Since becoming Mayor of Fairfield City, I have been eager to serve the community and I am committed to shaping the future of our City.

One of my key priorities as Mayor is to contribute

to the future of our infrastructure and provide residents with the opportunity to live, work and play in a better place.

During my time as Mayor, we have delivered a number of free services to the community, such as free swimming pool access for seniors, homework centres and a community bus.

I have also had the pleasure of meeting many residents and been fortunate enough to hear the needs of our community.

Many have said they would like to see more infrastructure throughout Fairfield City.

I am pleased to say Council will begin to make these visions come to life during 2014/15.

Over the next 10 years, Council will make a significant investment in upgrading infrastructure across the City.

Council will deliver an expansion to Fairfield Library and a new Water Park at Prairiewood Leisure Centre. We will also deliver on upgrades to park frontages, sportsgrounds, town centres, community buildings, road, kerb and gutter upgrades and much more.

By delivering these projects Council aims to service our community with affordable and revitalised services.

This is just the beginning; many more projects will soon be delivered by Council over the coming 12 months while maintaining one of the lowest land rates in Western Sydney.

The yellow-lidded bin is collected fortnightly.ILLEGAL DUMPINGIllegal dumping is a criminal activity and costs about $1 million a year to investigate and remove dumped material.

The fines for illegal dumping range from $750 - $5000.

Council Enforcement Officers along with the Regional Illegal Dumping Squad are patrolling Fairfield City streets daily, investigating illegally dumped waste.

You can help stop illegal dumping by calling the Waste Enforcement Group on 9725 0222.

COUNCIL CLEAN-UPCouncil offers Fairfield City residents two FREE household rubbish collections for large items about every six months.

There is a limit to the amount of rubbish for collection.

Call council for more information regarding Council’s Clean-up requirements.

MULChING SERVICEFREE mulch will be available for all residents to pick up from the Recycling Drop-Off Centre every Saturday from 8.30am-3.30pm.

Depending on availability Council will have stockpiles at the Centre and you will be required to load the mulch into your vehicles.

CITY CONNECT FREE BUS SERVICECouncil’s ‘City Connect’ free community bus service aims to provide residents with a park and ride commuter service and four (4) hail and ride community services.

Council’s bus service is designed to help the community move around, connecting residents in areas with reduced public transport. City Connect also aims to alleviate traffic congestion around Fairfield City.

Fairfield City Council will again host our City’s most anticipated event, the Cabramatta Moon Festival. The

festival is recognised as one of Sydney’s largest cultural events, attracting more than 90,000 people from across Sydney each year.

Challenge yourself and take part in the noodle eating, prawn peeling and moon-cake eating competitions. There will also be live entertainment across three stages - watch as the Moon Goddess leads the children’s lantern parade, indulge in authentic Asian cuisine and watch on as the festival closes with a spectacular fireworks display.

Relay for LifeSaturday 1 and Sunday 2 November 2014 Horsley Park Reserve, Horsley Park

Council and the Cancer Council come together in support of Relay for Life each year. The event runs for 24

hours where teams take turns in walking or running around the Reserve oval to raise funds for cancer research and support services.

This is a great community event where supporters and survivors of cancer can come together and have some fun while raising money.

Participants are encouraged to pitch a tent, camp overnight and enjoy the festive atmosphere.

Anyone can take part, young or old, and you can walk as many or few laps as you like. Relay for Life is about coming together to raise money, raise awareness and celebrate the courage of those affected by cancer.

If you are a holder of a valid pension concession card you may be eligible for a concession on your land rates and charges.

Understanding your council RatesLand in NSW is revalued every three years by the NSW Valuer General and Council receives a general land valuation on which your rates are based. The revaluations do not impact on the total value of rates levied by Council, although they can impact on rates levied on individual properties within the Local Government Area.

Factors that are taken into consideration when deciding on land value include recent sale prices, zoning and land proximity to public facilities. Fairfield City Council received a new general land valuation on 1 July 2012 and current land rates are based on this valuation which will not change until new land values are issued.

What can I do if I think my valuation is incorrect?Enquiries, objections or appeals regarding the valuation of the land value must be directed to the NSW Valuer General on the toll free number 1800 110 038.

How has the revaluation affected property values?Land values in Fairfield City have increased by 5.23% on average compared to 2009 values. Generally, residential land has increased slightly while in some areas such as Mount Pritchard and Bossley Park, land values have remained steady. Commercial land values have generally remained steady, while industrial land values have decreased slightly except in Cabramatta and Lansvale where there has been a slight increase. Rural residential sites (farmland) showed a modest increase in value.

Despite this overall 5.23% increase there is no impact on the total rates income that Council can raise. Rates can only increase by the percentage legislated by the State Government.

I have more than one charge on my Rates notice. What are these charges?Your rates notice is made up of three components.

The first charge is for land rates. Land rates are made up of two parts.

1. A Base Amount which applies to every residential property

2. An amount calculated by multiplying your land value (determined by the NSW Valuer General) by a rate in thedollar (determined by Council).

The second charge is for domestic waste management which includes garbage collection and kerbside recycling services. The domestic waste charge is not subject to rate pegging or changes in land values. This charge is calculated separately and, as required under the Local Government Act 1993, is set at a level that will recoup the costs of providing the service each year.

The third charge is a stormwater levy for stormwater projects. The stormwater levy was established in 2006 and has not varied since its inception. Increases in land values have no impact and this levy which is not expected to change in 2015.

Any unspent funds at the end of the year are kept in a reserve for future use in waste management and stormwater.

What happens if I do not pay my Rates?If you do not pay your Rates by the due dates, interest will start accruing each day on the outstanding amount. Council will send at least three advices before taking recovery action. If you still have not paid your rates after being sent these advices and have not entered into an arrangement to pay, Council policy is to commence legal action. It is your responsibility to inform Council when your details change.
