Sub: Procurement of Hot Coiled Cylindrical Springs & Dampers used in FIAT of bogies LHB coaches.

Ref: (i) South Central Railway's letter No. N/M/LHB Coaches Vol. II dated 26.06.2020.

(ii) This office letters of even no. dated 23.12.2019, 20.09.2019, 27.08.2019 & 11.06.2019.

(iii) This office letter No. SV. FIAT DAMPER/04 dated 10.12.2019. (iv) Railway Board's letter No.201 7/M(C)/1 37/1 6VoI. IX Pt. dated 07.05.2019. (v) Railway Board's letter No.2001/RS(G)/77917 dated 01.02.2017.

Vide reference (i) above, South Central Railway has reported that firms other than RDSO Approved Vendor lists are also participating in the tender and it is becoming difficult to decide the case. Moreover, queries on procurement of Hot Coiled Cylindrical Springs & Dampers used in FIAT bogies of LHB coaches have also been sought by several Zonal Railways vide telephonic conversations.

It is clarified that in compliance to Railway Board's letter under reference (iv), vide this office letter dated 23.12.2019 under reference (ii), Zonal Railways & PUs have already been intimated that names of approved/registered vendors for coil springs in FIAT bogies of LHB coaches had been included in RDSO vendor directory. Vide letter dated 20.09.2019 & 27.08.2019, Zonal Railways & PUs have been advised that future procurement of hot coiled cylindrical springs shall be as per revised RDSO Specification No. RDSO/2017/CG-01 (Rev.01). Vide this office letter dated 11.06.2019 referred at (ii), Railways were advised that no other specification than RDSO specification shall be used for future procurement of hot coiled cylindrical springs.

Vide letter referred at (iii), Zonal Railways & PUs have been intimated that RDSO Specification no. RDSO/CG-18005, Rev, nil for manufacture and supply of Dampers for LHB

coaches is uploaded on RDSO Website. Enforcement date of the subject specification is as under:

(i) For already registered vendors & in process cases - 09.12.2019. (ii) For new vendors (Fresh registration case) 09.05.2019.

In view of above, it is for kind information that Hot Coiled Cylindrical Springs & Dampers used in FIAT of bogies LHB coaches are RDSO Vendor Directory items in terms of Railway Board's letters under reference (iv) & (v). ç
