New opportunity
• CG RBS efforts and those of its partners are keyed to increasing life jacket wear rates
• Accurate measurements of actual wear rates are important in judging the success of these programs
• The CG has funded a contractor, JSI, to do annual surveys of life jacket wear rates for the past several years

• Survey costs vary year by year, but are expensive nonetheless
• Cost of 2011 report; $675,000
• CG RBS budgets under strain and there is considerable incentive to reduce the cost of this survey

Pilot program
• Measure 2013 wear rates in two states in parallel with JSI to ensure comparability of results
• To do this we need to: – Develop training materials – Recruit and train personnel for pilot program – Work with JSI to validate survey results – Make decision on future of pilot program
