PURPOSE OF THE EXPERTISE
Control the compliance of GSM radioelectric sites to standards
requirement in the pylon implementation, electric security, buoying and
electromagnetic compatibility;
Abide by technical prespecriptions, namely perimeters for security and
control;
Enhance ATCI basic information over technical parameters for
radioelectric operating setups;
MISSION SCOPE
The campaign covers the networks for the following mobile cellular
telephony operators: ORANGE COTE D’IVOIRE (OCI), MTN-CI, COMIUM
(Koz), ATLANTIQUE TELECOM (Moov) and ORICEL (Green).

MISSION OPERATION
ENVIRONMENTAL CONTROL OF RADIOELECTRIC INFRASTRUCTURE
Such chapter deals with environmental verification for radioelectric sites, impacts
over environment/works done during the operational phases, rehabilitation and
re-development.
PYLON
Such chapter deals with measurements and visual controls to verify the stability of
the infrastructure (aerial plants).
SYSTEM OF AERIAL SIGNALLING
This chapter deals with the control of buoying operations night and day
according to the general prescriptions of the International Civil Aviation
Organisation (OACI) and local civil aviation authority.
MISSION’S OPERATION
SYSTEM OF LIGHTNING
This chapter deals with the system control for combatting lightning to protect
Telecom installation equipment and neighbouring.
RADIOELECTRIC DISCHARGE
This chapter is about the reading of true technical parameters, control of state
and evaluation of radioelectric discharge embarked on pylons and other
relevant structures.
SYNTHESIS AND PRESCRIPTIONS
This chapter is about the synthesis of faults and recommendations for
rehabilitation and compliance of works.

OBSERVATIONS
Zones Concept and Signagee
Observations • Non existence of the security perimeter;• fault of security system in place;• Absence of appropriate signage.
1. ENVIRONEMENTAL CONTROL FOR RADIOELECTRIC INFRASTRUCTURE
ENVIRONMENT AND INSTALLATION
− Dirty Site;− Oxydization of shelter at some points;− Intallation of cables outside CDCH ;− Knickpoint of walls and concretes;− Grids of non secured oxdized condensers;− Electric Enclosures not secured;− Fuel leakage under generator;− Extinguisher: expired use period.
2.PYLON
− Preventers of end ofthe non existing higher ribs;− Reach of the main structure;− Advanced Oxydization of nuts and bolts;− Security Kit, oxydized, damaged or not exist;− Ladder and safety bow, oxydized, damaged or not exist;− Mechanic tensions not in compliance with prescriptions;− Vertical fault.
OBSERVATIONS
3.SYSTEM OF SIGNALLING
− Deterioated Day buoying;− Non Operative Night Buoying;− Open junction box;− Non operative dusk to dawn switch
4.LIGHTNING PROTECTION
− Measured value (isolated) higher to 10 Ohms ;− Old Lightning conductor;− Non Labelled Earthing Network;− Earthing system;− Absence of earthing system for some equipment;− Vandalized site, Site vandalisé , cut and robbed flats.
5. RADIOELECTRIC DISCHARGE
− Brake caliper, nuts and bolts, retransmission arms oxydized;− Retransmission arms not galvanized;− Antenna not well fixed / Design Radio not in compliance with
engineering table/space isolation not respected;− Deteriorated leaktightness not well completed;− Higher head discharge almost prescribed;
