcountries,creationofgreenbelts,etc.

Whetherpublicorprivatesector,severalregional,nationalandinternationalenterpriseslocatedinBordeaux have committed into sustainable development and more particularly in the fields ofagriculture, forestry, wine industry, renewable energy, renovated habitat and positive-energyhousing.

Ø Governance/managementstructureoftheRCEBordeauxAquitaineRCE Bordeaux Aquitaine will be centrally managed and coordinated by Bordeaux Polytechnic Institute(Bordeaux INP) that will provide office and its day-to-day functioning and the secretariat. Ø Collaborationamongregional/localstakeholdersBordeaux INP, one of the five Bordeaux Universities, will ensure the central role in welcoming andsupportingBordeauxRCEwhilealsooverseeingitsfunctioning.Thisrolewillbegreatlyfacilitatedbythefactthatmostcommitteemembersknoweachother,astheyarealreadyinvolvedinvariouscooperationprogrammesoneducation, trainingand research.The regularmeetingsof thecommitteewilloffer theopportunitytoupdateitsfunctioningandtoimprovebothinternalandexternalcoordinationifnecessary.Moreover,theBordeauxUNESCOchairisalsocooperatingwithallcommitteemembers,whetherforthepurposeofeducationandresearch,publicawarenessorinternationalcooperationwithdifferentactorsofESD.Thesevariousactivitiesareestablishedatregional,nationalandinternationallevelsandensuringthequalityoftheteachingandresearchactivitiesconductedinBordeaux.Onthisbasis itappearsthatthecollaborationamongstakeholdersshouldbequiteeasytosetupgiventhe fact thatallof themare convinced thata full and transparent cooperation is thebasis for success,particularly in the case of sustainable development. Nevertheless, more attention will be paid to theproject including senior citizenswhenmost of the projects aremainly targeting juniors and too oftenforgettingthisimportantcomponentofoursocieties,especiallyindevelopedcountries.

Since twodecades, scientists inchargeofeducation, trainingandresearchatBordeauxUniversityhavedeveloped strong cooperation with all stakeholders in order to bring adequate answers to theirexpectationsinthedifferentfieldsofenvironmentandsustainabledevelopment.In2005,atthelaunchoftheUNDecade,ESDshiftedfromaquiteinformalandunorganizedstrategytoamore conceptualizedand integrated formwith thedevelopmentof very concretepartnershipbetweenUniversity,localgovernmentsandcivilsociety.Atournationallevel,thedevelopmentofAgenda21,theyearlygovernmentalconferenceonenvironment,thelaunchingofthenationaldigitalpolicy,theCOP21inParis2015,aretangiblesignsthatlegitimizeandreinforcepreviouseducationandresearchactionsonsustainabledevelopment.Atourregionallevel,alltheseadvancescouldnothavebeenpossiblewithouttheactivecooperationofallthestakeholdersparticipatingintheRCEBordeauxAquitaineinansweringrapidly,fullyandcorrectly

Withthedevelopmentofmobiledevices,everybodyisparticipatingindifferentnetworksallowingthemtoaccessabulkofdataonallthemesdealingwithsustainabledevelopment.Theinformationavailableonwebsiteoftenlacksscientificvalidationandupdate.

Withthehelpofscientificexpertsworkingundertheauspicesofacademic institutions(BordeauxINPandUVED,AUFandOIF,privatecompaniesspecializedinSDthemes), it isplannedtoupdatefiveMOOCs produced during the last 18months (circular economy, biodiversity, climate changeandmitigation,ESD,energytransition)andtoproducethreenewMOOCs(managementofwaterresources;healthandenvironment;managementofcommonproperty).

ThesedigitalresourceswillbeavailableasOpenEducationalResourcesforteachersandtrainersaswell as for others who are interested in this subject. These resources will be accessed throughseveral dedicated digital platforms but also through a dedicated website called canal-UVED(channelUVED)whichisacomponentofcanal-U(channelUniversity).

TheEuropeanweekforSDgivestheopportunitytorecallandpromotegoodpractices inSD.Thisweek is under the auspices of both the French ministry of education and the ministry ofenvironment,sustainabledevelopmentandenergy.

ThisEuropeanweekwillgiveustheopportunitytoparticipateinvariousactivitiesaimingaturgingallactorstothepromotionofsustainabledevelopmentintheirpersonallifeasintheirprofessionallife.BordeauxRCEplanstoparticipateinthisweekthroughthecontributionofseveralmainactorsinvolved in this type of event. In addition to institutional stakeholders of Higher education andschooleducation,BordeauxRCEwouldworkwithBordeauxMétropoleandthethreeassociationsmainlyusuallyinvolvedinthistypeofevent(GRAINEAquitaine,UNCPIE,CapSciences).RCEBordeauxAquitaine shouldparticipate in the2017week for sustainabledevelopmentwithafocusonclimatechangewithreferencetotheCOP22inMarrakech2016.Theprogrammeoftheweekwillbeannouncedonourwebsite.

- The promotion for a positive energy territory for à green growth

The positive energy territory concept has its roots in the commitment of local authorities todevelopaglobalenergystrategytargetingenergytransitionalongsidelocaldevelopment.TocreateaPositiveEnergyTerritory, localauthoritiesmustcombinearangeofdifferentinitiativesintermsofenergyefficiency, lowerenergyuse,thedecentralisedgenerationofrenewableenergyandtheoptimisationoflocalresources.Theseinitiativesmaybebuiltaroundarangeofdifferentprojectstoproducegreenrenewableenergyandtoimprovequalityoflife.

RCE Bordeaux Aquitaine plans to partner with ENGIE, leader in this field and member of thecommittee,tocontributeintheimplementationofPositiveEnergyTerritoryprojectsincooperationwithADEME,localauthorities.RCEwouldprepareastrategyandapreciseroadmapintwophases:

- to establish an up-to-date assessment to gain a precise understanding of what is theregionalstatusofthissectorknowingthattheregionhasastrongpotentialintermsofphotovoltaicgenerationandhydrokineticpower;

-todevelopacommunicationcampaignforuserswhoareoftenfacingasituationforwhichtheyarenotpreparedandresolutionsthatdonotenjoyaconsensussupport.TheroleofBordeauxRCEwouldmainlyconsistinparticipatinginaninformationcampaignwithinthenextmonthstohelpthetransitiontowardacarbon-freeenergysocietyandagreengrowth.

-AdedicatedcertificateonSDforlocalandregionaladministrations

ThecertificateonSDcreatedin2014forundergraduatestudentswillbeimprovedtoofferadigitalversionfore-learnersanddevelopspecifictrainingsessionsforlocalandregionaladministrations.Thesetwoimprovementshavebecomenecessarywithheavydemandfromstudents inthe initialformationstream(andthelackofavailabilityofqualifiedteachersininterdisciplinaryteaching),butalsowiththedemandcomingfromthecontinuingeducationwithaspecialmentionfor localandregionaladministration.These two improvements of the certificate should be operative at the beginning of the nextacademicyear,inSeptember2016.

-ThecreationoftheUniversityDiplomaonISO26000andthesocialcorporateresponsibilityCSR

Since 2 years, we are working on the creation of the University diploma on corporate socialresponsibility with reference to ISO 26000. This project involves several interveners in differentacademicdisciplines (law,philosophy, environment) fromBordeauxUniversity, private school formanagement (Kedge), local administration and AFNOR (the French national organization forstandardization),andrepresentativefromdifferentsectors.

ThemaindifficultyweencounteredinthepreparationofthisdiplomawasmainlyduetothefactthattheAcademicworldisnotaccustomedtoapplyaninterdisciplinaryapproachandissometimesreticenttoimplementactionsonSDwithexternalpartners.Inthesecircumstancesourprojectwasfinally seen as an efficient way of building bridges between different stakeholders to develop atransversalapproachwhileofferingaanadequateanswertoarecognizedandspecificneed.Consequently,thisDiplomahasbeenvalidatedbytheUniversity'sboardandwilladdressInitialandcontinuingeducationlearners.Itisplannedtostartduringthenextacademicyear.

Ø Transformativeeducationcomponent

The Transformative learningtheory says that the process of "perspective transformation" has threedimensions:psychological(changesinunderstandingoftheself),convictional(revisionofbeliefsystems),andbehavioural(changesinlifestyle).TheRCEprojectisnotabletomeettheneedofthetwofirstdimensionsgiventhatitismainlytheroleoforganisms in charge of the training of teachers and trainers and operated by educational specialist(didactical matters) and philosophers; however, behavioural changes resulting from trans disciplinaryapproachesprovidingknowledgeandconcreteskillsarefullyinfieldsofRCEcompetencies.HIEhavemadeslowprogressintheimplementationofthe2005-2014UNDecadeforESD.ThisismainlyduetoanumberofbarrierssuchaslimitedstaffawarenessandexpertiseinESD,overcrowdedcurricula,lackof coursesonSDand lackofdiversity in the teachingandassessmentmethodologiesemployed inhigher education. The Strategy for Infusing sustainability in curricula, pedagogy, research and generalpracticeofBordeauxanditsconnectedcommunitiesisaproposedsolutiontosomeoftheseissues.

RCE Bordeaux Aquitaine's project is to transform lives and societies through education, training andawareness by developing creative, analytical, enterprising and socially-responsible citizens; by creatingand translating knowledge to addressmajor global challenges; by leading public debate and providingcriticalanalysisonareasof societal importance;andbyengagingwithenterprise for thebenefitofourstudents,ourregionandthewidereconomy.RCEBordeauxAquitaine isalsocommittedtoactingasanagentforchangeinitslocalcommunity,particularlyintermsofaddressingissuesofaccessandinequalityineducationforthoseexperiencingsocio-economicdisadvantage,and/orthosemarginalizedinsociety.

Ø ResearchanddevelopmentThecapacitybuildingofsustainabilitywithinresearchunitsandacrossconnectedcommunitiesrecognizesthediversityofinternalexpertiseinresearchingsustainability,andthatthepotentialimpactandinfluenceofRCEextendsbeyondthephysicalboundariesofitscampus.Itrequiresmappingofsustainability-relatedresearchthroughthestrengtheningconnectionsbetweenRCEandthecommunityofitspartnersinordertobringappropriateanswersthroughsustainability-relatedresearchandotherinitiatives.Duringthe lastfiveyears,withthehelpofBordeauxUNESCOchairandBordeauxINP,wereestablishedseveraldesignatedresearchcentresfocusingonSDrelatedthemes:greentechnology,wastetreatment,protection of natural resources, climate change, psycho-sociology of environment, health andenvironment,circulareconomy,digitalresources,pedagogy,etc.Mostoftheseresearchprogramsweredevelopedunderpublic-private-civilsocietypartnershipsatregional,nationalandinternationallevels.

ThecreationofRCEBordeauxAquitainewillobviouslyenhancethisstrategyandgivetoallstakeholdersto foster a better cooperation by offering strong incentives to engage new sustainability-relatedinitiatives.

Ø MonitoringandEvaluationMonitoringandevaluationare the twopartsofaprocess thathelps improveperformanceandachieveresults. Its goal is to improve current and futuremanagement of outputs, outcomes and impact. It ismainly used to assess the performance of projects and to establish links between present and futureactions.The credibility of assessments depends to a large extent on the manner in which monitoring andevaluation isconducted.Toassessperformance, it isnecessary toselect,before the implementationofthe project, indicators, which will permit to rate the targeted outputs and outcomes. An outcomeindicator has two components: the baseline,which is the situation before the project begins, and thetarget,whichistheexpectedsituationattheendoftheproject.Thesetwocomplimentaryprocessesarebornebyeachofficer inchargeof theproject,as theyhavetofollowitthroughfrombeginningtoend.•MonitoringMonitoringisaperiodicallyrecurringtaskalreadybeginningintheplanningstageofaproject.Monitoringallowsresults,processesandexperiencestobedocumentedandusedasabasistosteerdecision-makingand learning processes. Monitoring is checking progress against plans. The data acquired throughmonitoring is used for evaluation. This report will be as detailed as possible and will providecomprehensive and concrete word packages that highlight projected milestones and expecteddeliverables.The RCE's committee, with the help of the various project officers, will systematically implementmonitoring schemes to assess the effectiveness of on going projects through a systematic and routinecollectionofinformationforfourmainpurposes:

-tolearnfromexperiencestoimprovepracticesandactivitiesinthefuture;

-tohaveinternalandexternalaccountabilityoftheresourcesusedandtheresultsobtained;

-totakeinformeddecisionsonthefutureoftheinitiative;

-topromoteempowermentofbeneficiariesoftheinitiative.Inorder to realizea real andefficientprocedure, it is intended to carryoutmeetingof the committeeeverythreemonthstoassesstheprojectsprogressesandtosendareporttoeachRCEmembers.AllthisquarterlyreportswillbereviewedattheannualmeetingwelcomingalltheRCEstakeholders.•EvaluationEvaluationofdeliverableswillbeassessedinordertoisolateerrorsnottorepeatthemandtounderlineand promote the successful mechanisms for current and future projects. Evaluation will be alsoconducted to verify that the donated funds are beingwellmanaged and transparently spent. The RCEcommitteewilldesignatetheevaluationteamandtakingintoaccountthenecessitytoexploreboththefinancialandthescientificapproaches.

Evaluations should help to draw conclusions about five main aspects of the project: relevance,effectiveness, efficiency, impact, and sustainability. Information gathered in relation to these aspectsduringthemonitoringprocessprovidesthebasisfortheevaluativeanalysis.Evaluation is realizedwith thehelpof Indicatorsor setof indicators thatarecommonlydevelopedandusedtohelppolicymakingandtoassesstheresultsofanyaction,particularlyinthefieldsofsustainabledevelopmentandeducationforsustainabledevelopment.ESD indicators development needs to involve stakeholders in a multi-stakeholder process about thedefinition of the indicator, its function and approaches, the language associated with an indicatorframework. Indicators can also be used to encourage the development of applied and pedagogicalresearch.TheUnitedNationsEconomicCommission forEurope (UNECE)has concluded themost substantial ESDindicatorsuptonowinreferencetothe2005-2014UNDecadeoneducationforsustainabledevelopment(DESD),with four typesof indicators ranging from initialmeasuresongovernance topossibleeffects insocietyandreferring toa large typeofactivities.Someof these indicatorswillbeused,combinedwithmorespecificindicatorsusedbythedifferentstakeholdersactingintheRCE'sframework.Asadevelopmentframework,sixobjectiveshavebeendeterminedthatareexplicitlyorientedtowardsaformofmonitoringthatcanbeapplytoanyinitiativedevelopedintheRCE'sframe:

- ensurethatpolicy,regulatoryandoperationalframeworksupportESD;

-promoteESDthroughformal,non-formalandinformallearning;

- equipteachersandtrainerswiththecompetencetoincludeSDintheirproject;

- ensurethatadequatetoolsandmaterialsforESDareaccessible;

- promoteresearchanddevelopmentonESD;

- strengthencooperationonESDatalllevelswithinallthestakeholders.
