ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 62nd meeting of Operation & Coordination Committee of MP held on 27th FEBRUARY 2018 at SLDC, MPPTCL, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/983 Jabalpur dated 04.04.2018.

ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS FEB 2017 TO MAR 2018. 2.1. Frequency Particulars: During FEB 2018 the system frequency was below 49.90 Hz for 9.69% of time against 12.99 % of time during MAR 2018. The system frequency was above 50.05 Hz for 10.06 % of time during FEB 2018 against 7.72 % of time during MAR 2018. The system frequency was within the IEGC range of 49.90-50.05 Hz for 80.25 % of the time during FEB 2018 against 79.29% of time during MAR 2018. The average monthly frequency was 49.98 Hz during month of FEB 2018 and 49.97 Hz during month of MAR 2018. The system frequency did not touch 49.20 Hz during the above period.

2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 31.03.2018 as submitted by MPPTCL is given below:-

2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The various ongoing Transmission Schemes completed during the financial year 2017-2018 (up to MAR 2018) and plan for completion of various ongoing Transmission Schemes for the Year 2017-2018 is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.

2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during FEB 2018 and MAR 2018.

There was no df/dt operation during the same period. [Action: MPPTCL]

(ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt relays are in operation, where the

U/F relays are not available, the numerical relays programmed for under frequency operation. Df/dt relay at 220 KV Sagar, 220 KV Chhatarpur & 132 KV S/s Chapda is being replaced shortly, except this all U/F stages are in good/healthy condition.

(iii) Group Allocation to Newly Commissioned existing EHV substations:- The region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.3 (ii). Discoms are requested to furnish the details as per list enclosed at Annexure-2.3(ii) in the meeting. In 62nd OCCM representative from Central Discom informed that 5 no. 33 KV feeders (i.e., 33 KV

Dord, Banbar, Chinor, Karhiya & Gharsondi) have been group allocated. Similarly representative from West Discom informed the committee that 05 no. 33 KV feeders have been group allocated.

In view of the above it is to intimate that the order copy of the above mentioned 05 no. 33 KV feeders

of Central & West Discom each has not been received to P&D and SLDC. Hence these feeders are not considered to be group allocated till date. Hence it is requested to kindly submit the order copy of all the feeders which have been group allocated.

ITEM NO. 3 : OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage and proposed maintenance programme: The annual maintenance /outages of thermal generating units of MPPGCL during February 2018 to March 18 is Nil as intimated by ED(O&M:Gen.), MPPGCL, Jabalpur.

3.2 Proposed shutdown programme of Transmission lines / Transformers: The proposed shutdown of transmission elements for the period 01.03.2018 to 31.05.2018 submitted by MPPTCL is enclosed as Annexure-3.2.

2. 12.5MVA X mer, BBL Make (Sr. No.-1428/3) at 132 KV S/s Chapda.

Not intimated X’mer failed

The 12.5MVA BBL make Transformer Sl. No. 1428/3 failed and proposed to be withdrawn from system. MPPTCL informed that the de-commissioning proposal of this x-mer is sent to CE(P&D) vide U.O.No.851, dt 11.08.17. further , the matter is taken up by CE(P&D) with CGM(W), Central Discom vide L.No.04-02/PSS/2291 Dt 08.09.17, After receiving approval from competent authority, the transformer shall be de-commissioned. The latest status in the matter may please be submitted by MPPTCL (T&C/P&D) in the meeting.

3. 40 MVA, 132/33 KV CGL make X’mer, Sr. No. T-8362-3 at 220kv s/s Ujjain.

22.06.2017 Tripped on differential indication.

transformer has been declared failed and being replaced by 20 MVA X’mer. In 62nd MPPTCL informed the committee that the X’mer will be replace by end of March 2018. Latest status may please be submitted by MPPTCL in the meeting.

4 16 MVA, 132/11KV EMCO X’mer at 132 KV S/s Sanwer.

5 7.5MVA 132/11KV X’mer at 132 KV S/s Suwasra

6 315MVA, 400/220,BHEL X’mer-I at 400kv S/s Bina 15.01.2018 Differential, Buchholz

and PRV indications

In 62nd OCC MPPTCL informed the committee that the transformer is being replaced by new X’mer by end of May 2018. Latest status may please be submitted by MPPTCL in the meeting.

7 315MVA, 400/220 X’mer-II at 400kv S/s Bina. 14.02.2018 Differential, Buchholz.

Committee may like to discuss & MPPTCL is requested to submit the further action plan and status.

8. 40MVA 132/33KV ECE at 132 KV S/s Lakhnadon.

9 STPS Unit #9-GT 24.08.2017 GT Burnt

MPPGCL informed that Order placed to M/s Aditya Elect., Mumbai on 31.10.17. GT sent for repair on 10.11.17 which reached Mumbai on 22.11.17. MPPGCL informed that GT received at site, commissioning work under progress and will be completed by 15th April 18. Latest status may please be submitted by MPPGCL in the meeting.

10. 400 KV Generator Breaker of Unit # 9 of Satpura 24.08.2017 Fire in Bushing of GT MPPGCL informed that the Work

completed on 23.12.17.

11 UAT-B, U#11, STPS, Sarni Feb-18 - Work has been completed. It will be taken in to service whenever the unit is under shutdown.

12 500 MVA, 400/220 KV X’mer at STPS. 19.04.2018 X’mer tripped at 21:55

Hrs. due to LA Burst.

Committee may like to discuss & MPPGCL is requested to submit the further action plan and status.

13 400 KV Transfer Bus Coupler at SGTPS 13.12.17 Nitrogen Leakage

MPPGCL is requested to indicate the reason for not indicating the outage timely to SLDC. Latest status may also be intimated by MPPGCL in the meeting.

Any transmission element/ EHV element under outage, which has not been intimated/included under aforesaid outage list, should be invariably intimated to SLDC. All entities are requested to ensure the same. The utility may submit the latest status.

6.2 Load Dropping Scheme at 400 KV substations to handle emergency condition: - On dtd.

17.04.2018 at 12:15 hrs 315 MVA 400/220 KV ICT No.-II at 400 KV substation (PG) Gwalior tripped and

caught fire. The fire was rapidly spread nearby area. Therefore 315 MVA 400/220 KV ICT No-I was also

hand tripped at 13:32 hrs. to safeguard the ICT. Thereafter the loading of 315 MVA ICT No.III rushed

dangerous level of 390 MW. The contingency arrangements were made to handle the emergency situation

immediately as detailed below: -


1. The load of 220 KV Mehgaon substation shifted to Auriya supply of NR BY by opening of 220 KV

Malanpur-Mehgaon and 132 KV Malanpur-Mehgaon lines. The load of Mehgaon, Bhind, Ron, Lahar,

Seondha, Gormi, Porsa, Ambha met from Auraiya supply.

2. 220 KV supply extended to Datia substation from 400 KV substation Bina . This supply also extended up

to 220 KV substation Mahalgaon . 220 KV Gwalior (PG) Mahalgaon circuit were kept off.

3. The load of Sheyopur & Sabalgarh substations were fed from 400 KV substation Bina (PG). The 132

KV link from Motizeel substation to Sabalgarh substation kept off.

4. The load of Guna, Ashoknagar and 220 KV substation Bina were fed from 220 KV Sagar supply. This

supply was also kept parallel with Vidisha supply.

5. The 220 KV Malanpur and Morena substation were made available supply from 315 MVA 400/220 KV

ICTNO.I at Gwalior (PG).

At around 22.00Hrs ICT No I at PG Gwalior restored and supply arrangement made as per

original scheme except at Mehgaon S/S .

Further on dtd. 18.04.2018, the emergency situation again arise at Gwalior area as 315 MVA

ICT No.II which was under breakdown and the PG Gwalior has requested for availing emergency

shutdown on ICT No.I as Tan Delta of B-Ph. 220 KV bushing was found high and the same bushing of

the ICT required to be replaced immediately. To manage the emergency condition again contingency

arrangements were made to handle the load of Gwalior Region. As the shut down was requested for

three days on continuous basis therefore extra arrangement felt needed in order to ensure uninterrupted

supply to Gwalior area, therefore following arrangements were made.

i. 220 KV Bina had been fed from Bhopal supply through 220 KV Vidisha and Ganjbosoda feeder.

The 220 KV Bina interconnector No. I & II kept off.

ii. 220 KV Sagar supply was extended to Datia substation through split bus arrangement at 400

KV substation Bina. The Ashoknagar and Guna substation were also kept on Sagar supply.

iii. The supply of 400 KV substation Bina extended to Mehalgaon substation. Thus Mehalgaon

substation was made available, Bina supply as well as Sagar supply (through Datia substation).

6. The load of 220 KV Mehgaon substation was already on Auriya supply and 220 KV Malanpur-Mehgaon

and 132 KV Malanpur-Mehgaon lines were off. The load of Mehgaon, Bhind, Ron, Lahar, Seondha,

Gormi, Pursa, Amba met from Auraiya supply.

i. The load of Sheopur , Sabalgarh substations were fed from 400 KV substation Bina (PG) . The

132 KV link from Motizeel substation to Sabalgarh substations were kept off.

ii. The 220 KV Malanpur and Morena substation were made available supply from 315 MVA

400/220 KV ICTNO.I at Gwalior (PG). Nevertheless, the MP Demand was minimum at time of

incidence, therefore situation could be possible to control. Obviously, in case of high Demand

period, such situation may adversely affect the system and it may not have possible to maintain

uninterrupted supply during such situation.

In view of above it becomes necessary that in every 400 KV substation, load dropping scheme

invariably made functional so that in case of any emergency situation under N-1 condition, the loading on

ICT should not crossed dangerous level. It is therefore, MPPTCL is requested to review the load dropping


schemes and furnish details of scheme available with all important substations at least upto 400 KV level.

However, if load dropping scheme have not been made, so far, it is requested to formulate suitable load

dropping scheme to handle sudden emergency as elaborated above in Gwalior area.

6.3 Frequent Tripping Of 132 KV VSTPS- Waidhan Ckt –I & II:- On 11.04.2018 following lines tripped

at 21:10 Hrs :- 1. 132 KV VSTPS- Waidhan Ckt-I (through auxiliary bus at Waidhan substation feeding to Morwa

substation). 2. 132 KV VSTPS-Waidhan Ckt-II. 3. 132 KV Morwa –Jayant Ckt- I & II .

The supply was resumed from Annupur substation, this caused 23 minutes interruption to Waidhan, 20

minutes to Rajmilan substation and 26 minutes interruption to Morwa s/s & Jayant feeders. It is mentioned

that when 132 KV Morwa-Jayant Ckt-II charged, after 3 minutes this line again tripped alongwith 132 KV

Morwa-Rajmilan and 132 KV Annupur-Rajmilan Ckt. This caused 22 minutes interruption to Morwa

substation and 27 minutes interruption to Jayant feeders .

In the above context it is mentioned that 132 KV VSTPS –Waidhan Ckt-I &II along with other EHV lines

radiating from Waidhan / Morwa substation are being tripped frequently during recent past , resulting

interruption to mines area. The frequent interruption to mines area is not desirable. The details of trippings

on EHV elements at Waidhan Morwa area are annexed. The CE (EHT-M&I) is therefore requested to look

into the matter and thorough patrolling of aforesaid lines may be arranged. Earlier also this office has made

request to ensure adequate maintenance of the lines in this matter , so that uninterrupted supply to mines

area could be ensured.

It is also mentioned that whenever any line from Waidhan substation got tripped, tripping on other EHV

lines radiating from Waidhan / Morwa substation are also taking place. As Waidhan substation is adjacent

to Vindhayachal Super Power Station, therefore multiple tripping on EHV elements at these area is not

desirable, looking to system security and reliability of integrated system. The Chief Engineer (T&C) is

requested that relay coordination at Morwa / Waidhan and Rajmilan substations may please be examined

and remedial action may kindly be ensured. Further frequent tripping at Morwa/ Waidhan area may please

be analyzed and report thereon may please be provided so that same may be appraised to WRLDC

Mumbai. The matter may be discussed and needed action may be ensured. The tripping details are

enclosed as Annexure-6.3.

6.4 Formation of State Level Relay setting group- Review and Coordination of relay setting in state of MP:- As decided in 128th Protection Committee meeting of WRPC held on 06th & 07th Dec.

2016 , relay review group for state of MP has been constituted vide this officer letter No.07-05/RPC-14/596

Jabalpur dtd 22.05.2017. In the above context all entities are requested to provide relay settings of all


important nodes & all other nodes where relay settings are required to be examined considering protection

issues. As desired by WRLDC important nodes like Indore PG, Bhopal etc. required to be examined first,

which have huge effect on reliability and security of Grid.

The first meeting of State Level Relay Setting Group convened on 18th August 2017 at SLDC for review

the existing relay settings of critical state network and state network incidental to ISTS and to provide

necessary interface between utilities/entities.

All the members were requested to make arrangement to furnish details of relay settings of all important

nodes, so that same may be communicated to all members and existing setting of critical nodes could be

reviewed & corrective measures may be taken. Attention was also invited to members that SLDC have

made multiple correspondences in this regard, however except MPPGCL, no any other utility has provided

the desired data. It is accordingly desired that the data may please be provided immediately to SLDC.

During discussions, it was envisaged that relay setting of ISPs, OSP nodes required to be examined

first, as in recent past, frequent undesirable trappings were observed due to probable mismatch of relay

coordination issue. Accordingly, ISP, OSP representatives were requested to provide relay setting of ISP,

OSP nodes so that same could be validated by the committee in the next meeting. The consolidated relay

setting data has not been received by the entities. The desired data may kindly be submitted in the meeting

by all the entities. It has now been decided that the meeting of the State Level Relay Setting Group of MP

shall be organized on 10th May 2018 to discuss relay coordination issue at Omkareshware and Damoh

node therefore MPPTCL. NHDC, PGCIL may furnish the desired details of relay settings provided at these

nodes so that the matter may be discussed on 15th May 2018 and needed action on the matter may be

initiated.

6.5 Procedure for availing outage on ISTS EHV elements and OCC approval thereof: - As per

standard procedure of WRPC, all EHV elements which have been listed under the list of important grid

elements of Western Region, the outages for such elements required OCCM approval. All such proposed

outages of interstate and 400 KV transmission elements of next months should be got approved in the

OCCM of WRPC in the current month. All the constituents of WR shall inform to the WRPC for readiness for

availing outage of transmission elements on D-3 basis. Further, as decided non-OCCM outages should be

discouraged. Only under exceptional cases, the request for transmission outage after issue of OCCM

minutes must be posted through email for concurrence of WRPC Member at least three days in advance. The matter has also been discussed in various OCC meetings of MP and it is observed that the

standard procedure for availing outages on interstate and 400 KV elements is not followed by the utilities. It

is observed that routine maintenance shutdown proposal and the shutdown proposal of construction

activities are being sent to SLDC on D-3 basis, whereas such proposal should have been incorporated in

OCCM proposal. Such practice should be strictly avoided. It is worthwhile to mention here that WRPC


/WRLDC are reluctant to entertain non-OCCM outages for maintenance / construction activities. Only

emergency outages are considered on D-3 basis. It is therefore desired that all utilities may please ensure

that all maintenance/ construction activities may be planned well in advance and such proposal should have

invariably incorporated in OCCM proposal. It is also mentioned that due to any reason if any OCC approved

outage could not be availed, in that case such proposed outages could be rescheduled and approval of

WRPC/WRLDC could be obtained. However, no any outages could be considered which has not been

incorporated in OCCM proposal. The aforesaid instruction may kindly be complied by Eht-Const wing also

as WRLDC/WRPC is reluctant to accord approval on D-3 basis for construction activities. The Committee

may discuss the matter.

6.6 Integration of Satna-Satna (PG) Inter-connector After LILO of 220 KV Satna-Chhatarpur Line From Satna (PG) S/s:- 220 KV Satna-Chhatarpur line which was initially radiating from Satna S/s, now

has been LILO at 400 KV Satna (PG). Thereafter, 220 KV Satna (PG)-Chhatarpur line and 220 KV Satna-

Satna(PG) Inter connector are integrated in the system. It is also mentioned that 220 KV Satna-Katni line as

a stop gap arrangement, is being utilized as 220 KV Satna-Satna(PG) Inter-connector-III. Now after

integration of Satna-Satna (PG) Inter connector consequent of LILO of Satna-Chhatarpur line, 220 KV

Satna-Katni line required to be restored as per approved configuration. It is also mentioned that newly

connected Satna-Satna(PG) Inter connector is carrying less than half load in comparison to other three no.

inter connector. After conversion of Satna-Satna Inter connector No.3 as 220 KV Satna-Katni line, only 2 &

half carrying capacity will be available between Satna-Satna( PG). Looking to prevailed load pattern

reduced capacity inter connector will create over loading problem. On dtd. 28.11.2017 at 12:54 Hrs, loading

recorded between inter connector Satna-Satna(PG) are indicated below-

220 KV Satna-Satna (PG) Ckt.I - 141 MW (approximate line length is about 1 KM)

220 KV Satna-Satna (PG) CktI.II - 139 MW (approximate line length is about 1 KM)

220 KV Satna-Satna (PG) Ckt-III - 129 MW (approximate line length is about 1 KM)

(This Ckt. No.III shall be converted as 220 KV Satna-Katni line.)

220 KV Satna-Satna (PG) Ckt-.IV - 56 MW (approximate line length is about 4 KM)

Considering loading of EHV elements at Satna-Rewa area, it would not be appropriate to run one inter

connector with half capacity. It is therefore felt that some modifications are required in 220 KV Satna-Satna

inter connectors. It may please be verified whether newly constructed Satna-Satna(PG) ckt. (having half

load capacity as inter connector due to higher line length) could be utilized for connecting Satna(PG) - Katni

line, so that existing arrangement of 220 KV Satna-Satna(PG) Ckt. III could be continued and uniform

loading on all 3 Nos. inter connector could be ensured.

The above matter have been discussed during 59th meeting of OCCM, however the fruitful response

from MPPTCL still have not been received. It is therefore desired that the matter may be discussed and

suitable result on the matter may be evolved so that system constrained at Satna area may be addressed.

6.7 Delay In Submission of Documents For First Time Charging of Elements:- Procedure for

interconnection of new transmission elements is briefly narrated hereunder:- • Intimation by Transmission Licensee to RLDC / SLDC(Annexure A1-A5): 10 days prior to anticipated date

of first time charging.

• Acknowledgement and comments of RLDC/ SLDC to Tr. Licensee ( Format-II): Within 3 days.

• Submission of request for first time charging by Tr. Licensee to RLDC//SLDC (Annexure B1-B5): 3 days

prior to anticipated date of first time charging.

• RLDC shall issue Provisional Charging Approval for first time charging to licensee and in case of

interregional element RLDC to issue consent/ request to NLDC for IR lines. In case of intrastate line

charging approval shall be conveyed by SLDC: (within 2 days).

• Licensee to submit dummy SEM reading to RLDC to ensure that the Meter processing Software is able to

read the SEM data from the new meters.

• Licensee to take Operational Code from RLDC /SLDC Control Room for switching operations. The code

shall be issued keeping view of grid reliability.

• Transmission Licensee submit Post Charging documents (Annexure C1 to C4).

• RLDC/ N LDC shall verify the post charging documents and issue certificate for interstate / Interregional

lines / ISTS lines.

• The respective testing department shall furnish regarding measures taken to take care new element

interconnection for protection co-ordination for adjacent s/s and accordingly undertaking shall be

provided.

It is requested that licensee / utilities shall strictly adhere with time schedule for documentation of first

time charging of new transmission elements of all interstate line and all EHV elements 400kv and above..

6.8 Delay In Conveying Information of Tripping /Disturbance At Sarni End:- 220 KV Sarni –

Handia line tripped at 17:10 hrs on 15.04.2018 from Sarni Power House. The line could be normalized at

18:07 hrs on 15.04.2018 after 57 minutes of tripping. The abnormal delay in normalization of the line was

due to delay in conveying the tripping details to Handia substation as well as to MP SLDC.

In the above context, it is to mention that indications of aforesaid lines were received at SLDC after

repeated pursuance by SLDC. It is generally observed that whenever tripping/disturbance took place at

Sarni Power House, the details are not conveyed timely, resulting delay in process of normalization. Thus,

outage of lines is increased unnecessarily and hampers grid security.

It is requested that the concerned officials may please be instructed suitably that whenever any tripping

or disturbance occurred on EHV elements, the same should be conveyed with relay indications and all

relevant details to SLDC within reasonable time slot so that remedial action could be taken in due course of

time and could be avoided undesired delay in restoration of EHV elements. As prolong outage of EHV


elements also involved commercial issue therefore MPPTCL / MPPGCL and all utilities are requested to

ensure timely restoration of tripped EHV elements. The matter may please be discussed.

6.9 PROVISION OF SYNCHRONISATION FACILITY AT EHV SUB-STATIONS OF MPPTCL:- As per

Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations

and 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL

representative informed the committee that order for 69 no. synchronization trolleys has been placed and 1

no. synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha. In last 59th OCCM MPPTCL informed the committee that the status will be intimated shortly to SLDC.

The status of installation and commissioning of synchronization trolleys at different substations to be

submitted by the MPPTCL.

Further MPPTCL is also requested to submit the list of Sub-stations where the synchronization trolley

has been installed/installation work of synchronization trolley has been completed.

6.10 TEN DAILY RESERVIOR OPERATION TABLE OF MPPGCL:- In the meeting held in Regional

Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP & OPS

and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table

from WRD and NVDA for their operation of their hydro generators. In last 54th to 59th, OCCMs, request has

been made to MPPGCL for furnishing the same to SLDC. The Tan Daily programme of hydel power stations

is necessary for planning of Load Generation Balance.

MPPGCL has not submitted the ten Daily Reservoir Operation Table of all the power stations of

MPPGCL for the year 2017-18. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of

all hydel power stations in coordination with NVDA and WRD for optimum utilisation of available water in the

reservoirs during real time operation.

6.11 MONITORING OF SCHEMES FUNDED FROM PSDF :- It was decided in the 6th meeting of

NPC held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly OCC meetings may follow

up with the utilities to expedite the completion of schemes by giving due priority. The implementation of most

of the schemes are based on the recommendation of the enquiry committee on grid disturbance of July

2012 headed by Chairperson, CEA. Therefore timely implementation of these schemes would enhance the

grid security and reliability. Accordingly the details of grant sanctioned from PSDF for the schemes of MP is

enclosed at Annexure- 6.11A. The status of implementation of above schemes (physical as well as financial

progress) may please be reviewed and the entities are requested to expedite implementation of the

schemes. The utilities were advised to furnish the information in the format enclosed at Annexure – 6.11B

by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM,

NLDC, POSOCO) with a copy to NPC, WRPC division and SLDC. The status of the same is being

monitored by WRPC in OCC meeting of WRPC every month.


It is observed that MPPTCL and MPPGCL are not submitting the requisite information to SLDC in first

week of every month for onward transmission to WRPC. It is therefore requested that concerned official may

please instructed to submit the same regularly to SLDC within time.

[Action: MPPGCL/MPPTCL] 6.12 Charging of 132 KV Chhegaon- Nepanagar Circuit without obtaining real time code from

Sub-SLDC:- On dtd. 27.03.2018, at around 20:28 Hrs., 132 KV Chhegaon-Nepanagr Ckt – I & II tripped

from both end. Thereafter at 20:34 Hrs.,132 KV Chhegaon – Nepanagar Ckt – I was charged from

Nepanagar end but circuit did not hold and again tripped. Further 132 KV Chhegaon – Nepanagar Ckt – II

was charged at 20:33 Hrs.

In view of the above it is to inform that the complete incident was reported late to Sub-SLDC Indore i.e.,

at 20:38 Hrs. Further it is also intimated that the complete switching operations (i.e., trial charging of 132 KV

Chhegaon – Nepanagr Ckt – II at 20:34 Hrs. and charging of 132 KV Chhegaon – Nepanagar Ckt – II at

20:33 Hrs.) without obtaining the code & intimating sub-SLDC Indore.

The switching operation of transmission elements without obtaining code and intimation to SLDC is not

desirable for safe, secure and smooth operation of integrated grid and also violation of IEGC section 1.5,

5.6.2(b) and MPEGC clause 1.14. Such violation was also noticed in past also were charged without

obtaining real time code from SLDC/sub-SLDC. The same was also informed vide this office letter no.

EE/Sub-LDC/381 dtd-28.03.18.

It is therefore requested that the substation officials may please be instructed to strictly comply to the

Grid Code to ensure safety of the integrated system and to avoid such occurrences in future. Repeated

violation of grid code, is required to be reported to Hon’ble commission, which may please be noted.

6.13 POWER SYSTEM STABILIZER (PSS) IN AVR TUNING OF GENERATOR AND ITS RESPONSE PLOT:- In 129th Protection Committee Meeting of WRPC, it has been decided that all

generators would furnish PSS settings and step-test response plot of time Vs terminal voltage in excel

sheets to WRLDC/ WRPC. As a sequel to above, MPSLDC vide various e-mail communication all

generators under our periphery were .requested to provide PSS settings and the step test response plot of

time Vs terminal voltage in excel sheet to WRLDC/ WRPC. Inspite of repeated pursuance, the details of

SGTPS Birsinghpur Power House only receipt, no any other generators have provided the desired

information. However, SGTPS has also not provided desired graph plot in excel sheet. The above data

/plot required to be provided to WRLDC/ WRPC on urgent basis, it is therefore desired that all generators

may provide the same so that the same may be forwarded to WRLDC/ WRPC. The OCC may discuss the matter and the compliance of Protection Committee Meeting may kindly be

ensured.

6.14 RGMO/FGMO compliance by generators in the region:- It is to intimated that as per IEGC

5.2(f), RGMO/FGMO is mandatory for all thermal Units above 200MW & Hydro Units above 10MW for grid

security and reliable grid operation. Further vide 5th amendment to IEGC dtd-12.04.2017, it has been

provided in clause-5.2(h) that “ RLDCs/SLDCs shall not schedule the generating station or unit(s) thereof

beyond ex-bus generation corresponding to 100% of the installed capacity of the generating station or

unit(s) thereof and that the generating station shall not resort to Valve Wide Open operation of units” so that

primary response is ensured. In view of the above it is requested to kindly submit the required details in prescribed format enclosed

as Annexure- 6.14 to SLDC at immediately.

ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS :

Black Start mock drill of Hydel stations of MPPGCL:- During 2017-18 the black start mock drill successfully carried out at Bargi and Pench Hydel power station on dtd 23.05.2017 and 06.06.2017 respectively. The Black Start Mock drill exercise at Gandhi Sagar Power station was also carried out on dtd 30.05.2017 but synchronization of islanded system with national grid was not successfully done due to problem in bus coupler breaker at Gandhi sagar Power Station. Black Start Mock Drill at Birsinghpur HPS, Tons HPS & ISP HPS was successfully carried out on 17.10.2017, 23.01.2018 & 10.02.2018 respectively. MPPGCL may apprise the same in the meeting. The Joint Black Start Mock Drill of Pench & Bargi was successfully conducted on 11.04.2018. The black start mock drill exercise of other power stations was proposed to be held in April 2018 but to non-availability of Bus Coupler Breaker at OSP the Mock Drill date cannot be finalized. The OSP HPS may kindly inform the status of Bus Coupler Breaker so that at the earliest Mock Drill exercise may be organized. [Action : MPPGCL/NHDC] ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 Status of AMR system installed at SLDC: In the month of March 2018, the complete data of 589 meters was received through AMR system and data of 35 Nos meters (Monthly- 24 & Partial - 11) was not received through AMR system. M/s Secure Meters Ltd. have been adviced to examine the reasons of 35 Nos. meters not read during the month. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices through email for furnishing the missing data alongwith monthly JMR data latest by 4th of every month. The Committee may like to


discuss the following as an action plan for receiving the complete data through AMR system in in a time bound manner.

1. CE(T&C) office is requested to take up the matter with M/s Secure Meters Ltd for

resolving the site related issues of the 35 Nos meters not read during the month of March 2018. Details are shown in enclosed Annexure-8.1.i.

2. Around 138 Nos. ABT meters are installed at the interface points of newly commissioned substation / Xmers / HT consumers / OACs. After repeated pursuance with M/s Secure Meters Ltd. 72 Nos meters are successfully integrated with AMR system of SLDC and balance 66 Nos meters are yet to be integrated with AMR system. CE(T&C) office is requested to advice M/s Secure Meters Ltd. and field offices for integrating the balance ABT meters (66 Nos). The list of 66 Nos. meters required to be integrated with AMR system is shown in Annexure-8.1.ii. Further, CE(T&C) office is requested to take up the matter with CE(Procurement) office for including the new meters installed at the interface points under AMC contract of M/s Secure Meters Ltd.

3. As per Regulations 10 and 18 of Central Electricity Authority (Installation and operation of meter) Regulation 2010, The interface meter are to be tested at least once in five years. MPPTCL is requested to advise the site officials for testing / calibration of meters installed at the Sub-Stations.

4. CE(T&C) office is requested to issue instructions to all circle offices for furnishing the JMR data in standard format enclosed herewith as Annexure-8.1.iii to SLDC on email id- [email protected]

[Action : CE(T&C) MPPTCL] 8.2 AMR facility for the ABT meters installed at MPPGCL :

In compliance to state commission directives for computation of weekly transmission losses and Deviation charges, SLDC has requested the MPPGCL for providing the AMR facility on the meters installed at the interface points for data downloading through AMR System installed at SLDC. Accordingly MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the interface points as intimated by CE(Thermal), O/o ED(O&M:Gen), MPPGCL vide letter No. 426 dated 01.03.2016. The status of March 2018 of ABT meter data (44 Nos) not received through AMR system of SLDC has been emailed to GCC, MPPGCL on 21th April-2018. MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. to resolve the problems related with non-readability of meters integrated successfully and provide AMC of AMR facility installed at Power Houses to M/s Secure Meters Ltd so that complete data of meters is received at SLDC. MPPGCL is also requested to instruct the Gandhi Sagar HPS & Silpara HPS officials for considering the ABT meters with AMR facility as main meters and shall furnish the JMR data accordingly.


MPPGCL is requested to furnish the meter master of ABT meters installed at the interface points as main, check and standy meters alongwith modem and SIM details. In case of Thermal Power Stations of MPPGCL, the injection recorded by the ABT meters installed at the outgoing feeders generally do not match with the generation recorded at Generator end. MPPGCL is requested to advise the site officials for monthly checking / verification of feeder wise data with Generator and Station Xmer wise data and testing / calibration of meters installed at the Power Stations as per CEA regulations.

8.3 Non receipt of monthly injection data (JMR) of newly commissioned Wind & Solar Power Project for issuance of monthly State Energy Account : The concerned SE(O&M)’s do not furnish the monthly injection data of following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is incorporating the injection data recorded in ABT meter in SEA, but, verification of data could not be done.

i) 15MW Solar Power Project of M/s Simcom Pvt. Ltd. (Simcom(1MW), Eastman(4MW) & Made Easy(10MW) connected at 220KV Ganjbasoda. –SE(O&M) Vidisha.

ii) 6MW Biomass Power Project M/s Ramnik Power & Alloy connected at 33KV Wara Seoni substation - SE(O&M) Chhindwara.

iii) 12.8MW Baggase Power Project of M/s Mahakaushal Sugar Mills connected at 220KV Narsinghpur substation - SE(O&M) Narsinghpur.

iv) 30MW Baggase Power Project of M/s Narmada Sugar Mills connected at 132KV Ponder substation - SE(O&M) Narsinghpur.

DDC, Jabalpur and Bhopal is requested to take up the matter with their CE(Comml), office for issuance of directives to concerned SE(O&M)’s to furnish the JMR generation data by 3rd or 4th of every month. SLDC has already issued instructions to Renewable Energy Generators not integrated with AMR server of SLDC and connected at 33KV level for providing separate modem & SIM for data downloading at SLDC remotely. All the Discoms are requested to coordinate with Renewable Energy Generators (REG’s) for installation of separate modem & SIMs and integrating with AMR Server for data downloading at SLDC. Further, the JMR injection data of the following wind & solar generators connected at 132KV level and above is not furnished by the concerned EE(T), MPPTCL. SLDC consider the data received through AMR or through MRI by site official in monthy SEA, but verification of data could not be done.

i) 42MW Wind Power Project of M/s Suzlon Gujrat Wind Park Ltd. connected at 220KV Badnagar substation through 132KV Ckt.


ii) 21MW Wind Power Project of M/s Sarjan Realities Ltd. connected at 220KV Badnagar substation through 132KV Ckt.

iii) 11.5MW MSW Plant of M/s Essel Power Ltd., Marhotal, Jabalpur connected at 132KV Marhotal substation through 132KV Ckt.

iv) 50 MW Kukru Wind Power Project connected at 132KV Gudgaon substation through 132KV Ckt.

v) 49.5 MW Betul Wind Power Project connected at 132KV Gudgaon substation through 132KV Ckt.

vi) 51MW ReNew Clean Solar Power Project connected at 132KV Kotiya substation through 132KV Ckt.

CE(T&C) office is requested to issue necessary instructions to concerned filed offices for furnishing the JMR data to SLDC by 3rd or 4th of every month.

ITEM NO. 9: SCADA and E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS & HAVING TRACTION FEEDERS-

The telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, Captive Power Plant & Railway Traction feeders is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations has already been identified and forwarded to MPPTCL for arranging integration of telemetry. The integration of around Twelve RTUs (132KV Biora, 132KV Mungaoli S/s, 132 kv Malhargrah, 132KV Pansemal, 132 KV Chourai, 132 KV Nainpur, 132 KV Mandla, 132 KV Raghogarh, 132 KV Isagarh, 132 KV Pratappura, 132 KV Maneri, 132 KV Dabra ) is required to be integrated with SLDC SCADA system.

In addition to the above telemetry of Birsingpur HPS and Zinna HPS is also not available and same needs to be provided by MPPGCL.

MPERC vide Letter dated 09-08-2017 has directed to ensure proper functioning of RTUs.

The telemetry of these identified Sub Stations is urgently required for monitoring of grid. Hence the progress in the matter as well as further schedule of commissioning, including data channel, plan for arrangement of modems, and rectification of SOE issue may please be provided by T&C.

The above discrepancy list is almost similar to the list in last OCCM & no rectification has been observed. The commissioning of new SCADA/EMS system at SLDC is completed and for successful functioning of EMS system the availability of complete telemetry including CB status is a prerequisite. Hence the work regarding telemetry discrepancy mentioned in enclosed annexure is to be taken up on highest priority. MPERC vide Letter dated 09-08-2017 has directed to ensure proper functioning of RTUs. MPPGCL and MPPTCL may please provide completion schedule regarding rectification of telemetry discrepancy and upgradation of RTU’s.

9.3 Extension of RGMO/FGMO signal to SLDC/WRLDC :-

As per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal units above 200 MW and hydro units above 10 MW. Further considering the high penetration of renewable to grid and also the Government target to achieve 175 GW, it is essential to monitor operation of RGMO/FGMO at SLDC/RLDC for ensuring grid security and compliance of regulation. Subsequently SLDC vide letter no. 07-05/RPC-27/3739 dated 18-01-2017, letter No. SE/LD:E&T/693 dated 23-01-2017, letter No. SE/LD:E&T/34 dated 13-04-2017, letter No. SE/LD:E&T/143 dtd.26-05-17, , letter No. SE/LD:E&T/309 dtd.19-07-17, letter No. SE/LD:E&T/980 dtd.14.03.18 requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in RTU installed at power station and forward the object address configured in RTU so that same may also be configured in SLDC SCADA and RGMO/FGMO status may be displayed in SCADA system. The matter was again taken up vide this office UO No.38 dated 21/08/2017. However, extension of RGMO/FGMO signal of following generating units is still to be extended to SLDC SCADA system:-

MPPGCL is thus requested to kindly arrange for integration of telemetry of RGMO/FGMO in RTU installed at power stations & rectification of incorrect RGMO/FGMO status of Tons HPS. 9.4 Non Availability/ Unreilable telemetry of Hydel Power Stations :-The telemetry of Bansagar III, Tons, Pench, Bargi, Bansagar II is very unreliable & frequent long outage with abnormal delay in restoration of same is observed. 9.5 NON AVAILABLITY OF SOE AT SLDC SCADA SYSTEM WRLDC vide letters dtd. 03.05.17 & 15.05.17 intimated that SOE of grid disturbance at 220 KV

S/s Mahalgaon & 400 KV S/s Indore is not received in Back-up LDC SCADA/Sub-LDC SCADA system respectively. SLDC is carrying out data validation of various substations periodically & it is observed that SOE from various substations like 400 KV S/s Satpura, 400 KV S/s Astha, 220 KV S/s Damoh, 220 KV Itarsi, 220 KV Barwaha, 220 KV Chhindwara, 220 KV Pandhurna, 220 KV Sabalgarh, 220 KV Shivpuri, 220 KV S/s Tikamgarh, 220 KV S/s Mahalgaon, 220 KV S/s Hoshangabad, 220 KV Shujalpur, 220 KV S/s Badod was not received at SLDC SCADA system. Subsequently SLDC vide letter SE/LD:E&T/200 dtd. 14-06-17 requested MPPTCL to arrange simulation testing for SOE of all RTUs.

Receiving of SOE is very essential for analysis & investigation of major trippings in the grid.

MPPTCL is thus requested to arrange simulation testing for SOE of all RTU’s in coordination with SLDC SCADA/Back Up SLDC/Sub LDC SCADA system & also issue necessary instructions to sort out the issues for ensuring proper receipt of SOE in SLDC SCADA system.


9.6 INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :-

It has been observed that the telemetry of Singhaji TPS, 400KV Pithampur,132 KV Chhindwara, 220KV Sirmore, 220 KV Tons HPS, 220Kv Sidhi,220 KV Rewa, Madikheda HPS, 132 KV Khapaswami ,220 KV Pithampur I & II , 132 KV Morwa, 220 KV Sabalgarh, 132 KV Sheopur Kalan, Madikheda HPS, 132 KV Pondar is intermittent due to heavy noise in the communication channel. Further these noisy channels interrupt the functioning of FEP at the SLDC/Back Up LDC/Sub LDC which leads to inconvenience in system operation & control.

It is to mention that as per CERC communication regulation 2017, availability of telemetry is required to be ensured more then 99.9%. However, presently, availability of most of the RTUs is less then 50%. MPPGCL and MPPTCL is required to initiate necessary action to ensure availability as per CERC regulation.

MPPTCL is thus requested to arrange for alignment of PLCC Channel & identify/replace the outdoor equipments which injects the noise in the channel/system.

9.7 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS The long outage of telemetry of following S/s is discussed in detail:-

9.8 TELEMETRY OF RAILWAY TSS SUB STATIONS:-

The telemetry of existing 38 Nos railway Traction Sub Stations & upcoming 25 new railway TSS is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP. In last OCC, the railway representative informed that the tendering for telemetry of twenty railway traction substation is under progress and shall be commissioned in next six month. It was also informed by railway representative that action to arrange telemetry of balance traction sub stations shall also be initiated shortly. Railway is requested to provide current progress in the matter along with the timeline. Further railway is also requested to expedite the progress of providing telemetry of existing 38 Railway TSS & upcoming 25 New Railway TSS.

9.9 INFORMATION REQUIRED FOR PMU ANALYTICS UNDER URTDSM PROJECT:- Under the “Unified Real Time Dynamic State Measurement” URTDSM Project, the analytics applications has been installed at SLDC MP for which the relay setting details are required for its configuration from all the sub-stations where PMU’s are installed and its adjacent sub-stations (list of S/s enclosed as Annexure-9.9.1). The format for submitting the required details is enclosed as Annexure-9.9.2. ITEM NO 10 : DATE AND VENUE OF NEXT OCC MEETING :

It is proposed to hold 64st Operation and Coordination Committee meeting of MP on 29-06-2018. The host and venue of the same shall be decided in the meeting.

System Disturbance / System Incidence of FEB-2018

1. System Disturbance on 14.02.2018 in Bina, MPPTCL area: On dated 14.02.2018

at around 01:43 Hrs. M.P system was normal, weather was foggy and frequency of National Grid was 50.03 Hz , 315 MVA ICT-no 1 was out of service due to tripping and all feeders were in charged condition and normally loaded. At 01:44 hrs, 220kv Bina-Bina interconnector-II tripped from both end , also 400/220KV 315MVA ICT-II at 400kv s/s Bina got tripped on Differential protection and Buchholz relay indication.

On patrolling on 220kv Bina I/C-II ckt location no.-26 R- phase string found failed .

After the tripping ,Bina remained with only 1 ICT, for the load management several 220kv and 132kv ckts has been shifted towards Bhopal , Gwalior , Sagar area. Due to above tripping there was no load loss and no generation loss . Faulty transformer is presently out of service.

2. System Disturbance on 14.03.2018 in Birsinghpur area: On dated 14.03.2018 at

Along with this Unit#3 of SGTPS, MPPGCL also tripped in

jerk leading to the generation loss of 188 MW and load loss of 30 MW. Bus bar protection not operated due to check zone kept out due to wiring modification and testing work of new DPR of Railway traction-2 ckt. Damaged 220kv R phase PT replaced.

3. System Disturbance on 20.03.2018 in Bhopal area: On dated 20.03.2018 at

around 09:55 Hrs. M.P system was normal and frequency of National Grid was 50.11 Hz. At 09:58 Hrs, During changeover of 220kv Vidisha ckt from bus 1 to bus 2, LBB Protection operated at 400kv s/s Bhopal .

4. System Disturbance on 28.03.2018 in Julwaniya area: On dated 28.03.2018 at around 14:38 Hrs. M.P system was normal and frequency of National Grid was 49.88 Hz. At 14.39 hrs, Y-ph CVT, Make-CDC, of 132kv Julwaniya interconnector – II Burst at 220kv s/s Julwaniya resulting in the tripping of multiple feeders and 160 MVA x-mer at 220kv s/s Julwaniya. This caused the total interruption in 220kv s/s Julwaniya for 32 min. Supply to all the nearby s/s remain managed from the other 132kv linkages.

There was load loss of 21.6 MW and No generation loss and 132 kV Y-Phase CT Burst causing damage to R Phase CT & Y Phase PI of line side Isolator.Supply to 220kv s/s Julwaniya restored by charging 132kv Julwaniya-Barwani ckt. Later other 132kv ckts got charged. Faulty ckt charged after replacement of R & Y Phase CTs of 132kV Interconnector-II at 00.22 on dated 30.03.18.
