• Improve and develop TEN-T, implement Rail Baltica project, improve regional and

local transport infrastructure;

• Promote multimodal transport and intermodality;

• Provide high value added logistics services;

• Ensure sustainability of transport system through energy efficiency and better

mobility demand management;

• Revitalise public transport systems, promote cycling and electromibility;

Rail Baltica in Europe: recent developments

•June 2010: Ministers of transport signed declaration on rail freight corridors.

Declaration was signed by ministers of Belgium, Chech Republic, France, Germany,

Italy, Lithuania, Luxembourg, the Netherlands, Poland and Switzerland. “Rail

Baltica” section Warsaw- Kaunas become the part of the corridor Nr. 8

Bremenhafen/Rotterdam – Warsaw- Kaunas;

•June 2010: Ministries responsible for transport of Poland, Lithuania, Latvia,

Estonia and Finland in Saragosa signed MoU on the TEN-T Priority Project No 27

“Rail Baltica”. The resolution of the Government of Lithuania Nr. 541 from 2010-05-

12 concerning the implementation of “Rail Baltica” project is the annex to the

Memorandum.

•October 2010: EC Mid Term Review of the 2007-2013 TEN-T Multi Annual work

programme acknowledged “Rail Baltica” axis Warsaw-Kaunas- Riga-Tallinn-

Helsinki to remain as a TEN-T Priority project. Implementation time prolonged until

the year 2015.

Rail Baltica in Lithuania: recent developments

December 2009: Lithuanian Government adopted resolution No. 1802 on Plan of urgent actions necessary to execute for implementation of Rail Baltica project. May 2010: The aforementioned resolution was amended and complemented with additional actions. April 2010 m: Lithuanian Government adopted resolution No. 371 on Rail Baltica Baltica homologation as important economic project. October 11, 2011. Lithuanian Parliament adopted resolution No. XI-1612 on Rail Baltica recognition as project of particular national importance.

Rail Baltica : remaining challenges

•Results of AECOM study: new line – means

new territorial planning procedures, land

acquisition, additional legislative actions;

•Financing: coordinated action of countries

concerned (i.e. PL, LT. LV, EE) in 2014-2020;

•To employ Rail Baltica axis for serving much

higher cargo and passenger flows.

•Poland: Warsaw – LT border: speed of trains

and concrete action towards Rail Baltica

implementation in 2014-2020 financial

perspective.
