ARTICLE 1. INTRODUCTION

Dear Competitors, We are looking forward to meeting you on legendary venues, in winter conditions, for the 1st edition of the Valence Winter Classic Rally, which will take place from Wednesday 13 to Saturday January 16, 2021. The event which is meant to be an intergenerational meeting, over the new sporting and environmental trends, has aroused the enthusiasm of the local communities and the City of Valence which will welcome us in its heart, under the aegis of the FFSA and the Drôme and Haut Vivarais ASA. The story begins in July 2019 ... "We were together with Sébastien Chardonnet, on a day of HCV coaching, for a driver who wanted to benefit from our mutual and complementary experience... and it was a thought spoken out loud which started everything, we had the same idea! To stage a historic rally, on closed roads, with precise timing, to reawaken history without sacrificing safety and fairness in sport… We were off!" (Sébastien Chol, co-founder). A few weeks later, the organising committee of the Valence Winter Classic Rally (VWCR) met to create the organising association ‘Rally Events Organization’. "We were able to make the most of our network to build a dynamic, passionate team with experience in events and the various motorsport disciplines, at national and international level" (Sébastien Chardonnet, co-founder). The VWC Rally will be set up on the Esplanade du Champ de Mars in Valence, entirely dedicated to the event, to accommodate the Service Area, the Parc Fermé and the Club House. You will discover the VWC Green Village, largely made up of exhibitors from the green economy: "These activities are part of a green growth objective: the aim is to promote lasting and sustainable long-term development. This approach involves the social responsibility of the companies which refer to it and we wish to highlight them around us." (Sébastien Chardonnet). Further amongst the new activities is the organisation of the VWC E-Sport, the first regional selection with 8 driving simulators, with a face-to-face final against real professional drivers of the virtual world. In a friendly and winter atmosphere "by the fireside and in the heart of the city", various activities will be set up, to satisfy the curiosity of audiences of all ages. As for you, dear competitors, we wish to leave just for You the final part of this introduction to share the highlights of your rally, which will take place over 4 days and almost 800kms. We will start the competitive part in Tournon-sur-Rhône, with an optional test session, followed by a prologue on the same special stage, which will determine the starting order. "The first day, we will open for You the doors to the Ardèche region… Guided by our sponsor and course car, Yves Jouanny, you will drive over all the legendary stages of the times when Vatanen, Röhrl, Loubet, Mouton, Saby and many others were the kings of sideways driving…" (Sébastien Chol). On Friday everything is allowed... At the time, every rally had some night-time special stages, sometimes even entirely at night. The second leg will "challenge" you with the return of a great classic: the Midi-Minuit. Note that it will also see the start of the VWC Executive. We invite you to visit the dedicated section for this rally, on our website. The last leg will be just as legendary. This time, the mid-leg service will take You through Valence so as to be as close as possible to the Champ de Mars feast, before splitting up between the Ardèche and the Vercors regions. Finally, the 4 VWC events will end in a festive atmosphere during the VHC / VHRS and EXECUTIVE podium. Because we want your adventure alongside us to continue, we will stage just for You an exceptional award ceremony, by invitation, conducted by a star from the world of magic and illusionism, Mr. Dany Lary. As a car and sports enthusiast, he will be delighted to welcome us, through a cocktail dinner, for an innovative evening in our sport... An exceptional event calls for an exceptional evening! ARTICLE 4. ENTRIES

4.1. Criteria for Acceptance of Entries

4.1.1. Any driver wishing to take part in Valence Winter Classic Rally must send the attached entry form, duly completed, to the Rally Secretary before Friday 18th December 2020 at 18:00, by: § Paper, to the address of Rally Events Organisation, 8 route de Valence, 26600 La Roche de Glun, France

(date as postmark). § E-mail, to [email protected] (acknowledgement of receipt being proof of receipt). § No Entry Form by telephone will be accepted. By sending an electronic form, the competitor undertakes to abide by the rules and regulations of the competition. Competitors will sign the entry form in Administrative Checks. 4.1.2. To be accepted, competitors must send a proof of payment of the entry fee by e-mail to Rally Secretary by the close of entries, and following documents: § A copy of the Driver's and Co-driver's valid national identity cards or passports; § A copy of the Driver's and Co-driver's valid driving licences; § A copy of the Driver's and Co-driver's valid competition licences ; § A copy of rally car’s registration papers and insurance for VHRS competitors; § A copie of the 1st page of rally car’s homologation form or the technical passport (PTH - PTN - 3 parts-Classic). In accordance with article 3.9.4 of the Code, foreign competitors (drivers and co-drivers) must present their ASN authorization to take part in the 1st Valence Winter Classic Rally. VHRS clarification: § The competitor must obligatorily specify on his entry form, the category of average chosen for the whole

rally: high, intermediate (average high - 5km/h) or low (average high - 10km/h). § International or national " driver " licences are admitted: ICCR - NCCR. Drivers who do not have a licence can

obtain a «Regularity Rally Driving Permit» (TPNR), valid for this rally only, at the price of 75€, after having provided a medical certificate of aptitude for motor sport.

4.2. Classes of Cars

4.2.1. The maximum number of entries is set at 150 cars (divided into two groups: VHC and VHRS). As soon as the maximum number of entries is reached, entry form received above this threshold will be placed on the waiting list, even though they were received within the deadline, as well as those received without the entry fee and documents requested in paragraph 4.1.2. If on October 1st, 2020, the number of entrants is less than 100, the organizing committee reserves the right to postpone or cancel the rally. The eligible cars will be selected by the Organizer who has sole right to accept or to refuse the entry, without justifying any reason.

4.2.2. VHC Eligible road-legal cars with an Historic Technical Passport (PTH FIA or PTN FFSA), of the current FIA/FFSA-approved Annexes K and J for the periods E, F, G1, G2, GR, H1, H2, I, IR, J1 and J2 (from 1947 to 1990).

The cars will be divided into the following categories (French): § Group 1 - T - Tourisme § Group 2 – CT - Tourisme de Compétition § Group 3 - GT - Grand Tourisme de série § Group 4/5 - GTS - Grand Tourisme Spécial - GTP/HST/TSRC - Grand Tourisme Prototype § Group N - Production J § Group A - Tourisme J § Group B - J § Group Classic de compétition (1977 to 1981) : The cars in the “Classic de competition” will have a separate

classification.

Cars equipped with electric power steering assistance, not homologated in the group, or the declared period, will only be admitted in Classic. 4.2.3. VHRS A Historic regularity rally is open to the following cars categories: § Eligible cars (periods and classes) until 31/12/1990 as defined in Appendix K of the FIA Sporting Code ; § Production touring cars, in conformity with French road legislation of more than 25 years old ; § Production touring cars in GT category , in conformity with French road legislation of more than 25 years

old. On board equipment : Free. Rall cage and safety harness are recommended. 4.3. Entry fees

4.3.1. The amount of the entry fee is :

Not including optional organise’s advertising 5 000€ 4 600€ 4.3.2. The entry fee may be paid by bank transfer in accordance with the terms and conditions described on the entry forms. Transfer fees are charged to the sender. The proof of the bank transfer must be sent to the Rally Secretary, before the closing date of the entries, by email to [email protected]. For any request for an invoice for the amount of the entry fees, please send your invoice details by email to [email protected]. If you would like to request an invoice for the entry fee, please email your billing information to [email protected].

They will be distributed on recycled paper, only on request addressed to contact @rallyevents.org, and after acceptance of the printing quote.

ARTICLE 5. INSURANCE

In conformity with general French regulations for sporting events and competitions taking place on public roads, the Organising Committee will take out an insurance policy with one approved company. The entry fee includes the insurance premium which guarantees the competitor cover for civil responsability towards third parties (for corporal or material damages). The insurance will take effect at the opening of the scrutineering and will cease at the end of the rally (Opening of the Parc Fermé after the publication of the final classification) or in the event of withdrawal, exclusion or disqualification. The service vehicles, team members and service materials, may never be considered as official participants in the rally, even if they are listed or bear a Rally pass/pate. They are therefore not covered by the insurance policy of the rally and remain the sole responsibility of their owner.

IMPORTANT VHRS : Any rally car circulating outside the official itinerary rally route (as road-book) must be brought back into conformity with the French highway code (visible licence plates) and with their own insurance, especially: § When leaving the Parc Fermé ; § In the event of a problem occuring in a regularity zone, requiring a return to a service/regroup park using

another route than that of the rally.

ARTICLE 6. SCRUTINERRING

The crew must registered will have to consult the website www.rallyevents.org to aware of : § The confirmation of their entry; § Their administrative checks and scrutineering time schedule convocation. Information on the various obligations of competitors is also available on the website. No personal document will be sent by email. 6.1. Administratives checks

6.1.1. All crews taking part in the rally must present themselves at the administrative checks, and not by a team representative. Crews arriving late at their call-in time, will be subject to the penalities, as FFSA General Prescriptions. Crews mus complete the adminisatrative checks before going to the scrutineering : § Adress : Stade Georges-Pompidou, 41 Rue Fernandel, 26000 Valence. § Timing : Tuesday, 12th January from 14:00 to 18:00 or Wednesday, 13th January from 08:00 to 12:30. Please

let us know your preference. § Main contact : Tiphanie Isnard – Competitor delegate - [email protected] - +33 (0)6.87.30.09.44. 6.1.2. During the administrative checks the following original and valid documents will be checked: § Driver's and Co-driver's valid driving licences; § Competitor’s, Driver's and Co-driver's valid competition license or TPNR for VHRS crews ; § ASN authorisation for all foreign competitors and or/or drivers; § Registration papers and insurance for VHRS competitors; § Rally car’s homologation form or the technical passport (PTH - PTN - 3 parts-Classic). § If the driver (s) is not the owner of the rally car, an original letter from the owner of the rally car authorising

the driver(s) to drive the car during the rally. A written briefing will be given to the crews, to acknowledge receipt. Crews will also receive their complete package mentioned in paragraph 4.4. As a reminder, the official documents, as well as road-books and maps, are only available in digital version and can be downloaded from our website (unless specifically requested to [email protected]).

6.2. Scrutineering

6.2.1. After completing the administrative checks, competitors will have a target time of 45 minutes to get to the scrutineering, also located in the Stade Georges Pompidou.

The compulsory trailer park is also located within the grounds of the Stade Georges Pompidou, 41 Rue Fernandel, 26000 Valence. Trailers prohibited in the service park on the Champs de Mars.

6.2.2. Scruitineering will be in accordance with FFSA General Prescriptions and VHC_VHRS specific regulations: § Cars may be prensente at scrutineeing by a representatve of a team, § Competitors must present their cars to scrutineering with rally plates, competition numbers and mandatory

advertising, affixed to the car, § Crew must shox the car’s complete certified homologation form or the technical passport (PTH - PTN - 3

parts-Classic), § All competitor safety equipment due to be used during the rally (driver and codriver), according to the

category, must be presented, § Each car must be equipped with a minimum 2kg fire extinguisher, a reflective triangle and two reflective

jackets. Two belt cutters must be carried on board at all times. 6.2.3. The organiser may refuse a car that doesn’t fit the spirit and appearance of the given period. 6.3. Final checks

They will take place immediately after the arrival and according to the instructions given by the officials in the Parc Fermé ‘Champs de Mars’. The hourly rate for technical labour, applicable to the dismantling operations, is set at 60 € inclusive of tax.

ARTICLE 7. TYRES AND TECHNICAL INFORMATIONS

Information to follow in the Supplementary Regulation.

ARTICLE 8. ADVERTISING AND IDENTIFICATION

In compliance with FFSA General Prescriptions and VHC-VHRS spécifiques regulations. 8.1. Rally car identifications

8.1.1. Following requirement of the French traffic rules regarding the identification of the rally cars (décret n°2012-312 from 5/03/2012 which modifies the article R.411-29 of French traffic rules and the laws of 14 & 28/03/12) identification of all rally cars will be two numbers (21 cm x 14 cm) to be fixed at the front and rear of the car as supplied by the organiser of the rally. 8.1.2. The identification number is the same as the competitor N° for the rally. It is valid only during the rally and on the rally itinerary. These two numbers must be used in place of the usual registration plates which must be removed or concealed. Above rule applies also to foreign registered rally cars.

8.2. Advertising

8.2.1. The organiser’s obligatory advertising and the optional organiser’s advertising will be communicated in the Supplementary Regulation. 8.2.2. Competitors are allowed to affix any advertising on their cars as long as it complies with the FFSA Standard Regulation Art 5.2.1. 8.2.3. Unless prior agreement with the organisers, the placing of any advertising on the rally route and in its immediate vicinity is strictly forbidden.Under the same conditions, any advertising or promotional action based on the brand image of the rally must be authorised by the organisers. No commercial action in the vicinity of the rally, via social networks or the web is authorised without the organiser's agreement.

Any commercial action is forbidden by municipal decree.

ARTICLE 9. SERVICE

In compliance with FFSA General Prescriptions and VHC-VHRS spécifiques regulations.

9.1. Service park

9.1.1. Each crew will receive 2 service plates and stickers with the competitor's number. Only vehicles equipped with the "service" sticker provided by the organiser will be authorised to enter in the service park. The area allocated to a crew in a service park is 60 m² per car + 40 m² per additional car, in the event that more than one crew would like to share the same team service area. 9.1.2. Throughout the rally, service of a competing car may be carried out only in services parcs specified in the Itinerary of the rally in appendix : § Service A – B – D – E – G – H – I : Esplanade du Champs de Mars - 26000 Valence (asphalt) § Remote service C (2nd Day,Thursday 14th January) : D21 – 07320 Saint Agrève (asphalt) § Remote service F (3rd Day, Friday 15th January) : Les Faysses – 26510 Remuzat (asphalt) Service vehicles will be allowed to enter the service park at ‘Esplanade du Champs de Mars, 26000 Valence’, on Tuesday 12th January 2021, at 15:00.

Important reminder: no trailers may be parked on the Esplanade du Champs de Mars, either in the service park or in the adjoining car parks. A trailer park will be at your disposal at the ‘Complexe du Stade Georges-Pompidou’.

9.1.3. The service parks layouts, the usefull information, and the equipment available in the service park will be communicated in the Supplementary regulation. For any request for service area sharing between competitors and/or request for additional facilities, materials and services on the service park, the 'service park' form must be downloaded from the website, completed and sent by email to [email protected] before Friday 18th December 2020.

9.1.4. In each service park the competitors are asked to : § To keep a fire extinguisher A, B and C with a minimum capacity of 5 kg, which has been checked for less than

2 years, in the immediate vicinity and in a visible manner of the location of each rally car; § To use hydrocarbon containers that comply with hydrocarbon standards, § The use of ground protection sheets is compulsory in the working areas (3 m x 5 m minimum), § To take charge of waste removal, at the latest when you leave the service park, § It will be strictly forbidden to drill holes on the ground of the service park. The washing of vehicles and the

emptying of waste water in the service park will be strictly forbidden. Compliance with environmental and safety regulations will be carefully checked. A penalty of 200 € will be applied for each infraction found. The amount of the penalty will be kept by the organizer. 9.1.5. The speed of cars in the service parks may not exceed 30 kph. Failure to comply with this limit shall result in a penalty. The Organising Committee would like to thank you in advance for your understanding towards our stewards who are there to ensure that the rally takes place with respect for others and the sporting regulations. 9.2. Auxiliary Parkings

Vehicles displaying “Auxiliary” or “Guest” stickers mus mandatorily park in the dedicated parking zone, provided by the organizer, which will be indicated in the Supplementary Regulation.

ARTICLE 10. RECONNAISSANCES

Two ‘RECO’ (RECCE) numbered flyers must be downloaded from the website and printed by yourself.They must be affixed on the car during the whole duration of the reconnaissance (one on the top right of the windscreen and the other on the top middle of the rear window). Reconnaissance will take place from Fiday, 8th January to Monday, 11th January 2021, from 08:00 to 19:00. For any exceptions, please send your request to [email protected].

ARTICLE 11. SHAKEDOWN

11.1.1. A shakedown will take place on Wednesday 13th January 2021, from 13:30 to 15:30 in Tournon-sur-Rhône. It is reserved for competitors who will request it on the entry form and who will have paid a fee of 200 € per rally car. 11.1.2. Only the crews engaged and having completed the administrative checks and obtained the scrutineering OK sticker, will be able to take part in this optional shakedown. Drivers and co-drivers must wear their safety equipment. The rules to be observed are those applied during the race.

ARTICLE 12. PROLOGUE

12.1.1. The official start of the '1st Valence Winter Classic Rally' will be given during the timed Prologue, which will take place on the same road as the Shakedown, 3,34km, in Tournon-sur-Rhône from 16:00. Participation in the Prologue is mandatory as the classification will determinate the starting list of the rally. 12.1.2. The starting list of the Prologue and the target times will be specified in the Supplementary Regulations. 12.1.3. Before the start of the Prologue, crews will be assembled in a holding area located at Place Jean-Jaurès, 07300 Tournon-sur-Rhône. The Parc Fermé régulation will apply to this zone.

ARTICLE 13. CEREMONIAL START

13.1. At the end of the Prologue, the competitors will go to the Ceremonial Start Podium, located on the square in front of the City Hall of Valence, under Parc Fermé. The details of the Ceremonial Start will be specified in the Supplementary Regulations.

ARTICLE 14. RUNING OF THE RALLY AND OTHERS PROCEDURES

14.1. Start orders

14.1.1. The organiser shall decide the start order. The start order and intervals between VHRS and VHC competitors, will be specified in the Supplementary Regulations. 14.1.2. For VHRS competitors, the allocation of numbers will be done by respecting the average chosen in the entry form. The starting list order will remain unchanged until the end of the rally. 14.2. Re-start after retirement

Any competitor which has failed to complete a section may be assumed to re-start the rally from the start of the next section following the overnight regroup. The procedure will be specified in the Supplementary Regulations.

14.3. Breakdown service

Tow trucks will be used for the sole purpose of clearing the special stage if it is totally obstructed. There is no obligation for the organizer and/or the Race Control to evacuate the competitors cars.Under no circumstances shall the the organizer have to provide a tow truck for the competitors. Breakdown services on the Rally road will be done at competitors cost or by their own insurance. Furthermore, the competitor renounces all recourse against the organiser, or one of the members of the organisation, in the event of his rally car going off the road or in the event of a collision with another competitor. 14.4. Finish procedure

The Podium Ceremony will take place on Saturday 16th January 2021 from 16:52 on the Champs de Mars. After the Podium Ceremony, the competitior must go directly to the Final Parc Fermé. The crews must keep their cars available for a possible check by the Scrutineers in the Parc Fermé. The Prize Giving Ceremony will take place during the ‘1st Valence Winter Classic Rally Gala Cocktail & Price Giving Ceremony’, specified in Article 17.2.

ARTICLE 15. HOSPITALITY ARRANGEMENTS

15.1. Competitors arrangements

The location and opening hours of the Accreditation Centre and the Media Center will be announced later.

15.3. PR Activities

Access to the special stages and the service park of the Valencia Winter Classic is free of charge for spectators. The organizer has accredited only one companie designed below to be responsible for the VIP operations during the entire event :

ARTICLE 17. PRIZES AND GALA COCKTAIL

There will be no prize money. Cups and trophies will be awarded to all ranked competitors. 17.2. Gala cocktail

Each competitor will be offered two places at the ‘1st Valence Winter Classic Rally Gala Cocktail & Price Giving Ceremony’. The Gala Cocktal and Show will be held on Saturday 16th January 2021 at 21:00 at ‘Ateliers Magiques de Dani Lary, 20 Grande Rue, 26300 Barbières, France’. The price for people wishing to attend the Gala Cocktail is 80€ per person. Booking is compulsory, until Friday, 8th January 2021 at 18:00, by email to [email protected].
