The Raw Inspection

Before the RAW Inspection• Only one technical document is sent

(electronically) to DOTARS (for each vehicle plated).

• This is the Vehicle Inspection Certificate (VIC).

• The VIC lists references (or titles) of completed documents held at the workshop.

• Vehicle and Variant details as per the SEVS ruling (old NVS sheet)

• Incoming Vehicle Inspection Report (IVIR).• Consumer Information Notice (CIN).• Completed Vehicle Report (CVR).• Evidence for each Australian Design Rule

(ADR) applicable to the vehicle. – Sample Evidence (SVE) and– Each Vehicle (or Specific) Evidence (EVE).

The VIC Signatory signs that the vehicle meets all the RAW requirements as per the documents and other information listed on the VIC!

The VIC - Incoming Vehicle Inspection Report (IVIR).

• Also known as the Initial Inspection Report.

• Check for damage.– Guidelines in the determination

(Inspection and testing).

– NOTE!! Additional check for past repairs (RAW approval condition on plating).

The VIC - Consumer Information Notice (CIN).

• Informs the consumer of the origin and compliance of the vehicle.

• Replacement of wear and tear items.• Modification of vehicle for compliance.• Part numbers/markings where they can

be confirmed on the vehicle.

• NOTE!! See Regulation 58, following the instructions in Schedule 1.

The VIC - Completed Vehicle Report (CVR).

• Checklist of the vehicle’s configuration and the modifications done.

• Guidelines in the determination (Inspection and Testing).

• NOTE!! Ideal place to put the Each Vehicle Evidence (EVE).

The VIC - Sample Evidence (SVE)

• Evidence to demonstrate that the vehicle design meets the ADRs as required by the sample evidence requirements in the determined evidence guidelines.

• Different types available for different ADRs and different vehicle categories.

• Sample evidence testing may be contracted out and must meet the determined procedures for inspecting and testing guidelines.

The VIC - Sample Evidence (SVE)

• Examples of evidence types:– E Mark - an approval mark on a component or

system that has been tested to an accepted International standard.

– Japanese Origin - evidence that the vehicle was registered in Japan (and so met the Japanese standards when new).

– Other Specified - acceptable alternative test methods or calculations.

• Examples of evidence types:– Full Volume Vehicle - evidence that

particular vehicle parts are the same as on a vehicle available in the mainstream market.

– Full Evidence - a test done to all the requirements of the ADRs.

Specific evidenceFor a sample vehicle:1. Information to demonstrate compliance with the requirements for speedometer accuracy (Clause 18.5.1.1.2) and

odometer accuracy (Clause 18.5.2.1.2 and 18.5.2.2.2) encompassing all recommended tyre sizes as per the ADR24 placard (rolling radii). Tests conducted at speeds of 40 km/h, 70 km/h and 100 km/h are acceptable.

For each vehicle:2. Information to confirm compliance with the requirements for:

a) colour and contrast of vehicle speed indicator from background (Clause 18.4.2) for category MA and LEPvehicles;

b) speed indication (Clause 18.5.1.1.1) except that indication in mph as a minor scale is acceptable; andc) odometer indication (Clauses 18.5.2.1.1 and 18.5.2.2.1).

3. For category MA and LEP vehicles, information to meet Clause 18.2.1 (n) for a seatbelt warning lamp if fitted.

• NOTE!! SVE does not have to come from testing of your sample vehicle only.

SVE - Traceability

• All evidence must be traceable from the reference on the VIC down through all relevant documents and to the vehicle.

SVE - Traceability (cont)• It is important to:

– Use VIC references that change when the underlying documents change eg R0001RevA, R0001RevB

or– Use VIC references that do not change when the

underlying documents change but rely on a well developed (and on-site) document control system to identify which revision is current.

– NOTE!! The bottom method may be difficult to show at audit, especially where using purchased evidence packages.

– Parts need to be traceable when they could affect compliance to the determined evidence guidelines.

– NOTE!! Ideally, markings or part numbers should be recorded. Where not marked, sufficiently detailed photographs should be taken.

• Different requirements set for different ADRs and different vehicle categories.

Determined Evidence Guidelines

• Includes other items as well as the ADR tests and checks.

• LHD to RHD conversions must meet Vehicle Standards Bulletin No.4

• Vehicle must meet State/Territory roadworthiness requirements.

• Vehicle must meet the EVE wear and tear requirements.

The RAW Inspection

• When - stage two audit has been done and a VIC has been submitted.

• Where - The RAWS (or RAWS applicant) workshop.

• Who - Two RAWS inspectors and (usually) a State/Territory inspector.

The RAW Inspection (cont)

• What– General arrangement

• Two day inspection of the vehicle, evidence documents, work instructions, test procedures test equipment.

• ADR test for VIC signatory applicant - open book.

• RAWS Competency test for VIC signatory applicant - closed book.

• Fit and proper person checks - sighting originals of police checks.


– Conduct• RAWS signatory (or applicant) to be

generally available over the time period.

• NOTE!! The RAW/applicant should not feel obliged to provide lunch to the inspectors. However, a shared working lunch is acceptable practice.


– Vehicle inspection• Visual compliance to the ADRs as per the

determined evidence guidelines.• Traceability of the vehicle components to the

sample, each vehicle evidence and the CIN.


– Evidence• Traceability of the sample and each

vehicle evidence to the VIC.• Confirmation that evidence meets the

determined evidence guidelines.• Confirmation that the evidence meets

vehicle work instructions.• Acceptable sample evidence will be

signed-off by the RAW inspector. Other types of evidence will not be signed-off.


– Report• Report will be explained and a copy provided

to the RAW/applicant at the end of the inspection.

• Any issues to be resolved will be raised as “Discussion Items” (DI’s).

• DI’s will be loaded on to the RAWS website when the inspector returns to the office.

• The mechanism to resolve DI’s is to be agreed between the RAW/applicant and the inspector.

VIR Form

• NOTE!! RAWS inspectors use the VIR form to inspect the vehicle. It is a good basis for developing your CVR (from the RAWS website).

After the RAW Inspection

• When - if no DI’s, an approval would be expected in one to two weeks. If there are DI’s, the service charter of 20 working days applies.

• Who - the inspectors in the first instance - but work may be transferred to other officers.

• What - The inspectors will advise what evidence needs to be sent in to finalise DI’s. Where serious problems occur, the Administrator may give further advice in the form of a letter. A re-inspection of the vehicle or a re-sit of the tests may be needed.

• NOTE!! Do not submit a new VIC electronically in to the RAW system until the inspector advises you to. Emailed/faxed copies can be sent beforehand to finalise any DI’s.

• Other items to watch out for:

– When putting together SVE or EVE, directly reference and address the notes in the determined evidence guidelines. By removing extra information or vague statements the evidence will be shorter, more efficient and easier to examine.



– SVE and EVE should reflect just the vehicle being inspected. Other than for tyre related ADRs (18/.., 20/…,23/…,24/…), keep multiple variants out.



– SVE and EVE should record actual values where they must be measured to show compliance. Simple statements of compliance are not enough (ie use written in values, not just yes/no ticks).



– Test results must pass when the uncertainty of measurement is taken in to account. Eg if the limit is 20 and the test result is 19 plus or minus 2, the result is a fail. The result could be between 17 and 21.



– Submit Summary of Evidence (SE) forms for any full volume evidence (available on the RVCS website).

Things to consider (cont11)• Other items to watch out for:

– When using full volume evidence there should be separate evidence addressing all the ADR requirements. A filled out SE form is a summary of the evidence held and so is not full volume evidence in its own right.

– all SVE tests must be done in accordance with the ADRs and the Test Facility Inspection (TFI) Manual.


• Other items to watch out for:– All evidence documents should be

traceable from The VIC to the sample vehicle, and then to each vehicle.

– Write to the Administrator with any requests for deviation/concession or interpretation from the evidence guidelines.
