sec urity netw ork with op po rtunity given to c ure. Com p la ints shall never be ma de

ag ainst any mem ber of the Sec urity Counc il to the g rand jurys. If a me mb er

refuses to be correc ted and the sec urity a dvisors have exhausted all rem ed ies

Bec ause the g rand jurys and the e lecte d o ffice ho lders are a sep arate and

private arm of g overnment it wo uld be imp rop er and a sec urity co nce rn to

stac k them a ll into o ne Sec urity Co unc il netwo rk therefore the foreman of a ny

grand jury ca n be sea ted w ithin any netwo rk lead ership tab le tha t he findshimself serving in. In the Sec urity Counc il flow of b usiness he sha ll answer

ac cording to the netw ork sea ting p osition b ut any grand jury finding a nd o rde r

sha ll be transmitted d irec tly to his sta te reg iona l judic ial ad visor .

The junior jud icia l ad visors sha ll review grand jury finding s for correc tne ss and

forwa rded to the judicial senior advisors to be subm itted direc tly to the c hief

ad visors for impleme nta tion and c op ied to the sec urity netwo rk bec ause they

are involved w ith the sec urity affa irs of p eople a nd the g rand jurys and they w ill

be ab le to intervene and rem ed y any sec urity issues tha t ma y be presented by

the find ings and orde rs befo re it is c arried out by the c hief ad visors.

For the respec t of liberty and the sake of individua l c onsc ious, all orde rs tha t

any m em be r is entrusted with from the top dow n to p ass or to ca rry out the

orde r sha ll always be rec eived by a vo luntary ag ree me nt o f YES or a NO . His yes

order rec eived or given, the dec ision sha ll be forwarded to the c hiefs for review

and mod ific at ion .The a greem ent o f the four(4) chief and two (2) sec urity

ad visors shall make it fina l. If ag reement c anno t b e found the a dvisory panel

shall review and mo dify the issue a nd the a greem ent o f eighteen (18)shall make

it final.

de jure USA , the de fa c to US , grand juries and the tria l juries tha t would have a

wrong a nd hurtful conseq uenc e if a llowed to be imp lemented , p resents a

sec urity issue a nd sha ll be intervened o r be p resented to the sec urity netwo rk.

They sha ll built h ighly responsible lea dership and training teams of Sec urity

Co unc il me mb ers within the sec urity network. Ranks of q ua lified p olice officers,

sec urity guards, milita ry and m ilitia p ersonnel can be rec ruited for the sec urity

netw ork lea de rship tab les.

The sec urity netwo rk sha ll both see k and p rovide a ssista nc e whereve r nee ded

am ong any o f the Sec urity Counc il me mb ers within any area of the d e jure USA

reg ard ing a ny sec urity issue. They sha ll estab lish a nd ma intain a cohesive
