Citizenship Requirement to Vote in FloridaElections
This amendment provides that only UnitedStates Citizens who are at least eighteen yearsof age, a permanent resident of Florida, andregistered to vote, as provided by law, shall bequalified to vote in a Florida election.
Because the proposed amendment is notexpected to result in any changes to the voterregistration process in Florida, it will have noimpact on state or local government costs orrevenue. Further, it will have no effect on thestate’s economy.

Raising Florida’s Minimum Wage
Raises minimum wage to $10.00 per houreffective September 30th, 2021. EachSeptember 30th thereafter, minimum wageshall increase by $1.00 per hour until theminimum wage reaches $15.00 per hour onSeptember 30th, 2026. From that point forward,future minimum wage increases shall revert tobeing adjusted annually for inflation startingSeptember 30th, 2027.
State and local government costs will increaseto comply with the new minimum wage levels.Additional annual wage costs will beapproximately $16 million in 2022, increasing toabout $540 million in 2027 and thereafter.Government actions to mitigate these costs areunlikely to produce material savings. Othergovernment costs and revenue impacts, bothpositive and negative, are not quantifiable.
THIS PROPOSED CONSTITUTIONALAMENDMENT IS ESTIMATED TO HAVE ANET NEGATIVE IMPACT ON THE STATEBUDGET. THIS IMPACT MAY RESULT INHIGHER TAXES OR A LOSS OFGOVERNMENT SERVICES IN ORDER TOMAINTAIN A BALANCED STATE BUDGETAS REQUIRED BY THE CONSTITUTION.

Allows all registered voters to vote in primariesfor state legislature, governor, and cabinetregardless of political party affiliation. Allcandidates for an office, including partynominated candidates, appear on the sameprimary ballot. Two highest vote gettersadvance to general election. If only twocandidates qualify, no primary is held andwinner is determined in general election.Candidate’s party affiliation may appear onballot as provided by law. Effective January 1,2024.
It is probable that the proposed amendment willresult in additional local government costs toconduct elections in Florida. The FinancialImpact Estimating Conference projects that thecombined costs across counties will range from$5.2 million to $5.8 million for each of the firstthree election cycles occurring ineven-numbered years after the amendment’seffective date, with the costs for each of theintervening years dropping to less than$450,000. With respect to state costs foroversight, the additional costs for administeringelections are expected to be minimal. Further,there are no revenues linked to voting inFlorida. Since there is no impact on state costsor revenues, there will be no impact on thestate’s budget. While the proposed amendmentwill result in an increase in local expenditures,this change is expected to be below thethreshold that would produce a statewideeconomic impact.

Requires all proposed amendments orrevisions to the state constitution to beapproved by the voters in two elections, insteadof one, in order to take effect. The proposalapplies the current thresholds for passage toeach of the two elections.
It is probable that the proposed amendment willresult in additional state and local governmentcosts to conduct elections in Florida. Overall,these costs will vary from election cycle toelection cycle depending on the uniquecircumstances of each ballot and cannot beestimated at this time. The key factorsdetermining cost include the number ofamendments appearing for the second time oneach ballot and the length of thoseamendments. Since the maximum state cost islikely less than $1 million per cycle but theimpact cannot be discretely quantified, thechange to the state’s budget is unknown.Similarly, the economic impact cannot bemodelled, although the spending increase isexpected to be below the threshold that wouldproduce a statewide economic impact.Because there are no revenues linked to votingin Florida, there will be no impact ongovernment taxes or fees.

Ad Valorem Tax Discount for Spouses ofCertain Deceased Veterans Who Had
Permanent, Combat-Related Disabilities
Provides that the homestead property taxdiscount for certain veterans with permanentcombat-related disabilities carries over to suchveteran's surviving spouse who holds legal orbeneficial title to, and who permanently resideson, the homestead property, until he or sheremarries or sells or otherwise disposes of theproperty. The discount may be transferred to anew homestead property of the survivingspouse under certain conditions. Theamendment takes effect January 1, 2021.
Descuento fiscal ad valorem para cónyuges deciertos veteranos fallecidos que tenían
discapacidades permanentes relacionadas conel combate
Establece que el descuento del impuesto sobrela propiedad constituida como bien de familiapara ciertos veteranos con discapacidadespermanentes relacionadas con el combate setransfiere al cónyuge sobreviviente de dichoveterano que posee un título legal o beneficiosoy que reside permanentemente en lapropiedad, hasta que él o ella se vuelva acasar, venda o de otra manera disponga de lapropiedad. El descuento puede ser transferidoa una nueva propiedad constituida como biende familia del cónyuge sobreviviente bajociertas condiciones. La enmienda entra envigencia el 1 de enero de 2021.
