Tualatin Valley Water District (TVWD) initiated the Grabhorn Reservoir Replacement Project to provide reliable water to customers in the area. Grabhorn Reservoir is the only reservoir within the 385' pressure zone. TVWD elected to replace the aging 5 million gallon water tank with a new D-110 reservoir. The project also entailed construction of a new valve house, yard piping, and stormwater management that meets Clean Water Services design standards. Emery and Sons, along with Keller Associates as the Engineer, began design activities in mid-May 2017. An early work package was created, and construction of the early work package began in December 2017. Construction reached substantial completion as of May 2019. TVWD chose to use a progressive design build approach for this project instead of the traditional design, bid, and build approach. Design build is typically used for construction projects with opportunities for innovation which lead to cost and schedule savings. Owners, engineers, operators, managers, and contractors should find value in this unique approach and how it might be applied to their organization. Combined tour and onsite presentation.

Peter has served as the construction manager on the Grabhorn project. Peter has an M.S. in civil engineering with an emphasis in water resources. He has a breadth of experience managing a variety of projects, including master planning, design, and construction administration.
