School age students increased from 12 years to 15 years.

Establishment of the School of Extended Education offers a 3-year vocational course for pupils who fail to enter the academic schools.

Ministry of Education to organize part-time training for 3 years to train teachers who will teach in the School of Extended Education.

Primary Schools and Primary Schools of Public converted into National Primary Schools and National Type Primary Schools.

Junior Middle III Examination abolished from 1961 and Senior Middle III Examination repealed in 1963. National language must pass the Certificate of Primary Education from 1962.

Establishment of the Technology Institute in Kuala Lumpur, Ipoh, Penang and Pantai Timur/ Johor.

Islam will be taught in schools if there is at least 15 Muslim students. Moral education for non-Muslim students will be included in the compulsory syllabus from Primary 4 to Form 5.

Fees in all primary schools be abolished.Formation of the State Education Advisory Board to replace the Local Education Authority.

Conversion of the official language of instruction is opposed by the Board of Governors Association and the Association of Chinese School Chinese School Teachers, others may disagree.

Advanced Education to develop school plans are not well-received and repealed and replaced with the Comprehensive Education System in 1965.
