THEASUHER'S STATEMENT OF THE RECEIPTS AND EXPENDITURE OF TilE CONSOLIDA'l'ED REVENUE AND OTHER MONEYS DURING THE

FINANCIAL YEAR ENDED 30TH JUNE, 1886.

1. In accordance with section 47 of the Act No. 86, we have the honor to transmit herewith to the Legislative Assembly the Treasurer's Statement of the Heceipts and Expenditure of the Consolidated Revenue and other Moneys for the past Financial Year.

2. Every effort has been made to present this Report at the earliest possible date, and with that view close and continuous attention has been given to the work of checking the numerous details contained in the Balance Sheet and the various tabulated Statements annexed, the first complete copy thereof having been received on the 8th inst., and the last revisal reached us on the 24th inst.

3. Having completed the necessary examination, we are able to verify the general accuracy of the information supplied. There are, however, as in previous years, a number of items of expenditure which still stand surcharged pending a satis­factory reply to the queries that have been raised. These surcharges will be removed as soon as the data required to he furnished will admit of this being done.

4. The accompanying returns furnished by the Treasury are so comprehensive and explicit as scarcely to need further explanation on our part, but we think that it is desirable, and may he convenient, to summarize some of the more important particuhtrs relating to the " Public Account ":-

The amount of £457,000 Trust Moneys stands invested in Debentures under Act 611 ; hut the Interest on these moneys is not charged as Expenditure under the Special Appropriation, Interest, and, as a consequence, is not credited to Revenue. The Debentures issued under Act 21 Vict. No. 313, which fell due 1st October, 1884, and were reported as not having reached us at date of last Report, have all come to hand, with the exception of 5, which are still outstanding.

14. Loan Af:count, Acts1Vos. 805 and 845.-0n pages 123 and 126 will be found Statements giving the Accounts Current of these Loans with the I.Jondon and \:V est­minster Bank, London. These require no particuhtr comments, as they clearly show the Jisposal of the moneys which came into the hands of the Bank; hut we refer to them to point out that the direction requiring all moneys raised under authority of Loan Acts to he paid into the "Public Aecount" is not being strictly observed.

Of the moneys raised under Act 805, £1,300,000 only was drawn and placed into the "Public Account"; £2,600,000 was used in London for redemption of De hen­hires, and £52,4 55 9s. was transferred to the Agent-General.

Of the moneys raised under Act 84.5, £1,500,000 was drawn and paid into the "Public Account," and £78,848 12s. 4d. transfeiTed to the Agent-General

\Ve fully recognise the expediency and convenience of dealing with these moneys in the manner shown by the accounts; hut, as before stated, the course adopted is not in entire accordance with the law as it stands.

15. Management oj'lnsm·ibed Stock in London.-An agreement was entered into, on the 7th .January, 1886, between the Agent-General and the London and \Vestminster Bank, whereby the Bank was appointed fi·om the commencement of the year 1883 to act as Hegistrar of the Colony of Victoria in London, in accordance with the provisions of the Colonial Stock Aet of 1877, and, "as such Registrar, to cany into effect the provisions of such Act and The Victm·ian Government Inscribed Stock Act 1882 and the Acts of the Legislature of Victoria numbered respectively 760 and 805 aforesaid, and any other Acts of the said Legislature relating to the said Stock. And also as to inscribing the said Stock in the )looks of the Bank, and issuing and managing the same, and for eftecting the conversion of Debentures into the said Stock, and for managing the transfers of the said Stock, and for paying dividends on the said Stock, and for issuing Stock certificates to bearer, and as often as occasion shall require re-issuing or re-inscribing Stock, and re-issuing Stock certificates, and generally conducting all. business connected with the said Stock."

It is further agreed "that the remuneration to be paid to the Bank hy the Government for performing the duties of Registrar of the said Stock shall he as under, videlicet:-

of interest reported to he due, in the Statement for 1884-5 ( £89,354 ), arises from the fact that the calculation is now made upon a different basis to that previously adopted. In the former case the interest was calculated on the amount of principal as it would have been reduced if all the arrears had been paid up to 30th June, 1885. In the present Statement it is calculated at 6 per cent. on the amount of principal as actual1y reduced by the portion of interest paid and applied to redemption of the Loan.

At page 135 will he finmd a Statement of the Loans to Waterworkl'! Trusts constituted under Acts Nos. 716 and 7 78, showing a total amount paid up to 30th June, 1886, of £478,741 5s., and interest outstanding to the same date of £7,195 6s. 8d. There were also paid to 'Vaterworks Trusts, charged t0 Loan under Act No. 760, grants to the amount of £57,801 Ss. 4d.

17. The Treasurer's Advance.-All payments made under this head have been satisfactorily adjusted or transferred to appropriate votes and funds, with the• excep­tion of the following three amounts :-

18. Unfiweseen and Ar:cidental E:tpenditure.-The amount used out of the Vote of £5,000 placed at the disposal of the Treasurer is £2,611 16s. 8d. The rxpenditure is shown in detail on page 85. As the vote is unconditionally placed at the disposal of the Treasurer, great latitude is given as to its application, and the only item for which we have for the present withheld acquittance is an amount of £44 l4s., set down (item last hut one) ''Refund of Bents and Fees, April, 1877, to September, 1879-lease rt•voked." In this case, notwithstanding the revocation of the Je:tse referred to, the final payments were suhsequently accepted, and the Crown grant has issued. The refund reduced the amount (at 20s. per acre) legally payable for the land hy £42 14s. (£2 being forfees), which is consequently lost to the revenue. In our opinion, if an equitable daim to such a refund could he established, the proper eourse would he to place the amount upon the Estimates, with a view to its heing voted.

19. Oriental Bank Corpomtion.-Tbe balance due to the ''Public Account" by the Li(tuidator W.RS £217,075 lls. 5d., payable on the lOth February, 1886, and was duly paid, together with interest accrued to that date, to the credit of the GoYernnwnt with the J~ondon aml \Vestminster Bank, London, and the account was dosed, as shown ou page 14 G, this onee douhtfnl asset having thus heen satisf~lctorily realized.

20 . . New Account Opened.-The RaUway Construction A.ccount.-Section No. 78 of the Land Act No. 812 provides that from and after the first day of ,July, 1885, there shall be paid within each year out of the Consolidated Hevenue all moneys arising from the sale of Crown lands hy auction under this Act to the credit of a Trust Aecount, to he called "The Railway Construction Account." An account has accordingly heeu opened, nnd the amount of £88,66() 18s. lOd. placed to its credit.

21. RaHwa;y Accnunts.-In our examination of the ordinary Railway Expendi­ture Aecounts, which are very numerous, embracing so large a proportion (over one-fourth) of the gross amount of the mmual votes, no difficultv of an\' moment has . . arisen, the queries we have felt cnlled upon to raise from time to time having elicited explanations so far satisfactory as to admit of our passing the accounts, except with regard to certain items, among which were the following payments :-­(1) A gratuity of £10114s. Gd. paid to the widow of a deceased officer out of the vot0 for "\Vorking Expenses," in addition to an amount specialJy voted as compensation

to the same person, the reason assigned being the delay in obtaining such compen­sation ; ( 2) a gratuity of £50 paid to tlte widow of a deceased officer out of" "Working Expenses," in addition to the usual compensation granted at the rate of a month's pay for each year of service ; ( 3) a gratuity of £50 paid to the widow of a deceased officer out of" \Vorking Expenses," in addition to another payment at the rate of a month's pay for each year of service, on the ground that the usual compensation was insufficient. In these cases the amounts were small, and the circumstances are stated to have heen urgent; hut, according to our view, gratuities of this nature are not properly chargeable to "\V orking Expenses," and should be provided for hy special vote. The Railways Commissioners, however, consider that section 5~) of the Act 767 gives them the control of the vote for " \V orking Expenses," and that the above-mentioned gratuities came under the head of "Incidental Charges," which they hold to he included therein.

22. Provision was made in the Appropriation Act 188.5-6 for £30,000 in addition to the amount ( £1,232,400) voted for \V or king Expenses of the preceding year, but according to our notes, taken up to 31st Ancrust, 1885, £57,000 more \vas needed for

the service of 1884-5, and which latter amount was defrayed fi·om the vote taken for 1885-6 ( £1,288,000); as a consequence, this vote did not suffice for the service of that year, and recourse was necessary to the Treasurer, from whom an advance was obtained in June last of £45,000 and our records, again taken to 31st August, 1886, show that there was a

further necessary expenditure on account of 1885-6 of . .. 44,000

making so far short provided for £89,000

an expenditure incurred beyond the provision for 1885-6, and without Parliamentary sanction. We find that no special provision is made in the vote on the Estimates of 1886-7 for covering this unauthorized expenditure on account of 1885-6, hut the deficiency, whatever it may be, will be charged to it, reducing the vote of 1886-7 ])rO tanto, and it may be presumed will leave it in turn with a considerable deficiency. It is no doubt extremely difficult to forecast the actual requirements of a Department so extensive and expanding as that of the Rail ways; hut it nppears to us on many grounds desirable that some nrrangement should he made to avoid the necessity of expending so large an amount cnch year as that ahove stated before it is voted hy Parliament.

23. In our Report upon the Finance Statement for 1883-4, page 121, reference was made to a sum of £50,000 cl1arged by Journal Entry No. 278, dated 17th December, 1883, to the vote for '' \Vorking Expenses," the amount so charged being on account of rails, fish-plates, &e., purchased out of the Loan Act 608, item 6, for eom;tmction of lines under Act 682, but actually used and certified to as having been used for " Maintenance." In the coiTespondence published in the Appendix to our above-mentioned Report it was promised, in reply to our request, that particulars showing how this amount was arrived at would he furnished as early as possible. \Ve have not been furnished with these particulars ; hut by a subsequent Journal Entry No. 631, dated 8th March, 1886, the above £50,000 was transferred to Loan Act 845. \Ve were unable to understand how the amount in question, which had been eertified to as having been expended for Maintenance, eould properly be charged to Capital Account, and, therefore, made further inquiry, which elicited n reply to the effect that the rails, &c., were used for renewal of existing lines, which renewnls were

As an important principle appears to us to lw involved, vve think some further explanation i8 required relative to thil'l expenditure charged to Capital Aeeonut for rails, &e., used for renemds, and also that particulars should he furnished of the lines said to have been so re-eonstrueted. In the meantime we have considered it advisable to reprint, in the Appendix to this Report, with the eorrespondence that hns since taken plaee, the paragraph in our former Report and the memoranda published therewith upon the suhject.

24. Retiring Allowances to Railzoay qfficers.-Under section 72 of the Act No. 767 it is provided that every officer and employ(~ holding office in the Railway Department at the time of the passing of that Act shall be entitled to compensation or retiring allowance, to be computed under the provisions of the Act No. 160, the apparent iutention of the Legislature being to place the Railway officials upon the same footing in this respect as the otfieers in other Departments, who, if constrained hy infirmity of mind or hotly to retire from the service, are allowed a gratuity not exceeding nine months' pay; hut for some years past provision has been made upon the Estimates for gratuities to a considerable number of persons constrained from infirmity of mind or hody to retire from the Railway Department, hased upon a month's pay for every year of service, nine months' pay being given at once under the above seetion and section 4G of Act 160, the halance heing specially voted ; and, in additiou to the full years of service, gratuities have been computed for portions of a year, whieh is not in aceordanee with the Aet No. 160. Particulars of these payments for last yt•ar will he found at pages 95 and 107. \Ve do not know why the Railway employe:-~ are considered entitled to these r-;pecial advantages except on the ground of certain precedents established prior to the p~1ssing of the Act 767, hut which are not reeognised by it, as that Act expressly directs that retiring allowances shaJJ he computed under the provisions of the Act No. 160. 'Ve feel justified, for the reasons above stated, in adverting to the exeeptional manner in which these gratuities are granted.

25. Public Service AcliVo. 773. ~-As the remarks contained in the four following paragraphs bear upon the operation of the Public Service Act, we wish it to he under­Rtood that it is not our purpose to refer in any way to the administration of the Act, exeept so far as the matters alluded to relate to the expenditure accounts coming within our own purview, and in accordance with the eoncluding part of section 57 of the Audit Act, which empowers us " generally to report upon all matters relating to the public aecounb,;."

26. Rents charged to Government Officers.-We are led to refer again to the complieations caused in cheeking the salary aecounts hy the system adopted last year of addin,1.r to the salaries the amount to be deducted therefi·om for rent. A similar

'· direetiou to that given in section 8~) of the Act No. 773 was eontained in section 52 of the Act 160, but it was never understood to apply t~t persons who were required in the discharge of their duties, without any option of their own, to occupy quarters, fmd who it was considered Wt're therefore "entitled" to them. We are glad to find that this view of the case has been taken by the Crown Law Officers, and that in the

preparation of the Estimates for the present year provision has been made only for the net salaries payable. But the Order in Council of 3rd :Februnry, 1885, directing that "a fair and reasonable sum as rent shall he deducte>d from the salary of every officer occupying for the purpose of residence any huilding belonging to the Government" has not been revoked, although there would seem to he insuperable difficulties in the way of carryiug; it out consistently with the construction placed upon the section referred to. It is no doubt intended that, as f~u· as possible, the amount to be deducted for rent shall be a "£lir and reasonahlc" valuation of the quarters occupied, whieh should therefore, as a rule, he a fixed sum; hut practically this is made dependent upon varying circumstances. Thus, we have heen furnished with a sehedule of rents to be deducted from the pay for the current year of Lighthouse KeeperA and their aRsistants, hut it is "provided that the salaries shall not he reduced helow the emolument each person received in 1884-5.'' So that the rent may vary with every change in the occupant of the quarters, and it is by no means certain that the mnount determined upon as "Hlir and reasonable" will he actually paid. The \York entailed by this arrangement Llpon the Departments concerned, as well as upon our Oi'Vll office, involves a considerable expenditure of time, without, so fhr as we are ah]c to perceive, any compensating advantage.

One of the incidental results of the system of adding the value of quarters to the salary is that, upon flll officer's retirement, the gratuity or pension granted has to he eomputed upon the hig·her rate, and in several instances this has already heen done, although such an augmentation of the amount was never previously contemplated, or we think, if 1-mch had been the intention of the Legislature, it would have been expressly authorized, as it is in section 27 of the Act 476, relating to the Police.

Where the charges for rent during last year were · colleeted, the amounts were pahl into Revenue ; but in the Education Department, although the vote was increased hy the amounts intended to he charged for rent, and the School Teachers' salaries were paid less these amounts, the deductions were not paid month by month into the Treasury: and at the end of 1885-H it waR found impracticable to charge the vote and credit the Revenue. The amount therefore lapsed on the vote.

27. Salar,ies in ea;cess qf amounts authorized by Act 1Vo. 773.-In two or three instances (1nestions have arisen respecting the payment of salaries to officers of the First Class in excess of the amountR to which they are entitled under the Act 773, hut which amounts were placed upon the Estimates and voted hy the Legislative Assembly. In one case the difficulty was removed hy the excess heing deducted as an allowance for rent, and paid into the Treasury. In another case an addition of £20 was made to an officer's salary, for which increase the Puhlic Service Board declined to give a certificate ; hut the amount was nevertheless paid. In a third case the minimum ,salary authorized by the Schedule approved hy the Governor in Council is £600, and the maximum £700 ; hut £900 was voted and paid, while the Sehedule still remains unaltered. In the two last-mentioned cases, the over-payments 'vere contrary to the Public Service Aet ; hut, as in hoth instances the amounts were specifically voted to the officers whose titles were expressly given in the Appropriation Act, we felt fully warranted in regarding the so recorded wi1l of Parliament as authoritative and para­mount. Salaries above the Schedule rates were also paid to some other officers ; hut, for the reason ahove giveu, they have not been disallowed, and \Ye refer to the subject

and we think it would he more t-m.tisfilCtory if such estimates were annually presented, to admit of the proposed items being passed under review; but a detailed statement of the amounts expended during the year ended 30th June ha:..; been laid he fore Parliament, not, however, before the 31st .July, as ret1uired under section 8 of the Act 777, for the reason that, if prepared in strict conformity with this re(plirement, the statement would necessarily he incomplete, as claims on account of the financial year unpaid on the 30th June last, but payable up to 31st August, would be excluded. Under the Regulations of the Governor in Council, it is direch•d that the accounts of the several commanding officers shall be audited by :..;ome person appointed by the Council of Defence, and we are advised that this has heen dmw.

In examining the accounts of Electoral Expenses: our attention was drawn to the fact that the allowances authorized by the Order in Council to Heturning Officers were in many cases considerably exceeded, and abo to the large amount paid as travelling expenses to Deputy Returning Officers. At the vVimmera election the sum of £642 was paid on this account owing to the Deputy Heturning Officers residing long distances from the places at which they were appointed to officiate, necessitating their having to travel, in several instances, over 300 miles, f(n· which 1s. per mile was paid together with an allowance of 2ls. per day. So large an outlay might, in our opinion, be to a great extent obviated by the appointment to the position referred to of Clerks of Courts or other suitable persons residing in the vicinity of the different polling places.

31. Inspection Q/ Books and Account.<;-As required by section 36 of the Audit Act, the hooks and accounts of every Government Department in Melbourne and the various Receipt and Pay Offices, Customs Offices, Courts, &c., throughout the colony, were inspected during the year, the country inspections rendering· necessary a personal visitation of the principal towns in almost ever.y part of Victoria, and demanding a considerable amount both of tinw and labour. Except at some branches of the Customs, where it has hitherto heen found impossible to devise any system that can be regarded as a perfect check, and ·where reliance must be placed upon the zeal and integrity of the officers concerned, the existing safeguards appear to he effective. At oue or two places, irregularities of a somewhat grave nature were discovered; hut, for the most part, the work 1ms found to be efficiently and faithfully performed, amL on the whole, the hooks and accounts of the different Departments may he said to he kept in a highly satis£<tctory manner.
