The 8 Norms of Conduct of Public Officials and Employees

1. Commitment to public interest  - Always uphold the public

interest over personal interest. Avoid wastage in public funds andrevenues. Ensure that government resources and powers areemployed and used efficiency, effectively, honestly and economically.

2. Professionalism - Perform and discharge your duties with the

highest degree of excellence, professionalism, intelligence, and skill.Enter public service with utmost devotion and dedication to duty.

Discourage wrong perceptions of your role as dispenser or peddler of undue patronage.

3. Justness and sincerity  - Remain true to the people at all

times. Act with justness and sincerity, and do not discriminateagainst anyone, especially the poor and the underprivileged. Refrainfrom doing acts contrary to law, good morals, good customs, publicpolicy, public order, public safety and public interest. Do not

dispense or extend undue favors on account of your office to yourrelatives, whether by consanguinity or affinity, except with respect toappointment s of such relatives to positions considered strictlyconfidential or as members of your personal staff whose terms arecoterminous with yours.

 4. Political Neutrality  - Provide service to anyone without unfair

discrimination with regardless of party affiliation or preference.

5. Responsiveness to the public - Extend prompt, courteous,

and adequate service to the public. Unless otherwise provided by lawor when required by the public interest, you shall provide informationon your policies and procedures in clear and understandablelanguage, ensure openness of information, public consultations and

hearings whenever appropriate, encourage suggestions, simplify andsystematize policy, rules and procedures, avoid red tape and developan understanding and appreciation of the socio-economic conditionsprevailing in the country, especially in the depressed rural and urbanareas.

6. Nationalism and patriotism - Always be loyal to the

Republic and to the Filipino people, promote the use of locallyproduced goods, resources and technology and encourageappreciation and pride of country and people. Endeavor to maintainand defend Philippine sovereignty against foreign intrusion.

7. Commitment to democracy  - Commit yourself o the

democratic way of life and values. Maintain the principle of publicaccountability and manifest by deeds the supremacy of civilianauthority over the military. Always uphold the Constitution and putloyalty to country above loyalty to persons or party.

8. Simple Living - You and your family shall lead modest lives

appropriate to your positions and income. Do not indulge inextravagant or ostentatious display of wealth in any form.

a.   Any public official or employee, regardless of whether or not he

holds office or employment in a casual, temporary, holdover,permanent or regular capacity committing any violation of this Actshall be punished with a fine not exceeding the equivalent of sixmonths salary or suspension not exceeding one year, or removal

defending on the gravity of the offense after due notice and hearingby the appropriate body or agency. If the violation is punishable by aheavier penalty under another law, he shall be prosecuted under thelatter statute. Violations of Sections 7, 8 or 9 of this Act shall bepunishable with imprisonment not exceeding five years, or a fine notexceeding five thousand pesos (P5,000.00) or both, and, in the

discretion of the court or competent jurisdiction, disqualification tohold public office.

Section 11. PENALTIES

b.   Any violation hereof proven in a proper administrative proceedingshall be sufficient cause for removal or dismissal of a public official oremployee, even if no criminal prosecution is instituted against him.

c.  Private individuals who participate in conspiracy as co-principals,

accomplices or accessories, with public officials or employees, inviolation of this Act, shall be subject to the same penal liabilities asthe public officials or employees and shall be tried jointly with them.

d.   The official or employee concerned may bring an action against anyperson who obtains or uses a report for any purpose prohibited bySection 8 (D) of this Act. The Court in which such action is brought ayassess against such person a penalty in any amount not to exceed

twenty-five thousand pesos (P25,000.00). If another sanctionhereunder or under any other law is heavier, the latter shall apply.

Composition; Meetings – (a) There

shall be a barangay assemblycomposed of all persons who areactual residents of the barangay for

at least six (6) months, fifteen years of age and over, citizen of the Philippines, duly registered in the list of barangay assembly members.

(b) The barangay assembly shall meet at 

least twice a year to hear and discuss thesemestral report of the sangguniangbarangay concerning its activities and  finances as well as problems affecting

the barangay. Its meetings shall be beheld upon call of the punong barangay orat least four (4) member of thesangguniang barangay, or upon written

 petition of at least five percent (5%) of theassembly members.

(c) No meeting of the barangay assembly shall take place unless a written notice is given one (1)

week prior to the meeting excpt on mattersinvolving public safety or security, in which casenotice within a reasonable time shall be sufficient.The punong barangay, or in his absence, the

sangguniang barangay member acting as punongbarangay, or any assembly member selected during the meeting, shall act as presiding officer inall the meetings of the assembly. The barangaysecretary, or in his absence, any memberdesignated by the presiding officer to act assecretary, shall discharge the duties of secretary of the barangay assembly.

The barangay assembly shall: - (a) Initiatelegislative processes by recommending tothe sangguniang barangay the adoption of 

measures for the welfare of the barangayand the city or municipality concerned;

Being the composite number of the all barangay residents from 15 years old and above, the barangay assembly is imbued withtremendous powers like initiating legislative processes, referendum

and plebiscite. At least 50 members of the Barangay Assembly who are Registered voters of the barangayCan petition for:

• Adoption;

• Enactment;

• Repeal or

• Amendment of the Ordinance

The barangay assembly can pass or question the barangay semestral report containing the programs, projects, and activitiesand financial report.

SYNCHRONIZED BARANGAY ASSEMBLY DAY 

Pursuant to Proclamation No. 342 “Declaring the Last Saturday of March

2003 and the third Saturday of October 2003 and Every YearThereafter as Barangay Assembly Day”.

In accordance with Section 397(b) of the Local Government Code, the barangays are enjoined to undertake the following activities:

1. Presentation of Accomplishment and Financial Reports from July

to December 2010;

2. Discussion on the following:

2.1 Barangay Based Institutions (BBIs):a. Brgy. Development Council (BDC)

b. Brgy. Peace and Order Committee (BPOC)

c. Brgy. Council for the Protection of Children (BCPC)

2.2. Problems, issues and concerns afecting the barangaysparticularly on solid waste management;

2.3. Disaster Preparedness of the Barangay;

2.4. Compliance to:a. DILG Memorandum Circular No. 2010-122, dated October 

26, 2010 re: Guideposts in promoting and Sustaining

Barangay Good Governance; and

b. DILG Memorandum Circular No. 2010-149, dated December 

14, 2010 re: Posting of Barangay Budget, Statement of 

Income and Expenditures and other Barangay Financial

Transactions, and Annual Procurement Plan;

2.5. Environmental issue to include the production of at least 25,000seedlings for the nationwide synchronized planting on June 25, 2011

to coincide with the Philippines Arbor Day in connection with the

National Greening Program, Billion Trees Program and other similar 

efforts, and planting of the same by the barangay officials and

residents.

The barangay officials may also undertake other activities

they deem appropriate to create awareness and generate

participation among residents in the barangay assembly such as

tiangge, cultural presentations, etc. likewise, they are hereby

enjoined to prepare psoters or banners to be posted/hanged for at

least two (2) weeks before the assembly date in at least three

conspicuous places, like barangay hall, plaza, main street,

tricycle/jeep/bus terminals, markets or talipapa, etc. in their 

respective areas.

bayan concerned pursuant to Section 61of the LG Code or to the office of theOmbudsman pursuant to AdministrativeOrder No. 07 or the “Rules of Procedures

on the Office of the Ombudsman.” dated
