    August 2010

    Chin state is located in the north-western part ofMyanmar, bordering with India and Bangladesh, with

    10 highland townships. About 75% of the Chin land ishilly and mountainous, having an average altitude of4,000 ft. Chin State consists of high mountains anddeep valleys and is one of the poorest and mostisolated states in Myanmar. Communication is verydifficult. In addition, only a few villages can beaccessed by car during the rainy season. This makestransportation of food and other commodities difficultand expensive. The main livelihood is agriculture:farmers make their living following the traditional slashand burn system of shifting agriculture. This farmingpractice is causing depletion of the forest, including inareas that are more densely populated. In general, cultivation of a few acres of landproduces just enough to feed a family of five or six members. Investment inagriculture and infrastructure in Chin is limited. Thestate is remote and a lack of natural resources andtourism sites has meant that development supportfrom central government and the private sector hasbeen limited. Job opportunities in Government andNon-government organizations are also scarce and themajority of households thus rely on subsistence

    agriculture. External technical and financial assistancefrom International Organizations and NGOs is alsolimited.

    Chronic food insecurity in Chin state is widespread anda variety of different coping capacities have beendeployed by the population to cope with the vagariesof food access and availability. However, the deterioration of the food securitysituation in Chin has been significant and these coping mechanisms cannot cover the

    needs any longer.

    CAD has been spearheading community development programs in 3 townships(Hakha, Thangtlang and Matupi) in Chin state. Of these townships, CAD Sub-office inHakha covers 38 villages in Hakha township. No sooner we had received informationof fresh breaking out of rat infestation in Hakha township, our office made a visit toaffected villages in Zokhua area (local inhabitants are Zokhua tribe), reported to us

    on 6-9th August 2010. U Anthony Cung Mang, head of Sub-office of CAD in Hakha,did the trip to the following villages such as Malsawm, Tinam and Zokhua in Zokhuaarea of Hakha township and he reported his findings to our CAD Head-office inYangon.

    Our Sub-office report said that total acres ofcultivated farms are 162 in Malsawm villagewhich numbers 61 households (363populations). They cultivate mainly three typesof crops such as corn, millet and paddy. They

    cultivate corn for 8100 tins, millet for 3220 tinsand paddy for 4980 tins. Total lost of crops are6675 tins for corn, 2337 tins for millet.

    The figure highlights us that local farmers inMalsawm village have lost 82% of their corns

    and 72% of millet only in Malsawm village in Hakha township. Any lost of paddy isfortunately found because paddy has not yet produced its ear of paddy. We believeand get reports that other villages are also severely affected the rat infestation alike.

    All corns and millets are severely eaten and destroyed by rats and the most difficultperiod is expected to be from September 2010 to July 2011 when existing stocks willrun out and new crops will not yet be harvested. The food gap will have beenprolonged due to the rapid multiplication of rats and their destruction of food crops.
