New Measure A Taxpayer Safeguards

The proposed New Measure A includes legal restrictions to ensure that allfunds generated will be spent on transportation projects and programs.

New Measure A does not raise taxes beyond current levels.

An independent citizens’ oversight committee will closely monitor how allof the New Measure A funds are spent and will review external financialaudits of the fund every year.

The funds will be legally dedicated to transportation purposes only.

The sales tax will end in 30 years and can be extended only by anothervote of the people.

Over 99% of the New Measure A funds must be spent for transportationprojects, maintenance and services. Less than 1% of the funds generatedwill be spent for administration.

Requires reviews every 10 years to ensure future transportation needs are met.

All Measure A funds stay in Sacramento County. State and federal politiciansare not able to divert New Measure A transportation dollars.

Ongoing Funding for Transit —Continued funding for bus and lightrail service.

Senior and Disabled Transit —Fare discounts on fixed route bus andrail transit services and expansion ofspecial transit services for seniorsand riders with disabilities.

Neighborhood Shuttle Services —Funding for the creation of newneighborhood shuttle service.

Local Arterial, Traffic Control andSafety Projects — Improvements tolocal arterials and new safety programson roads across the County. Projectsinclude high priority safety and opera-tional improvements, emergency vehiclepreemption systems for quicker police,fire and ambulance response, bicycleand pedestrian improvements andimproved accessibility for persons withdisabilities. Planned projects includeFolsom Boulevard, Sunrise Boulevardand Bradshaw Road.

City Street and County RoadMaintenance — Funding for fillingpotholes, replacing aging pavement,fixing bridges and other local safetyprojects, under formulas that assureeach city and the County of Sacramentoreceives its fair share.

Air Quality, Smart Growth andEnvironmental Mitigation —Funding for programs to assistSacramento County to improve airquality, encourage smart growth andmitigate the environmental impactsof transportation projects. Builderswill be required to pay an additionalshare toward providing neededtraffic improvements.
