1 - Legal and Regulatory Framework
• List the regulations
- The Order N° 009/DDT of February 23, 1998 regulating
the rod transport of dangerous goods
- the law N◦ 95/08 of January 30, 1995 provide criminal
provisions for offenders. Regarding the issuance of
approvals and findings of offenses prejudicial to justice
(status of inspectors of the NRPA), future legal
provisions will take into account these two aspects.
- the decree N◦2002/250 of October 31st, 2002 appointed
the NRPA as the competent authority in regard for the
transportation of radioactive materials.

The Ministry of Transport is responsible for
monitoring all transport in Cameroon, whatever
the materials transported
In regard specifically to radioactive materials, the
National Radiation Protection Agency (NRPA) is
the competent authority.

Currently in Cameroon, there are no designers or
manufacturers of devices
• Who tests packages
• Who witnesses tests
It is the same for monitoring, manufacturing and
testing package design approved and for

in your country is acceptable
Currently, there are no designers or
manufacturers of models (design) in Cameroon

occurred?
NRPA is inform by the government, the ministry of
transport or the transport operators

• Who has the power to enforce compliance
with transport regulations?
The NRPA has certain power to find
infringements, and the regulation includes
provisions for criminal offenders

recorded? Yes
• But in the future regulation, the following aspects will be integrated :
- The obligation to report incidents;
- The obligation of the shipper, carrier or consignee, to analyze incidents
and their causes;
- The obligation to notify the sender and the competent authority of an
emergency;
- Information by the shipper , the carrier or recipient ( to ) authority (s)
responsible (s ) of non- conformances and corrective and preventive
actions taken as a result thereof;
- To inform as soon as possible the sender (s) authority (ies)
responsible (s) of non-conformities

transport in your MS
NRPA is helping the transport operators to put in
place an emergency plan. The emergency
exercise is scheduled before the end of this year

• Are inspections planned?
An inspection program exists for NDC activities, including
road transport NDC, but should be extended to other
activities, to all stakeholders and other modes (air, sea
and inland, waterway possibly railway) of the transport of
radioactive materials.
Prior to the issuance of a transport authorization, the
NRPA performs an inspection prior to the applicant.

Currently there is no package design issue in
Cameroon, the NRPA is not affected by
approvals.

each mode of transport?
Depending on the evolution of transport of
radioactive materials in Cameroon, the NRPA is
preparing, both in personal (expert training) and
in regulation level, for the issuance of unilateral
or multilateral approvals, including the
monitoring of manufacturing and testing.

cooperation

- customs authorities: cooperation agreements in
preparation
- security authorities: cooperation agreements in
preparation
- environmental agencies and governmental bodies
responsible for transport of other dangerous

- MoU signed between NRPA and Ministry of Public

the Competent Authority (CA)?
The NRPA has established an internal
management system compound, including a
flow chart and a procedures manual.

• Does the CA control verify that consignors
and carriers have their own management
system?
NRPA conducts inspections including checking
the existence of a management system in
controlled carriers (currently NDC). It will extend
this practice to other actors and operators,
regardless of the mode of transport involved in
the transport of radioactive materials in
Cameroon.

Import-export of radioactive materials
• Prepare a detailed list of requirements for
import/export of radioactive materials in your
country. Include all the organizations involved.
The following documents are required:
• a)- A copy of authorization to open service, issued by the
NRPA;
• b)- A copy of the authorization for the use or possession of
radioactive material, issued by the NRPA: in case of export;
• c)- approval of the source or the equipment to be imported
or exported or equivalent certificate;

Import-export of radioactive materials
• Prepare a detailed list of requirements for import/export
of radioactive materials in your country. Include all the
organizations involved.
• In case of import:
• − Agreement certifying that the source will be returned to the
supplier;
• − Certificate from the source;
• In case of transit:
• − import authorization issued by the importing State;
• In case of export:
• − Agreement charging / calibration of the source of the
importing State.
